In exercise of the powers conferred by 2nd proviso to sub-section (7) of section 19 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the declaration as per sub-section (1) of section 19 to the Notification issued under sub-section (1) of section 11 as per G.O.(P) No.317/2025/RD dated 21st August 2025 and published in the Extraordinary Gazette No.3043 dated 22nd August 2025, namely:- This is a digitally signed Gazette. G.O.(P) No.317/2025/RD dated 21st August 2025 and published in the Extraordinary Gazette No.3043 dated 22nd August 2025 has been issued in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 142.27 Ares of land in Kadakampally, Petta and Thiruvallom villages of Thiruvananthapuram district for the development of waterway (Parvathy Puthanar) from Kovalam to Akkulam.

AND WHEREAS, the District Collector, Thiruvananthapuram has reported that as per Section 19(7) of LARR Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per G.O.(P) No.317/2025/RD dated 21st August 2025 and published in the Extraordinary Gazette No.3043 dated 22nd August 2025 expired on 21-08-2026 and therefore requested to extend the time limit for publishing the 19(1) Declaration.

NOW, THEREFORE, sanction is accorded to extend the time limit in publishing the Declaration for a further period of six months from 22-08-2026 by invoking the provisions contained in 2nd proviso to Section 19(7) of the LARR Act, 2013 with regard to the acquisition of 142.27 Ares of land in Kadakampally, Petta and Thiruvallom villages of Thiruvananthapuram district for the development of waterway (Parvathy Puthanar) from Kovalam to Akkulam.

Explanatory Note

(This does not form part of the notification, but is intended to indicate its general purport.) G.O.(P) No.317/2025/RD dated 21st August 2025 and published in the Extraordinary Gazette No.3043 dated 22nd August 2025 has been issued in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 142.27 Ares of land in Kadakampally, Petta and Thiruvallom villages of Thiruvananthapuram district for the development of waterway (Parvathy Puthanar) from Kovalam to Akkulam. As per Section 19(7) of LARR Act, 2013, the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per G.O.(P) No.317/2025/RD dated 21st August 2025 and published in the Extraordinary Gazette No.3043 dated 22nd August 2025 expired on 21-08-2026 and therefore extend the time limit for publishing the 19(1) Declaration.

The notification is intended to achieve the above object.
