NOTIFICATION
Sub: "One Activity, One License" Framework for Rationalized Business Licensing in the Union Territory of Lakshadweep- Reg.
The Lakshadweep Administration has undertaken a comprehensive review of the licenses required for opening and operating various business establishments in the Union Territory as part of the Ease of Doing Business reforms. Accordingly, a draft "Comprehen- sive List of Licenses Required for Opening and Operating Various Business Establishments in the Union Territory of Lakshadweep" together with the draft "One Activity, One License" framework was placed in the public domain vide Public Notice dated 30.06.2026 inviting comments, suggestions and objections from stakeholders. The comments and suggestions received during the public consultation have been duly examined by the Administration.
2. Accordingly, in pursuance of the above public consultation process, the "One Activity, One Licence" framework is hereby notified. Under this framework, the Trade Licence issued by the concerned Deputy Collector shall constitute the primary local busi- ness licence for carrying on trade or business activities within the respective Island. No additional local business licence shall ordinarily be required for the same business activity, except where such requirement is expressly mandated under any law for the time being in force.
2 THE LAKSHADWEEP GAZETTE EXTRAORDINARY3. Nothing contained in this Notification shall exempt any person from obtaining licences, registrations, approvals or No Objection Certificates required under the applicable Central Acts, Rules or Regulations, including but not limited to FSSAI Licence/Registra- tion, Drug Licence, PESO Licence, Legal Metrology Registration/Certificate, Fire NOC, Liquor Licence, and any other statutory approvals, wherever applicable. Such approvals shall be treated as statutory regulatory compliances and shall not be construed as additional local business licences.
4. The Comprehensive List of Licenses Required for Opening and Operating Various Business Establishments in the Union Territory of Lakshadweep, annexed to this Notification as Annexure-I, shall form an integral part of this Notification and shall serve as the reference document indicating the primary licence and the sector-specific statutory compliances applicable to different categories of business establishments.
5.All Departments and licensing authorities of the Lakshadweep Administration shall ensure that the provisions of this Notification are implemented in letter and spirit and that no duplicate local licence is insisted upon for the same business activity, except where specifically required under any applicable law.
6.This Notification is issued to rationalize the business licensing framework, eliminate duplication in local licensing requirements, simplify regulatory compliance and promote Ease of Doing Business and Ease of Living in the Union Territory of Lakshad- weep. It shall come into force with immediate effect.
