क्रमांक- एफ -73 ( II ) /2021 /बी-2/दो, यतः, राज्य सरकार ने 36 ( छत्तीस ) थानों में पड़ रहे राज्यीय क्षेत्रों तथा सीमाओं को समाविष्ट करते हुए इंदौर नगरीय पुलिस जिले का गठन किया है जैसा कि इस विभाग की अधिसूचना क्रमांक- एफ -73 (1 )/2021 /बी-2/दो दिनांक 9 दिसम्बर, 2021 की अनुसूची में पूर्णतः वर्णित है;

2. और यतः इंदौर नगरीय पुलिस जिला में उपर्युक्त पुलिस थानों के उपर्युक्त क्षेत्रों एवं सीमाओं जैसा कि उक्त अधिसूचना की अनुसूची में पूर्णतः वर्णित है, एक नगरीय क्षेत्र है जिसकी जनसंख्या 21,93,664 (जनगणना 2011) है, जो 10 लाख से अधिक है;

3. अतएव , दण्ड प्रक्रिया संहिता, 1973 ( 1974 का 2 ) की धारा 8 की उपधारा (1) में प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, एतद्वारा , उक्त अधिसूचना की अनुसूची में वर्णित क्षेत्रों को इंदौर नगरीय पुलिस जिले के पुलिस आयुक्त के गठन के प्रयोजन के लिये मेट्रोपोलिटन क्षेत्र घोषित करती है।

4. यह अधिसूचना माह दिसम्बर 2021 के नौंवे दिन से प्रवृत्त होगी।

No.F -73 ( II ) /2021/B - 2/Two Whereas , the State Government has constituted Indore Urban Police District comprising the territorial areas and boundaries falling within 36 Police Stations as fully described in the Schedule of this Department's Notification No.F -73 ( I )/2021/ B - 2/ Two dated 9.12.2021.;

2. And whereas , the said areas and boundaries of the said Police Stations in the Indore Urban Police District as fully described in the said Schedule of the said notification being a town area having a population of 21,93,664 ( census 2011 ) , which exceeds one million ;

3. Now , therefore , in exercise of the powers conferred by sub - section ( 1 ) of section 8 of the Code of Criminal Procedure , 1973 (2 of 1974 ) , the State Government , hereby , declares the areas described in the Schedule of the said notification to be a metropolitan area for the purpose of constitution of Police Commissionerate in Indore Urban Police District .

4. This notification shall come into force from 9th day of December , 2021

क्रमांक-एफ-73 ( III)/2021/बी -2/दो, यतः , राज्य सरकार ने इस विभाग की अधिसूचना क्रमांक-एफ- 73 (1 )/2021 /बी-2/दो , दिनांक 09.12.2021 की अनूसूची में पूर्णतः वर्णित क्षेत्रों एवं सीमाओं को समाविष्ट करते हुए, ऐसी सीमाओं के अन्दर प्रभावी पुलिस के कामकाज हेतु, इंदौर नगरीय पुलिस जिले का गठन किया है;

और यतः राज्य सरकार ने दण्ड प्रक्रिया संहिता , 1973 ( 1974 का 2) की धारा 8 की उपधारा ( 1 ) के प्रयोजन हेतु इस विभाग की अधिसूचना क्रमांक- एफ-73 (II)/2021/बी-2/दो , दिनांक 9दिसम्बर, 2021 अनुसार उपर्युक्त क्षेत्रों एवं सीमाओं को मेट्रोपोलिटन क्षेत्र भी घोषित किया है;

और यतः यह समीचीन समझा गया है कि उपर्युक्त मेट्रोपोलिटन क्षेत्र जैसा कि घोषित किया गया है, में ऐसी पुलिस प्रणाली को स्थापित किया जाये जो कि लोक व्यवस्था, अपराध तथा आंतरिक सुरक्षा की जटिल समस्याओं को अधिक व्यापक रूप से प्रतिक्रिया देने में सक्षम हो;

और यतः उपर्युक्त उद्देश्य एवं प्रयोजन के अनुरूप , आगे यह समीचीन समझा गया है कि इंदौर के मेट्रोपोलिटन क्षेत्र में पुलिस का प्रशासन पुलिस आयुक्त इंदौर नगरीय अभिनामित अधिकारी , पुलिस अधिनियम 1861 ( 1861 का 5 ) की शक्तियों एवं प्राधिकारों के साथ इंदौर के पूरे उपर्युक्त मेट्रोपोलिटन क्षेत्र में एक पदाभिहित अधिकारी में निहित किया जाये ;

अतएव, पुलिस अधिनियम, 1861 (1861 का 5 ) की धारा ( 2) में निमित्त प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा , इंदौर नगरीय पुलिस ज़िले के पुलिस अधीक्षक कार्यालय को पुलिस आयुक्त इंदौर नगरीय कार्यालय के रूप में निम्नलिखित अनुसूची में वर्णित अधिकारियों के साथ , पुनः - पदाभिहित करती है और उपर्युक्त पुलिस आयुक्त इंदौर नगरीय में पुलिस अधिनियम, 1861 अथवा अन्य किसी भी अधिनियम अन्तर्गत , पुलिस आयुक्त की शक्तियों एवं प्राधिकारों को , मध्य प्रदेश के पुलिस महानिदेशक तथा महानिरीक्षक के सामान्य नियंत्रण एवं पर्यवेक्षण अधीन , निहित करती है;

और आगे, दण्ड प्रक्रिया संहिता, 1973 (1974 का 2 ) की धारा 20 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, एतद्वारा , मेट्रोपोलिटन क्षेत्र के सम्बन्ध में, इंदौर नगरीय के पुलिस आयुक्त को कार्यपालक मजिस्ट्रेट की शक्तियां और धारा 20 की उप - धारा ( 2 ) के अधीन प्रदत्त शक्तियों को प्रयोग में लाते हुए उसे संहिता की धारा 58 , 106 से 124 , 129 से 132 धारा 144 तथा 144 क के अधीन शक्तियों एवं कृत्यों का प्रयोग करने के लिए अतिरिक्त जिला मजिस्ट्रेट के रूप में नियुक्त करती है;

और इसके अतिरिक्त, दण्ड प्रक्रिया संहिता, 1973 (1974 का 2 ) की धारा 21 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए राज्य सरकार, एतद्वारा , इन्दौर नगरीय पुलिस ज़िले में पदस्थ पुलिस उपायुक्तों एवं पुलिस सहायक आयुक्तों को उनके अपने- अपने अधिकारिता क्षेत्र में विशेष कार्यपालक मजिस्ट्रेट नियुक्त करती है और आगामी आदेश तक उनको संहिता की धारा 58 , धारा 106 से 124 , धारा 129 से 132 , धारा 144 तथा धारा 144 क के अन्तर्गत शक्तियाँ एवं कृत्य प्रदान करती है। मध्यप्रदेश राजपत्र, दिनांक 9 दिसम्बर 2021

964(5) No.F - 73 ( III )/2021/ B - 2/Two Whereas the State Government has constituted Indore Urban Police District consisting of the areas and boundaries fully described in the Schedule of this Department's notification No.F- 73 ( I )/2021/B - 2/Two dated 9.12.2021 for effective working of the police within the limits so constituted ;

And Whereas , the State Government has also declared the said areas and boundaries to be a metropolitan area for the purposes of the sub - section ( 1 ) of section 8 of the Code of Criminal Procedure , 1973 ( 2 of 1974) vide this Department's notification No.F- 73 ( II ) /2021 /B - 2/Two dated 9.12.2021 ;

And Whereas , it is felt expedient to establish such a police system in the said metropolitan area so declared which is capable of responding to the complex problems of public order , crime and internal security in a more comprehensive way;

And Whereas , in consonance with the said objective and purpose , further it is felt expedient to vest the administration of police in metropolitan area of Indore in an officer to be styled the Commissioner of Police , Indore Urban , a designated officer with the powers and authorities throughout the said metropolitan area of Indore under the Police Act , 1861 ( 5 of 1861 ) ;

Now , therefore , in exercise of the powers conferred by section 2 of the Police Act , 1861 ( 5 of 1861 ) , the State Government , hereby , re - designates the office of Superintendent of Police of Indore Urban Police District , as office of the Commissioner of Police , Indore Urban with the officers mentioned in the Schedule below and vests in the said Commissioner of Police , Indore Urban , the powers and authorities of the Commissioner of Police under the Police Act, 1861 or under any other Act , under the general control and supervision of the Director General and Inspector General of Police , Madhya Pradesh ;

And further , in exercise of the powers conferred by section 20 of the Code of Criminal Procedure , 1973 ( 2 of 1974 ) , the State Government , hereby , confers the powers of the Executive Magistrate on the Commissioner of Police Indore Urban in relation to that metropolitan area and in exercise of the powers conferred under sub - section (2 ) of section 20 further appoints him as Additional District Magistrates to exercise powers and functions under Section 58 , 106 to 124 , section 129 to 132 , section 144 and 144A of the Code ;

And further , in exercise of powers conferred by section 21 of the Code of Criminal Procedure , 1973 (2 of 1974) , the State Government , hereby , appoints the Deputy Commissioners of Police and Assistant Commissioners of Police in Indore Urban Police District to be the Special Executive Magistrates to exercise the powers and functions under section 58 , section 106 to 124 , section 129 to 132 , section 144 and section 144A of the Code till further orders .

क्रमांक- एफ-73 ( IV)/2021 /बी-2/दो , दण्ड प्रक्रिया संहिता, 1973 ( 1974 का 2 ) की धारा 20 की उप -धारा ( 5 ) निम्नलिखित अनुसूची में अधिनियमों की सुसंगत धाराओं द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राज्य सरकार, एतद्वारा , इस विभाग की अधिसूचना क्रमांक- एफ-73 (1 )/2021/बी-2/दो, दिनांक 9 दिसम्बर, 2021 के अधीन यथाअधिसूचित इंदौर नगरीय के मेट्रोपोलिटन क्षेत्र के संबंध में वर्णित अधिनियमों के प्रयोजनों हेतु पुलिस आयुक्त, इंदौर नगरीय को जिला मजिस्ट्रेट के समस्त कृत्यों को संपादित करने के लिए विनिर्दिष्ट करती हैं।

क्रमांक- एफ -74 (II )/2021 /बी-2/ दो , यतः , राज्य सरकार ने 38 (अढ़तीस ) थानों में पड़ रहे राज्यीय क्षेत्रों तथा सीमाओं को समाविष्ट करते हुए भोपाल नगरीय पुलिस जिले का गठन किया है जैसा कि इस विभाग की अधिसूचना क्रमांक- एफ -74 (I )/2021 / बी-2/दो दिनांक 9 दिसम्बर , 2021 की अनुसूची में पूर्णतः वर्णित है;

2. और यतः भोपाल नगरीय पुलिस जिला में उपर्युक्त पुलिस थानों के उपर्युक्त क्षेत्रों एवं सीमाओं जैसा कि उक्त अधिसूचना की अनुसूची में पूर्णतः वर्णित है, एक नगरीय क्षेत्र है जिसकी जनसंख्या 18, 86,100 (जनगणना 2011 ) है , जो 10 लाख से अधिक है;

3. अतएव , दण्ड प्रक्रिया संहिता , 1973 (1974 का 2) की धारा 8 की उपधारा (1 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार , एतद्वारा, उक्त अधिसूचना की अनुसूची में वर्णित क्षेत्रों को भोपाल नगरीय पुलिस जिले के पुलिस आयुक्त के गठन के प्रयोजनों के लिये मेट्रोपोलिटन क्षेत्र घोषित करती है। 4. यह अधिसूचना नौ दिसम्बर, 2021 से प्रवृत्त होगी।

No.F -74 (II ) /2021/B -2/ Two Whereas , the State Government has constituted Bhopal Urban Police District comprising of the territorial areas and boundaries falling within 38 Police Stations as fully described in the Schedule of this Department's Notification No.F - 74( I )/2021/B - 2/ Two dated 9.12.2021 ;

2. And whereas , the said areas and boundaries of the said Police Stations in the Bhopal Urban Police District as fully described in the Schedule of the said notification being a town area having a population of 18,86,100 ( census 2011 ) , which exceeds one million ;

3. Now , therefore , in exercise of the powers conferred by sub - section ( 1) of section 8 of the Code of Criminal Procedure , 1973 ( 2 of 1974) , the State Government , hereby , declares the areas described in the Schedule of the said notification to be a metropolitan area for the purpose of constitution of Police Commissionerate in Bhopal Urban Police District .

4. 2021 . This notification shall come into force with effect from 9th day of December ,

क्रमांक - एफ -74 (III )/2021 /बी-2/दो यतः, राज्य सरकार ने इस विभाग की अधिसूचना क्रमांक-एफ- 74 ( I )/2021/बी-2/ दो दिनांक 09.12.2021 की अनूसूची में पूर्णतः वर्णित क्षेत्रों एवं सीमाओं को समाविष्ट करते हुए, ऐसी सीमाओं के अन्दर प्रभावी पुलिस के कामकाज हेतु, भोपाल नगरीय पुलिस जिले का गठन किया है;

और यतः राज्य सरकार ने दण्ड प्रक्रिया संहिता, 1973 (1974 का 2) की धारा 8 की उपधारा ( 1 ) के प्रयोजन हेतु इस विभाग की अधिसूचना क्रमांक- एफ -74 (II )/2021 / बी-2 /दो दिनांक 09.12.2021 के अनुसार उपर्युक्त क्षेत्रों एवं सीमाओं को मेट्रोपोलिटन क्षेत्र भी घोषित किया है;

और यतः उपर्युक्त उद्देश्य एवं प्रयोजन के अनुरूप , आगे यह समीचीन समझा गया है कि भोपाल के मेट्रोपोलिटन क्षेत्र में पुलिस का प्रशासन पुलिस आयुक्त भोपाल नगरीय पदाभिहित अधिकारी , पुलिस अधिनियम, 1861 (1861 का 5) की शक्तियों एवं प्राधिकारों के साथ भोपाल के पूरे उपर्युक्त मेट्रोपोलिटन क्षेत्र में एक पदाभिहित अधिकारी में निहित कियाजाये;

अतएव , पुलिस अधिनियम, 1861 (1861 का 5) की धारा 2 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा , भोपाल नगरीय पुलिस ज़िले के पुलिस अधीक्षक कार्यालय को पुलिस आयुक्त भोपाल नगरीय कार्यालय के रूप में निम्नलिखित अनुसूची में वर्णित अधिकारियों के साथ, पुनः-पदाभिहित करती है और उपर्युक्त पुलिस आयुक्त भोपाल नगरीय में पुलिस अधिनियम, 1861 अथवा अन्य किसी भी अधिनियम के अन्तर्गत, पुलिस आयुक्त की शक्तियों एवं प्राधिकारों को, मध्य प्रदेश के पुलिस महानिदेशक तथा महानिरीक्षक के सामान्य नियंत्रण एवं पर्यवेक्षण के अधीन, निहित करती है;

और इसके अतिरिक्त, दण्ड प्रक्रिया संहिता , 1973 ( 1974 का 2 ) की धारा 20 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, मेट्रोपोलिटन क्षेत्र के सम्बन्ध में , भोपाल नगरीय के पुलिस आयुक्त , को कार्यपालक मजिस्ट्रेट की शक्तियों और धारा 20 की उप - धारा ( 2 ) के अधीन प्रदत्त शक्तियों को प्रयोग में लाते हुए उसे संहिता की धारा 58 , 106 से 124 , 129 से 132 धारा 144 तथा 144 क के अधीन शक्तियों एवं कृत्यों का प्रयोग करने के लिए अतिरिक्त जिला मजिस्ट्रेट के रूप में नियुक्त करती है;

No.F - 74 ( III ) /2021 /B - 2/Two Whereas the State Government has constituted Bhopal Urban Police District consisting of the areas and boundaries fully described in the Schedule of this Department's notification No.F - 74 ( I ) / 2021/B - 2/Two Dated 9.12.2021 for effective working of the police within the limits so constituted ;

And Whereas , the State Government has also declared the said areas and boundaries to be a metropolitan area for the purposes of the sub- section ( 1 ) of section 8 of the Code of Criminal Procedure , 1973 (2 of 1974) vide this Department's notification No.F - 74 ( II ) /2021/B -2/Two dated 9.12.2021 ;

And Whereas , in consonance with the said objective and purpose , further it is felt expedient to vest the administration of police in metropolitan area of Bhopal in an officer to be styled the Commissioner of Police , Bhopal Urban , a designated officer with the powers and authorities throughout the said metropolitan area of Bhopal under the Police Act , 1861 ( 5 of 1861 ) ;

Now , therefore , in exercise of the powers conferred by section 2 of the Police Act , 1861 (5 of 1861 ) , the State Government , hereby , re - designates the office of Superintendent of Police of Bhopal Urban Police District , as office of the Commissioner of Police , Bhopal Urban with the officers mentioned in Schedule below and vests in the said Commissioner of Police , Bhopal Urban , the powers and authorities of the Commissioner of Police under the Police Act , 1861 or under any other Act , under the general control and supervision of the Director General and Inspector General of Police , Madhya Pradesh;

And further, in exercise of the powers conferred by section 20 of the Code of Criminal Procedure , 1973 ( 2 of 1974 ) , the State Government , hereby , confers the powers of the Executive Magistrate on the Commissioner of Police Bhopal Urban in relation to that metropolitan area and in exercise of the powers conferred under sub - section (2 ) of section 20 further appoints him as Additional District Magistrates to exercise powers and functions under Section 58 , 106 to 124 , section 129 to 132 , section 144 and 144A of the Code ;

And further , in exercise of powers conferred by section 21 of the Code of Criminal Procedure , 1973 (2 of 1974) , the State Government , hereby, appoints the Deputy Commissioners of Police and Assistant Commissioners of Police in Bhopal Urban Police District to be the Special Executive Magistrates to exercise the powers and functions under section 58 , section 106 to 124 , section 129 to 132 , section 144 and section 144A of the Code till further orders .

क्रमांक - एफ -74 ( IV) /2021/बी-2/दो , दण्ड प्रक्रिया संहिता, 1973 ( 1974 का 2 ) की धारा 20 की उप -धारा ( 5 ) निम्नलिखित अनुसूची में अधिनियमों की सुसंगत धाराओं द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा, भोपाल नगरीय के मेट्रोपोलिटन क्षेत्र , जैसा कि इस विभाग की अधिसूचना क्रमांक- एफ-74 (II )/2021 /बी-2/दो, दिनांक 09.12.2021 में घोषित किया गया है, में वर्णित अधिनियमों के प्रयोजनों हेतु पुलिस आयुक्त, भोपाल नगरीय को जिला मजिस्ट्रेट के समस्त कृत्यों को संपादित करने के लिए विनिर्दिष्ट करती हैं।

(9) मध्यप्रदेश राज्य सुरक्षा अधिनियम , 1990 ( 1991 का 4 )

2. यह अधिसूचना दिनांक 9 दिसम्बर , 2021 से प्रवृत्त होगी।

No.F -74 ( IV)/2021/B - 2/Two In exercise of the powers conferred by sub - section ( 5) of section 20 of the Code of Criminal Procedure , 1973 ( 2 of 1974) and relevant sections of the Acts mentioned in the Schedule below , the State Government , hereby , specify the Commissioner of Police , Bhopal Urban to discharge all the functions of District Magistrate for the purposes of the mentioned Acts in relation to the Metropolitan area of Bhopal Urban as notified under this department's Notification No.F- 74 ( II ) /2021/B - 2/Two dated 9.12.2021 .

No.F - 74( V) /2021/B - 2/Two In exercise of the powers conferred by section 2 of the Police Act, 1861 ( 5 of 1861 ) , and in supersession of earlier notifications issued in this behalf, the State Government , hereby , reconstitutes Bhopal ( Rural ) Zone as below: - The Bhopal ( Rural ) Zone shall comprise of the following districts-

1. Police district Bhopal Rural Inspector General of Police , Bhopal (Rural) Zone

Deputy General of Inspector Police, Bhopal ( Rural ) Range

2. District Vidisha

3. District Rajgarh

4. District Sehore

2. This notification shall come into force with effect from the date of its publication in the official Gazette .
