Personnel and Administrative Reforms (Rules-A) Department
NOTIFICATION
G.O. (P) No. 13/2026/P&ARD. Dated, Thiruvananthapuram, 07th August, 2026 S. R. O. No. 697/2026
In exercise of the powers conferred by sub-section (1) of section 2 of the Kerala Public Services Act, 1968 (19 of 1968), read with section 3 thereof, the Government of Kerala hereby make the following rules further to amend the Special Rules for the Kerala Last Grade Service issued by notification under G.O. (P) No. 82/66/Public (Rules) Department dated 8th March, 1966
2and published in Part I of the Kerala Gazette No. 14 dated 5th April, 1966, namely:______
RULES
1. Short title and commencement.______(1) These rules may be called the Kerala Last Grade Service (3rd Amendment) Rules, 2026.
(2) They shall come into force at once.
2. Amendment of the Rules.__ In the Special Rules for the Kerala Last Grade Service,___
(1) in rule 1,___
(i) in Category 1, after item (f), the following item shall be added, namely:-
"(g) Helper in the Medical Education Department.";
(ii) in Category 3, after item (l), the following item shall be added, namely:-
"(m) Tailor, Electrical Lascar in the Medical Education Department."; (iii) in Category 4, after item (za), the following item shall be added, namely:-
"(zb) Hospital Attendant Grade II in the Medical Education Department.";
(iv) in Category 9, after item (b), the following item shall be added, namely:-
"(c) Hospital Attendant Grade I in the Medical Education Department.";
(2) In rule 4, after the words and symbol "Health Services," the following words and symbol shall be inserted, namely:___
"Medical Education,"
(3) In rule 5, after the existing entries in Category 1, the following entries shall be inserted, namely:___2
3"(g) Helper in the Medical Education Department.
(i) By promotion from qualified Last Grade employees in Medical Education Department;
OR
(ii) In the absence of qualified persons under item (i) above, by direct recruitment.".
(4) in sub-rule (b) of rule 8,___
in the TABLE,___
(i) after the serial number 54 in column (1) and the entries against it in column (2) and (3), the following serial numbers and entries shall be added in columns (1), (2) and (3) respectively, namely:__
"55. Tailor, Medical Education 1. Should have passed Standard VII and Department
should not have acquired Graduation.
2. Proficiency in tailoring (to be proved at
a practical test).
56. Electrical Lascar, Medical 1. Should have passed Standard VII and Education Department
should not have acquired Graduation.
2. M.G.T.E. / K.G.T.E. in Electrical Light
& Power.
57. Helper, Medical Education Should have passed Standard VII and Department
should not have acquired Graduation."

4Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.) The posts of Hospital Attendant Grade I, Hospital Attendant Grade II, Tailor, Electrical Lascar were under the control of the Health Services Department at the time of framing of the Special Rules for the Kerala Last Grade Service. Though the Medical Education Department was formed from the Health Services Department, the aforesaid posts under the Medical Education Department were not included in the Special Rules for the Kerala Last Grade Service. Moreover, the post of Helper in the Medical Education Department is not included in the said Rules. Hence, the Government have decided to include the said posts in the Special Rules for the Kerala Last Grade Service and to amend it suitably.
This notification is intended to achieve the above object.
