No.KFDDO/32754/2026 DFOMLTR- B 28.07.2026 It is hereby notified for the information of the public that the right of felling, collection and removal of standing trees (Softwood and pulpwood) besides the Bhoothathankettu-Meerancity Roads under Bhoothathankettu Forest Station in Thundathil Range in this Division as specified in the schedule appended below will be sold in E-Auction through M.S.T.C, subject to the terms and conditions of sale of Timber in Government Timber Depots published in Government Gazette No.49 Vol.II dated.10.12.2013 and vide Notification No. Pro(4)29243/13 dated 17/10/2014 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and as per general conditions of the sale of tree growth prevailing in the Department. SCHEDULE

Sale Conditions

1. Intending Tenderers/Bidders should deposit an Earnest Money Deposit of Rs.25,000/- (Rupees Twenty five Thousand only) through online / Demand Draft drawn in favour of The Divisional Forest Officer, Malayattoor from any Nationalized Bank for participating in the e-auction.

2. The successful Tenderers / Bidders should remit 35% of the bid value, after adjusting EMD already remitted shall be paid through e-treasury system within 7 working days of issuance of acceptance letter. If the successful bidder fails to remit this amount within the prescribed time, the EMD will be forfeited to Government and the lots will be re-auctioned at his risk and loss.

3. The successful Tenderers/Bidders have to pay balance value along with GST (as per Rule), FDT, Income Tax and other taxes if any at the rate prevailing from time to time within 15 days of issuance of acceptance letter.

4. The e-auction will be on lump-sum basis for the right of felling, collection and removal of entire marked and enumerated softwood tree species only from the above area mentioned in the schedule hereto the area of which has been surveyed and demarcated on the ground.

5. Intending tenderers/bidders may inspect the trees themselves of the quality and quantity of the produce before participating in the auction. Complaints if any, regarding the quality and quantity etc. received after the e-auction will not be entertained.

7. The participating Tenderers/Bidders only have the rights for the felling, collection and removal of marked and enumerated standing softwood trees and they have no right for felling, collection and removal of unmarked softwood trees as well as Hardwood trees like Teak, Rosewood, Sandal, Irul etc, if any.

8. The confirmation of the e-auction sale will ordinarily be communicated to the party concerned as early as possible. Within 15 days from the date of issue of acceptance letter, the successful tenderers/Bidders should execute an agreement on a stamp paper worth rupees equal to an amount, 0.1% of the total Sale value, after remitting balance value along with applicable Forest Development Tax, GST (as per Rule) and Income Tax at the rate in force and security deposit of 05% for the total sale value. In case of failure to remit the amount within 15 days extension shall be granted by the Range Forest Officer for 15 days subject to the realization of 24% penal interest plus 2.5% surcharge on the interest. After these, further extension will not be allowed at any cost.

9. The period of contract will be 40 days (Forty days) from the date of execution of Agreement.

No extension of the period of contract shall normally be granted on any ground. Under very special circumstances, for good and sufficient reasons, the Divisional Forest Officer may take necessary decisions for grant extension of time.

10. The license for the removal of timber and firewood collected from the coupe should be issued only on the basis of the prevailing norms.

11. The contractor or his agent shall enter into the coupe only after getting the written permission from the Divisional Forest Officer, Malayattoor or Range Forest Officer, Thundathil.

12. The contractor shall at all time during the currency of the contract, keep the boundaries cleared to a width of 2 meters and keep the cairns intact.

13. The contractor will be liable for any damage or loss caused to other trees in the nearby plantations, if any or in the reserve.

14. The Divisional Forest Officer will give permission to keep the timber and other produce outside the coupe, if requested by the contractor at his own risk. But, if the collected timber/firewood are not removed within the agreement period due to unforeseen situation or climate, a ground rent @Rs.200/- per hectare will be recovered from the tenderer/bidder concerned.

16. The security deposit will be refunded only after the successful completion of the Agreement conditions after producing the clearance certificates of Sales Tax, Income Tax, Agricultural Income Tax etc... Online tenders in Two Bid system (Technical and Financial bids) are invited from reputed firms for the "Supplying of Materials of SPF/HSPF for Setting up Tool Room under Mangalamdam Forest Station of Alathur Range in Nemmara Division during 2026-27" for use in Kerala Forest Department by Divisional Forest officer Nemmara.

The all materials should conform to the technical standards and specifications detailed in Annexure A attached to this notice. Tender documents and schedules are available in the website:

www.etenders.kerala.gov.in. The Earnest Money Deposit and tender fee should be submitted through the Internet online banking of SBI or through NEFT for other banks.

All bid/tender documents are to be submitted online only and in the designated Online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website and tenders submitted manually /through post will not be entertained. Late tenders will not be accepted.

KFD will be at liberty to increase or decrease the length/work to be

Technical bid and financial bid shall be submitted in their respective designated online covers.

First the technical bids will be evaluated. After evaluation of the technical bids, the financial bids of those tenderers who are qualified in the technical evaluation will be opened.
