सा.आ. 27. जबकक, ेिवाओं या लाभों या ब्सिडिी के ववतर िके सलए एक पहचान दस्तावेज के रूप में आधार का उपयोग रिकारी ववतर िप्रकयिाओं को रिल बनाता है, पारदसशतिा और दक्षता लाता है, और लार्भाथयिों को पहचान ािबबत करने के सलए कई दस्तावेज ददखने की आवश्यकता को मिाप्त करके एक ुिववधाजनक और ननबाधि तरीके ेि ीिधे उनकी पात्रता प्राप्त करने में क्षिम बनाता है।
और जबकक, उपायुक्त/ीिईओ, एलएएचडीीि, लेह, ंिघ राज्य लद्दाख का प्रशानि (इकिे बाद ववभाग के रूप में ंिदसभति), हस्तसशल्प ववभाग द्वारा लेह ब्जले के ननवाीि को एीिीि के सलए लग्जोई यारग्या िछरजी (इकिे बाद योजना के रूप में ंिदसभति) और ब्सिडिी प्रदान करने के सलए उपकरोिं पर ब्सिडिी का ंिचालन कर रहा है।LADAKH GAZETTE : EXTRAORDINARY 2 ब्जेि हिायक ननदेशक हस्तसशल्प ववभाग, एलएएचडीीि लेह (बाद में कायान्द्वियन एजेंीि के रूप में ंिदसभति) के माध्यम ेि कायाब्न्द्वित ककया जा रहा है;
और जबकक, योजना के तहत, ववत्तीय हिायता (इकिे बाद लाभ के रूप में ंिदसभति) कायान्द्वियन एजेंीि द्वारा योजना और जांच के अधीन उद्देश्य के सलए गदति सिमनत के ददशाननदेशों के अनुािर लेह ब्जले के स्थानीय कारीगरों को दी जाती है (इकिे बाद लार्भाथयिों के रूप में ंिदसभति)
और जबकक, पूवोक्त योजना में भारत कीर् ंिचत नर्नध ेि लद्दाख ंिघ राज्य क्षेत्र में ककया गया आवती व्यय शासमल है;
इसिलए, अब, ददनांक 5.12.2017 के ाि.आ. 3836 (ई) आधार (ववत्तीय और अन्द्य ब्सिडिी, लाभ और ेिवाओं का लक्षक्षत ववतर)ि र्अधननयम, 2016 (2016 का 18) की धारा 7 द्वारा प्रदत्त शब्क्तयों का प्रयोग करते हुए ंिघ राज्य लद्दाख का प्रशानि, इकिे द्वारा ननम्नसलणखत को र्अर्धूिचत करता है, यथा ; - 1. (1) योजना के तहत लाभ प्राप्त करने के सलए पात्र व्यब्क्त को आधार ंिख्या होने का प्रमा िप्रस्तुत करना होगा या आधार प्रमाीिकर िेि गुजरना होगा।
(2) योजना के तहत लाभ प्राप्त करने के इच्छु क कोई भी व्यब्क्त, ब्जकिे पा िआधार ंिख्या नहीं है या ब्जनिे अभी तक आधार के सलए नामांकन नहीं कराया है, को योजना के सलए पंजीकर िकरने ेि पहले आधार नामांकन के सलए आवेदन करना होगा, बशते कक वह उक्त र्अधननयम की धारा 3 के अनुािर आधार प्राप्त करने का हकदार हो, और ऐेि व्यब्क्त आधार के सलए नामांककत होने के सलए ककीि भी आधार नामांकन कें र (भारतीय ववसशष्ट पहचान प्र्राधकर ि(यूआईडीएआई) की वेबािइट www.Uidai.gov.in पर उपलसध ूिची) पर जा किते हैं।
(3) आधार (नामांकन और अद्यतन) ववननयम, 2016 के ववननयम 12 के अनुािर, ववभाग को अपनी कायान्द्वियन एजेंीि के माध्यम ेि उन लार्भाथयिों के सलए आधार नामांकन ुिववधाएं प्रदान करना आवश्यक है, जो अभी तक आधार के सलए नामांककत नहीं हैं और आधार नहीं होने की ब्स्थनत में ंिर्बंधत सलॉक या तालुका या तहीिल में ब्स्थत नामांकन कें र, ववभाग अपनी कायान्द्वियन एजेंीि के माध्यम ेि यूआईडीएआई के मौजूदा रब्जस्रार के मिन्द्वय ेि या स्वयं यूआईडीएआई रब्जस्रार बनकर ुिववधाजनक स्थानों पर आधार नामांकन ुिववधाएं प्रदान करेगा:
बशते कक जब तक व्यब्क्त को आधार नहीं ददया जाता है, तब तक योजना के तहत लाभ ऐेि व्यब्क्त को ननम्नसलणखत दस्तावेजों के उत्पादन के अधीन ददया जाएगा, यथा : -
(ए) यदद उनिे नामांकन ककया है, तो उकिी आधार नामांकन पहचान पची; और
(बी) ननम्नसलणखत दस्तावेजों में ेि कोई एक, अथाति ्: -
(i) फोटो के ािथ बैंक या डाकघर पाबिुक; या
(ii) स्थायी खाता ंिख्या (पैन) काड;ि या
(iii) पापिोट;ि या
(iv) राशन काड;ि या
(v) मतदाता पहचान पत्र; या
(vi) ककािन फोटो पाबिुक; या
(vii) मोटर वाहन र्अधननयम, 1988 (1988 का 59) के तहत लाइेिंसंिग प्र्राधकर िद्वारा जारी ड्राइववंग लाइेिं;ि याLADAKH GAZETTE : EXTRAORDINARY 3 (viii) राजपबत्रत र्अधकारी या तहीिलदार द्वारा र्आधकाररक लेटर हेड पर जारी ककए गए ऐेि व्यब्क्त की फोटो वाले पहचान का प्रमा िपत्र; या
(ix) ववभाग द्वारा ननददष्टि कोई अन्द्य दस्तावेज:
बशते कक उपरोक्त दस्तावेजों की जांच ववभाग द्वारा ववशेष रूप ेि उ ि उद्देश्य के सलए नासमत र्अधकारी द्वारा की जा किती है।
2. योजनान्द्तगति दहतग्रादहयों को ुिववधापूवकि लाभ उपलसध कराने हेतु ववभाग अपनी कयिान्द्वयन एजेंीि के माध्यम ेि मिस्त आवश्यक व्यवस्थाएं करेगा। मीडडया के माध्यम ेि दहतग्रादहयों को उक्त आवश्यकता ेि अवगत कराने हेतु व्यापक प्रचार-प्रािर ककया जाएगा।
3. भिी मामलों में, जहां लार्भाथयिों के खराब बायोमेदरक् िके कार िया ककीि अन्द्य कार िेि आधार प्रमाीिकर ि ववफल हो जाता है, ननम्नसलणखत उपचारात्मक तंत्र को अपनाया जाएगा, यथा: -
(ए)खराब कफं गरवप्रंट गुवित्ता के मामले में, प्रमाीिकर िके सलए आईरर िस्कै न या फे ि ऑथेंदटके शन ुिववधा को अपनाया जाएगा, ब्जेिि ववभाग अपनी कायान्द्वियन एजेंीि के माध्यम ेि लाभ के ववतर िके सलए आईरर ि स्कै नर या कफं गरवप्रंट प्रमाीिकर ि के ािथ-ािथ कफं गरवप्रंट प्रमाीिकर ि के सलए प्रावधान करेगा;
(बी) उं गसलयों के ननशान या आईरर िस्कै न या चेहरे के प्रमाीिकर िके माध्यम ेि बायोमेदरक प्रमाीिकर ि फिल नहीं होने की ब्स्थनत में, जहां भी ंिभव हो, आधार वन टाइम पाविड िया ीिसमत मिय वैधता के ािथ टाइम आधाररत वन-टाइम पाविड,ि जैाि भी मामला हो, द्वारा प्रमाीिकर िककया जाएगा;
(ीि) अन्द्य भिी मामलों में जहां बायोमेदरक या आधार वन टाइम पाविड ि या टाइम-आधाररत वन-टाइम पाविड िप्रमाीिकर िंिभव नहीं है, योजना के तहत भौनतक आधार पत्र के आधार पर लाभ ददया जा किता है, ब्जकिी प्रामाणकिता त्वररत प्रनतकयिा के माध्यम ेि त्यिावपत की जा किती है। आधार पत्र पर मुदरत कोड एवं त्वररत प्रनतकयिा कोड रीडर की आवश्यक व्यवस्था ववभाग द्वारा अपनी कयिान्द्वयन एजेंीि के माध्यम ेि ुिववधाजनक स्थानों पर उपलसध कराई जाएगी ।
4. उपरोक्त के अलावा, यह ुिननब्श्चत करने के सलए कक योजना के तहत कोई भी वास्तववक लाभाथी अपने देय लाभों ेि र्वंचत नहीं है, ववभाग अपनी कायान्द्वियन एजेंीि के माध्यम ेि डीबीटी समशन, कै बबनेट र्चिवालय, भारत रिकार के ददनांक 19 ददंिबर 2017 के कायालिय ज्ञापन में उब्ल्लणखत अपवाद प्रबंधन तंत्र का पालन करेगा।

Notification Ladakh, 9th of May, 2023
S.O. 27. Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And Whereas, the DEPUTY COMMISSIONER/CEO, LAHDC LEH, ADMINISTRATION OF Union Territory of Ladakh (hereinafter referred to as the Department), is administering the Lagzoey Yargyas Charji (hereinafter referred to as the scheme) for ACC AND Subsidy on tools for providing subsidy by Handicraft Department to the resident of Leh District.
Which is being implemented through the Assistant Director Handicraft Department, LAHDC Leh (hereinafter referred to as the Implementing Agency);
And whereas, under the Scheme, Financial Assistance (hereinafter referred to as the benefit) is given to the Local Artisans of Leh District (hereinafter to as the beneficiaries), by the implementing Agency as per the extant of Scheme guidelines and subject to scrutiny by a committee constituted for the purpose;
And whereas, the aforesaid Scheme involves recurring expenditure incurred in Union territory of Ladakh from the consolidated fund of India;
Now, therefore, in exercise of powers conferred by section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), read with S.O. 3836 (E) dated 5.12.2017, the Administration of Union Territory of Ladakh, hereby notifies the following, namely;-
1. (1) An Individual eligible for receiving the benefits under the Scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any Individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre ( list available at the Unique Identification Authority of India (UIDAI) website www. Uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhar (Enrolment and Update) Regulations, 2016, the Department through its implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment center located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:-
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and (b) any one of the following documents, namely:-
(i) Bank or Post Office Passbook with Photo; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; orLADAKH GAZETTE : EXTRAORDINARY 5 (iv) Ration Card; or (v) Voter Identity Card; or (vi) Kisan Photo Passbook; or (vii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(viii) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or
(ix) any other document as specified by the Department:
Provided further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, thereby the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time based One- Time Password with limited time validity, as the case be, shall be offered;
(c) In all other cases where biometric or Aadhaar One Time Password or Time-based One -Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Department through its Implementing Agency.
4. In addition to the above, in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December 2017.
1. This notification shall come into effect from the date of its publication, in the Official Gazette of Union territory of Ladakh.
