Shri. Shibu M. Das while serving as Librarian Grade III at Government Women's Polytechnic College, Kaimanam was excluded for promotion to the Post of Librarian Grade II due to initiation of departmental disciplinary proceedings against him pending finalization of a domestic violence case registered against him and his immediate juniors, Shri.AbhilashThis is a digitally signed Gazette. T. L. and Smt.Sakhilekha A. were promoted as Librarian Grade II.

Shri. Shibu M. Das was also excluded from the the Select List vide G.O.(P) No. 33/2021/H.Edn. dated 20/09/2021 for promotion to Librarian Grade I and as per G.O. (Rt) No. 1381/2021/H.EDN dated 18/10/2021 his immediate juniors, Shri. Abhilash T. L. and Smt.Sakhilekha A. were promoted as Librarian Grade I.

Since, the charge memo issued to Shri. Shibu M. Das was not for a major penalty and mere pendency of disciplinary action is not an impediment to promotion as per Note (I) under Rule 28 (b)(i)7 of Part II of KS&SSR, the disciplinary action initiated against him was kept in abeyance. Accordingly as per the decision of the DPC (Lower) held in 2023, Shri. Shibu M. Das, the senior-most Grade II Librarian was promoted to the post of Grade I Librarian, as per GO(Rt) No.1754/2023/HEdn dated 29/11/2023.

As the Hon'ble Judicial Ist Class Magistrate - II Court, Nedumangad vide Order dated 23/02/2024 acquitted Shri.Shibu M. Das, the disciplinary procedure initiated against him was dropped as per G.O. (Rt) 1532/2024/H.Edn. Dated 09/12/2024.

The Ad hoc Departmental Promotion Committee (Lower) 2021 held on 29/10/2025 decided to revise the Select List to the post of Librarian Grade I published as per G.O.(P) No.33/2021/H.Edn. dated 20/09/2021 to grant notional promotion to Shri.Shibu M. Das w.e.f. 18/10/2021 ie., the date on which his immediate juniors Shri. Abhilash T L and Smt.Sakhilekha A were promoted as Librarian Grade I.

The following is the revised Select List for the year 2021 prepared by the Ad hoc Departmental Promotion Committee (Lower) held on 29/10/2025 and approved by Government to the post of Librarian Grade I in Common pool Library State Service for the year 2021.
