Under clause (1) of Article 243-1 of the Constitution of India and section 186 of the Kerala Panchayat Raj Act, 1994 (13 of 1994), read with clause (1) of Article 243-Y of the Constitution of India and section 205 of the Kerala Municipality Act, 1994 (20 of 1994), the Governor of Kerala is pleased to appoint, Smt. Anupama.T.V IAS, Secretary, Local Self Government Department as Member in place of Smt. Tinku Biswal IAS, Former Principal
2Secretary, Local Self Government Department, Government of Kerala in the Finance Commission constituted as per Notification issued under G.O.(P) No.84/2024/Fin. Dated 26th September, 2024 and published as S.R.O.No.859/2024 in the Kerala Gazette Extraordinary No.3047 dated 27th September, 2024, and subsequently amended as per Notification issued under G.O. (P)No.86/2025/Fin. Dated 6th July, 2025 and published as S.R.O.No.795/2025 in the Kerala Gazette Extraordinary No.2615 dated 15th July, 2025 and G.O.(P)No. 151/2025/Fin Dated 12th December, 2025 and published as S.R.O.No.1370/2025 in the Kerala Gazette Extraordinary No.4240 dated 17th December, 2025 and consequently make the following amendment to the said notification, namely: -
AMENDMENT
In the said Notification, for the entries against serial number 2 in the first paragraph, the following entries shall be substituted, namely: -
"Smt. Anupama.T.V IAS,
Secretary to Government,
Local Self Government Department,
Government of Kerala"

3Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.) Smt. Tinku Biswal IAS, Principal Secretary, Local Self Government Department, one of the Members of the Seventh State Finance Commission has been appointed as Principal Secretary, Revenue and Disaster Management Department. Hence, Government have decided to appoint Smt. Anupama. T.V IAS, Secretary, LSGD as new Member of Seventh State Finance Commission in place of Smt. Tinku Biswal IAS.
The notification is intended to achieve the above object.
