1. സാഖങ്കതിമോയി ഖ്യാഗ്യത ഖനലുന്ന ബിഡറുഷല ധനാേരയ ബിഡ് മാത്രമായിരിക്കും തുറക്കു.േ BOQ-ൽ ഖരകഷപ്പലുത്തിയ നിരക്കിഷല അലിസ്ഥാനത്തിൽ ആണ് ധനാേരയ മൂയെനിർണ്യം നലത്തുന്നത്.

2. ഖരേള ഖറാർ പർഖച്ചസ് മാനുവൽ പാര 8.27 [സ. ഉ. (അ) നം.10/2023/SPD പ്രാേരം ഖഭദഗതി വരുത്തിയത്] അനുസരിച്ച് നിരതദ്രവയ ഇളവ് ഖരേള സംസ്ഥാനത്തിനത്തേ് പ്രവർത്തിക്കുന്ന MSME യൂണിറ്റുൾേക്ക് മാത്രമായി പരിമിതഷപ്പലുത്തിയിരിക്കുന്നു. സംസ്ഥാനത്തിന് പുറത്തുള്ള ഏഷതങ്കിബ്ലും ബിഡർ നിരതദ്രവയ ഇളവ് ആവശ്യഷപ്പടാൽ ആ ദർഘാസ് അസാധുവായി ണേക്കാക്കുയേും അത്തരം ബിഡുൾേ നിരസിക്കുയേും ഷചകും.

3. 70% ബിൽ തു േ സാധനങ്ങൾ തൃത്രിരേമായ രീതിയിൽ ഭെിച്ച ഖശ്ലം നൽുേന്നതും ഖശ്ലിക്കുന്ന 30% തു േജില്ലാ ആ ീസുളേിൽ നിന്നും ഗുണനിവൊര റിഖപ്പാർട് ഭെിച്ച ഖശ്ലവും നൽുേന്നതായിരിക്കും.

4. ദർഘാസുൾേ ഓൺപൻെ സംവിധാനം വഴി മാത്രഖമ സമർപ്പിക്കാവൂ. മറ്റ് തരത്തിബ്ലുള്ള ദർഘാസുൾേ സ്വീരേിക്കുന്നതല്ല.

5. ` 200–ഷല ഖരേളം മുദ്രപത്രത്തിൽ തകാറാക്കി ഒപ്പിട പ്രിബ്ലിമിനറി എഗ്രിഷമല്റ് ഒഴിഷ േ മറ്റ് ദർഘാസ് ഖരകളേുഷല ഹാർഡ് ഖാേപ്പി സ്വീരേിക്കുന്നതല്ല.

6. നിവെിഷ െ എല്ലാ സർക്കാർ ചടങ്ങളും നിബന്ധനളേും ഈ ദർഘാസിന് ബാധമോണ്.

7. നിയമപരമായ ആവശ്യങ്ങൾക്കായി എല്ലാ നലപലിളേുഷലയും അധിാേരപരിധി തിരുവനന്തപുരം, ഖരേളം ആയിരിക്കുന്നതാണ്.

8. ാേരാറുാേർ വിവരങ്ങൾ അഖ്രാെഡ് ഷചകുന്നതിനും മറ്റും ഉണ്ടാുേന്ന അസൗരേയങ്ങൾക്കും നഷ്ടത്തിനും ഡിപ്പാർട്ഷമല് ഉത്തരവാദി ആയിരിക്കുന്നതല്ല.

Competitive e-tenders are invited in Two Cover bid system through www.etenders.kerala.gov.in from reputed authorized dealers/manufacturers for the supply of 7146 m of 140 mm 6 Kg/cm2 PVC pipe as per IS 4985, used for borewell construction.

Tender documents and schedules are available in the website www.etenders.kerala.gov.in. The Earnest Money Deposit and tender fee should be submitted through internet online banking of SBI MOPS.

All tender documents are to be submitted online through and in the designated online cover(s)/envelope(s) on the e-tender website and tenders submitted manually or through post will not be entertained. Late tenders will not be accepted.

Starting date and time of submission of e-tenders—20-8-2026, 2 p.m.

Closing date and time of submission of e-tenders—5-9-2026, 11 a.m.

Due date and time of tender opening—7-9-2026, 11 a.m.

Cost of tender form—` 4,200 + GST (18%) (Copy of GST payment challan for ` 756 is to be uploaded) The Technical Bid should contain the following documents:

1. Agreement in Kerala Stamp Paper worth ` 200, Original agreement should reach in the Directorate of Groundwater Department before the tender opening date 7-9-2026, 11 AΜ.

2. Acceptance of terms and conditions.

3. The details regarding e-payment (Bidders Bank Account No. where he/she is having core banking facility and email id) should be submitted along with the tender.

4. Proof of manufacturer and authorized dealer for the supply of 140 mm 6 Kg/cm2 PVC pipe as per IS 4985.

5. Date up to which the rates are firm.

6. Brand Name of the pipe.

7. Copy of GST Registration Certificate.

8. Proof of valid ISI Certificate.

9. Proof for EMD exemption if applicable.

The Financial bid should contain the following document

Total Cost of 7146 m of 140 mm 6 Kg/cm2 PVC pipe as per IS 4985 inclusive of GST, transportation cost and loading/unloading charges for the supply to the office of the Asst. Exe. Engineer, Central Workshop & Stores, Kureepuzha, Kollam in BOQ.

GENERAL CONDITIONS

1. The financial bids of technically qualified bidders will be opened. Financial evaluation of the bids will be carried out based on the rate quoted in BOQ.

2. As per Kerala Store Purchase Manual Para 8.27 [Amended by G.O.(P) No.10/2023/SPD EMD exemption] is strictly restricted to MSME units working within the State of Kerala. Any out of State bidder, the claimed EMD exemption will be treated as invalid and the bids will be rejected.

3. 70% of the payment will be effected after receiving the item in good condition and the balance 30% will be paid after getting satisfactory performance report from the District Officers.

4. The hard copy of the tender documents will not be accepted except the agreement in Kerala Stamp Paper worth ` 200.

5. All Government rules prevailing will be applicable to the tender. Director of Ground Water Department, Thiruvananthapuram, Kerala reserves the right to cancel, accept or reject all or any tender at his sole discretion without assigning any reason. For legal purposes, the cause of action will be deemed to have arisen in Thiruvananthapuram, Kerala State, India.

6. Tenders without these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.

7. The Groundwater Department will not be responsible for any inconveniences or loss to the Bidder while uploading/downloading the bid.

. Tenderers can quote Two rates and submit sample for each with marking (sample ¹, sample 2). If there is only one sample and Two rates and the sample was not marked properly, it's rate shall be considered the lowest.. Sample paper is essential. Samples required against each item above should reach the undersigned on or before the opening time of tender. Samples in cut pieces or in size which are not suitable for conducting lab test will not be tested & accepted. Tender No. and name of the paper mill should be recorded in sample also. The covers containing the samples shall be appropriately superscribed with the tender number and addressed to the Controller of Stationery, Thiruvananthapuram-695 033. Late covers containing samples .will not be accepted. The Sample paper will be tested in our Paper Testing Lab and the eligible samples will beconsidered for the next stage of the tender.

. Online tenders/bids are to be accompanied with a preliminary agreement executed on a Kerala Stamp Paper worth ` 200. The scanned copy of the preliminary agreement and General conditions duly signed by the contractor shall be submitted online and subsequently the original in a separate cover by registered post/speed post or physically to this office on or before the date and time of opening of the tender/bid. Otherwise the tenders will not be considered and shall be summarily rejected.

. The sample submitted by the paper suppliers/Paper re-conditioners should mention the name of the Paper Mills to which the sample belongs. They should submit authorization letter from the Paper Manufacturing Mills along with the tender. Otherwise the tenders will not be considered and shall be summarily rejected. Lab report of the sample paper shall also be furnished.

. All participants should submit the documents showing the production capacity of the OEM (Mill). The Tenders should submit the documents showing the Turn Over for the last two years.
