In exercise of the powers conferred by clauses (2) and (3) of Article 166 of the Constitution of India, the Governor of Kerala hereby makes the following rules further to amend the Rules of Business of the Government of Kerala, namely:-
2RULES
1. Short title and commencement.– (1) These rules may be called the Rules of Business of the Government of Kerala (Amendment) Rules, 2025.
(2) They shall come into force at once.
2. Amendment of the Rules.– In the Rules of Business of the Government of Kerala, in PART II, in the FIRST SCHEDULE,
(1) under the heading "List of Departments", –
(a) after serial number and entry "34. Programme Implementation, Evaluation and Monitoring Department", the following serial number and entry shall be inserted, namely:–
"35. Public Procurement Advisory Department" ;
(b) the existing entry against serial number 42 shall be omitted;
(c) the existing serial numbers from 35 to 48 shall be renumbered consecutively from 36 to 48.
(2) under the heading 'DISTRIBUTION OF BUSINESS AMONG DEPARTMENTS OF THE SECRETARIAT', –
(a) after the sub-heading "XXXIV. PROGRAMME IMPLEMENTATION, EVALUATION AND MONITORING DEPARTMENT" and the entries thereunder, the following sub-heading and entries shall respectively be inserted, namely:-
"XXXV. PUBLIC PROCUREMENT ADVISORY DEPARTMENT
1. General questions relating to stores purchase like correspondence with the Government of India and the Director General of Supplies and Disposals, issue of general instructions and orders on stores purchase (Stores Purchase Manual), advice to Administrative Departments on stores purchase and on relaxation of provisions of Stores Purchase Manual.
2. Banning of business with firms / suppliers and imposition of other penalties.
3. Registration of firms.
4. Settling of rate contract.
5. Inspection of purchase files of Government offices."
3(b) the existing entries under sub-heading XLII. shall be omitted;
(c) the existing serial numbers prefixing the sub-heading from XXXV to XLVIII shall be renumbered consecutively from XXXVI to XLVIII.

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.)
The Committee on Official Language of Kerala Legislative Assembly (2021-23) had recommended to take necessary steps to change the name of 'Stores Purchase Department' into Malayalam. Subsequently, as per G.O.(Ms.)No. 2/2024-SPD. dated 06 th July 2024, the name of the said department was changed as 'Public Procurement Advisory Department' in English also. Hence, the Government have decided to amend the Rules of Business of the Government of Kerala, for the said purpose.
The notThe notification is intended to achieve the above object.
