രേേള സർക്കാർ 04-12-2015-ാം തീയതിയിലെ സ.ഉ. (സാധാരണ) നമ്പർ 649/2015/റവ.

വിജ്ഞാപനം പ്രാേരം 2013-ലെ ഭൂമി ഏചെടുക്കലിൽ നയായമായ നഷ്ടപരിഹാരത്തിനും സുതാരയതയ്ക്കും പുന:രധിവാസത്തിനും പുനഃസ്ഥാപനത്തിനുമുള്ള അവാേശ ആക്ട് (രേ്രേ ആക്ട് 30/2013) പ്രാേരമുള്ള ളേക്ടറുടെ ചുമതലൾേ നിർവ്വഹിക്കുവാൻ ാേക്കനാട്, ാെേച്ചി മെട്രോ റെയിൽ പ്പൊജക്ട് നമ്പർ-2 സ്പെഷ്യൽ തഹസിൽദാരെ നിയമിച്ചിരിക്കുന്നതിനാലും;

ാെേച്ചി മെട്രോ റെയിൽ പ്പൊജക്ടിലെ രണ്ാം ഘട്ട നിർമ്മാണ പ്രവർത്തനങ്ങളുടെ ഭാഗമായ ജെ.എൽ.എൻ. സേ്റ്റഡിയം മുതൽ ഇൻ ോപാർക്ക്, ാേക്കനാട് വരെയുള്ള (വയാഡക്ട്) നിർമ്മാണവുമായി ബന്ധചെട്ട പൊന്നുംവില നടപടിയുടെ പുനരധിവാസത്തിനും പുനഃസ്ഥാപനത്തിനുമുള്ള അഡ്മിനിസ്ട്രേലർ ആയി ാെേച്ചി മെട്രോ റെയിൽ പ്പൊജക്ട് (എൽ.എ.) ഡെപയൂട്ടി ളേക്ടറെ രേേള സർക്കാർ നിയമിച്ചിരിക്കുന്നതിനാലും;

അതായത്, ാെേച്ചി മെട്രോ റെയിൽ പ്പൊജക്ടിലെ രണ്ാം ഘട്ട നിർമ്മാണ പ്രവർത്തനങ്ങളുടെ ഭാഗമായ ജെ.എൽ.എൻ. സേ്റ്റഡിയം മുതൽ ഇൻ ോപാർക്ക്, ാേക്കനാട് വരെയുള്ള (വയാഡക്ട്) പദ്ധതിക്കുവേണ്ിയുള്ള നിർമ്മാണത്തിനായി ഭൂമി ആവശയമുണെ്ന്നോ/ഉണ്ായേക്കാമെന്നോ ആവശയമുണ്ായേക്കാമെന്നോ ജില്ലാ ളേക്ടർക്ക് ബോദ്ധ്യചെട്ടിരിക്കുന്നതിനാലും;

ഇലോൾ, തന്മൂലം, അതുമായി ബന്ധചെട്ട എല്ലാപേർക്കും 2013-ലെ ഭൂമി ഏചെടുക്കലിൽ നയായമായ നഷ്ടപരിഹാരത്തിനും സുതാരയതയ്ക്കും പുനരധിവാസത്തിനും പുനഃസ്ഥാപനത്തിനുമുള്ള അവാേശ ആക്ട് 11-ാം വുേല് (1)-ാം ഉപവുേലിലെ വയവസ്ഥൾേക്കനുസ‍ൃതമായി ഇക്കാരയത്തിലുള്ള അറിയില് ഇതിനാൽ നൽുേയേും ചെയ്യുന്നു;

പൊന്നുംവിലയ്ക്കെടുക്കാൻ തീരുമാനിച്ചിട്ടുള്ള സ്ഥലങ്ങളുമായി ഏതെങ്കിലും തരത്തിൽ ബന്ധചെട്ടിട്ടുള്ള ്േേഷിൾേ അവരുടെ ഭൂരേഖൾേ നാളതീരേിക്കുന്നത് സംബന്ധിച്ചും സ്ഥലത്തിലെ ഉടമസ്ഥാവാേശം സംബന്ധിച്ചും ആ്േേഷപമുണെ്ങ്കിൽ ആയത് മേൽ വിജ്ഞാപനം പ്രസിദ്ധചെടുത്തിയ തീയതിയോ, ഇതു സംബന്ധിച്ച പൊതു നോട്ടീസിലെ തീയതിയോ ഏതാണോ അവസാനം വരുന്നത് ആ തീയതി മുതൽ 15 ദിവസത്തിനംേ രേഖാമൂലമുള്ള പ്രസ്താവന പൊന്നുംവില ആ ീസറായ സ്പെഷ്യൽ തഹസിൽദാർ (എൽ.എ.) നമ്പർ 2, ാെേച്ചി മെട്രോ റെയിൽ പ്പൊജക്ട്, ാേക്കനാട് മുമ്പാ െേ സമർചിക്കേണ്താണ്. നിശ്ചിത സമയപരിധിക്കുള്ളിൽ ലഭിക്കാത്ത ആ്േേഷപങ്ങളും സ്ഥലത്തിലുള്ള താൽപരയം സംശയലേശമനേയ വിശദീരേിക്കാത്തതുമായ അപേ്േഷളേും നിരുപാധിംേ നിരസിക്കചെടുന്നതാണ്;

സാമൂഹി േ പ്രതയാഘാത പഠന റിലോർട്ട് സംഗ്രഹം താലെ ചേർക്കുന്നു. ആയത് എറണാുേളം ജില്ലാ ഭരണൂേടത്തിലെ വെബ് സസലിൽ ലഭ്യമാണ്;

സ്ോമൂഹി േര്രത്യോഘോത് രഠന റിഫപ്പോർട്ട് – സ്ംര്രഹം

അർത്ഥനാധിാേരിയായ ാെേച്ചി മെട്രോ റെയിൽ ചിമിലഡിൽ നിന്നും അർത്ഥന ലഭിച്ചത് പ്രാേരം പൊന്നുംവില നടപടിയിൽ ാേക്കനാട് വില്ലേജിൽ നിന്നും 0.0103 ഹെക്ടർ ഭൂമി ആവശയമുള്ളതായി ാേണുന്നു.

നിർദ്ദിഷ്ട പദ്ധതി നിലവിൽ വരുമ്പോൾ ഈ പദ്ധതിക്കായി ഏലവും ുേറവ് ഭൂമിയാണ് ഏചെടുക്കുന്നതെന്ന് പഠന സംഘം വിലയിരുത്തി. നിർദ്ദിഷ്ട പദ്ധതി പൊതു ആവശയത്തിലെ പരിധിയിൽ വരുന്നതും പദ്ധതി നടലിലാക്കിയാൽ പദ്ധതിയുടെ സാമൂഹ്യ സാമ്പത്തി േ നേട്ടങ്ങൾThis is a digitally signed Gazette. പൊതു സമൂഹത്തിന് ഉതുേന്നതും, നാടിനും വിസേനത്തിന് ഊന്നൽ ാെേടുത്തിട്ടുള്ളതും ഇതിലെ വിപരീത പ്രതയാഘാതങ്ങളേക്കാൾ നേട്ടങ്ങൾ ൂേടുതലായിരിക്കുമെന്നുമുള്ള നിഗമനത്തിൽ സാമൂഹ്യ പ്രതയാഘാത വിലയിരുത്തൽ പഠന യൂണീല് ഏണേേ്ഠമായി എത്തിച്ചേർന്നു.

പദ്ധതിക്ക് ഏചെടുക്കുന്ന ഭൂമി ാേക്കനാട് വില്ലേജിചെയും ത‍ൃക്കാക്കര നഗര സഭ്യുടെയും പരിധിയിൽ വരുന്നതാണ്.

FORM OF PRELIMINARY NOTIFICATION TO BE ISSUED BY THE COLLECTOR UNDER SUB-SECTION (1) OF SECTION 11

NOTIFICATION No. C12-993/24(1). 20th August, 2026.

WHEREAS, the Government of Kerala have as per Notification No.649/2015/RD dated 04-12-2015 appointed the Special Tahsildar (L.A) No.II, Kochi Metro Rail Project, Kakkanad to perform the functions of a Collector for the purpose of land acquisition under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013;

AND WHEREAS, the Government hereby appoint the Deputy Collector (L.A) Kochi Metro Rail Project, Civil Station, Kakkanad as the Administrator for the purpose of Rehabilitation and Resettlement to the proposed acquisition;

AND WHEREAS, it appears to the Government that the land specified in the schedule below is needed or likely to be needed for public purpose to wit for land required for the construction of Kochi Metro Rail Project Phase II Viaduct from JLN Stadium to Infopark, Kakkanad;

NOW, THEREFORE, notice is hereby given to that effect to whomsoever it may concern, in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013;

All persons interested in the said land are accordingly required to lodge before the Special Tahsildar (L.A) No.II, Kochi Metro Rail Project, Kakkanad within 15 days from the date of publication of the above notification, or after giving public notice regarding this whichever is later, a statement in writing of their objections, if any, regarding the updation of land records or title in respect of the land proposed for acquisition. Any objection/statement which is received after the due date or which does not clearly explain as to how the objector is interested in the land is liable to be summarily rejected;

A summary of the Social Impact Assessment Report is given below, which is available in the Official Website of the District Administration, Ernakulam;

SUMMARY OF THE SOCIAL IMPACT ASSESSMENT REPORT

As per the requisition received from the requisition authority KMRL, 0.0103 Ha of land in Kakkanad Village is required for the construction of Kochi Metro Rail Project Phase II Viaduct from JLN Stadium to Infopark, Kakkanad;

Only a minimum extent of land is acquired for the project. The SIA Study Report confirm that the project will benefit to the social and economic progress of the area and negative impacts of land acquisition is meager when compared to the social benefits created by the project.

Hence it is assessed that it is very useful to acquire this land for the project.

The land proposed for acquire is in Kakkanad Village and Thrikkakara Municipality.
