WHEREAS, under subsection (3) of section 32 of the Kerala Cooperative Societies Act, 1969 (21 of 1969), the Joint Registrar of Cooperative Societies (General) had issued orders superseding the managing committee of Kolithattu Service Cooperative Bank Ltd No.C 406 in Kannur District and appointed an administrator to manage the affairs of the
2said Bank under subsection (1) of the said section;
AND WHEREAS, under subsection (1) of section 32 of the said Act, the term of administrator or administrative committee appointed to manage the affairs of a society shall not exceed six months in the aggregate provided that in the case of a Cooperative society, carrying on the business of Banking, appointment of administrator or administrative committee shall not exceed one year in the aggregate;
AND WHEREAS, the said term of one year of the administrative committee appointed under subsection (1) of section 32 of the said Act to manage the affairs of the Kolithattu Service Cooperative Bank Ltd No.C 406 in Kannur District expired on 11th November, 2025;
AND WHEREAS, the Registrar of Cooperative Societies has reported that, due to the non submission of nomination by the members, election to the said Bank could not be conducted within the above said period and has requested to extend the term of administrative committee for a further period of one year from 12 th November, 2025 to 11th November, 2026 or till a newly elected committee enters upon office which ever is earlier to avoid administrative vacuum;
AND WHEREAS, the Government have considered the matter in detail and are satisfied that it is necessary in public interest, to direct that the provisions of subsection (1) of section 32 of the said Act shall apply to Kolithattu Service Cooperative Bank Ltd No.C 406 in Kannur District with certain modifications and to permit the Registrar of Co operative Societies to extend the term of the administrative committee appointed to manage the affairs of the said Bank for a further period of one year from 12th November, 2025 to 11th November, 2026 or till a newly elected committee enters upon office which ever is earlier;
3NOW, THEREFORE, in exercise of the powers conferred by section 101 of the Kerala Cooperative Societies Act, 1969 (21 of 1969), the Government of Kerala hereby direct that the provisions of subsection (1) of section 32 of the said act shall apply to Kolithattu Service Cooperative Bank Ltd No.C 406 in Kannur District with modification of substituting the words "two years" for the words "one year" and in exercise of powers conferred under subsection (1) of section 32 of the said Act, as so modified, permit the Registrar of Cooperative Societies to extend the term of the administrative committee appointed to manage the affairs of the said Bank for a further period of one year from 12 th November, 2025 to 11th November, 2026 or till a newly elected committee enters upon office whichever is earlier to avoid administrative vacuum in the said Bank.

Explanatory Note
(This does not form part of the order, but is intended to indicate its general purport.)
The term of one year of the administrative committee appointed under subsection (1) of section 32 of the Kerala Cooperative Societies Act, 1969, to manage the affairs of the Kolithattu Service Cooperative Bank Ltd No.C 406 in Kannur District expired on 11 th November, 2025. The Registrar of Cooperative Societies has reported that election to the said Bank could not be conducted within the extended period due to the non submission of nomination by the members to election and has requested to extend the term of the administrative committee for a further period of one year from 12 th November, 2025 to 11th November, 2026 . The Government have considered the matter and are satisfied that it is necessary, in public interest to direct that the provisions of sub section (1) of section
432 of the said Act shall apply to the said Bank with certain modification and permit the Registrar of Cooperative Societies to extend the term of the administrative committee appointed to manage the affairs of the said Bank for a further period of one year from 12 th November, 2025 to 11th November, 2026 or till a newly elected committee enters upon office whichever is earlier to avoid administrative vacuum.
The order is intended to achieve the above object.
