भोपाल, दिनांक 4 सितम्बर 2020 सेवाओं या प्रसुविधाओं या सहायिकियों के परिदान के लिए एक पहचान दस्तावेज के रूप में आधार का उपयोग सरकारी परिदान प्रक्रियाओं का सरलीकरण करता है, पारदर्शिता और दक्षता लाता है और फ़ायदाग्राहियों को सुविधाजनक और निर्बाध रीति में उनकी हकदारियों को सीधे प्राप्त करने में समर्थ बनाता है और आधार किसी व्यक्ति की पहचान को साबित करने के लिए विभिन्न दस्तावेज प्रस्तुत करने की आवश्यकता को समाप्त करता है;
और, तकनीकी शिक्षा, कौशल विकास एवं रोजगार विभाग के अन्तर्गत मुख्यमंत्री कौशल संवर्धन योजना ( MMKSY) , प्रधानमंत्री कौशल विकास योजना ( PMKVY) , क्राफ्टमेन प्रशिक्षण योजना(CTS ), अप्रेंटिस प्रशिक्षण योजना(ATS ) , मुख्यमंत्री मेधावी विद्यार्थी योजना ( MMVY) , मुख्यमंत्री जन कल्याण ( शिक्षा प्रोत्साहन) योजना( MMJKY) , विभिन्न पाठ्यक्रमों के लिए ऑनलाईन प्रवेश प्रक्रिया, प्रोफेशनल एग्जामिनेशन बोर्ड में ऑनलाईन परीक्षा एवं जनभागीदारी के आधार पर रोजगार कार्यालयों का उन्यन एवं आधुनिकीकरण की योजना संचालित है, जिनके द्वारा प्रदेश के युवाओं को कौशल उन्नयन के लिए अल्प एवं दीर्घकालिक प्रशिक्षण/छात्रवृत्ति/प्रवेश/रोज़गार की कार्यवाहियां निर्धारित मापदण्ड के अन्तर्गत संचालित की जाती है ।
और , उपरोक्त योजना में भारत एवं राज्य सरकार के समेकित कोष से होने वाला गैर- आवर्ती व्यय सम्मिलित है;
अतः अब राज्य सरकार आधार ( वित्तीय और अन्य सहयिकियों, प्रसुविधाओं और सेवाओं का लक्षियत परिदान) अधिनियम, 2016 (2016 का 18) (जिसे इसमें इसके पश्चात उक्त अधिनियम कहा गया है) , की धारा 7 के उपबंधों के अनुसरण में निम्नलिखित अधिसूचित करती है, अर्थातः-
1. (1 ) योजना के अधीन प्रसुविधा लेने के इच्छुक प्रत्येक पात्र व्यक्ति से अपेक्षा की जाती है कि वह आधार संख्या रखने का सबूत प्रस्तुत करे या आधार अधिप्रमाणन कराए;

(2) योजना के अधीन प्रसुविधा लेने के इच्छुक प्रत्येक ऐसा व्यक्ति जो आधार संख्या नहीं रखता है या जिसने आधार के लिए अभी तक नामांकन नहीं किया है , उसे आधार नामांकन के लिए आवेदन करना होगा परंतु वह उक्त अधिनियम की धारा 3 के उपबंधों के अनुसार आधार प्राप्त करने के हकदार हैं और ऐसे व्यक्ति किसी भी आधार नामांकन केन्द्र (केन्द्रों की सूची uidai की वेबसाइट www.uidai.gov.in पर उपलब्ध है ) पर आधार नामांकन के लिए जा सकते हैं।
(3) आधार (नामांकन और अद्यतन ) विनियम 2016 के विनियम 12 के अनुसार कार्यान्वयन एजेंसियों के माध्यम से विभाग को हितग्राहियों के लिए जो अभी आधार हेतु नामांकित नहीं हैं उनके आधार नामांकन सुविधाओं की व्यवस्था करना अपेक्षित है और यदि संबंधित ब्लॉक या तालुका या तहसील में आधार नामांकन केन्द्र स्थित नहीं हो तो कार्यान्वयन एजेंसियों के माध्यम से विभाग uidai के विद्यमान रजिस्ट्रार के सहयोग से या स्वतः uidai रजिस्ट्रार बनते हुए सुविधाजनक स्थान पर आधार नामांकन सुविधायें उपलब्ध कराएगी:
परन्तु योजना के अधीन किसी व्यक्ति को आधार सौंप दिए जाने तक ऐसे व्यक्ति को निम्नलिखित दस्तावेजों को प्रस्तुत करने की शर्त पर प्रसुविधा दी जाएगी, अर्थात्ः-
(क) यदि वह नामांकित हो गया हो , उसके पास आधार नामांकन प्रमाणीकरण की पर्ची हो, और (ख) निम्नलिखित दस्तावेजों में से कोई एक हो, अर्थात्ः-
(i) बैंक या पोस्ट ऑफिस की फोटो पासबुक; या
(ii) स्थायी खाता संख्या ( पैन) कार्ड; या
(iii) पासपोर्ट; या
(iv) राशन कार्ड; या
(۸) मतदाता पहचान पत्र; या
(vi ) मनरेगा कार्ड, या
(vii) किसान फोटो पासबुक या
(viii) मोटर वाहन अधिनियम 1988 ( 1988 का 59) के अधीन अनुज्ञापन प्राधिकारी द्वारा जारी चालन अनुज्ञप्ति; या
(ix) किसी राजपत्रित अधिकारी या किसी तहसीलदार या किसी कार्यालय के अधिकारिक शीर्षपत्र पर जारी किसी ऐसे व्यक्ति का फोटो सहित पहचान प्रमाण पत्र; या.
(x) विभाग द्वारा विनिर्दिष्ट कोई अन्य दस्तावेज।
परंतु आगे यह कि उपर्युक्त दस्तावेज को विशेष रूप से इस उद्देश्य के लिए विभाग द्वारा नाम निर्दिष्ट एक अधिकारी द्वारा जांचा जाएगा।
2. योजना के अधीन हितग्राहियों को सुविधा प्रदान करने के लिए विभाग अपनी कार्यान्वयन एजेंसियों के माध्यम से यह सुनिश्चित करने के लिए सभी आवश्यक व्यवस्थायें करेगी और योजना के अधीन आधार की आवश्यकता के प्रतीक हितग्राहियों को जागरूक बनाने के लिए मीडिया के माध्यम से व्यापक प्रचार किया जाएगा।
3. उन सभी मामलों में जहां आधार अधिप्रमाणन हितग्राहियों के खराब बायोमैट्रिक्स के कारण या किसी अन्य कारण से असफल रहता है, वहां तंत्र का प्रबंध करने वाले निम्नलिखित अपवाद अपनाया जाएगा , अर्थात्ः- 560 ( 1) मध्यप्रदेश राजपत्र, दिनांक 4 सितम्बर 2020
(क) खराब अंगुलीछाप गुणवत्ता के मामले में अधिप्रमाणन के लिए आईरिस स्कैन या चेहरा अधिप्रमाणन सुविधा अपनाई जाएगी, जिससे विभाग अपनी कार्यान्वयन एजेंसियों के माध्यम से आईरिस स्कैनर्स या चेहरा अधिप्रमाणन के साथ अंगुलीछाप अधिप्रमाणन के लिए प्रावधान करेगी जिससे निर्बाध रीति से प्रसुविधा प्राप्त हो सके।
(ख) अंगुलीछाप के माध्यम से बायोमैट्रिक्स अधिप्रमाणन या आईआरआईएस या चेहरा अधिप्रमाणन के सफल न होने की दशा में जहां कहीं साध्य और ग्राह्य हो , वहां, यथास्थिति, सीमित समय वाले आधार वन टाइम पासवर्ड ( ओटीपी) या समय आधारित वन टाइम पासवर्ड द्वारा अधिप्रमाणन प्रदान किया जाएगा।
(ग) अन्य सभी मामलों में जहां बायोमैट्रिक या आधार वन टाइम पासवर्ड या समय आधारित वन टाइम पासवर्ड अधिप्रमाणन संभव नहीं है वहां योजना के अधीन प्रसुविधायें भौतिक, आधार पत्र के आधार पर दिए जा सकते हैं, जिनकी अधिप्रामाणिकता आधार पत्र पर मुद्रित कोड से त्वरित प्रतिक्रिया (क्यूआर) के माध्यम से सत्यापित की जा सकती है और त्वरित प्रतिक्रिया कोड रीडर का आवश्यक प्रबंध राज्य में कार्यान्वयन एजेंसियों के माध्यम से विभाग द्वारा सुविधाजनक स्थान पर उपलब्ध कराया जाएगा;
4. उपर्युक्त के अतिरिक्त, यह सुनिश्चित करने के लिए कि योजना के अधीन कोई भी फायदाग्राही अपने देय प्रसुविधाओं से वंचित नहीं है , विभाग अपनी कार्यान्वयन एजेंसी के माध्यम से प्रत्यक्ष लाभ हस्तांतरण के कार्यालय ज्ञापन (डीबीटी) मिशन, मंत्रिमण्डल सचिवालय , भारत सरकार, तारीख 19 दिसंबर 2017 में उल्लिखित अपवाद संचालन तंत्र का पालन करेगा ।
5. यह अधिसूचना राजपत्र में इसके प्रकाशन की तारीख से प्रभावी होगी ।

Whereas; the use of Aadhaar as an identity document for delivery of services or benefits or subsidies , simplifies the Government delivery processes , brings in transparency , efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas , the Department of Technical Education, Skill Development and Employment is administering the Mukhya Mantri Kaushal Samvardhan Yojna (MMKSY) , Pradhan Mantri Kaushal Vikas Yojna (PMKVY) , Craftsman Training Scheme( CTS ) , Apprenticeship Training Scheme(ATS ) , Mukhya Mantri Medhavi Vidhyarthi Yojna( MMVY), Mukhya Mantri Jan Kalyan (Shiksha Protsahan ) Yojna (MMJKY) , Online Admission Process in various courses , Online Examination in Professional Examination Board and Janbhagidari ke Aadhaar par Rojgar Karyalayon Ka Unnayan evam Adhunikikaran , providing to raise the skilling quotient of the state's youth by short and long term training programs /scholarship / admission/ employment process under specified norms ;
And whereas , the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Government of Madhya Pradesh .

Now, therefore , in pursuance of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies , Benefits and Services ) Act , 2016 ( 18 of 2016), the State Government, hereby, notifies the following , namely: -
1. ( 1 ) An individual eligible for receiving the benefits under the scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication .
(2) Any individual desirous of availing benefits under the Scheme , who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre ( list available at the Unique Identification Authority of India (UAIDAI ) website www.uidai.gov.in) to get enrolled for Aadhaar .
(3) As per regulation 12 of the Aadhaar (Enrolment and Update ) Regulations , 2016 the Department through its implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil , the Department through its implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves :
Provided that till the time Aadhaar is assigned to the individual , benefits under the scheme shall be given to such individual, subject to the production of the following documents , namely : -
(a) If the has enrolled , his Aadhaar Enrolment identification slip; and (b) Any one of the following documents , namely: -
(i) Bank or Post office passbook with photo; or
ii ) Permanent Account Number (PAN) Card ; or
(
(iii) Passport ; or
Ration card; or
(iv)
(v) Voter Identity card; or
MGNREGA card ; or
(vi )
(vii ) Kissan Photo passbook, or
(viii ) Driving license issued by the Licensing Authority under the Motor Vehicles Act , 1988 (59 of 1988 ) ; or 560 ( 3 )

(xi ) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (xii ) Any other document as specified by the Department :
Provided further that the above documents may be checked by an Officer specifically designated by the Department for that purpose .
2. In order to provide benefits to the beneficiaries under the scheme conveniently, the Department through its implementing agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement .
3. In such cases , where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason , the following remedial mechanisms shall be adopted, namely: -
(a) in case of poor finger print quality, iris scan or face authentication facility shall be adopted for authentication , thereby, the Department through its implementing Agency shall make provisions for iris scanners or face authentication along with finger- print authentication for delivery of benefits in seamless manner;
(b) In case the biometric authentication through fingerprints or iris scan or face authentication is not successful , wherever feasible and admissible authentication by Aadhaar one Time password orTime-based One Time Password with limited time validity, as the case may be, shall be offered;
(c) In all other cases where biometric or Aadher One Time Password or Time based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be मध्यप्रदेश राजपत्र, दिनांक 4 सितम्बर 2020

verified through the quick Response (QR ) code printed on the Aadhaar letter and the necessary arrangement of QR code reader shall be provided at the convenient locations by the Department through its implementing Agency.
4. In addition to the above , in order to ensure that no bona fide beneficiary under the scheme is deprived of his due benefits , the Department through its implementing Agency shall follow the exception handing mechanism as outlined in the office Memorandum of DBT Mission , cabinet secretariat , Government of India dated 19th December , 2017 ..
5. Thisnotification shall come into force from the date of its publication inthe official Gazette .
