क्र. 1741-754-271-2022-ई- चार.- यह कि, संचालनालय कोष एवं लेखा, वित्त विभाग , मध्यप्रदेश शासन द्वारा भारत सरकार, इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय , को आधार अधिनियम, 2016 की धारा 4 की उपधारा ( 4 ) के खण्ड ( ख ) के उपखण्ड ( ii ) के प्रावधानों के अन्तर्गत एकीकृत वित्तीय प्रबंधन सूचना प्रणाली ( IFMIS ) में आधार प्रमाणीकरण के उपयोग के लिए प्रस्ताव प्रेषित किया गया था.
यह कि, भारत सरकार, इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय के सक्षम प्राधिकारी द्वारा उनके कार्यालय ज्ञापन दिनांक 21 अप्रैल , 2022 द्वारा उक्त प्रस्ताव को अनुमोदित किया गया है. संचालनालय , कोष एवं लेखा, वित्त विभाग , मध्यप्रदेश शासन को एकीकृत वित्तीय प्रबंधन सूचना प्रणाली ( IFMIS ) में स्वैच्छिक आधार पर कर्मचारियों/ लाभार्थियों की पहचान के सत्यापन एवं प्रमाणीकरण के लिए सुशासन ( सामाजिक कल्याण, नवाचार, ज्ञान ) नियम, 2020 के आधार पर प्रमाणीकरण के नियम 5 , सहपठित धारा 4 की उपधारा (4 ) के खण्ड ( ख ) के उपखण्ड ( ii ) आधार अधिनियम, 2016 ( यथा संशोधित ) के अनुसार अनुमोदन दिया गया है .
यह कि, भारत सरकार , इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय के कार्यालय ज्ञापन दिनांक 21 अप्रैल , 2022 द्वारा सुशासन (सामाजिक कल्याण, नवाचार, ज्ञान ) नियम 2020 के लिए आधार प्रमाणीकरण के नियम 5 के अनुसार मध्यप्रदेश शासन को अधिसूचना जारी करने का परामर्श दिया गया है .
अतएव, उपर्युक्त संदर्भ में, सुशासन ( सामाजिक कल्याण , नवाचार , ज्ञान ) नियम 2020 के आधार प्रमाणीकरण के नियम 5, सहपठित धारा 4 की उपधारा (4 ) के खण्ड ( ख ) के उपखण्ड ( ii ) आधार अधिनियम , 2016 ( यथा संशोधित ) के अनुसार मध्यप्रदेश शासन , संचालनालय कोष एवं लेखा, वित्त विभाग को एकीकृत वित्तीय प्रबंधन सूचना प्रणाली ( IFMIS ) में , स्वैच्छिक आधार पर, कर्मचारियों/ लाभार्थियों की पहचान के सत्यापन एवं प्रमाणीकरण के लिए एतद्वारा अधिसूचित करता है.
संचालनालय कोष एवं लेखा , वित्त विभाग , मध्यप्रदेश शासन , भारत सरकार द्वारा आधार प्रमाणीकरण सेवाओं के उपयोग हेतु जारी दिशा-निर्देशों का पालन सुनिश्चित करेंगे .

No. 1743-754-271-2022 - E- IV.-WHEREAS , a proposal was sent by the Directorate of Treasuries and Accounts . Department of Finance , Government of Madhya Pradesh , to the Government of India , Ministry of Electronics and Information Technology for use of Aadhaar authentication in the Integrated Financial Management Information System (IFMIS) under provisions of the sub - clause ( ii ) of clause ( b ) of sub - section (4 ) of Section 4 of the Aadhaar Act, 2016 .
WHEREAS , the said proposal has been approved by the competent authority in the Government of India , Ministry of Electronics and Information Technology vide their office memorandam dated 21 " April , 2022. Approval has been given to the Directorate of Treasuries and Accounts , Department of Finance , Government of Madhya Pradesh for the use of Aadhaar authentication services , on voluntary basis , for verification and authentication of identity of employees / beneficiaries in Integrated Financial Management Information System ( IFMIS ) in terms of Rules 5 of the Aadhaar authentication for Good Governance ( Social Welfare , Innovation , Knowledge ) Rules , 2020 read with sub - clause ( ii ) of clause (b ) of sub- section (4) of Section 4 of the Aadhaar Act , 2016 , ( as amended) .
WHEREAS , vide the said office memorandam dated 21 April , 2022 , the Government of India , Ministry of Electronics and Information Technology has advised the Government of Madhya Pradesh to issue notification as per Rule 5 of the Aadhaar authentication for Good Governance ( Social Welfare , Innovation , Knowledge ) Rules, 2020.
THEREFORE , in view of the above , the Government of Madhya Pradesh hereby notifies the use of Aadhaar authentication services , on voluntary basis , for verification and authentication of identity of employees /beneficiaries in Integrated Financial Management Information System ( IFMIS ) by the Directorate of Treasuries and Accounts , Department of Finance in terms of Rule 5 of the Aadhaar authentication for Good Governance ( Social Welfare, Innovation , Knowledge ) Rules , 2020 read with sub - clause (ii ) of clause (b ) of sub - section (4) of Section 4 of the Aadhaar Act , 2016 ( as amended ) .
The Directorate of Treasuries and Accounts , Department of Finance , Government of Madhya Pradesh shall adhere to the guidelines with respect to use of Aadhaar authentication as laiddown by the Government of India .
