S.O. 27_ In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with the Government of India Ministry of Home Affairs, New Delhi Notification No.S.O.5088 (E), dated 1st November, 2022 the Lieutenant Governor (Administrator) of Union territory of Ladakh, hereby makes the following rules regulating the method of recruitment to the post of Assistant Executive Engineer (Electric) in the Ladakh Power Development Department, namely: -
1. Short title and commencement: -
I. These rules may be called the Ladakh Administration, Assistant Executive Engineer (Electric) in the Ladakh Power Development Department, Recruitment Rules, 2025.
II. These rules shall come into force from the date of their publication in the official Gazette.
2. Number of posts, classification and Level in the Pay Matrix: -
LADAKH GAZETTE : EXTRAORDINARY 2The number of said post, its classification and level in the pay Matrix attached hereto shall be as specified in paras 2, 3 & 4 of the Schedule annexed hereto.
3. Method of recruitment, age limit, other qualifications: -
The method of recruitment to the said post, age limit, qualifications and other matters relating to said posts shall be as specified in columns 5 to 13 of the Schedule annexed hereto.
4. Disqualification: -
No person,
a) who has entered into or contracted a marriage with a person having spouse living;
OR
b) who having a spouse living, has entered into or contracted a marriage with any person (s) shall be eligible for appointment to the said post.
Provided that the Lieutenant Governor (Administrator) of Ladakh may, if satisfied that such marriage is permissible under the personal law, applicable to such person(s) and the other party to the marriage or there are other grounds for so doing, exempt any person from the operation of these rules.
5. Power to relax-
Where the Lieutenant Governor (Administrator) Union Territory of Ladakh is of the opinion that, it is necessary or expedient to do so, he may, by order for reasons to be recorded in writing and in consultation with UPSC, relax any of the provisions of these rules with respect to any class or category of person (s).
6. Savings: -
Nothing in these rules shall affect reservations, relaxation in age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, and the other special category of persons in accordance with the Rules, instructions or orders issued by the Administration of Union Territory of Ladakh.

| Assistant Engineer (Electrical) on regular basis possessing B.E degree or Equivalent qualification, on the date of notification of these rules. Deputation (ISTC): Officers under the Central governments /State Governments/ Union Territory Administrations/ Public Sector Undertakings/ University/ recognized research institution / Autonomous Statutory Organization. (a) (i) Holding analogous posts on a regular basis in the parent cadre department; or (ii) With two (02) year regular service in the post in the Level – 9 in the pay matrix or equivalent in the parent cadre /departmental; or (iii) With four (04) years regular service in the post in the level – 8 in the Pay matrix or equivalent in the parent cadre/ department; and (b) Possessing the following educational qualification and experience: (i) Bachelor of Engineering /Bachelor of Technology in Electrical/ Electronic Engineering from a recognized University/Institute. (ii) Two years experience in Electrical Engineering. S tandard Note: Where juniors who have completed their qualifying /eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying /eligibility service by more than half of such qualifying /eligibility service Or two years, whichever is less, and have successfully, completed their probation period for promotion to the next higher grade along with their junior who have already completed such qualifying/eligibility service. T he departmental officer in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. T he period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization /department of the central government shall ordinarily not exceed three years. | 13. Circumstances in which UPSC to be consulted in making recruitment. Communication with Min/Dept: | Consultation with UPSC is necessary for promotion. UPSC Advice Note: 1.Framing RR proposals: Proposal of Ladakh UT for Framing of Recruitment Rules for the post of Assistant Executive Engineer (Electric) vide 11012 is approved by Union Public Service Commission as detailed above. 2. in column no. 4, the pay level in pay matrix may be treated as level-10A. 3. These Rules may please be notified within ten weeks as required under the Ministry of Home Affairs (Department of Personnel and Administrative Reforms) O.M. No. AB.14017/12/87-Estt.(RR), dated 18.3.1988 and also DoPT No. AB.14017/61/2008-Esft. (RR), dated 27.1.2016 and a copy of the Gazette Notification uploaded on this portal. 4. If any change(s) take(s) place in the designation of the post(s), the same may be incorporated in the Notification, but specific intimation in this regard may be sent to this office for noting the change in our records. If, however, any change in the scale of pay, number of post(s), qualification etc. take place, a reference may please be made to this office for obtaining the Commission approval to amend, if need be, the approved rules. 5. In terms of the instructions contained in DoPT O.M. No. AB-14017/61/2008-Estt.(RR), dated 27.2.2015, the notified Recruitment Rules for the post(s) mentioned as above are required to be uploaded on your |
| Department/Ministry/Organization website. 6. Further, in terms of the instructions contained in Para 3.1.5, Part III of the DoPT O.M. No. AB-14017/48/2010-Estt.(RR), dated 31.12.2010, the notified recruitment rules for the above post(s), should be reviewed once in a five year with a view to effecting such change as are necessary to bring them in conformity with the changed position, including additions to or reductions in the strength of the lower and higher level posts. |
