राज्य सरकार , खेल संस्थाओं एवं खिलाडियों को आर्थिक सहायता, खेल वृत्ति, सम्मान निधि नियम, 2006 जो मध्यप्रदेश राजपत्र (असाधारण ) क्रमांक 287 , दिनांक 24 जून 2009, में प्रकाशित हुए थे और इस विभाग के आदेश क्र. एफ 2-8/2011/नो, दिनांक 10.05.2012 अतिष्ठित करते हुए , एतद्दद्वारा , अन्तर्राष्ट्रीय एवं राष्ट्रीय पदक विजेता खिलाड़ियों को पुरस्कार एवं प्रोत्साहन देने हेतु निम्नलिखित नियम बनाती है, अर्थात्: -
नियम
1. संक्षिप्त नाम, प्रारंभ और विस्तार:-
(1) इन नियमों का संक्षिप्त नाम 'अन्तर्राष्ट्रीय एवं राष्ट्रीय पदक विजेता खिलाड़ी पुरस्कार एवं प्रोत्साहन नियम, 2019' है ।
(2) जब तक कि पृथक से उल्लेखित न हो यह नियम सामान्य एवं दिव्यांग खिलाड़ियों पर समान रूप से लागू होंगे ।
(3) ये नियम राजपत्र में इनमें प्रकाशन के दिनांक से प्रवृत्त होंगे ।

2. उद्देश्य इन नियमों का उद्देश्य मध्यप्रदेश के राज्य स्तरीय खेल संघों को प्रतियोगिता आयोजन करने हेतु आर्थिक सहायता उपलब्ध कराने और खिलाड़ियों तथा प्रशिक्षकों को प्रोत्साहन एवं आर्थिक सहायता प्रदान करना है ।
3. परिभाषाएँ - इन नियमों में जबतक सन्दर्भ से अन्यथा अपेक्षित न हो
(क) "प्राधिकृत खेल संघ" से अभिप्रेत है, मध्यप्रदेश में पंजीकृत उस खेल संघ से है , जो रजिस्ट्रार , फर्म्स एवं सोसायटी, मध्यप्रदेश के अंतर्गत पंजीकृत हो तथा खेल और युवा कल्याण, मध्यप्रदेश से मान्यता प्राप्त हो ;
(ख), "प्रशिक्षक" से अभिप्रेत है वो खेल प्रशिक्षक जो मध्यप्रदेश राज्य खेल अकादमी में योग्याताधारी प्रशिक्षण प्रदान कर रहे हों अथवा मध्यप्रदेश के खिलाड़ियों टीमों को प्रशिक्षण प्रदान कर रहे हों;
(ग) " समिति" से अभिप्रेत है, संचालक, खेल और युवा कल्याण, मध्यप्रदेश द्वारा गठित समिति;
(घ) " संचालक" से अभिप्रेत है, संचालक, खेल और युवा कल्याण, मध्यप्रदेश ;
(इ) " दिव्यांग" से अभिप्रेत है, प्रदेश के सामाजिक न्याय विभाग द्वारा दिव्यांगता के लिए परिभाषित मापदण्ड ;
(च) "दिव्यांग प्रतियोगिता" से अभिप्रेत है, पैरालम्पिक खेल, स्पेशल ओलम्पिक भारत, डीफ गेम्स, दृष्टिबाधित हेतु अधिकृत प्रतियोगिता ;
(छ) " मूल निवासी" से अभिप्रेत है, सक्षम प्राधिकारी द्वारा जारी मूल निवासी/स्थानीय निवासी प्रमाण पत्र धारक ( स्थानीय निवासी प्रमाण पत्र प्रस्तुत करने की दशा में, आवेदक को कम से कम दस वर्ष से मध्यप्रदेश में निवासरत होने का प्रमाण प्रस्तुत करना होगा ) ;
(ज) "सरकार" से अभिप्रेत है मध्यप्रदेश सरकार;
(झ) "राष्ट्रीय खेल महासंघ " से अभिप्रेत है, भारत सरकार से मान्यता प्राप्त राष्ट्रीय खेल महासंघ ;
(ञ) " अधिकृत अन्तर्रास्ट्रीय चैम्पियनशिप " से अभिप्रेत है विभिन्न देशों के द्वारा आयोजित होने वाली विश्वकप, एशियन गेम्स, राष्ट्र मण्डल खेल , साऊथ एशियन गेम्स एवं अन्तर्राष्ट्रीय क्रिकेट मैच एवं दिव्यांगो की इस स्तर की होने वाली चैम्पियनशिप ;
(ट) "अधिकृत राष्ट्रीय चैम्पियनशिप " से अभिप्रेत है, राष्ट्रीय खेल महासंघ द्वारा आयोजित की जाने वाली कैडेट / सबजूनियर , यूथ / जूनियर एवं अण्डर -21 / अण्डर-23 / सीनियर राष्ट्रीय चैम्पियनशिप जो वर्ष में एक बार आयोजित की जाती है ;
(ठ) "अधिकृत/मान्यता प्राप्त खेल" से अभिप्रेत है, वर्तमान एवं भविष्य में ओलम्पिक । एशियन । राष्ट्रमण्डल / राष्ट्रीय खेल में सम्मिलित जाने वाले खेल। उक्त के अतिरिक्त बिलियर्ड एवं स्नूकर, क्रिकेट, शतरंज एवं मल्लखम्ब खेल भी इसमें सम्मिलित रहेंगे ;
(ड) "अधिकृत राज्य स्तरीय चैम्पियनशिप " से अभिप्रेत है, संबंधित राज्य खेल संघ द्वारा विभिन्न आयु समूह के लिए महिला एवं पुरुष वर्ग में आयोजित राज्य स्तरीय कैडेट / सबजूनियर , यूथ / जूनियर एवं अण्डर-21 / अण्डर-23 / सीनियर चैम्पियनशिप, जिसका आयोजन वर्ष में एक बार किया जाता हो ;

228(1) (ढ) "विगत वर्ष" से अभिप्रेत है, आवेदन वाले वर्ष का पिछला वित्तीय वर्ष ;
(ण ) "अधिकृत अंतर्राष्ट्रीय प्रतियोगिता" से अभिप्रेत है , भारत सरकार द्वारा मान्यता प्राप्त कैडेट । सबजूनियर, यूथ । जूनियर एवं अण्डर-21 / अण्डर-23 / सीनियर प्रतियोगिताएं ;
(त) "सीनियर वर्ग" से अभिप्रेत है, अण्डर-21 / अण्डर-23/ सीनियर चैम्पियनशिप ;
(थ) "खेल अकादमी " से अभिप्रेत है, खेल एवं युवा कल्याण विभाग , मध्यप्रदेश के अधीन अधिकृत संचालित खेल अकादमी / प्रशिक्षण केन्द्र / खेल छात्रावास ;
(द) "खेल संघ" से अभिप्रेत है , राज्य स्तर पर सम्यक रूप से गठित मान्यता प्राप्त स्तरीय खेल संघ ;
(ध) "खिलाड़ी" से अभिप्रेत है, सामान्य / दिव्यांग खिलाड़ी.
4. खिलाड़ियों को आर्थिक सहायता एवं प्रोत्साहन राशि
(1) अन्तर्राष्ट्रीय एवं राष्ट्रीय प्रतियोगिताओं में पदक विजेताओं को प्रोत्साहन
(क) पात्रता -
(एक) खिलाड़ी मध्यप्रदेश का मूल निवासी हो अथवा खेल अकादमी में प्रशिक्षण अवधि प्राप्त कर रहा हो ।
(दो) मान्यता प्राप्त खेलों की अन्तर्राष्ट्रीय प्रतियोगिता में देश का प्रतिनिधित्व किया हो।
(ख) आवेदन की प्रक्रिया खिलाड़ी / प्रशिक्षक अपना आवेदन संचालनालय द्वारा विहित प्रपत्र में जिला कार्यालय अथवा संचालनालय में सीधे प्रस्तुत कर सकेंगे। (2) अन्तर्राष्ट्रीय खेल प्रतियोगिताओं में पदक जीतने अथवा सहभागिता के लिए खिलाड़ी प्रोत्साहन राशि-
(क) सीनियर वर्ग में अन्तर्राष्ट्रीय प्रतियोगिता में प्रतिभागिओं को निम्नानुसार राशि से पुरस्कृत किया जाएगा : -

5. राष्ट्रमण्डल/एशियन/अन्य अन्तर्राष्टीय चैम्पियनशिप
> पैरा , डीफ , दृष्टिबाधित एवं स्पेशल ओलम्पिक के खिलाड़ियों के लिए आयोजित होने वाली अधिकृत अन्तर्राष्ट्रीय चैम्पियनशिप में प्रतिभागिता करने वाले सामान्य खिलाड़ियों को देय प्रोत्साहन एवं प्रतिभागिता राशि के अनुसार खिलाड़ी भी पात्रता होंगे ।
(ख ) अन्तर्राष्ट्रीय प्रतियोगिता में यूथ जूनियर वर्ग एवं कैडेट/सबजूनियर वर्ग के लिए प्रोत्साहन एवं प्रतिभागिता में राशि निम्नानुसार देय होगी -
(एक) यूथ/जूनियर वर्ग के लिए- उपरोक्त नियम 4 के उपनियम (2) के खण्ड (क) में यथा प्रस्तवित सीनियर वर्ग का 1/2 .
(दो) कैडैट/सबजूनियर वर्ग के लिए -उपरोक्त नियम 4 के उपनियम (2) के खण्ड (क) में सीनियर वर्ग का 1/4.
(ग) अधिकृत अन्तर्राष्ट्रीय चेम्पियनशिप में प्रशिक्षकों की प्रतिभागिता हेतु सहायता- अधिकृत अन्तर्राष्ट्रीय चेम्पियनशिप में मध्यप्रदेश के प्रतिभावान खिलाड़ी एवं खेल अकादमी/प्रशिक्षण केन्द्र/छात्रावास में नामांकित खिलाड़ियों द्वारा प्रतिभागिता करने पर उनके प्रशिक्षकों को भी खिलाडियों की सहायतार्थ भेजा मध्यप्रदेश राजपत्र, दिनांक 8 मार्च 2019
228(3) जा सकेगा । प्रशिक्षकों पर होने वाला व्यय, रु. 5.00 लाख की सीमा तक देय होगा।
(घ) दिव्यांग वर्ग में आयोजित होने वाली अधिकृत राष्ट्रीय चेम्पियनशिप में दिव्यांग खिलाड़ियों / प्रशिक्षकों को सामान्य खिलाड़ियों / प्रशिक्षकों को देय राशि के समान पात्रता होगी।
(3 ) राष्ट्रीय खेल एवं राष्ट्रीय चैम्पियनशिप में पदक विजेता खिलाड़ियों को प्रोत्साहन राशि-
(क) राष्ट्रीय खेल राष्ट्रीय खेल में मध्यप्रदेश का प्रतिनिधित्व करते हुए पदक जीतने करने वाले खिलाड़ियों को निम्नानुसार प्रोत्साहन राशि देय होगी - स्वर्ण पदकः रु. 5,00,000/- (राशि रु. पाँच लाख मात्र)
रजत पदकः रू. 3,20,000/- (राशि रु. तीन लाख बीस हजार मात्र) कांस्य पदकः रु . 2,40,000/- ( राशि रू. दो लाख चालीस हजार मात्र ) (ख ) अधिकृत राष्ट्रीय चैम्पियनशिप मध्यप्रदेश के मूल निवासी अथवा खेल अकादमियों में प्रशिक्षणरत खिलाड़ियों को अधिकृत राष्ट्रीय चैम्पियनशिप में पदक जीतने पर निम्नानुसार प्रोत्साहन राशि देय होगी-
स्वर्ण पदक रु. 1,00,000/- ( राशि रु. एक लाख मात्र)
75,000/- ( राशि रू. पचहत्तर हजार मात्र) रजत पदक रू.
कांस्य पदक रु. 50,000/- ( राशि रु. पचास हजार मात्र )
(ग) टीम इवेन्ट में वह इवेन्ट नहीं माने जावेंगे जिनमें अलग से टीम प्रतियोगिताएं नहीं होती हैं और मात्र टीम के सदस्यों के व्यक्तिगत स्कोर को जोड़कर टीम के स्कोर की गणना कर ली जाती है ।
5. प्रतियोगिता के दौरान खिलाड़ियों का उपकरण क्रय करने एवं किराये पर लेना-
(1 ) मध्यप्रदेश के ऐसे प्रतिभावान खिलाड़ियों अथवा खेल अकादमी के खिलाड़ी जिन्होनें अधिकृत अन्तर्राष्ट्रीय चैम्पियनशिप अथवा राष्ट्रीय खेलों में पदक अर्जित किया हो मध्यप्रदेश राजपत्र, दिनांक 8 मार्च 2019

अथवा अधिकृत राष्ट्रीय चैम्पियनषिप में नवीन राष्ट्रीय रिकॉर्ड बनाते हुए स्वर्ण पदक प्राप्त किया हो , उन्हें अपने खेल कौशल में निखार लाने के लिये खेल उपकरण जो कि खिलाड़ी के प्रदर्शन में सुधार लाने के लिये आवश्यक है, क्रय करने हेतु खेल जीवन में एक बार रूपये 5.00 लाख की सीमा तक वास्तविक व्यय की आर्थिक सहायता उपलब्ध कराई जा सकेगी । उपकरण क्रय करने हेतु आर्थिक सहायता ऐसे खिलाड़ियों को प्रदान की जावेगी , जिनके भविष्य में अन्तर्राष्ट्रीय स्तर की चैम्पियनशिप में पदक अर्जित करने की सम्भावना हो। यह स्वविवेक आधारित होने से प्रशासकीय स्वीकृति उपरांत कार्यवाही की जा सकेगी ।
(2) जिन खेलों में इवेन्ट के दौरान उपकरण किराए पर लेना अथवा क्रय करना आवश्यक होता है, (जैसे कि वाटर स्पोर्ट्स, घुड़सवारी एवं शूटिंग) , उपरोक्त के अतिरिक्त प्रति खिलाड़ी रु. 2.00 लाख की सीमा तक का वास्तविक व्यय के मान से उपलब्ध कराया जा सकेगा। इस संबंध में, संचालक की स्वीकृति के उपरांत कार्रवाई की जा सकेगी।
6. खिलाड़ियों को उच्च स्तरीय अंतर्राष्ट्रीय / राष्ट्रीय तकनीकी प्रशिक्षण -
(1) पात्रता
(क) खिलाड़ी मध्यप्रदेश का मूल निवासी हो अथवा खेल अकादमी में विगत 02 वर्षों से प्रशिक्षणरत हो ।
(ख) विदेश में प्रशिक्षण / विदेशी प्रशिक्षक की सेवायें ऐसे खिलाड़ी / टीम को प्रशिक्षित करने के लिये ली जा सकेगी, जिसने अधिकृत राष्ट्रीय सीनियर । जूनियर चैम्पियनशिप अथवा अधिकृत अन्तर्राष्ट्रीय चैम्पियनशिप में देश के लिये पदक अर्जित किया हो ।
(ग ) सामान्य परिस्थितियों में विदेशी प्रशिक्षण हेतु आर्थिक सहायता किसी भी खिलाड़ी को अधिकतम 03 बार उपलब्ध कराई जा सकेगी । यदि खिलाड़ी ने एशियन गेम्स, एशियन चैम्पियनशिप में कोई पदक अर्जित किया हो अथवा ओलम्पिक प्री-क्वालिफाई किया हो अथवा अधिकृत राष्ट्रीय चैम्पियनशिप का राष्ट्रीय रिकार्डधारी हो और उसे ओलम्पिक / एशियन गेम्स के लिए अर्हता मध्यप्रदेश राजपत्र, दिनांक 8 मार्च 2019
228(5) प्राप्त करने की संभावना है तो 3 बार के पश्चात् भी आर्थिक सहायता उपलब्ध कराई जा सकेगी।
(2) प्रोत्साहन राशि-
(क) विदेश में प्रशिक्षण प्राप्त करने के लिये , खिलाड़ी जो उपरोक्त उपनियम ( 1 ) के खण्ड (ख) के अनुसार प्रशिक्षण के लिए पात्र हैं, द्वारा प्रस्तुत प्राक्लन के आधार पर रु.10.00 लाख तक की राशि, जिसमें खिर्लाड़ी का आना-जाना, भोजन , आवास , प्रशिक्षण एवं चिकित्सा व्यय सम्मिलित होगा , उपलब्ध कराई जावेगी । यह स्वविवेक आधारित होने से, प्रशासकीय स्वीकृति उपरांत कार्यवाही की जा सकेगी ।
(ख) यह सहायता ऐसे खिलाड़ियों को दी जाएगी , जिनके भविष्य में अन्तर्राष्ट्रीय स्तर की चैम्पियनशिप में पदक अर्जित करने की सम्भावना हो । सहायता राशि के संबंध में संचालक स्तरीय समिति निर्णय ले सकेगी ।
(ग ) विदेशी प्रशिक्षक से देश में प्रशिक्षण-प्रत्येक खिलाड़ी को, जो नियम 6( 1 ) ( ख) के अनुसार पात्र है , उन्हे देश में विदेशी प्रशिक्षक से प्रशिक्षण लेने हेतु रूपये 10.00 लाख तक की राशी दी जा सकेगी। यह स्वविवेक आधारित होने से प्रशासकीय स्वीकृति उपरांत कार्यवाही की जा सकेगी।
(घ) राष्ट्रीय प्रशिक्षण हेतु आर्थिक सहायता (देश के अंदर) देश में प्रशिक्षण प्राप्त करने के लिए , ऐसे खिलाड़ी जो नियम 6 ( 1 ) ( ख) के अनुसार पात्र है उनके द्वारा प्रशिक्षण के लिए प्रस्तुत किए गए प्राक्लन के आधार पर रु. 1.00 लाख तक की राशि प्रदान की जाएगी , जिसमें खिलाड़ी का आना-जाना, भोजन , आवास, प्रशिक्षण एवं चिकित्सा व्यय सम्मिलित होगा । खिलाड़ी को इस प्रयोजन हेतु यात्रा के पूर्व संचालक से स्वीकृति प्राप्त करना अनिवार्य होगी ।
(3 ) अन्तर्राष्ट्रीय प्रशिक्षण हेतु खिलाड़ी की सहायतार्थ प्रशिक्षक को भेजने पर आर्थिक सहायता-
यदि उपरोक्त उपनियम (2) में उल्लिखित प्रावधानों के अधीन खेल अकादमी के खिलाड़ियों को प्रशिक्षण हेतु भेजा जाता है तो इस प्रशिक्षण को प्रभावी बनाने के लिये, उस खेल के लिए संबंधित खेल प्रशिक्षक को भी विभाग के व्यय पर भेजा जा मध्यप्रदेश राजपत्र, दिनांक 8 मार्च 2019

सकेगा । प्रशिक्षक को यह सहायता स्वविवेक आधारित होने से प्रशासकीय स्वीकृति के उपरांत दी जा सकेगी । किन्तु व्यय की सीमा खिलाड़ियों के समान रहेगी।
7. प्रशिक्षकों को प्रोत्साहन -
खिलाड़ियों द्वारा अधिकृत अन्तर्राष्ट्रीय/राष्ट्रीय चैम्पियनशिप तथा राष्ट्रीय खेल में पदक प्राप्त करने पर खिलाड़ियों को देय राशि के 10 प्रतिशत की राशि दी जावेगी । एक से अधिक प्रशिक्षक होने की स्थिति में प्रशिक्षकों के मध्य राशिका वितरण बराबरी से किया जावेगा । खिलाड़ी द्वारा प्रस्तुत आवेदन में प्रशिक्षक के नाम का उल्लेख किया जावेगा । 8. अधिकृत राज्य स्तरीय पदक विजेता खिलाड़ियों को खेलवृत्ति -
(1) पात्रता-
(क) विचारार्थ वर्ष में दिनांक 01 अप्रैल की स्थिति में खिलाड़ी की 19 वर्ष से अधिक आयु का नहीं होना चाहिए ।
(ख) खिलाड़ी को मध्यप्रदेश का मूल निवासी होना अनिवार्य है ।
(ग) खेल वृत्ति हेतु आवेदन करने के लिए पूर्व के लवित्तीय वर्ष में खिलाड़ी द्वारा अधिकृत राज्य स्तरीय चैम्पियनशिप में पदक प्राप्त किया हो।
(घ) खेल अकादमी/प्रशिक्षण केन्द्र/खेल छात्रावास में निवासरत् खिलाड़ियों को खेल वृत्ति की पात्रता नहीं होगी।
(इ) भारतीय खेल प्राधिकरण (साई ) या अन्य किसी स्त्रोत से खेलवृत्ति प्राप्त कर रहे खिलाड़ी को खेलवृत्ति की पात्रता नहीं होगी।
(च) खेलवृत्ति की स्वीकृति जिला स्तर पर की जावेगी । खेलवृत्ति हेतु खिलाड़ियों को, संचालनालय द्वारा निर्धारित प्रपत्र में, संबंधित जिला कार्यालय में प्रत्येक वर्ष दिनांक 31 मई तक अपने आवेदन को अनिवार्यतः जमा करना होगा। दिव्यांग वर्ग की अधिकृत राज्य स्तरीय चैम्पियनशिप में पदक अर्जित करने वाले खिलाड़ी को भी खेलवृत्ति की पात्रता होगी।
(छ) खेल संघों द्वारा आयोजित मान्यता प्राप्त राज्य स्तरीय चैम्पियनशिप में स्वर्ण , रजत एवं कांस्य पदक अर्जित करने वाले पात्र खिलाड़ियों को प्रतिवर्ष क्रमशः राशि रु. 10,000/- , रु. 8,000/- एवं रु. 6,000/- के मान से खेलवृत्ति मध्यप्रदेश राजपत्र , दिनांक 8 मार्च 2019
228(7) प्रदान की जाएगी। इसी प्रकार समान प्रतियोगिता में पात्रता वाले खिलाड़ियों को वरीयता स्वर्ण , रजत , कांस्य पदक अनुसार दी जावेगी। उपरोक्त दोनों परिस्थितियों में समान पात्रता रखने वाले खिलाड़ियों में वरीयता अधिक आयु वाले खिलाड़ी को दी जाएगी। एक खिलाड़ी द्वारा एक से अधिक प्रतियोगिताओं में पदक प्राप्त करने की स्थिति में भी एक ही खेलवृत्ति दी जाएगी। अधिकृत राज्य स्तरीय प्रतियोगिताओं में खेल वृत्ति हेतु स्वर्ण पदक हेतु 8 टीम, रजत हेतु 12 टीम एवं कांस्य पदक हेतु 16 टीम की भागीदारी होना अनिवार्य है । इससे कम टीम होने पर खेलवृत्ति की पात्रता नहीं होगी। वाटर स्पोर्ट्स, घुड़सवारी एवं शूटिंग जैसे खेलों जिनकी कि प्रदेश में खेल अधोसंरचना सीमित है, पर यह नियम लागू नहीं होगा । उपरोक्त के लिए खेल संचालनालय , खिलाड़ियों के प्रदर्शन और बजट की उपलब्धता के आधार पर छानबीन समिति का गठन् करेगा। संचालक, छानबीन समिति की अनुशंसा के आधार पर निर्णय लेगा। 9. प्रदेश के युवाओं को माउण्ट एवरेस्ट शिखर पर आरोहण हेतु प्रोत्साहन
निबंधन एवं शर्तें - (1)
(क) आवेदक को मध्यप्रदेश का मूल निवासी होना चाहिये।
(ख) आवेदक को पुलिस सत्यापन व चरित्र प्रमाण पत्र प्रस्तुत करना अनिवार्य होगा।
(ग) माउण्ट एवरेस्ट शिखर पर चढ़ाई के उपरांत अधिकृत संस्था द्वारा शिखर की चोटी पर सफलतापूर्वक आरोहण पूर्ण करने का प्रमाण पत्र प्रस्तुत करना अनिवार्य होगा ।
(घ) आवेदक द्वारा आवेदन के साथ नेपाल अथवा चाइना सरकार की अधिकृत एडवेंचर एजेन्सी से माउण्ट एवरेस्ट पर आरोहण पर होने वाले वास्तविक व्यय के मूल देयक एवं आरोहण के फोटोग्राफ्स ( जिसमें चेहरा स्पष्ट दिखाई दे रहा हो ) प्रस्तुत करना अनिवार्य होगा |
(इ) माउण्ट एवरेस्ट पर आरोहण हेतु प्रतिवर्ष अधिकतम 02 आवेदकों (महिला/पुरुष) को ही अनुदान स्वीकृत किया जावेंगा । 02 से अधिक आवेदन प्राप्त होने की स्थिति में संचालक स्तरीय समिति द्वारा निर्णय लिया जावेंगा। मध्यप्रदेश राजपत्र, दिनांक 8 मार्च 2019

(2) आवेदन की प्रक्रिया -आवेदक द्वारा आवेदन को पूर्ण रूप से भरकर आवश्यक दस्तावेज संलग्न कर संचालक, खेल और युवा कल्याण , मध्यप्रदेश को प्रस्तुत करना होगा।
(3) अनुदान राशि -आवेदक को माउण्ट एवरेस्ट शिखर पर आरोहण हेतु उपगत हुए वास्तविक व्यय , के लिए रु. 15.00 लाख की सीमा तक अनुदान स्वीकृत किया जा सकेगा। माउण्ट एवरेस्ट शिखर पर आरोहण की सहमति हेतु हिमाचल प्रदेश सरकार को पंजीयन फीस अथवा संबंधित विदेशी (चीन/नेपाल) सरकार को रायल्टी फीस रुपये 8.00 लाख अग्रिम में दी जाएगी । 15.00 लाख रूपए की राशि में से। यह अग्रिम नियम 9 ( 1 ) (घ) के अनुसार आरोहण के वास्तविक व्यय को प्रस्तुत करने के पश्चात् समायोजित किया जाएगा।
(4) आवेदन परीक्षण समिति योजना का लाभ प्राप्त करने के लिए संचालक को प्राप्त आवेदनों के परीक्षण हेतु संचालनालय स्तरीय समिति का गठन किया जाएगा । समिति की अनुशंसा के आधार पर संचालक खेल द्वारा देय प्रोत्साहन राशि पर निर्णय लिया जाएगा।
(5) अन्य साहसिक खेल जैसे कि इंग्लिश चैनल पार करना तथा देश एवं विदेश में स्थित अन्य शिखर चोटियों पर आरोहण हेतु आर्थिक सहायता के प्रयोजन लिये प्रस्तावित प्रोत्साहन राशि की सीमा व बजट की उपलब्धता के आधार पर प्रशासकीय विभाग निर्णय ले सकेगा।
10. प्रतियोगिताओं को आयोजित करने के लिए आर्थिक सहायता
(1) प्रतियोगिता आयोजन-
(क) प्राधिकृत खेल संघ द्वारा आयोजित चैम्पियनशिप ।
(ख ) फर्म्स एवं सोसायटी मध्य प्रदेश से पंजीकृत संस्था द्वारा अखिल भारतीय / राज्य स्तरीय परम्परागत प्रतियोगिता , जिनका निरन्तर विगत 03 वर्षों से आयोजन किया जा रहा हो। 228(9)

5.00 लाख (अधिकृत चैम्पियनशिप में कम से कम 05 राज्यों की टीमों ने प्रतिभागिता की हो)
5- अधिकृत राज्य स्तरीय चैम्पियनशिप -
2.00 लाख (अधिकृत चैम्पियनशिप में न्यूनतम 15 जिलों/05 संभागों की टीमों ने प्रतिभागिता की हो)

टिप्पणी -
प्रतियोगिता आयोजन हेतु नियमानुसार प्रदाय की जाने वाली राशि संचालक द्वारा स्वीकृत की जावेगी।
A प्रतियोगिताओं में खिलाड़ियों की भागीदारी प्रतियोगिता के स्तर के आधार पर उपरोक्त राशि स्वीकृत की जावेगी । खिलाड़ियों की भागीदारी में कमी होने पर राशि में भी कमी की जावेगी । वाटर स्पोर्ट्स , घुड़सवारी एवं शूटिंग जिनकी प्रदेश में खेल अधोसंरचना सीमित है, पर यह नियम लागू नहीं होगा,
(3) बुक ऑफ़ फाइनेंशियल पावर के अनुसार संचालक (खेल) संचालनालय, खेल और युवा कल्याण, मध्यप्रदेश द्वारा आयोजित प्रतियोगिताओं के आयोजन पर संबंधित मद से 1 करोड तक व्यय कर सकेगें ।
11. अधिकृत राष्ट्रीय चैम्पियनशिप में भाग लेने वाले प्रदेश के दल को दी जाने वाली सुविधाएँ, -
राष्ट्रीय प्रतियोगिताओं में सहभागिता करने वाली टीम के सदस्यों को निम्नलिखित सुविधाओं की पात्रता होगीं;
(1) ट्रेकसूट
(2) प्रशिक्षण स्थल से राष्ट्रीय स्तर की प्रतियोगिताओं के आयोजन स्थल तक की निकटतम दूरी का सिर्फ यात्रा किराया रियायती दरों पर (मूल किराए का 1/4 ) भुगतान किया जावेगा। यात्रा करने के पश्चात् टिकट एवं यात्रा कार्यक्रम प्रस्तुत करने के उपरान्त ही भुगतान किया जाएगा। अधिकतम पात्रता तृतीय श्रेणी वातानुकूलित की रहेगी । अन्य कोई भत्ता प्रदान नहीं किया जावेगा।
(3) न्यूनतम दूरी के मार्ग में रेल मार्ग न होने की स्थिति में खिलाड़ियों को वास्तविक बस किराये की राशि की पात्रता होगी ।
(4) राष्ट्रीय चैम्पियनशिप में कैडेट / सबजूनियर, युवा / जूनियर एवं अण्डर-21 / अण्डर -23/ सीनियर वर्ग में प्रदेश के दल को सम्मिलित कराने के लिये प्रदेश के 228(11)

दल / खिलाड़ियों के प्रशिक्षण शिविरों के आयोजन करने के लिये खिलाड़ियों को संचालनालय द्वारा भोजन, आवास एवं प्रशिक्षण की सुविधा उपलब्ध कराई जाएंगी।
(5) उपरोक्त आर्थिक सहायता दिव्यांग वर्ग की प्रतियोगिताओं हेतु भी प्रदान की जा सकेंगी ।
12. खिलाड़ियों को प्रतिमाह सम्मान निधि-
(1) पात्रता खिलाड़ी मध्यप्रदेश का मूल निवासी हो । खिलाड़ी ने अंतर्राष्ट्रीय प्रतियोगिता (ओलम्पिक/पैरा ओलम्पिक/एशियन गेम्स) में पदक प्राप्त कर प्रदेश को गौरवान्वित किया हो । खिलाड़ी की न्यूनतम आयु 35 वर्ष हो ।
(2) आवेदन की प्रक्रिया- आवेदक को सम्मान निधि प्राप्त करने हेतु संचालनालय द्वारा निर्धारित प्रपत्र में आवेदन संचालक, खेल और युवा कल्याण, म.प्र को प्रस्तुत करना होगा ।
(3) भारत सरकार की "उत्कृष्ट खिलाड़ियों को पेंशन योजना" के प्रावधानों के अनुरूप पदक विजेता खिलाडियों को निम्नानुसार मासिक आर्थिक सहायता दी जा रही है-

The State Government in supersession of the Khel Sansthaon Evam Khiladiyon Ko Aarthik Sahayata , Khel Vratti , Samman Nidhi Niyam , 2006, which were published in Madhya Pradesh Gazette ( Extra - ordinary ) No. 287, dated 24.06.2009 and this department's Order No. F 2-8/2011 / IX , dated 10.05.2012 , hereby, makes the following rules for giving Awards and Incentives to the International and National Medal Winner SportsPersons , namely : -
RULES
1. Short title , commencement and Extent.-
(1) These rules may be called the International and National Medal Winner Sports Persons Award and Incentive Rules , 2019.
(2) Unless otherwise provided , these rules shall apply equally to the ordinary and Divyang sports persons also .
(3) These rules shall come into force from the date of their publication in the official Gazette .
2. Objects- The object of these rules is to provide financial assistance to the State level sports associations of the State for organizing the sports competition and to give financial assistance to the sports persons and coaches .
3. Definitions -In these rules unless the context otherwise requires , -
(a) "Authorised Sports Association " means the sports association registered in Madhya Pradesh under the Registrar , Firms and Society, Madhya Pradesh and authorised by Sports and Youth Welfare , Madhya Pradesh;
(b) "Coach " means those sport coaches who are providing training in Madhya Pradesh State Sports Academy or are providing training to the sportspersons / teams of Madhya Pradesh ;
(c) "Committee " means the committee formed by Director, Sports and Youth Welfare;

(d) "Director " means the Director, Sports and Youth Welfare, Madhya Pradesh;
"Divyang " means the criteria defined for Divyang by the Social Justice (e)
(f)
Department of the State; "Divyang Championship " means the Paralympic, Special Olympics India , Deaf games and official championships for visually impaired;
(g) "Domicile " means the holder of a domicile /local resident certificate, issued by the competent authority ( in case of submission of local resident certificate , the applicant must submit the proof of residence in Madhya Pradesh for at least ten years ) ;
"Government " means the Government of Madhya Pradesh ;

"National Sports Federation " means the national sports federation authorisedby Government of India;
(j ) "Official International Championship " means the Olympic , World Championship , World Cup , Asian Games , Commonwealth Games , South Asian Games and international cricket matches alongwith the championships of this level for Divyang;
(k) Official National Championship " means the cadet/sub - junior , youth /junior and under- 21/ under - 23/senior national championship organized by the National Sports Federation , which is organized once a year;
(1) "Official/Recognized Games " means the games included in the present and future Olympics /Asian / Commonwealth /National Games . In addition to these , Billiards and Snooker, Cricket, Chess and Mallkhamb games shall also be included;
(m) "Official state level championship " means the state level cadet/ sub- junior, youth/junior and under-21 /under-23/senior championship in the women and men category for different age groups , organized by respective State Sports Association , which is organized once a year;

(n) "Previous Year " means the preceding financial year of the year of application;
(0) "Recognized International Competition " means the cadet/sub -junior , youth/junior and under-21 /under-23/senior competitions recognized by the Government of India;
(p) "Senior Category " means the under -21 / under -23 / senior championship;
(q) "Sports Academy " means the sports academies / training centres / sports hostels operated under the Sports and Youth Welfare Department, Madhya Pradesh;
(r)
"Sports Association " means the state level sports associations duly constituted at state level ;
(s) "Sports person " means the ordinary sports person /Divyang sports person.
Financial Assistance and Incentives to the Sports persons 4.
Incentives for medal winners in International and National competitions - (1)
(a) Eligibility -
(i) The sports person must be a domicile of Madhya Pradesh or must be receiving training in an sport academy.
(ii ) The sports person must have represented the country in the International competition of recognized games .
(b) Application Procedure
The sports person/coach may submit her/his application to the district office or directly in the directorate in the format prescribed by the directorate .
( 2) Incentives to sports persons for winning medals or participating in International sports competitions.

Note :The sports persons shall also be eligible as per the incentive and participation amount payable to the ordinary sports persons participating in the authorized International championship being held for Para , Deaf, visually impaired and Special Olympics sports persons.
(b) Incentives and participation amount in the Official International Championships for Youth/Junior category and Cadet/Sub - junior category shall be payable as follows:
(i) ForYouth/Junior category: 1/2 of senior category as prescribed in clause (a) ofsub-rule (2) of rule 4 above .
(ii) ForCadet/Sub-junior category: 1/4 of senior category as prescribed in clause (a ) of sub- rule (2) of rule 4 above .

(c) Assistance for the participation of coaches in Official International Championships
In the event of participation of talented sports persons of Madhya Pradesh and sports persons enrolled with Sports Academies / Training Centres / hostels in the official International championships , their coaches can also be sent to assist the sports persons. The expenditure on the coaches upto a limit of Rs . 5.00 lakhshall bepayable.
(d) In the official national championship organized under Para category, Divyang sports persons / coaches shall be eligible for same amount as stipulated for ordinary sports persons /coaches .
(3) Incentive to the medal winning sports persons in National Games and National Championships -
(a) National Games- Sports persons earning medals while representing Madhya Pradesh in the National Games shall be given the following incentives-
GoldMedal -Rs . 5,00,000/- (Amount Rs . Five Lakh Only)
SilverMedal -Rs . 3,20,000/- (Amount Rs . Three Lakh Twenty Thousand Only) Bronze Medal - Rs . 2,40,000/- (Amount Rs . Two Lakh Forty Thousand Only) (b) Official National Championship- On winning a medal in the Official National Championship , by a of domicile of Madhya Pradesh or sports persons trained in Sports Academies shall be given following incentive:-
GoldMedal - Rs . 1,00,000/- (Amount Rs . One Lakh only)
SilverMedal -Rs . 75,000/- (Amount Rs . Seventy Five Thousand only) BronzeMedal - Rs . 50,000/- (Amount Rs . Fifty Thousand only)
(c) Those events which do not have separate team competitions and the team score is calculated by merely adding individual scores of team members , shall not be considered as team events.

Purchase and Hiring of equipment by sports persons during competition - 5.
(1) Talented sports persons of Madhya Pradesh or sport persons of Sports Academy who have earned medals in the Official International Championships or the National Games or has earned a gold medal in the official national championship by setting up a new national record , maybe provided financial assistance of actual expenditure upto a limit of Rs. 5.00 lakh once in their sports life for the purchase of sports equipment to improve their sport skills which is necessary to improve the sports person's performance . Financial assistance to purchase sports equipments shall be provided to such sports persons who have the potential to earn medals in the international level championship in the future . Considering its discretionary nature , it can be processed after administrative approval .
(2) In sports , where hiring or purchasing of equipments is required during the event (such as water sports , equestrian and shooting ) , actual expenditure upto a limit of Rs . 2.00 lakh per sports person can be made available in addition to above . In this regard , action shall be taken after approval by the director.
6. High Level International / National Technical Coaching to Sports persons- (1) Eligibility -
(a) Thesports person must be a domicile of Madhya Pradesh or undergoing training for the past 2 years in the Sports Academy .
(b) Coaching abroad or overseas coach's services may be taken to coach such a sports person / team , who has earned a medal for the country in the official national senior / junior championship or in the Official International Championship .
(c) In normal circumstances , financial assistance for foreign training may be made available to any sports person for a maximum 3 times . If the sports person has earned a medal in the Asian Games , Asian Championship , or has prequalified for the Olympics or is a national record holder of the Official National Championship and is likely to qualify for the Olympics / Asian Games , financial assistance may also beprovided for more than 3 times .

(2) Stipulated Amounts-
(a) To get coaching abroad , the sports person shall be provided amount upto Rs.10.00 lakh on the basis of estimate provided by the sports person , who is eligible as per clause (b) , of sub- rule ( 1 ) above for coaching , which shall include the sports person's visit, food , accommodation , training and medical expenditure . Considering its discretionary nature, it can be processed after administrative approval .
(b) This assistance shall be given to those sports persons who have potential to earn a medal in the International level championship in the future . Director level committee shall be able to decide on the amount of assistance . "
(c) Coaching in the country from a foreign coach Each sports person , who is eligible as per rule 6( 1 ) ( b) , may be given an amount upto Rs 10.00 lakh to get coaching from foreign coach in the country. Considering its discretionary nature, it can be processed after administrative approval .
(d) Financial Assistance for National Coaching (within the country) - In order to receive coaching in the country, the sports person , who is eligible as per rule 6( 1 ) ( b ) , shall be provided upto a limit of Rs.1.00 lakh on the basis of estimate provided by the sportsperson for coaching , which shall include the sportsperson's visit , food , accommodation , training and medical expenditure . Prior to travelling for this purpose , the sportsperson must obtain approval from the director.
(3) Financial Assistance on sending the coach to the sports person's assistance for international training-
In case sports persons of Sports Academy are sent for training under the provisions mentioned in sub-rule (2) above , then to make this training effective, the concerned sports coach may also be sent on the departmental expenditure. Considering its discretionary nature , this assistance can be provided to the coach after administrative approval . However, the limit of expenditure shall remain the same as for the sports persons .

7. Incentives to Coaches
On the winning a medal by the sports person in the Official International / National Championship and National Games , the coach shall be eligible for 10 percent incentives of the amount payable to the sports person . in case of more than one coach , the amount shall be equally distributed amongst the coaches . The name of the coach shall be mentioned by the sports person in the application submitted by him .
8. Sports -scholarship for winner of medal in official state level championship.- Eligibility
(1)
(a) The sports person's age must not be more than 19 years on 1st April ofthe year in consideration .
(b) The sports person must be a domicile of Madhya Pradesh.
(c) Forapplying for the scholarship , the sports person must have received the medal in the official state level championship in the last financial year
(d) Sports person residing in the Sports Academies / Training Centers / Sports hostels shall not be eligible for scholarship
(e) Sports persons from Sports Authority of India (SAI ) or those receiving a sports scholarships from any other source shall not be eligible for scholarship .
(f) Sports scholarship shall be approved at the district level . Sports persons must submit their application in the format prescribed by the Directorateby 31st May every year . Sports persons who have won a medal in the official state level championship in Divyang category shall also be eligible for the scholarship .
(g) Eligible sports persons who earn Gold, Silver or Bronze medal in the state -level championship organized by sports associations shall be eligible for an annual scholarship of Rs . 10,000 / - , Rs . 8,000 / - and Rs . 6000/- respectively . Similarly, sports persons in the similar competitions shall be eligible for the scholarship as per the priority of Gold, Silver and Bronze medals won by them . preference . In case of a sport person getting a medal in more than one event , only one scholarship shall be given to him . To be eligible for a sports scholarship , the minimum mandatory participation in the event must be 8 teams for the gold medal , 12 teams for the silver medal and 16 teams for the bronze medal . In case of lesser number of teams , the event shall not be recognized for scholarship . These rules shall not be applicable to the sports like Water Sports , Equestrian , and Shooting where game infrastructure is limited in the State. For above mentioned the games Directorate shall constitute a screening committee on the basis of number of sports persons , popularity of the sports , performance of the sports persons and availability of the budget . Director shall take decision as per the recommendation of the screening committee.
Promotion of mountaineering for the youth of state on the Mount Everest 9.
Terms and Conditions - (1)
(a) The applicant must be a domicile of Madhya Pradesh .
(b) Applicants must submit police verification and character certificates .
(c) Afterclimbing Mount Everest peak , it shall be mandatory to present the certificate of successful summiting by an authorized institution .
( d) It is mandatory to submit the original vouchers of actual expenditure of climbing Mount Everest peak by the authorized adventure agency ofNepal or China Government and photographs of summiting the peak with face clearly visible.
(e) Grants shall be sanctioned to maximum 2 persons (women / men) every year for mountaineering on Mount Everest . In case of more than 2 applicants , decision shall be taken by a directorate level committee.
(2) Procedure of application Applicants must complete the application and submit necessary documents to the Director, Sports and Youth Welfare , Madhya Pradesh .

228(21) (3) Grant amount A grant of the actual expenditure incurred for climbing Mount Everest upto a limit of the Rs.15 lakh may be provided to the applicant . A maximum amount of Rs . 8.00 lakh registration fees of Himachal Pradesh Government or related foreign ( China /Nepal ) government royalty fees for the ascent of the Mount Everest shall be provided in advance from the amount of Rs . 15.00 lakh . This advance shall be adjusted after submission of actual expenditure of climbing as per rule 9(1 ) (d) .
(4) Application Screening Committee - Directorate level Committee shall be constituted for screening of applications received by the Director for availing the benefits of the scheme. Based on the recommendation of the committee, decision on the incentive amount payable shall be decided by theDirector .
(5) For the purpose of providing financial assistance for adventure sports like crossing the English Channel and mountaineering on other peaks located in India and abroad , the administrative department shall be able to decide the extent of the proposed incentives on the basis of available budget.
10. Financial Assistance for Organizing the Competitions
(1) Competition organized by -
(a) Championship organized by Authorised Sports Association
(b) All India and State Level Competitions of the Invitation category , which are being held continuously for the past 3 years in the recommended sports by an institution of Madhya Pradesh Firms and Society registered by the Registrar .
(2) The Financial assistance shall be approved as follows -

4.00 Lakh 7- All India Competition - ( minimum 6 teams of different States )
8- State Level Conventional Competition -
2.00 Lakh (Participation of 06 different departments or 12 teams of different districts shall be mandatory)
Note
→ Amount to be provided as per the rules for organizing the competition shall be approved by the Director.
→ The above amount shall be approved based on the level of competitiveness of sports persons participating in the competition . If there is a decrease in the participation , then the amount shall be reduced . This rule shall not be applicable onWater sports , equestrian and shooting in which the game infrastructure is limited in the state .
(1) As per the Book of Financial Power , the Director (Sports ) shall be entitled to spend one crore rupees for organizing the competitions organized by the Directorate, Sports and Youth Welfare , Madhya Pradesh .
11. Facilities to be provided to participating teams , participating in the National Championship.-
Themembers of the team participating in the National Championship shall be entitled or the following facilities: -
(1) Tracksuit.
(2) Travel allowances at concessional rates ( 1/4 of basic fare ) for the nearest distance to the venue of the national level competition from the training site . After submission of tickets and itinerary of travel , maximum third AC fare shall be eligible for reimbursement . No other allowances shall be payable .

(3) In absence of rail route for the minimum distance of travel , the team member shall be eligible for reimbursement of the amount of actual bus fare.
(4) Directorate shall provide food , accommodation and training facilities to organize training camps of the State teams in the cadet / sub Junior , youth / junior and under -21 / under -23 / senior category in the official national championship.
(5) Theabove financial assistance shall also be provided for Divyang category.
12. Samman Nidhi to the Sports persons every month
(1) Eligibility - The sports person must be a domicile of Madhya Pradesh and must have made the state proud by winning a medal in International Championship e.g. Olympic / Para Olympic / Asian Games) . The minimum ageofsports person must be 35 years .
(2) Process of application To receive the Samman Nidhi , application must besubmitted to the Director , Sports and Youth Welfare , Madhya Pradesh in the format prescribed by the Directorate.
(3) According to the provisions of the " Pension Scheme for Excellent Sportspersons " of the Government of India , medal winner sports persons are given monthly financial assistance as below:

13. Repeal.- As soon as these rules become effective , all related prevalent rules and releases shall be repealed.
