വിജ്ഞോപനം പ്രകോരം 2013-പ്പെ ഭൂമി ഏപ്പെടുക്കെിൽ നയോയമോയ നഷ്ടപരിഹോരത്തിനും സുതോരയതയ്ക്കം പുരനധിവോസ്ത്തിനും പുനഃസ്ഥോപനത്തിനുമുള്ള അവകോശ ആക്ട് (ഫകന്ദ്ര ആക്ട് 30/2013) പ്രകോരമുള്ള കളക്ടറുപ്പെ ചുമതെകൾ നിർവ്വഹിക്കുവോൻ കോക്കനോെ്, പ്പകോച്ചി പ്പമഫരോ നമ്പർ.1 പ്പെഷ്യൽ തഹസ്ിൽദോപ്പര നിയമിച്ചിരിക്കുന്നതിനോലം;

പ്പകോച്ചി പ്പമഫരോ പ്പപോന്നംവിെ നെപെിയുപ്പെ പുനരധിവോസ്ത്തിനും പുനഃസ്ഥോപനത്തിനുമുള്ള അഡ്മിനിഫേെർ ആയി പ്പകോച്ചി പ്പമഫരോ (എൽ.എ.) പ്പെപൂട്ടി കളക്ടപ്പറ ഫകരള സ്ർക്കോർ നിയമിച്ചിരിക്കുന്നതിനോലം;

ഇഫതോപ്പെോപ്പമുള്ള പട്ടികയിൽ വിവരിച്ചിരിക്കുന്ന ഭൂമി ഒരു പ്പപോതു ആവശയത്തിന്, അതോയത്, ഇന്റർഫേെെ് അർബൻ റീജനഫറഷ്ൻ & വോട്ടർ രോൻഫെോർട്ട് സ്ിസ്റ്റം പദ്ധതിയുപ്പെ ഭോഗമോയ ഇെപ്പള്ളി കനോൽ വികസ്നത്തിനും, ഇെയിലള്ള ഫസ്റ്റഷ്നുകളുപ്പെ നിർമ്മോണത്തിനും ഫവണ്ടി സ്ഥെം ആവശയമുപ്പണ്ടഫന്നോ ആവശയമുണ്ടോഫയക്കുപ്പമഫന്നോ ജില്ലോ കളക്ടർക്ക് ഫബോദ്ധയപ്പപ്പട്ടിരിക്കുന്നതിനോലം;

ഇഫപ്പോൾ, തന്മൂെം, അതുമോയി ബന്ധപ്പപ്പട്ട എല്ലോ ഫപർക്കും 2013 പ്പെ ഭൂമി ഏപ്പെടുക്കെിൽ നയോയമോയ നഷ്ടപരിഹോരത്തിനും സുതോരയതയ്ക്കം പുനരധിവോസ്ത്തിനും പുനഃസ്ഥോപനത്തിനുമുള്ള അവകോശ ആക്ട് 11 വകുപ്പ് (1) ഉപവകുപ്പിപ്പെ വയവസ്ഥകൾക്കനുസൃതമോയി ഇക്കോരയത്തിലള്ള അറിയിപ്പ് ഇതിനോൽ നൽകുകയും പ്പചയ്യുന്ന;

പ്പപോന്നംവിെപ്പെടുക്കോൻ തീരുമോനിച്ചിട്ടുള്ള സ്ഥെങ്ങളുമോയി ഏപ്പതങ്കിലം തരത്തിൽ ബന്ധപ്പപ്പട്ടിട്ടുള്ള കക്ഷികൾ അവരുപ്പെ ഭൂഫരഖകൾ നോളതീകരിക്കുന്നത് സ്ംബന്ധിച്ചം സ്ഥെത്തിപ്പന്റ ഉെമസ്ഥോവകോശം സ്ംബന്ധിച്ചം ആഫക്ഷപമുപ്പണ്ടങ്കിൽ ആയത് ഫമൽ വിജ്ഞോപനം പ്രസ്ിദ്ധപ്പപ്പടുത്തിയ തീയതിഫയോ, ഇതു സ്ംബന്ധിച്ച പ്പപോതു ഫനോട്ടീസ്ിപ്പന്റ തീയതിഫയോ ഏതോഫണോ അവസ്ോനം വരുന്നത് ആ തീയതി മുതൽ 15 ദിവസ്ത്തിനകം ഫരഖോമൂെമുള്ള പ്രസ്തോവന പ്പപോന്നംവിെ ആ ീസ്റോയ പ്പെഷ്യൽ തഹസ്ിൽദോർ (എൽ.എ.) നമ്പർ.1 പ്പകോച്ചി പ്പമഫരോ, കോക്കനോെ് മുമ്പോപ്പക സ്മർപ്പിഫക്കണ്ടതോണ്. നിശ്ചിത സ്മയപരിധിക്കുള്ളിൽ െഭിക്കോത്ത ആഫക്ഷപങ്ങളും സ്ഥെത്തിലള്ള തോൽപരയം സ്ംശയഫെശമഫനയ വിശദീകരിക്കോത്തതുമോയ അഫപക്ഷകൾ നിരുപോധികം നിരസ്ിക്കപ്പപ്പടുന്നതോണ്;

സ്ോമൂഹിക പ്രതയോഘോത പഠന റിഫപ്പോർട്ട് സ്ംേഹം തോപ്പെ ഫചർക്കുന്ന. ആയത് എറണോകുളം ജില്ലോ ഭരണകൂെത്തിപ്പന്റ പ്പവബ് സസ്െിൽ െഭയമോണ്.

സ്ോമൂഹിക പ്രതയോഘോത പഠന റിഫപ്പോർട്ട് – സ്ംേഹം

ഇെപ്പള്ളി കനോൽ വികസ്നത്തിനും ഇെയിലള്ള ഫബോട്ട് പ്പജട്ടികളുപ്പെ നിർമ്മോണത്തിനും ഭൂമി ഏപ്പെടുക്കുന്നതിപ്പന്റ ഭോഗമോയി സ്വകോരയവം പ്പപോതുഭൂമിയും ഉൾപ്പപ്പപ്പെ 01/08/25 തീയതിയിപ്പെ സ്ി.11 -2698/21 നമ്പർ (ഫകരള ഗസ്െ് അസ്ോധോരണം 20/08/25 തീയതിയിപ്പെ 3015) 11 (1) ഫനോട്ടി ിഫക്കഷ്നിൽ പ്രതിപോദിച്ചിട്ടുള്ള ഭൂമി കൂെോപ്പത കണയന്നൂർ തോലൂക്കിപ്പെ, തൃക്കോക്കര ഫനോർത്ത് വിഫല്ലജിൽ ഫലോക്ക് 5 സ്ർപ്പവ്വ 150/2 pt ൽ പ്പപട്ട 0.0255 പ്പഹക്ടർ ഭൂമി കൂെി ഏപ്പെടുഫക്കണ്ടതോയി കോണുന്ന. പ്രസ്തുത സ്ഥെമടുപ്പുമോയി ബന്ധപ്പപ്പട്ട് വി.പ്പക കണസ്ൾട്ടൻസ്ി പ്പസ്ന്റർ എസ്്.ഐ.എ സ്റ്റെി യൂണിെ് പഞ്ചോയത്ത് ബസ്ോർ, തിഫക്കോെി, ഫകോെിഫക്കോെ് നെത്തിയ സ്ോമൂഹിക പ്രതയോഘോത പഠന റിഫപ്പോർട്ട് പ്രകോരം ഭൂവെമകൾക്ക് ഭൂമി നഷ്ടമോകുന്നതും, സ്ർക്കോർ ഭൂമി നഷ്ടമോകുന്നതുമോണ്;

പ്രസ്തുത പ്പപ്രോജക്ടിൽ റികവിസ്ിഷ്ൻ അഫതോറിെിയോയ പ്പകോച്ചി പ്പമഫരോയുപ്പെ നിർഫേശ പ്രകോരം ആദയഘട്ടം 3 കി.മീ. മുട്ടോർ മുതൽ മഫരോട്ടിച്ചവെ് വപ്പര ദൂരത്തിനോണ് ചുവപ്പെ ഫചർക്കുന്ന സ്ർപ്പവ്വ നമ്പർ ഉൾപ്പപ്പടുത്തി 11 (1) കൂട്ടിഫച്ചർക്കൽ വിജ്ഞോപനം പുറപ്പപ്പടുവിക്കുന്നത്.

FORM OF PRELIMINARY NOTIFICATION TO BE ISSUED BY THE

COLLECTOR UNDER SUB – SECTION (1) OF SECTION 11

NOTIFICATION No.C11-2698/2021 2026 January 03.

WHEREAS, the Government of Kerala have as per Notification No.649/2015/RD dated 04.12.2015 appointed the Special Tahsildar (L.A.) No.1, Kochi Metro Rail Project, Kakkanad to perform the functions of a Collector for the purpose of land acquisition under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013;

AND WHEREAS, the Government hereby appoint the Deputy Collector (L.A) Kochi Metro Rail Project, Civil Station, Kakkanad as the Administrator for the purpose of Rehabilitation and Resettlement to the proposed acquisition;

AND WHEREAS, it appears to the Government that the land specified in the schedule below is needed or is likely to be needed for public purpose to wit for the development of Edappally Canal and construction of Stations in between as part of implementation of Integrated Urban Regeneration & Water Transport System (IURWTS);

NOW, THEREFORE, notice is hereby given to that effect to whomsoever it may concern, in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013;

All persons interested in the said land are accordingly required to lodge before the Special Tahsildar (L.A.) No.1, Kochi Metro Rail Project, Kakkanad within 15 days from the date of publication of the above notification, or after giving public notice regarding this whichever is later, a statement in writing of their objections, if any, regarding the updation of land records or title in respect of the land proposed for acquisition. Any objection/statement which is received after the due date or which does not clearly explain as to how the objector is interested in the land is liable to be summarily rejected;

A summary of the Social Impact Assessment Report is given below, which is available in the Official Website of the District Administration, Ernakulam.

SUMMARY OF THE SOCIAL IMPACT ASSESSMENT REPORT

It is seen that 0.0255 hectares of land comprised in Re Survey No. 150/2pt of block 5 in Thrikkakara North Village in Kanayannur Taluk, including private and public land, needs to be acquired in addition to the land notified as per 11(1) Notification vide No. C.11-2698/21 dated 01/08/25 (Kerala Gazette Extra Ordinary 3015 dated 20/08/25) as part of the acquisition of land for the development of Edappally Canal and construction of boat jetties for the implementation of Integrated Urban Regeneration & Water Transport System;

As per the Social Impact Assessment Study report conducted by the VKA Consultancy centre, SIA Study Unit, Panchayat Bazar, Thikkodi, Kozhikkode in relation to the said land acquisition, land owners are affected and Government will have loss of Puramboke land;

The below 11(1) Notification addendum is being published as per the direction of Requisitioning Authority, Kochi Metro Rail Limited for the development of first stage of the project (3km distance from Muttar to Marottichuvad).
