FORM OF PRELIMINARY NOTIFICATION UNDER SUB SECTION (1) OF
SECTION 11
No- DCKTM/1569/2023-G1 20th December ,2025 WHEREAS, the Government of Kerala have as per notifications No. GO(Rt) No.1022/2022/PWD dt 21-10-2022,GO(Rt)No.1192/2023/RD dt 16-03-2023, G.O. (P) No 649/2015/RD dated 04-12-15, G.O. (P) No. 18/2018/RD dated 19-04-18 ordered for land acquisition and as per proceedings No. DCKTM/1569/G1 dated 10-10-2023 of District Collector, Kottayam appointed the Special Tahsildar, LA. (General), Pala to perform the functions of a Collector for the purpose of land acquisition under the Right to Fair Compensation and Transparency in Land Acquisition Rehabilitation and Resettlement Act, 2013.
AND WHEREAS, the Government here by appoint Deputy Collector L.A., Kottayam as the Administrator for the purpose of Rehabilitation and Resettlement to the proposed acquisition.
2 AND WHEREAS, it appears to the Government that the land specified in the schedule below is needed or is likely to be needed for public purpose to wit for the construction of service road from Kaduthuruty bypass to Valiyapalli.
NOW, THEREFORE, notice is hereby given to that effect to whomsoever it may concern, in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
All persons interested in the said land are accordingly required to lodge before the Special Tahsildar, LA. (General), Pala within 15 days from the date of publication of the above notification, or after giving public notice regarding this whichever is later, a statement in writing of their objections, if any, regarding the updation of land records or title in respect of the land proposed for acquisition. Any objection/statement which is received after the due date or which does not clearly explain as to how the objector is interested in the land is liable to be summarily rejected.
A summary of the Social Impact Assessment Report is given below, which is available in the official website www.kottayam.nic.in.

SUMMARY OF SIA REPORT
Service Road from Kaduthuruthy Bypass to Valiyapally is proposed to be constructed in Kaduthuruthy village, Vaikom Taluk, Kottayam district. The project will help to reduce the traffic congestion of Kaduthuruthy junction, provide effortless access to the prominent worship place called Valiyapally, and also the project imparts a positive step towards development of the area.
Government of Kerala has accorded administrative sanction vide G.O (Rt) 1192/2023/RD dated 16-03-2023 of Revenue (B) Department to acquire 0.0320 hectares of land in Block No.29, Re survey No. 625/3, 625/4 of Kaduthuruthy village for the project. In compliance with Section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act (RFCTLARR) 2013, Social Impact Assessment (SIA) of the project was undertaken by Rajagiri Outreach Society, Rajagiri P.O., Kalamassery.
Land proposed to be acquired for the project is affected by two landowners. The project will affect 10 rubber trees and part of a tarred road. The acquisition will not affect the livelihood of the landowners.
Fair compensation as per LARR Act 2013 and Rules 2015 will help to mitigate the impact which is of minimal nature by virtue of this land acquisition.

ആയതിന് ഇപ്പോൾ ഭൂമി ഏപ്പലടുക്കൽ വിഭാഗം പ്രഡരയൂട്ടി ളേക്ടർ, ാേേട്ടയത്തിപ്പന രുനരധിവാസ്ത്തിനും രുന:സ്ഥാരനത്തിനുമുള്ള അഡ്മിനിസ്്ട്രേലർ ആയി നിയമിച്ചിരിക്കുന്നതും.
അതിനാൽ ഇപ്പോൾ താപ്പല രട്ടിയേിൽ വിവരം ാേണിച്ച ഭൂമി ഒരു പ്രരാതു ആവശ്യത്തിന് അതായത് ടേുത്തുരുത്തി ബബരാസ്് റോഡിൽ നിന്നും വലിയരള്ളിയിലേയ്ക്ക് സ്ർവ്വീസ്് റോഡ് നിർമ്മാണത്തിനായി ആവശ്യമുപ്പലന്നോ ആവശ്യമുലായേക്കാപ്പമന്നോ ആ ളേക്ടർക്ക് ബോദ്ധ്യപ്പപ്പട്ടിരിക്കുന്നതിനാലും.
ഇപ്പോൾ, അതിനാൽ ഇതുമായി ബന്ധപ്പപ്പട്ട എല്ലാ വയക്തിൾേക്കും ഭൂമി ഏപ്പലടുക്കുമ്പോൾ, നയായമായ നഷ്്ടരരിഹാരത്തിനും സ്ലുതാരയതയ്ക്കും രുനരധിവാസ്ത്തിനും രുന:സ്ഥാരനത്തിനുമുള്ള 2013 പ്രല ആക്ട് 11–ം വുേപ്പ് 1–ം ഉരവുേപ്പ് ഉരവുേപ്പിപ്പല വയവസ്ഥൾേക്കനുസ്ലൃതമായി ഇക്കാരയത്തിലുള്ള അറിയിപ്പ് ഇതിനാൽ നൽുേയേും പ്രചയ്യുന്നു.
അതിനാൽ ഏപ്പലടുക്കലിന് നിർദ്ദേശ്ിക്കപ്പപ്പട്ട ഭൂമിയിൽ അവാേശ് താൽപ്പരയം ഉള്ള എല്ലാ വയക്തിളേും ഈ വിജ്ഞാരനം ര്രസ്ലിദ്ധ്ീരേിച്ചു 15 ദിവസ്ത്തിനുള്ളിലോ അപ്രല്ലങ്കിൽ ഈ വിഷ്യത്തിൽ ഒരു രബ്ബ്ലി്േ നോട്ടീസ്് ിേട്ടിയതിനുശേ്ഷ്മോ ഇതിൽ ഏതാണ് അവസ്ലാനം ലഭിച്ചത് ആ തീയതിക്കുള്ളിൽ ഏപ്പലടുക്കുവാൻ നിർദ്ദേശ്ിക്കപ്പപ്പട്ട ഭൂമിയുപ്പട റിക്കാർഡുളേുപ്പട നിജസ്ഥിതി വരുത്തുന്നതിപ്പന സ്ംബന്ധിച്ചോ അപ്രല്ലങ്കിൽ ഏപ്പലടുക്കുവാൻ നിർദ്ദേശ്ിക്കപ്പപ്പട്ട ഭൂമിയുപ്പട അവാേശ്പ്പത്ത സ്ംബന്ധിച്ചോ വല്ല എതിർപ്പുമുപ്പലങ്കിൽ ആയത് രേഖാമൂലം രാലാ എൽ.എ.

ാേേട്ടയം ജില്ലയിപ്പല, ബവക്കം താലൂക്കിപ്പല ടേുത്തുരുത്തി വില്ലേജിലാണ് ടേുത്തുരുത്തി ബബപ്പാസ്് റോഡിൽ നിന്നും വലിയ രള്ളിയിലേയ്ക്ക് സ്ർവ്വീസ്് റോഡ് നിർമ്മാണം നടത്തുന്നത്.
ദിനം ര്രതി വർദ്ധ്ിച്ചുവരുന്ന ഗതാഗത ുേരുക്കിനും, നാടിപ്പന്റ വിസേ്നത്തിനും ടി റോഡ് നിർമ്മാണം ശ്ാശ്വത രരിഹാരമാുേന്നതാണ്. ൂേടാപ്പത ടേുത്തുരുത്തിയിപ്പല ര്രധാന ആരാധനാലയമായ ടേുത്തുരുത്തി വലിയ രള്ളിയിലേയ്ക്കുള്ള ഗതാഗത ുേരുക്ക് ഒലിവാക്കുന്നതിനും നിർകിഷ്്ട രദ്ധ്തിപ്പാേല് സ്ലാധിക്കുന്നതാണ്.
