S.O_119 In exercise of the powers conferred by Section 164 of the Electricity Act, 2003, the Administration of the Union territory of Ladakh hereby authorizes the Ladakh Power Development Department (LPDD) to exercise the powers of the Telegraph Authority for placing electric lines or electrical plant for the transmission of electricity, as necessary for the proper coordination of works, and to confer such powers upon any public officer, licensee, or any other person engaged in the business of supplying electricity under the said Act.
LADAKH GAZETTE : EXTRAORDINARY 2The said authorization is for the implementation of the following transmission projects, as per the Tripartite Agreement between LPDD, NHIDCL, and POWERGRID dated 5th August, 2022: -
1. 66kV D/C line (overhead portion) from 220/66 kV Drass substation to 66/11 kV substation at Zojila East Portal location substation -21.865 CKM (approx.)
2. 66 kV Underground Cable in part portion of the 66kV D/C line from 220/66 kV Drass substation to 66/11 kV Zojila East Portal location substation- 3.125 CKM (approx.)
3. 66/11 KV Substation at Zojila Eastern Portal, Meena Marg, Drass
The Transmission lines covered under the above scheme will pass through, over, around and between the following villages, towns and cities: -

Ladakh Power Development Department (LPDD) had complied with the MoP's procedure for obtaining the authorization under section 164 of Electricity Act, 2003 for the above scheme. Now, after careful consideration, the Administration of Union Territory of Ladakh, under section 164 of the Electricity Act, 2003, confers all the powers to Ladakh Power Development Department (LPDD) for the construction of aforesaid projects, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned transmission lines/projects, namely:
(i) The approval is granted for 25 years;
(ii) The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed lines;
(iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003.
(iv) The Applicant has been entrusted with the responsibility for laying of electric lines/projects in Union Territory of Ladakh for the transmission projects as per tripartite agreement between LPDD, NHIDCL and POWERGRID, dated 05th August, 2022. The details of the works are published in the Gazette of Union Territory of Ladakh dated 11th September, 2023.
LADAKH GAZETTE : EXTRAORDINARY 3(v) The Applicant shall operate the lines after approval of the Electrical Inspector / Chief Electrical Inspector of Central Government/State/UT.
(vi) The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant.
(vii) Ladakh Power Development Department (LPDD) shall have to submit the requisite clearances to the Secretary Power and NRE of Union Territory of Ladakh after obtaining the same from concerned authorities like Civil Aviation, Defense etc. at the time of Electrical Inspection.
