In exercise of the powers conferred by 2nd proviso of sub-section (7) of section 19 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), the Government of Keralam hereby extend the time limit in publishing the declaration as per sub-section (1) of section 19 to the Notification issued under sub-section (1) of section 11 as per G.O.(P)No.67/2020/RD dated 17th September, 2020 and published in the Extraordinary Gazette No.2124 dated 17th September, 2020, namely:-

G.O.(P)No.67/2020/RD dated 17th September, 2020 and published in the Extraordinary Gazette No.2124 dated 17th September, 2020 has been issued in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 99.3235 Hectares of land in Kezhallur Village of Talassery Taluk in Kannur district for expansion of runway from 3050 m to 4000m for Kannur International Airport.
AND WHEREAS, the District Collector, Kannur has reported that as per Section 19(7) of LARR Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per G.O.(P)No. 67/2020/RD dated 17th September, 2020 and published in the Extraordinary Gazette No.2124 dated 17th September, 2020 and extended as per G.O.(P)No.180/2022/RD dated 16th June 2022 and published in the Extraordinary Gazette No.1993 dated 16th June 2022, G.O.P)No.230/2022/RD dated 13th September 2022 and published in the Extraordinary Gazette No.3085 dated 13th September 2022, G.O.(P)No.78/2023/RD dated 10th March 2023 and published in the Extraordinary Gazette No.881 dated 10th March 2023, G.O.(P)No.115/2024/RD dated 24th April 2024 and published in the Extraordinary Gazette No.1387 dated 24th April 2024, G.O.(P)No.310/2024/RD dated 11th December 2024 and published in the Extraordinary Gazette No.4031 dated 20th December 2024, G.O.(P)No.126/2025/RD dated 25th March 2025 and published in the Extraordinary Gazette No.1204 dated 27th March 2025 and G.O.(P) No.413/2025/RD dated 13th October 2025 and published in the Extraordinary Gazette No.3639 dated 13th October 2025 expires on 15-09-2026 and therefore requested to extend the time limit for publishing the 19(1) Declaration.
NOW THEREFORE, sanction is accorded to extend the time limit in publishing the declaration for a further period of twelve months from 16-09-2026 by invoking the provisions contained in 2 nd proviso to Section 19(7) of the LARR Act, 2013 with regard to the acquisition of 99.3235 Hectares of land in Kezhallur Village of Talassery Taluk in Kannur district for expansion of runway from 3050m to 4000 m for Kannur International Airport.

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.) G.O.(P)No.67/2020/RD dated 17th September, 2020 and published in the Extraordinary Gazette No.2124 dated 17th September, 2020 has been issued in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 99.3235 Hectares of land in Kezhallur Village of Talassery Taluk in Kannur district for expansion of runway from 3050 m to 4000m for Kannur International Airport. The notification is intended to achieve the above object.
