THE LADAKH AUTONOMOUS HILL DEVELOPMENT COUNCIL OF LEH

(STAFF) REGULATION, 2025

(Leh Council Regulation No. LAHDC Leh /3/2025) Dated 11th of April, 2025

In exercise of the powers conferred by sub-section (1) of section 61 of the Ladakh Autonomous Hill Development Council Act,1997 (Act No. XXXI of 1997) (hereinafter referred to as the "said Act") read with section 40 and clause (a) of sub-section (1) of section 33 of the said Act; the Ladakh Autonomous Hill Development Council, Leh with the previous approval of the Administration of Union territory of Ladakh, hereby makes the following regulations; to provide for the filling up of posts, service conditions and such other service matters inLADAKH GAZETTE : EXTRAORDINARY 2 relation to the employees, drawn on deputation from the Departments of the Administration of Union territory of Ladakh, as follows, namely:—

1. Short title, extent, and commencement: — (1) These Regulations may be called the Ladakh Autonomous Hill Development Council of Leh (Staff) Regulations, 2025.

(2) These Regulations shall come into force on the date of its publication in the Official e-Gazette.

(3) These regulations shall apply to all posts created for the offices of Chief Executive Councillor, Executive Council and Finance Section of Ladakh Autonomous Hill Development Council (LAHDC), Leh.

2. Definitions: — In these Regulations, unless the context otherwise requires, the following definitions shall apply, namely, —

(a) "Council" means Ladakh Autonomous Hill Development Council, Leh;

(b) "Chief Executive Councillor" means the Chief Executive Councillor, Ladakh Autonomous Hill Development Council, Leh, as defined in section 25 read with sub-section (1) of section 29 of the said Act; (c) "Executive Council" means the Executive Council of the Ladakh Autonomous Development Council, Leh, as defined in section 29 of the said Act;

(d) "UT Administration" means the Administration of Union Territory of Ladakh, as defined in section 58 of the Jammu & Kashmir Reorganisation Act, 2019 (Act No. 34 of 2019);

(e) "Official e-Gazette" means the Official e-Gazette of the Union territory of Ladakh.

3. Filling up of posts in the Council: — (1) The posts created for the offices of Chief Executive Councillor, Executive Council and Finance Section of the Council as mentioned in the Schedule to these Regulation shall be filled on deputation from the Departments of UT Administration, as indicated against the name of the post in the Schedule to these Regulations.

(2) The employees posted on deputation shall be deemed to be transferred to the Council for the period their deputation in the Council.

4. Seniority, lien and promotion of employees on deputation to the Council: — The seniority, lien and promotion of the employees on deputation to the Council shall remain with the Department of the UT Administration where they have been appointed.
