In exercise of the powers conferred by 1st proviso to section 14 of the Right to Fair Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the Notification as per sub-section (1) of Section 11 of LARR Act, 2013, from the date of appraisal of the Social Impact Assessment report by the Expert Group namely:

G.O.(P)No.92/2022/RD dated 11th March 2022 and published in the Extra Ordinary Gazette No 824 dated 15th March 2022 has been issued in accordance with the provisions as per section (1) of section 4 of the Right to Fair Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) with regard to the acquisition of 12.34 Hectares of land in Nadama and Manakunnam Villages of Ernakulam district for four laning of road from SN Junction (Tripunithura) to Poothotta.
AND WHEREAS, the District Collector, Ernakulam has informed that as per section 14 of LARR Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not issued within twelve months from the date of appraisal of the Social Impact Assessment report submitted by the Expert Group under section 7, then, such report shall be deemed to have lapsed and a fresh Social Impact Assessment shall be required to be undertaken prior to acquisition proceedings under section 11. The date of appraisal of the Social Impact Assessment report by the Expert Group under section 7 was submitted on 11/11/2022 and the Notification under sub-section (1) of section 11 needs to be issued on or before 11/11/2023.
AND WHEREAS, the District Collector, Ernakulam has informed that as per section 14 of LARR Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not issued within twelve months from the date of appraisal of the Social Impact Assessment report submitted by the Expert Group under section 7, then, such report shall be deemed to have lapsed and a fresh Social Impact Assessment shall be required to be undertaken prior to acquisition proceedings under section 11. The date of appraisal of the Social Impact Assessment report by the Expert Group under section 7 and extended as per G.O. (P)No.2/2024/RD dated 03rd January 2024 and published in the Extra Ordinary Gazette No. 5 dated 03rd January 2024 expired on 10/05/2024.
NOW THEREFORE, sanction is accorded to extend the time limit for a further period of 12 months from the date of expiry ie. 10/05/2024 in publishing the Notification under subsection (1) of section 11 by invoking the provisions contained in 1st proviso to section 14 of LARR Act, 2013 with regard to the acquisition of 12.34 Hectares of land in Nadama and Manakunnam Villages of Ernakulam district for four laning of road from SN Junction (Tripunithura) to Poothotta.

(P)No.2/2024/RD dated 03rd January 2024 and published in the Extra Ordinary Gazette No. 5 dated 03rd January 2024 expired on 10/05/2024 and therefore extend the time limit for publishing the Notification under sub-section (1) of section 11.
The notification is intended to achieve the above object.
