अध्याय- |||

When the vendor completes the digitization of the Jamabandi , quality check shall be performed by the Revenue officials . However, before finalization , all the mutations attested after the ' Tasdeeq Akhir ' shall also be incorporated by the vendor with the help of a customized software . Hard and soft copies of this Jamabamdi shall be taken to the field for survey / resurvey purposes .
3. Public camps by Tehsildar/ Naib Tehsildar: The Tehsildars/ Naib Tehsildars shall hold camps to attest/consolidate all mutations entered after last Jamabandi till the date of notification of the Tehsil .
4. Rough Location Map/ Chominda (Rough Map) : The Surveyor shall use superimposed exiting village map on satellite image to use as base map for preparation of location sketch for easy identification of land holdings . The Patwari with the help of vendor / surveyor shall prepare a Rough Location Sketch ( Chominda) in Form - 7 duly demarcating each land holding in a systematic manner so that no land parcel is omitted . All the lands such as Sarkar, Kahcharai, non -partible shamilat etc. are to be demarcated in the first instance by comparing Map ( Shajra ) of previous settlement and then field wise Chominda shall be prepared for the whole estate in the form of Khaka Dasti depicting clearly each and every bend on a maind ( Boundary of a field) . This process shall be started from North West corner of the village and end at south east corner , so that none of the Khasra numbers is left out . Each and every field shall be assigned a temporary number in the series and at the same time old khasra nos . be recorded . The dimensions of maind need not be recorded . Flagging of parcels : With the help of this Chominda, the surveyor shall place flags at all the points of a parcel under the strict supervision of the Patwari who has been assigned the village so that no time is wasted while surveying the plots .
CHAPTER- III
SURVEY ACTIVITIES
VILLAGE BOUNDARY DEMARCATION
15. With the assistance of Patwari , the surveyor shall identify the Village tri/bi junction survey stones which are intact on ground by conducting survey using existing boundary data . The surveyor shall observe Geo - coordinates of at least three such points and convert the existing traverse data into Geo- Coordinates and generate Geo - Coordinates of each traverse point in the system .
16. After generating Geo - coordinates for village traverse , the surveyor shall stack out all the points on ground . Then the village boundary will be re - fixed using map . In this process , if any point/ points are found deviated from existing settled boundary point , that point will be test checked with reference to Field Book . If the existing survey mark is intact on ground and the stack out point is found deviated , the existing point will be finalized tore - fix the village boundary with reference to existing data . The Sehada Stones will be fixed at any time during the ongoing survey .
17. While conducting demarcation of the village boundary , if no existing data is available with the help of which the village boundary may be re - fixed or where the boundary demarcated by the revenue authorities does not match with the existing village boundary on the spot, the tentative village boundary shall be re - fixed on the basis of evidence available with the village Panchayat/ land holders in concurrence with the Panchayat/ land holders of the adjoining village . In such cases , the revenue authorities shall record reasons for doing so and the matter shall be referred to the competent authority for final decision. However , the vendor shall proceed to survey the internal land parcels of the village and shall not halt for the want of decision of the competent authority on village boundary . The departments of the government staking claim of the land near the village boundary shall also be taken on board.
18. The existing survey marks will continue to be survey marks and all missing stones of village tri junction points shall be planted . Every survey stone planted must be firmly imbedded. Not more than one third of its length should be visible above the ground . The pit to receive the stone should be made slightly larger than the stone and a small quantity of earth put in at a time and well tamped .
19. Afterwards , Geo - coordinates of village boundary including bends will be observed and recorded to generate village boundary map . The same data shall be used for the adjacent villages .
20. The Tehsildars / Naib Tehsildars shall direct the Patwaris on both sides of a boundary about to be re- fixed .
21. If the Village boundary forms the District boundary , the proposed survey of such boundary shall be informed to the concerned district . Geo - coordinates of such boundary will be observed and recorded in presence of the concerned officer of the district . In case of any disagreement , the Regional Director of Survey & Land Records shall conduct survey and such surveyed boundary shall be final .
22. While demarcating/ re - fixing the village boundary , the following conditions may arise :
a. Part of the village was acquired for major irrigation projects under submergence , then the village boundary is limited to the left- over portion of that village and the acquired portion shall be accounted for such project in the name of reservoir of that project .
b . In general , the natural boundaries are considered as village boundaries in initial surveys . Such natural boundaries like road , canal , railway , nala etc. , might have expanded , however, the same classification of land shall be taken for the village where the natural boundary was fixed during the initial survey .
с. There are certain revenue villages which have grown into urban habitations and notified as local body under appropriate Act . In such case , the notified boundary of such local body shall be surveyed as part of concerned village but shall be shown separately in different colour with reference to the Gazette notification of that local body .
d. When the river exists between two villages or two districts and the existing position of river may deviate from the recorded data , the river - off shall be taken into account as true village boundary . Wherever river forms Interstate Boundary , existing boundary should be followed.
23. When a river forms the village boundary , stones / pillar should be erected on each bank , and the middle of the river bed will be considered the true boundary , provided , however , that existing rights are not interfered with . That river part shall be formed into one No. and survey stones shall be erected on each bank .
24. If any dispute arises while re - fixing or finalization of village boundary , the matter shall be referred to the Tehsil Level Committee for finalization . It shall be recommended to the District Level Committee if not resolved and decision of District Level Committee shall be final for survey purposes .
25. After completion of village boundary maps , thorough quality checks shall be conducted for overlaps or gaps in the computer by the cartography experts and such lapses shall be rectified before going to field for demarcation .
26. A comparative statement of the existing village area and the new area shall be prepared and scrutinized for variations in area . Wherever , there is a variation of more than 5 % , the Tehsil Level Committee shall forward the case to the District Level Committee along with recommendations and its decision shall be final for the survey purposes .
27. Where the land falls within the local limits of notified urban area it is categorized as commercial land or the value of the land exceeds Rs 20 Lakhs per Kanal as per the notified stamp duty rates , any variation above 2 % shall be referred to the financial commissioner revenue for appropriate orders .
28. The Vendor shall provide the following final records after completion of village boundary map and before going for field survey:
