In exercise of the powers conferred by 2nd proviso to sub-section (7) of section 19 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), the Government of Keralam hereby extend the time limit in publishing the declaration as per sub-section (1) of section 19 to the Notification issued under sub-section (1) of section 11 as per Proceedings No.K3-421268/2022 dated 11th March 2024 and published in the Extraordinary Gazette No.908 dated 11th March 2024, namely:- This is a digitally signed Gazette. Proceedings No.K3-421268/2022 dated 11th March 2024 and published in the Extraordinary Gazette No.908 dated 11th March 2024 has been issued in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 for the acquisition of land in Sharkara village of Chirayinkeezhu taluk in Thiruvananthapuram district for the development of Valiyakada Junction & Sharkara-Valiyakada road.

AND WHEREAS, the District Collector, Thiruvananthapuram has reported that as per Section 19(7) of LARR Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per Proceedings No.K3-421268/2022 dated 11th March 2024 and published in the Extraordinary Gazette No.908 dated 11th March 2024 and extended as per G.O.(P) No.163/2025/RD dated 21st April 2025 and published in the Extraordinary Gazette No.1515 dated 21st April 2025 and G.O.(P) No.430/2025/RD dated 25th October 2025 and published in the Extraordinary Gazette No.3779 dated 27th October 2025 expires on 10/09/2026 and therefore requested to extend the time limit for publishing the 19(1) Declaration.

NOW THEREFORE, sanction is accorded to extend the time limit in publishing the Declaration for a further period of twelve months from the date of expiry of the 11(1) notification ie. 10/09/2026 by invoking the provisions contained in 2nd proviso to Section 19(7) of the LARR Act, 2013 for the acquisition of land in Sharkara village of Chirayinkeezhu taluk in Thiruvananthapuram district for the development of Valiyakada Junction & Sharkara-Valiyakada road.

Explanatory Note

Proceedings No.K3-421268/2022 dated 11th March 2024 and published in the Extraordinary Gazette No.908 dated 11th March 2024, has been issued in accordance with the provisions of sub- section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 for the acquisition of land in Sharkara village of Chirayinkeezhu taluk in Thiruvananthapuram district for the development of Valiyakada Junction & Sharkara-Valiyakada road. As per Section 19(7) of LARR Act, 2013, the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per Proceedings No.K3-421268/2022 dated 11th March 2024 and published in the Extraordinary Gazette No.908 dated 11th March 2024 and extended as per G.O.(P) No.163/2025/RD dated 21st April 2025 and published in the Extraordinary Gazette No.1515 dated 21st April 2025 and G.O.(P) No.430/2025/RD dated 25th October 2025 and published in the Extraordinary Gazette No.3779 dated 27th October 2025 expires on 10/09/2026 and hereby extend the time limit for publishing the 19(1) Declaration.
