क्र. एफ 22-112-2020- आठ. संशोधन का निम्नलिखित प्रारूप , जिसे राज्य सरकार, मोटरयान अधिनियम, 1988 ( 1988 का 59 ) की धारा 65 और 211 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए बनाना प्रस्तावित करती है, उक्त अधिनियम की धारा 212 की उप - धारा ( 1 ) द्वारा अपेक्षित किए गए अनुसार उन समस्त व्यक्तियों की जिनको उससे प्रभावित होने की संभावना है, जानकारी के लिए, एतद्वारा प्रकाशित किया जाता है और एतद्वारा यह सूचना दी जाती है कि मध्यप्रदेश मोटरयान नियम , 1994 में संशोधन के उक्त प्रारूप पर इस सूचना के " मध्यप्रदेश राजपत्र " में प्रकाशन की तारीख से 30 दिन अवसान होने के पश्चात् विचार किया जाएगा.
किसी भी आपत्ति या सुझाव पर, जो उक्त संशोधन प्रारूप के संबंध में, किसी व्यक्ति से उपर विनिर्दिष्ट कालावधि का अवसान होने के पूर्व अपर मुख्य सचिव, परिवहन विभाग, मध्यप्रदेश शासन, कमरा नंबर ए-104 , वल्लभ भवन -2 , प्रथम तल, मंत्रालय , भोपाल को प्राप्त हो, विचार किया जाएगा.
प्रारूप संशोधन
मध्यप्रदेश मोटरयान नियम, 1994 में, नियम 55 में, उप - नियम (2 ) में, खण्ड ( ट) के पश्चात्, निम्नलिखित खण्ड अंतःस्थापित किया जाए, अर्थात्ः-
" ( ठ ) यदि किसी क्षेत्रीय परिवहन अधिकारी कार्यालय में, वाहन की किसी श्रेणी के लिए नवीन पंजीयन श्रृंखला प्रारंभ होने की तारीख से, एक वर्ष के भीतर , कम से कम दस बार नीलामी प्रक्रिया चक्र में सम्मिलित किए जाने के पश्चात् भी पंजीयन नंबर नीलाम नहीं हो पाते हैं, तो ऐसे नंबर नीलामी नंबर सूची से " विशिष्ट पसंद नम्बर " सूची में स्थानांतरित कर दिए जाएंगे.
" विशिष्ट पसंद नंबर " की सूची सार्वजनिक अनुक्षेत्र में उपलब्ध होगी तथा परिवहन विभाग के पोर्टल पर तथा वेब आधारित डीलर पाइंट नामांकन प्रणाली के अधीन सदैव प्रदर्शित की जाएगी.
" विशिष्ट पसंद नंबर " की सूची में से वाहन की किसी श्रेणी के लिए, कोई पंजीयन नंबर " पहले आओ पहले पाओ " के आधार पर, वेब आधारित डीलर पाइंट नामांकन प्रणाली के माध्यम से पंजीयन हेतु मोटरयान के नामांकन के समय, ऑनलाइन पेमेंट गेटवे का उपयोग करते हुए रुपए 7000/- जमा करने पर, प्राप्त किया जा सकता है. "

No. F 22-112-2020 - VIII . The following draft of amendment which the State Government proposes to make in exercise of the powers conferred by Section 65 and 211 of the Motor Vehicle Act , 1988 (No. 59 of 1988 ) is hereby published as required by sub - section ( 1 ) of Section 212 , of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft of amendment in the Madhya Pradesh Motor Vehicle rules , 1994 shall be taken into consideration after expiry of 30 days from the date of its publication of this notice in the "Madhya Pradesh Gazette " .
Any objection or suggestion which may be received from any person with respect to the said draft of amend- ment before the expiry of the period specified above shall be considered by the Additional Chief Secreary , Transport Department , Government of Madhya Pradesh , room number A- 104 , Vallabh Bhawan- 2 first floor , Mantralaya , Bhopal .
DRAFT OF AMENDMENT
In Madhya Pradesh Motor Vehicle rules , 1994 , in rule 55 , in sub - rule ( 2) after clause ( K) the following clause shall be inserted , namely:-
"(L) If within one year, from the date of commencement of new registration series , for any category of vehicle , in any RTO office , the registration numbders are not auctioned , even after being included in auction process cycle for at least ten times , then such numbers shall be transferred from auction number list to "Special Choice Number " list .
List of " Special Choice Numbers " shall be available in Public Domain and shall always be displayed on Transport Department Portal and under Web based Dealer Point Enrollment System .
From the list of " Special Choice Numbers " any registration number can be obtained , for any category of vehicle . on the basis of "First come first serve " system , on depositing Rs . 7000/- using online payment gateway, at the time of enrolment of Motor vehicle for registration through Web based Dealer Point Enrollment System . "
