In exercise of the powers conferred by 2nd proviso to sub-section (7) of section 19 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the Government of Kerala hereby extend the time limit in publishing the declaration as per sub- section (1) of section 19 to the Notification issued under sub-section (1) of section 11 as per Proceedings No.DCKNR/2753/2020/C1 dated 19th November 2020 and published in the Extra Ordinary Gazette No.2845 dated 19th November 2020, namely:- This is a digitally signed Gazette. Proceedings No.DCKNR/2753/2020/C1 dated 19th November 2020 and published in the Extra Ordinary Gazette No.2845 dated 19th November 2020 has been issued in accordance with the provisions of subsection (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 84.18 ares of land in Panoor Village of Kannur district for the development of Panoor Community Health Centre.

AND WHEREAS, the District Collector, Kannur has reported that as per Section 19(7) of LARR Act, 2013, the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and the 11(1) Notification issued as per Proceedings No.DCKNR/2753/2020/C1 dated 19th November 2020 and published in the Extra Ordinary Gazette No.2845 dated 19th November 2020 and extended as per G.O.(P)No.187/2021/RD dated 23rd November, 2021 and published in the Extra Ordinary Gazette No.3452 dated 23rd November, 2021, G.O.(P)No.147/2022/RD dated 09th May, 2022 and published in the Extra Ordinary Gazette No.1506 dated 10th May, 2022, G.O.(P) No.263/2025/RD dated 17th July, 2025 and published in the Extra Ordinary Gazette No.2639 dated 17th July, 2025 and G.O.(P) No.455/2025/RD dated 21st November 2025 and published in the Extraordinary Gazette No.4105 dated 24th November 2025 expired on 19-05-2026 and therefore requested to extend the time limit for publishing the 19(1) Declaration.

NOW, THEREFORE, sanction is accorded to extend the time limit in publishing the declaration for a further period of six months from the date of expiry of the 11(1) Notification ie 19-05-2026 by invoking the provisions contained in 2nd proviso to Section 19(7) of the LARR Act, 2013 with regard to the acquisition of 84.18 ares of land in Panoor Village of Kannur district for the development of Panoor Community Health Centre.
