In exercise of the powers conferred by 1st proviso to section 14 of the Right to Fair Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the Notification as per sub-section (1) of Section 11 of LARR Act, 2013, from the date of appraisal of the Social Impact Assessment report by the Expert Group namely:-

As per G.O.(P) No.107/2020/RD dated 18th December 2020 and published in the Extra Ordinary Gazette No 3025 dated 19th December 2020, the notification in accordance with the provisions as per section (1) of section 4 of the Right to Fair Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) for the acquisition of 2.3835 Hectares (2.0305 Hectares of land in Thiruvalla, Kuttapuzha, Kunnathanam, Kalluppara, Mallappally & Anikkad Villages of Pathanamthitta District & 0.3530 Hectares of land in Payipad & Nedumkunnam Villages of Kottaym District) for the purpose of Thiruvalla - Mallappally- Chelekombu Road Development has been issued.

AND WHEREAS, the District Collector, Pathanamthitta has informed that as per section 14 of LARR Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not issued within twelve months from the date of appraisal of the Social Impact Assessment report submitted by the Expert Group under section 7, then, such report shall be deemed to have lapsed and a fresh Social Impact Assessment shall be required to be undertaken prior to acquisition proceedings under section 11. The date of appraisal of the Social Impact Assessment report by the Expert Group under section 7 and extended as per G.O.(P)No.13/2023/RD dated 19th January 2023 and published in the Extra Ordinary Gazette No. 215 dated 19th January 2023, G.O.(P)No.186/2023/RD dated 03rd August 2023 and published in the Extra Ordinary Gazette No. 2586 dated 04th August 2023, G.O. (P)No.311/2023/RD dated 12th December 2023 and published in the Extra Ordinary Gazette No.4039 dated 12th December 2023 and G.O. (P)No.238/2024/RD dated 10th October 2024 and published in the Extra Ordinary Gazette No.3270 dated 16th October 2024 will expire on 30/01/2025.

NOW THEREFORE, sanction is accorded to extend the time limit for a further period of 6 months from the date of expiry ie, 30/01/2025 in publishing the Notification under sub-section (1) of section 11 by invoking the provisions contained in 1st proviso to section 14 of LARR Act, 2013 for the acquisition of 2.3835 Hectares (2.0305 Hectares of land in Thiruvalla, Kuttapuzha, Kunnathanam, Kalluppara, Mallappally & Anikkad villages of Pathanamthitta district and 0.3530 Hectares of land in Payipad & Nedumkunnam Villages of Kottaym District) for the purpose of Thiruvalla - Mallappally -Chelekombu Road Development.

(P)No.13/2023/RD dated 19th January 2023 and published in the Extra Ordinary Gazette No. 215 dated 19th January 2023, G.O.(P)No.186/2023/RD dated 03rd August 2023 and published in the Extra Ordinary Gazette No. 2586 dated 04th August 2023, G.O.(P)No.311/2023/RD dated 12th December 2023 and published in the Extra Ordinary Gazette No.4039 dated 12th December 2023 and G.O. (P)No.238/2024/RD dated 10th October 2024 and published in the Extra Ordinary Gazette No.3270 dated 16th October 2024 will expire on 30/01/2025 and therefore extend the time limit for publishing the Notification under sub-section (1) of section 11.

The notification is intended to achieve the above object.
