अधिसूचना
सं. 100- रा.स. -म.प्र. 09-2021 ( 1 ).-यतः , मध्यप्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों द्वारा राज्य सभा में निर्वाचित श्री थावरचंद गहलोत का स्थान, जिनकी पदावधि 02 अप्रैल , 2024 सहित उस तारीख तक थी, के समाप्त होने से पूर्व उनके त्यागपत्र देने के कारण , 07 जुलाई, 2021 से रिक्त हो गया है ; और
यतः, इस प्रकार हुई रिक्ति को भरने के प्रयोजन से उप - निर्वाचन कराना है ;

अतः , अब , लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 147 , धारा 39 की उपधारा ( 1 ) और धारा 56 के अनुसरण में भारत निर्वाचन आयोग एतद्वाराः-
(अ) मध्यप्रदेश राज्य की विधान सभा के निर्वाचित सदस्यों से यह अपेक्षा करता है कि वे 06 अक्टूबर 2021 से पूर्व तथा उक्त अधिनियम और तद्धीन बनाए गए नियमों और उनके तहत् जारी किए गए आदेशों के उपबन्धों के अनुसार राज्य सभा में उक्त रिक्ति को भरने के प्रयोजन से एक व्यक्ति निर्वाचित कर दें.
(आ) उक्त निर्वाचन के संबंध में:-
22 सितम्बर, 2021 ( बुधवार ) ;
(क) नाम निर्देशित करने की अन्तिम तारीख
23 सितम्बर, 2021 ( गुरुवार ) ;
(ख) नाम निर्देशन की संवीक्षा की तारीख
27 सितम्बर, 2021 ( सोमवार) ;
(ग) अभ्यर्थिताएं वापस लेने की अन्तिम तारीख
04 अक्टूबर, 2021 ( सोमवार) ; और (घ) वह तारीख , जिसको यदि आवश्यक हुआ तो मतदान होगा,
(ङ) वह तारीख जिससे पूर्व निर्वाचन सम्पन्न करा लिया जाएगा
06 अक्टूबर, 2021 ( बुधवार) ; नियत करता है ; और
(इ) 9.00 बजे पूर्वाह्न से 4.00 बजे अपराह्न तक का समय, उस समय के रूप में नियत करता है जिसको, यदि आवश्यक हुआ तो विनिर्दिष्ट तारीख को मतदान होगा.

NOTIFICATION
No. 100- CS - MP-09-2021 ( 1 ) .-WHEREAS , the seat of Shri Thaawarchand Gehlot in the Council of States , elected by the elected members of the Legislative Assembly of Madhya Pradesh , has become vacant on 07th July, 2021 by the reason of his resignation , before the expiration of his term of office which was up to and including 2nd April , 2024 ; and
WHEREAS , a bye - election is to be held for the purpose of filling the vacancy so caused ;
NOW, THEREFORE, in pursuance of Section 147 , sub- section ( 1 ) of Section 39 and Section 56 of the Representation of the People Act , 1951 (43 of 1951 ) , the Election Commission of India hereby:-
(A) calls upon the elected members of the Legislative Assembly of Madhya Pradesh to elect , before 06th October 2021 and in accordance with the provisions of the said Act and of the rules and orders made thereunder , a person for the purpose of filling the said vacancy in the Council of States;
appoints , with respect to the said election;-
(B)
(a) the 22nd September, 2021 (Wednesday ) , as the last date for making nominations ;
the 23rd September , 2021 (Thursday ) , as the date for the scrutiny of the nominations ;

736(1) (c) the 27th September, 2021 (Monday) , as the last date for the withdrawal of candidatures ;
(d) the 04th October, 2021 ( Monday) , as the date on which a poll shall , if necessary, be taken , and (e) the 06th October, 2021 ( Wednesday) , as the date before which the election shall be completed ; and (C) fixes the hours from 9.00 A.M. to 4.00 P.M. , as the hours during which the poll shall , if necessary, be taken on the date specified above for the election.

सं. 100- रा.स. - म.प्र. - 09-2021 ( 2) .-लोक प्रतिनिधित्व अधिनियम, 1951 ( 1951 का 43 ) की धारा 21 के अनुसरण में और धारा 22 की उपधारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत निर्वाचन आयोग , मध्यप्रदेश राज्य सरकार के परामर्श से एतद्वारा तारीख 15 सितम्बर, 2021 , को राज्य के शासकीय राजपत्र में प्रकाशित आयोग की अधिसूचना के अनुसरण में इस राज्य से राज्य सभा के लिए होने वाले उप निर्वाचन के संबंध में , एतद्वाराः-
(1) नीचे की सारणी के स्तम्भ ( 1 ) में विनिर्दिष्ट अधिकारी को रिटर्निंग आफिसर के रूप में पदाभिहित करता है ; और (Π) उक्त सारणी के स्तम्भ ( 2 ) में विनिर्दिष्ट अधिकारी को, रिटर्निंग आफिसर की उसके कृत्यों के पालन में सहायता के लिए सहायक रिटर्निंग आफिसर नियुक्त करता है:-

NOTIFICATION
No. 100 -CS - MP- 09-2021 (2) . In pursuance of Section 21 , and in exercise of the powers conferred by sub- section ( 1 ) of Section 22 of the Representation of the People Act, 1951 (43 of 1951 ) , the Election Commission of India, in consultation with the Government of the State of Madhya Pradesh , hereby:-
(1) designates the officer , specified in column ( 1) of the TABLE below, to be the Returning Officer ; and (II) appoints the officer , specified in column (2) of the said TABLE, to be the Assistant Returning Officer to assist the Returning Officer in the performance of his functions ; in respect of the bye- election to the Council of States , to be held in that State in pursuance of the Commission's Notification, published in the Gazette of India on 15th September , 2021 :-
