क्र. एफ- 1-5-2021 - एक (1 ).- भारत के संविधान के अनुच्छेद 166 के खण्ड (2 ) एवं (3 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , मध्यप्रदेश के राज्यपाल , मध्यप्रदेश शासन कार्य (आवंटन) नियम में निम्नलिखित और संशोधन करते हैं, अर्थात्:-

संशोधन

उक्त नियमों में,-

1. नियम 2 में,-

(1) विद्यमान अनुक्रमांक एवं उससे संबंधित प्रविष्टि " अड़सठ- अध्यात्म " के स्थान पर , निम्नलिखित अनुक्रमांक एवं उससे संबंधित प्रविष्टि जोड़ी जाएं, अर्थात्:- "अड़सठ- धार्मिक न्यास और धर्मस्व"

(2) अनुक्रमांक और उससे संबंधित प्रविष्टि " उनहत्तर - लोक परिसम्पत्ति प्रबंधन विभाग " के पश्चात् निम्नलिखित अनुक्रमांक एवं उससे संबंधित प्रविष्टि जोड़ी जाए , अर्थात्:-

"सत्तर - आनंद "

2. अनुसूची में,-

(1) विद्यमान अनुक्रमांक एवं शीर्षक " अड़सठ - अध्यात्म विभाग " के स्थान पर , अनुक्रमांक एवं शीर्षक "धार्मिक न्यास और धर्मस्व" स्थापित किया जाए तथा उसके पश्चात् निम्नलिखित संशोधन किए जाएं , अर्थात्:-

(क) भाग (अ) विभाग में प्रतिपादित नीति संबंधित विषय में , मद 27 से 34 का लोप किया जाए , (ख) भाग (ई) अधिनियमों के अधीन गठित मण्डल तथा निगम, में मद " 3 राज्य आनंद संस्थान " का लोप किया जाए .

(2) अनुक्रमांक, शीर्षक " उनहत्तर - लोक परिसम्पत्ति प्रबंधन विभाग " तथा उससे संबंधित प्रविष्टियों के पश्चात् निम्नलिखित अनुक्रमांक, शीर्षक तथा उससे संबंधित प्रविष्टियों जोड़ी जाएं , अर्थात्:-

"सत्तर - आनंद "

(अ) विभाग में प्रतिपादित नीति संबंधी विषय :-

1. आनंद और सकुशलता मापने के पैमानों की पहचान करना तथा उन्हें परिभाषित करना.

2. राज्य में आनंद का प्रसार बढ़ाने की दिशा में विभिन्न विभागों के बीच समन्वयन के लिए दिशा- निर्देश तय करना.

3 . आनंद की अवधारणा का नियोजन, नीति निर्धारण और क्रियान्वयन की प्रक्रिया को मुख्य धारा में लाना.

4. आनंद की अनुभूति के लिए कार्य योजना एवं गतिविधियों का निर्धारण.

5. निरंतर अंतराल पर मापदण्डों पर राज्य के नागरिकों की मनःस्थिति का आंकलन करना.

6. आनंद की स्थिति पर सर्वेक्षण रिपोर्ट तैयार कर प्रकाशित करना.

आनंद के प्रसार के माध्यमों, उनके आंकलन के मापदण्डों में सुधार के लिए लगातार अनुसंधान करना.

8. आनंद के विषय पर एक ज्ञान संसाधन के रूप में कार्य करना.

9. (एक) भ्रष्टाचार निवारण अधिनियम , 1988 की धारा 19 के अंतर्गत अभियोजन की मंजूरी ,

(दो) दण्ड प्रक्रिया संहिता की धारा 197 तथा विशेष / अन्य अधिनियमों के अंतर्गत लोक सेवकों के विरुद्ध अभियोजन की मंजूरी.

(आ) विभाग द्वारा प्रशासित अधिनियम तथा नियम

कुछ नहीं,

(इ) विभाग के अधीन आने वाले संचालनालय तथा कार्यालय

कुछ नहीं,

(ई) अधिनियमों के अधीन गठित मण्डल तथा निगम-

1. राज्य आनंद संस्थान ,

(3) ऊपर (ई) के अधीन न आने वाली संस्थाएं तथा निकाय

कुछ नहीं,

(ऊ) विभाग के अधीन आने वाली सेवा का नाम , यदि कोई हो, तथा विशेष सेवा विषय , यदि कोई हो- कुछ नहीं,

क्र. एफ- 1-5-2021 - एक-(1 ).- भारत के संविधान के अनुच्छेद 348 के खण्ड (3 ) के अनुसरण में, इस विभाग की अधिसूचना क्रमांक एफ 1-5-2021 - एक-(1 ) , दिनांक 25 जनवरी 2022 का अंग्रेजी अनुवाद राज्यपाल के प्राधिकार से एतद्वारा प्रकाशित किया जाता है.

मध्यप्रदेश के राज्यपाल के नाम से तथा आदेशानुसार , गिरीश शर्मा, उपसचिव.

F 1-5-2021 - One- ( 1 ) .- In exercise of the powers conferred by clauses (2) and (3 ) ofArticle 166 of the constitution of India , the Governor of Madhya Pradesh is pleased to make the following further amendments in the Madhya Pradesh Government Business (Allocation) Rules, namely: -

AMENDMENTS

In the said rules, -

1. Inrule 2, -

(1) for the existing serial number and entry relating thereto " LXVIII . Spirituality " , the following serial number and entry relating thereto shall be substituted, namely: -

" LXVIII . Religious Trusts and Endowments . " .

(2) After serial number and entry thereto " LXIX . Public Assets Management Department " , the following serial number and entry relating thereto shall be added, namely : - " LXX. Happiness . " .

2. In the Schedule, -

(1) for the existing serial number and heading " LXVIII . Spirituality Department " , the serial number and heading " LXVIII . Religious Trusts and Endowments " shall be substituted, and thereafter following amendment shall be made , namely : - (a) inPart (A) Matters of policy dealt within the Department , serial number 27 to 34 shall be omitted.

(b) InPart (D) Boards and corporations set up under Act, the item " 3. State Happiness organization " shall be omitted.

(2) After serial number, heading " LXIX. Public Assets Management Department " , and entries relating thereto , the following serial number, heading and entries relating thereto shall be added, namely: -

(A) Matters of policy dealt within the Department :-

1. To identifying the measurement to happiness and wellbeing and to define them .

2. Determine guidelines for coordination amongst different departments in view of enhancing expansion ofhappiness in the State .

3. To bring to mainstream the procedure determination of the concept of happiness policy ascertainment and implementation.

4. Formation ofaction plan and activities for perception of happiness .

5. Assessment of state of mind of citizens of the state of standards by regular intervals .

6. Publish a survey report being prepared on status of happiness .

7. Continue research for improvement in media of expansion of happiness and in standards of their evaluation.

8. Execute as a form of knowledge resources on the matter of happiness .

9. (i) sanction ofprosecution under Section 19 of the Prevention of Corruption Act , 1988 (ii) sanction ofprosecution against public servants under Section 197 of Code of Criminal Procedure , 1973 (No.2 of 1974) and special/otherActs .
