NOTIFICATION

Whereas, Section 3 (1) of the Lakshadweep Panchayat Regulation, 2022 (hereinafter called as the said Regulation) provides that the Administrator shall, after making such inquiry, as may be necessary, by notification, declare a local area, comprising of a village or a group of villages or any part or parts thereof or a combination of any two or more of them, to be a panchayat area, for the purposes of this Regulation and shall also specify its headquarters;

And whereas, sub-section (2) of Section 3 of the said Regulation provides that the Administrator shall, by notification, constitute a Gram Sabha by a name for each Panchayat area;

And whereas, sub- section (1)of Section 12 of the said Regulation provides that as soon as may be, after its constitution, every Gram Sabha shall elect by direct election an Executive Committee called the Gram Panchayat and a Chairperson of that Committee to be known as the Sarpanch;

And whereas, sub-section (2) of Section 12 of the said Regulation provides that a Gram Panchayat shall, consist of such number of seats including the Sarpanch to be filled from such number of wards, as the Administrator may, by notification, determine;

And whereas, sub-section (3) of Section 12 of the said Regulation provides the ratio between the population of the territorial area of a Gram Panchayat and the number of seats in that Panchayat to be filled by election shall, so far as practicable be the same throughout the Union territory;

And whereas, sub-section (5) of Section 12 of the said Regulation provides that each Gram Panchayat area shall be divided by the Election Commission into territorial constituencies in such manner that the ratio between the population of each constituency and the number of seats allotted to it shall, so far as practicable, be the same throughout the Gram Panchayat area.

And whereas, Section 57 of the said Regulation provides that the Administrator shall, by notification, constitute for the Districts in the Union Territory, a Panchayat at the District level to be called the District Panchayat;

And whereas, Section 58 (1) of the said Regulation provides that the District Panchayat shall, consist of such number of seats to be filled from such number of wards, as the Administrator may, by order, determine;

And whereas, sub-section (3) of Section 58of the said Regulation provides the seats in the District Panchayat shall be filled by persons chosen by direct election from the wards in such manner that ratio between the population of each constituency and the number of seats allotted to it shall so far as practicable be the same throughout the District Panchayat area;

And whereas, in exercise of the powers conferred by sub-section (1) of Section 3 of the said Regulation, the Administrator, Lakshadweep, vide Notification No.9/4/2022-DOP(PE)(1) dated 17th November, 2022, specified the villages and constituted Gram Sabhas for each of the villages for the purpose of the said Regulation;

And whereas, in exercise of the powers conferred by Section 57 of the said Regulation, the Administrator, Lakshadweep, vide Notification No.9/4/2022-DOP(PE)(1) dated 17th November, 2022, constituted a District Panchayat, namely, Lakshadweep District Panchayat in the UT of Lak- shadweep for the purpose of the said Regulation;

And whereas, vide Notification No.9/4/2022-DOP(PE)(2) dated 17th November, 2022, the Administrator, Lakshadweep, in exercise of the powers vested on him under sub-section (2), (6), (7), (8) and (9)of Section 12 and sub-section (1) & (5) of Section 58 of the said Regulation, inter-alia, has determined the number of seats (including Sarpanch) for each Gram Panchayat and also the number of seats for the District Gram Panchayat in the UT of Lakshadweep respectively;

And whereas, sub-rule (1) of Rule 3 of the Lakshadweep Panchayats (Election Procedure) Rules, 2022 (hereinafter called as the said Rules) provides thatsubject to the provisions of section 12 &57 of the Regulation the Election Commission shall distribute the seats assigned to each Gram Panchayat, and District Panchayat to single member territorial wards and delimit them on the basis of the latest census figures, having regard to the following:-

All wards shall, as far as practicable, be geographically compact areas and in delimiting them regard shall be had to physical features, existing boundaries of administrative units, facilities of communication and pub- lic convenience;

Now, therefore as required under sub-section (5) of Section 12, sub-section (5) of Section 58 of the said Regulation read with Rule 3 (2) of the Lakshadweep Panchayats (Election Procedure) Rules, 2022, the Election Commission, Lakshadweep, hereby publishes its proposals for the de- limitation of wards of all Gram Panchayats and the District Panchayat as detailed in Appendix-I and Appendix-II, respectively. Objections and suggestions in regard to these proposals can be made to3 THE LAKSHADWEEP GAZETTE EXTRAORDINARY the following officers in respect of the area shown against their respective names during office hours on any working day but not later than the 15th December, 2022:-

Objections and suggestions received after the date and time fixed for submitting the same shall not be considered.

A statement indicating the island-wise population of Lakshadweep, as per the 2011 census, is also enclosed (Appendix-III).
