भोपाल , दिनांक 28 जुलाई 2022 रवीन्द्र भवन, ओपन स्टेज (मुक्ताकाश मंच), बोर्ड रूम, मीटिंग रूम, बैंक्वेट हाल , आर्ट गैलरी, मिली आडीटोरियम, आडियो रिकार्डिंग स्टूडियो, वीडियो रिकार्डिंग स्टूडियो, बाणगंगा, रिहर्सल रूम के पुराने एवम नए सभागारों के उपयोगकर्ता प्रभार के प्रयोजन के लिए राज्य सरकार किसी संस्थान , व्यक्ति, सांस्कृतिक संस्थान , गैर- वाणिज्यिक तथा वाणिज्यिक संगठन , शैक्षणिक संस्थान, शासकीय विभाग , स्वशाषी संस्थान , नगरीय तथा पंचायत राज संस्थानों के सामाजिक संगठन द्वारा सांस्कृतिक एवं औपचारिक कार्यक्रमों के लिए आवंटित किया जा सकेगा , लेकिन इसमें शादी पार्टी, जन्मदिन पार्टी, बैठने या आंदोलन सम्मिलित नहीं है, निम्नलिखित नियम बनाती है, अर्थातः-
नियम
भाग एक
1. संक्षिप्त नाम , विस्तार और प्रारंभः-
(1) इन नियमों का संक्षिप्त नाम रवीन्द्र भवन एवं रवीन्द्र सभागम केन्द्र तथा अन्य आनुषंगिक क्षेत्र आरक्षण नियम , 2022 है ।
(2) ये नियम राजपत्र में इनके प्रकाश की तारीख से प्रवृत्त होंगे ।

भाग-दो
2. परिभाषाएं इन नियमों में जब तक संदर्भ से अन्यथा अपेक्षित न हो,-
.(क) 'अंजनी सभागृह-ख' से अभिप्रेत है, रवीन्द्र भवन का पुराना सभागृह जिसे नया नाम 'अंजनी' दिया गया है और जिसमें 510 दर्शकों के बैठने की व्यवस्था है तथा एक मंच है, जिसके साथ साउण्ड एवं लाइट, पर्दों तथा 2 ग्रीन रूम की सुवेधा है ।
(ख) "चित्रागौरी दीर्घा (गैलरी) 1 एवं 2" चित्रागौरी दीर्घा (गैलरी) से अभिप्रेत है, अंजनी सभागृह से लगी गैलरी प्रथम एवं द्वितीय तल पर जहाँ प्रदर्शनी सुविधा भी है
(ग) "व्यावसायिक आयोजन" से अभिप्रेत है , ऐसे आयोजन जहां कार्यक्रम में प्रवेश पाने के लिए दर्शकों से प्रत्यक्ष अथवा अप्रत्यक्ष रूप से राशि वसूल की जाती है;
(घ) "स्वराज भवन से लगा कार्नर स्थान". स्वराज भवन से लगा कार्नर स्थान से अभिप्रेत है, भवन के बाहर साईड से लगा खुला स्थान जिसे मेले, प्रदर्शनी, स्टॉल एवं अन्य विभिन्न कार्यक्रमों हेतु उपलब्ध कराया जा सकता है;
(ड.) "गौरांजनी सभागृह" - गौरांजनी सभागृह (ग) से अभिप्रेत है, रवीन्द्र सभागम केन्द्र स्थित गौरांजनी सभाग्रह (मिनी ऑडीटोरियम) जिसकी दर्शक क्षमता 212 जिसके साथ साउण्ड एवं लाईट तथा 2 ग्रीन रूम की सुविधा है;
(च) "हंसध्वनि सभागृह".- हंसध्वनि सभागृह से अभिप्रेत है, रवीन्द्र सभागम केन्द्र का ' मुख्य हंसध्वनि' सभागृह जिसमें 1500 दर्शकों के बैठने की क्षमता है, एवं इसमें लाईट, साउण्ड तथा 3 वातानुकूलित ग्रीन रूम एवं रेस्ट रूम, चेजिंग रूम एवं बाथरूम की सुविधा है;
(छ) "जयजयवंती बोर्ड रूम".- जयजयवंती बोर्ड रूम से अभिप्रेत है , रवीन्द्र सभागम केन्द्र का 'जयजयवंती' बोर्ड रूम जिसमें 80 दर्शकों के बैठने की क्षमता सहित माईक सिस्टम, तथा एल.ई.डी की सुविधा है;

(ज) "कौशिकी बैंक्वेट हॉल" रवीन्द्र सभागम केन्द्र का " कौशिकी" बैंक्वेंट हॉल जिसमें 350 दर्शकों के बैठने की क्षमता है तथा जहां माईक. सिस्टम, तथा प्रोजेक्टर स्क्रीन भी उपलब्ध है ।
(झ) "ललित आर्ट गैलरी (प्रदर्शनी दीर्घा)" से अभिप्रेत है, रवीन्द्र सभागम केन्द्र में स्थित लोवर ग्राउंड फ्लोर पर दो 40 व्यक्तियों की क्षमता के साथ 2 कक्ष एवं एक ' ललित' आर्ट गैलरी जिसमें प्रदर्शन सुविधा उपलब्ध है;
(ञ) "मल्हार ऑडियो रिकार्डिंग स्टूडियो" से अभिप्रेत है, रवीन्द्र सभागम केन्द्र के प्रथम तल पर स्थित स्टूडियो जहां सिंगल एवं ग्रुप आडियो रिकार्डिंग की सुविधा उपलब्ध है;
(ट) "मालंकौस मीटिंग रूम से अभिप्रेत है, रवीन्द्र सभायम केन्द्र का 'मालकौस' मीटिंग रूम जिसमें 35 दर्शकों के बैठने की क्षमता है तथा माईक सिस्टम की सुविधा उपलब्ध है;
(ठ) "नटनारायणी मुक्ताकाश मंच" - ' नटनारायणी' मुक्ताकाश मंच से अभिप्रेत है, अंजनी सभागृह (पुराने सभागृह) की पूर्वी दीवार से लगा हुआ स्थायी खुला मंच जिसमें सामने जमीन पर बैठने के लिए फर्शीकरण की सुविधा है;
(ड) "नीलाम्बरी खुला मैदान" नीलाम्बरी खुला मैदान से अभिप्रेत है , रवीन्द्र भवन परिसर के बाणगंगा बस्ती की ओर स्थित मैदान जो मेले , प्रदर्शनी एवं अन्य विभिन्न आयोजनों हेतु उपलब्ध कराया जा सकता है;
(ढ) "पुराने भवन के सामने गेट क्रमांक 2 की ओर का खुला पक्का स्थान".- से अभिप्रेत है. पुराने भवन एवं रवीन्द्र समागम केन्द्र के बीच का स्थान जिसे मेले, स्टॉल प्रदर्शनी, एवं अन्य कार्यक्रमों हेतु उपलब्ध कराया जा सकता है ;
(ण) "आयोजक".- से अभिप्रेत है, कोई संस्था, व्यक्ति, सांस्कृतिक संस्था, गैर व्यावसायिक एवं व्यावसायिक संस्था, शैक्षणिक संस्था, सरकारी विभाग , स्वायत्तशासी संस्थाएं, नगरीय तथा पंचायत राज संस्थाएं, सांस्कृतिक कार्यक्रम (शासकीय एवं अन्तर सांस्कृतिक एवं अन्य कार्यक्रमों (शादी-विवाह, जन्मदिन पार्टी, धरना प्रदर्शन , राजनीतिक कार्यक्रम इस प्रकार की कार्यक्रमों के बैठकों के लिए अनुमति नहीं होनी चाहिए ) जो इन नियमों द्वारा प्रतिषेध नहीं है अपने कार्यक्रम आयोजित करने के इच्छुक है ।
(त) "पुराने भवन के सामने का पार्क (बीच) स्थल से अभिप्रेत है. पुराने भवन के सामने बीच में पार्क जिसे मेले, स्टॉल, प्रदर्शनी एवं अन्य कार्यक्रमों हेतु उपलब्ध कराया जा सकता है;

(थ) "पुराने भवन के सामने का पार्क (सड़क की ओर)".- से अभिप्रेत है, गेट क्रमांक 2 एवं वी आई पी गेट के बीच का स्थल जिसे मेले, स्टॉल, प्रदर्शनी एवं अन्य आयोजन हेतु उपलब्ध कराया जा सकता है;
(द) नवीन भवन के सामने का पार्किंग स्थल.- से अभिप्रेत है, नवीन सभागम केन्द्र के सामने परिसर के मुख्य गेट के सामने का पार्किंग स्थल जिसे मेले, प्रदर्शनी एवं अन्य विभिन्न आयोजनों हेतु उपलब्ध कराया जा सकता है;
(ध) "रवीन्द्र समागम केन्द्र के सामने का स्थल से अभिप्रेत है, भवन के मंच के सामने दोंनो ओर का खुला स्थान जिसे प्रदर्शनी तथा स्टॉल इत्यादि हेतु उपलब्ध कराया जा सकता है;
(न) "आरक्षण शुल्क" से अभिप्रेत है, आरक्षण शुल्क सारणी में उल्लिखित राशि परिसर में उपलब्ध किसी सामग्री, स्थान के उपयोग के बदले आयोजक द्वारा प्रभारित की जाएगी ।
(प) "रवीन्द्र सभागम केन्द्र के साईड (नाले की ओर) से सड़क".- से अभिप्रेत है, नाले के किनारे की ओर का स्थान, जिसे मेले, प्रदर्शनी एवं अन्य आयोजनों हेतु उपलब्ध कराया जा सकता है;
(फ) "श्रीरंजिनी वीडियो रिकार्डिंग स्टूडियों से अभिप्रेत है, रवीन्द्र सभागम केन्द्र के द्वितीय तल पर स्थित स्टूडियो जिसमें कार्यक्रमों की विडियो रिकार्डिंग / एडिटिंग की सुविधा एवं अन्य बाह्य कार्यक्रमों की रिकार्डिंग की सुविधा उपलब्ध है;
(ब) "वागीश्वरी रिहर्सल रूम से अभिप्रेत है, रवीन्द्र सभागम केन्द्र के मध्यम तल पर स्थित रिहर्सल हेतु दो ' वागीश्वरी' कक्ष (क्षमता 40) ;
(म) "वी. आई. पी. पार्किंग स्थल से अभिप्रेत है, खुले मंच के किनारे नवीन सभागम केन्द्र की ओर का पार्किंग स्थल ।

भाग तीन
3. आरक्षण के लिए पात्रता एवं प्रक्रिया- रवीन्द्र भवन के पुराने एवं नवीन संभागृहों, ओपन स्टेज (मुक्ताकाश मंच) बोर्ड रूम, मीटिंग रूम, बैंक्वेट हॉल , आर्ट गैलरी, मिनी ऑडिटोरियम , आडियो रिकार्डिंग स्टूडियो, वीड़ियो रिकार्डिंग स्टूडियो, बाणगंगा रिहर्सल रूम, की ओर स्थित खुला मैदान हेतु कोई संस्था. व्यक्ति, सांस्कृतिक संस्था गैर व्यावसायिक एवं व्यावसायिक संगठन, शैक्षणिक संस्था , सरकारी विभाग , स्वायत्तशासी संस्थाएं, नगरीय तथा पंचायत राज संस्थाएं, सामाजिक संगठन को सांस्कृतिक एवं औपचारिक कार्यक्रम के लिए आबंटित किया जा सकेगा किंन्तु इसमें शादी-विवाह, पार्टी, जन्मदिन पार्टी, धरना प्रर्दशन राजनीतिक कार्यक्रम / बैठकें इस प्रकार के कार्यक्रमों के आयोजन सम्मिलित नही है ।
(1) यदि आयोजक ने अनुशासनहीनता या बिलों का भुगतान न करने के लिए उसकी ओर से चूक की है या इन नियमों में उल्लिखित शर्तों का उल्लंघन किया है तो वह स्थान के आरक्षण के लिए पात्र नहीं होगा ।
(2) आरक्षण के लिए आवेदन. आरक्षण के लिए आवेदन विहित प्ररूप में आयोजक द्वारा प्रभारी अधिकारी, रवीन्द्र भवन को कार्यक्रम की निर्धारित तारीख के कम से कम 15 दिवस पूर्व तथा अधिकतम 60 दिवस पूर्व प्रस्तुत कर सकेगा ।
(3) आवेदन के साथं विहित शुल्क की राशि तथा अग्रिम प्रतिभूति जमा करनी होगी ।
(4) शासकीय विभाग तथा अन्य संगठनों के आयोजक होने की दशा में उनके प्राधिकृत अधिकारी के आवेदन पर हस्ताक्षर होंगे ।
(5) यदि किसी कार्यक्रम के आयोजन के लिए जिला कलक्टर अथवा अन्य किसी सक्षम प्राधिकारी की पूर्वानुमति आवश्यक है, तो आरक्षण आवेदन के साथ ही साथ ऐसी पूर्वानुमति की छायाप्रति संलग्न करना अनिवार्य होगा ।
(6) आरक्षण के लिए स्वीकृति.- प्रभारी अधिकारी रवीन्द्र भवन द्वारा आवेदन की अग्रताक्रम तथा आयोजित होने वाले कार्यक्रम के महत्व को ध्यान में रखते हुए परिसर की उपलब्धता के आधार पर आरक्षण की स्वीकृति प्रदान की जा सकेगीः
परंतु यह कि व्यक्तिगत कार्यक्रमों, अर्थात् शादी- विवाह , जन्मदिन पार्टी, एवं आंदोलन में बैठने तथा राजनीतिक कार्यक्रमों के लिए स्थल आरक्षित नहीं किया जाएगा ।

टीपः- उपभोक्ता मूल्य सूचकांक के अनुसार संचालक संस्कृति आवश्यकता अनुसार प्रत्येक वर्ष शुल्क बढ़ाने या परिवर्तित करने का अधिकार निहित होगा । संशोधित दरें आरक्षण नियमों का भाग होगी ।
(1) प्रशासकीय विभाग केवल कतिपय परिस्थितियों में आरक्षण शुल्क में रियायत देने के लिए सक्षम होगा, तथा इसे अधिकार के रूप में नहीं माना जाएगा । आबंटी को निम्नलिखित मानदण्डों का पालन करना होगा, अर्थात्ः-
(एक) संस्कृति संचालनालय द्वारा आयोजित किए जाने वाले किसी कार्यक्रम के लिए आरक्षण शुल्क प्रभारित नहीं होगा ।
(दो) विशुद्ध शास्त्रीय गायन, वादन , नृत्य तथा नाटकों के आयोजन हेतु सामान्य आरक्षण शुल्क में छूट हेतु आवेदन प्रस्तुत करने की दशा में संचालक संस्कृति अपने विवेक से कार्यक्रम के महत्व को देखते हुए 25 % तक छूट दी जा सकेगी ।
(तीन) अनुक्रमांक (दो) के कार्यक्रमों हेतु 25 % से अधिक किन्तु 50 % की सीमा तक छूट आयोजन के महत्व के अनुसार प्रशासकीय विभाग द्वारा प्रदाय की जा सकेगी ।
(चार) सामाजिक कार्यक्रमों के लिए आरक्षण शुल्क में कोई रियायत नहीं दी जाएगी ।
(पांच) आरक्षण शुल्क में रियायत हेतु प्रत्येक आवेदन संचालक संस्कृति को प्रस्तुत किया जाएगा, जो आवेदन - पत्र का परीक्षण करने के पश्चात् अपने स्वविवेक से प्रशासकीय विभाग को प्रेषित कर सकेंगे । यदि ऐसी दशा में प्राधिकारी का अनुमोदन प्राप्त नहीं होता है , तो आरक्षण शुल्क जमा कराकर आयोजन की अनुमति दी जा सकेगी , यदि शुल्क रियायत स्वीकृत हो जाने पर, रियायत की राशि कार्यालय द्वारा अयोजक को वापस की जाएगी ।
(छह) यदि किसी आयोजन के संबंध में आरक्षण शुल्क में रियायत के लिए पात्रता संबंधी मापदण्डों की पूर्ति के संबंध में भ्रम की स्थिति उत्पन्न हो जाए , तो विभाग के विभागीय प्रभारी मंत्री का निर्णय अन्तिम माना जाएगा।

5. आरक्षण के लिए निबंधन तथा शर्ते.-
(1) आरक्षण शुल्क की वापसी. यदि आयोजक द्वारा कार्यक्रम की निर्धारित तारीख के पूर्व आरक्षण निरस्त करने हेतु आवेदन प्रस्तुत किया जाता है, तो आरक्षण शुल्क की वापसी निम्नानुसार की जाएगी:-
आरक्षण शुल्क का 50 %
1. यदि कार्यक्रम की निर्धारित तारीख के 21 दिवस पूर्व निरस्तीकरण हेतु आवेदन करने पर
आरक्षण शुल्क का 20 %
2. यदि कार्यक्रम की निर्धारित के 15 दिवस पूर्व राशि निरस्तीकरण हेतु आवेदन करने पर

इसके अतिरिक्त, कम दिवस में
कोई शुल्क वापसी नहीं होगा।
(एक) आरक्षण शुल्क की वापसी के लिए प्रत्येक आवेदन, संचालक, संस्कृति को प्रस्तुत किया जाएगा, तथा संचालक, संस्कृति द्वारा प्रत्येक मामले में लिया गया निर्णय अंतिम होगा ।
(दो) आरक्षण शुल्क की प्राप्ति के एवज में दी जाने वाली रसीद प्ररूप एम.पी.टी. सी-6. द्वारा आनलाइन /ऑनलाईन जमा की जाएगी एवं रसीद पर लेखापाल / प्रबंधक रवीन्द्र भवन के हस्ताक्षर एवं मुद्रा सहित होगी, या नियमों के अनुसार प्राप्त राशियों का निराकरण किया जाएगा या नियमों के पालन की जिम्मेदारी लेखापाल की होगी ।
(तीन) आरक्षण शुल्क के अतिरिक्त नियमानुसार जी एस टी (जो लागू हो) एवं अन्य कर (यदि कोई हो) तो पृथक से देय होंगे ।
(चार) किसी सभागृह / परिसर के आरक्षण के संबंध में तारीख का परिवर्तन विधिमान्य नहीं होगा या पुराना आरक्षण निरस्त कराकर नया आवेदन प्रस्तुत करना होगा ।
(पांच) आरक्षण शुल्क भुगतान होने के पश्चात् ही आरक्षण विधिमान्य होगा, आरक्षण शुल्क (आनलाइन/रसीद) के साथ प्राप्त आवेदनों को प्राथमिकता दी जाएगी ।
(छह) रवीन्द्र भवन सभागृह / परिसर में किसी भी प्रकार के व्यावसायिक विज्ञापन, बैनर अथवा पोस्टर बिना अनुमति के नहीं लगाए जाएंगे ।
(सात) आयोजन के लिए सभागृह का जहां साउण्ड एवं लाईट सिस्टम पर्याप्त नहीं पाया जाता है , उनमें आयोजक अपने स्वयं के व्यय पर बाहरी साउण्ड एवं लाईट सिस्टम की व्यवस्था करेगें एवं इससे ऑडिटोरियम (सभागृह) में स्थापित किसी उपकरण को क्षति नहीं होनी चाहिए । हुई क्षति की प्रतिपूर्ति आयोजक को करनी होगी ।

(आठ) कार्यक्रम के दौरान सभी प्रकार का अनुशासन बनाए रखने का दायित्व अनिवार्य रूप से आयोजक का होगा ।
(नौ) संयोगवश किसी भी तकनीकी खराबी से ए.सी. संयंत्र न चलने की स्थिति में या विद्युत् की गड़बड़ी के कारण कार्यक्रम में व्यवधान के लिए रवीन्द्र भवन प्रशासन उत्तरदायी नहीं होगा और न ही आरक्षण शुल्क की राशि लौटाई जाएगी ।
(दस) समस्त सभागृहों एवं परिसर में उपलब्ध स्थलों का आरक्षण, प्रति दिवस/ प्रति पाली के लिए किसी भी स्थिति में केवल रात्रि 10.30 बजे तक ही उपलब्ध होगा, तथा अतिरिक्त कुर्सियों की अनुमति नही होगी ।
(ग्यारह) आयोजन के दौरान, वाहनों को केवल निर्धारित पार्किंग स्थल पर ही रखना होगा या वाहनों के गुम होने अथवा चोरी होने पर रवीन्द्र भवन प्रशासन जिम्मेदार नहीं होगा ।
(बारह) सभागृह के अन्दर किसी भी प्रकार का पेय या खाद्य पदार्थ ले जाने की अनुमति नहीं होगी । निर्धारित स्थल के अतिरिक्त रवीन्द्र भवन परिसर में कहीं भी चाय या खाना बनाना प्रतिषेध है । मदिरा / धूम्रपान परिसर में पूर्णतः प्रतिषेध है । यदि परिसर में गंदगी होने पर आयोजक से राशि 5000.00 का जुर्माना सूरक्षा राशि से कटौत्रा किया जाकर राशि कार्यालय में जमा करायी जाएगी । इस हेतु रवीन्द्र भवन के प्रभारी अधिकारी सक्षम प्राधिकारी होंगे । किसी प्रकार की टूट-फूट क्षति की स्थिति में सम्बंधित संगठन (आयोजक) को हुई क्षति की पूर्ण राशि का भुगतान रवीन्द्र भवन प्रशासन को करना होगा ।
(तेरह) किसी उल्लिखित शर्तों के उल्लंघन की दशा में पांच हजार रूपए का अर्थदण्ड लगाया जाएगा, जो कि सुरक्षा राशि में कटौत्रा किया जाएगा तथा रविन्द्र भवन के प्रभारी को राशि कौटोती करने के लिए अधिकृत होगा।
(चौदह) दीवार / स्टेज / पर्दे / विंग्स में किसी भी तरह फेवीकोल, कील तथा आलपिन लगाना पूर्णतः प्रतिबंधित है, इनका पालन नहीं करने पर सहायक संचालक, रविन्द्र भवन द्वारा आयोजक पर क्षतिपूरक शास्ति अधिरोपित की जा सकेगी । प्रभारी अधिकारी सक्षम प्राधिकारी होंगे ।
(पंद्रह) विद्युत् अवरोध की दशा में रवीन्द्र भंवन प्रशासन ऐसे अवरोध के लिए उत्तरदायी नहीं होगा ।
(सोलह) किन्ही परिस्थितियों में किसी भी आरक्षण को रद्द करने का अधिकार संचालक, संस्कृति विभाग को होगा ।

(सत्रह) आरक्षण के बारे में कोई विवाद के संबंध में प्रमुख सचिव, मध्यप्रदेश शासन , संस्कृति विभाग द्वारा लिया गया निर्णय सभी पक्षकारों पर विधिमान्य और इंधनकारी होगा ।
(अठारह) यदि कोई आयोजक सभागृह रिहर्सल के लिए लेता है, तो सामान्य कार्यक्रम आयोजन के लिए देय सम्पूर्ण आरक्षण शुल्क जमा करने के पश्चात् ही आरक्षण किया जा सकेगा ।
(उन्नीस) ओपन स्टेज के लिए आरक्षण करते समय कार्यक्रम की पूर्व तैयारी एवं कार्यक्रम पश्चात् स्थल से टेंट , लाईट, साउण्ड इत्यादि सामग्री खाली कराने के लिए संबंधित आयोजन को कार्यक्रम से एक दिन पूर्व तथा एक दिन बाद का भी शुल्क जमा करना होगा । अन्यथा उन्हें स्थल का आधिपत्य उसी दिन दिया जाएगा, जिस दिन के लिए आरक्षण शुल्क जमा किया गया है ।
(बीस) आयोजन के संबंध में सभी प्रकार के शासकीय करों का भुगतान आयोजक द्वारा किया जाएगा ।
6. शुल्क/ सुरक्षानिधि का प्रबन्धन. रवीन्द्र भवन परिसर स्थित समस्त निर्मितयाँ एवं खुले क्षेत्र इत्यादि से प्राप्त शुल्क एवं सुरक्षा राशि पी.डी. खाते अथवा इस प्रयोजन के लिए निमित्तयां पृथक बैंक खाते में समग्र निधि (कार्पस फण्ड) के रूप में जमा की जाएगी । जो कि रवीन्द्र भवन परिसर संचालन / संधारण /अद्योसंरचना निर्माण/ मरम्मत कार्य/मानव संसाधन/ प्रबन्धन इत्यादि के निमित्त व्यय हेतु रवीन्द्र भवन के प्रभारी अधिकारी को पूर्व से ही कार्यालय प्रमुख के अधिकार है । तत्संबंधी व्यय करने के लिए वे सक्षम रहेंगे । इस सीमा से परे अधिकार हेतु संचालक संस्कृति सक्षम प्राधिकारी होंगे ।
7. संशोधन एवं परिवर्तन की शक्तियां इन नियमों में संशोधन तथा परिवर्तन करने के लिए पूर्ण अधिकार संस्कृति विभाग को होंगे ।
8. निरसन एवं व्यावृत्ति. इन नियमों के तत्स्थानी एवं उनके प्रारंभ होने के पूर्व सभी नियमों को एतद्वारा इन नियमों द्वारा आने वाले मामलें के संबंध में निरस्त किए जाते है:
परंतु इस प्रकार निरसित नियमों के अधीन किया गया कोई आदेश या की गई कोई कार्रवाई इन नियमों के तत्स्थानी उपबंधों के अधीन की गई या की गई कार्रवाई समझी जाएगी ।

No. 971/500/2022/30 : The State Government for the purpose of user charge of the old and new auditoriums of Ravindra Bhawan , open stage (Muktakash Manch ) , Board Room , Meeting Room , Banquet Hall , Art Gallery, Mini Auditorium , Audio Recording Studio , Video Recording Studio , Baanganga , Rehearsal room may be allotted to any institution , person , cultural institution , non- commercial and commercial organization , educational institution , government department , autonomous institutions , urban and panchayat raj institutions for cultural and ceremonial programmes by social organization but does not include marriage- party , birth day party, sit - in or Demonstrations makes the following rules , namely: -
RULES
PART- I
1. Short title , and commencement.-
( 1) These rules may be called the Ravindra Bhawan and Ravindra Sabhagam Kendra and other ancillary area of reservation rules , 2022.
(2) They shall come into force from the date of their publication in the official gazette.

PART - II
2. Definitions . In these rules , unless the context otherwise requires , -
( a) Anjani Auditorium.- means the old auditorium of Ravindra Bhavan which has been given the new name Anjani and has a seating capacity of 510 spectators , and a stage with sound and light , curtains and 2 green room facilities;
(b) Chitragauri Galleries (Gallery) 1 & 2.- means the gallery adjoining to Anjani Auditorium, on the first and second floors where exhibition facility is also available ;
( c) Commercial Event.- means such event where an amount whether directly or indirectly is collected from the spectators to gain entry into the program .
( d) Corner space adjacent to Swaraj Bhawan.- means the open space adjoining the outside of the building which can be available for fair , stalls , exhibition and other programmes can be organized;
( e) Gauranjani Auditorium.- Gauranjani Auditorium (Mini Auditorium) situated in Ravindra Sabhagam Kendra which has 212 seating capacity with sound , light and 2 green rooms facilities ;
(f) Hansdhwani Auditorium.- means the main auditorium of the Ravindra Sabhagam Kendra with a seating capacity of 1500 spectators , and shall have a light , sound and 3 air conditioned green rooms and rest rooms , changing rooms and bathroom facilities ;
( g ) Jayjaywanti Board Room. means the 'Jayajawanti' Board Room of the Ravindra Sabhagam Kendra with a seating capacity of 80 spectators with mike system and LED facilities ;

(h) Kaushiki Banquet Hall.- Hall of Ravindra Sabhagam Kendra with a seating capacity of 350 spectators where Mika system and projector screen is also available .
(i) Lalit Art Gallery ( Exhibition Gallery) .- means 2 rooms with a capacity of 40 people each and one Lalit' Art Gallery situated on the lower ground floor of Ravindra Sabhagam Kendra in which display facility is available ;
(j ) Malhar Audio Recording Studio.- means the studio situated on the first floor of the Ravindra Sabhagam Kendra where the facility of single and group audio recording is available;
(k) Malkauns Meeting Room.- means the Malkauns ' meeting room of Ravindra Sabhagam Kendra with a seating capacity of 35 spectators and mike system facility is also available ;.
a (1 ) Natanarayani Muktakash Manch.- means permanent open platform attached to the eastern wall of the Anjani Auditorium (Old Auditorium) with flooring facility for front ground seating;
(m) Nilambari Open Ground.- means the ground situated on the side of Banganga Basti of Ravindra Bhavan Campus which can be available for fair , exhibition and various other events;
( n) Open connected space in front of the old building on the side of Gate No. 2.- means the space which is situated between the old building and Ravindra Sabhagam Kendra which can be available for fair , stalls , exhibition and other programmes can be organized;
( o) Organizer.- means any institution , person , cultural institution, non - commercial and commercial institution , educational institution , government department , autonomous institutions , urban and panchayat raj institutions , cultural program 848 ( 13)

(Government and Inter- cultural ) and other programmes (weddings , birthday party , protest , political programmes/ meetings these type of programmes should not allowed) who are desirous to organize their programmes not prohibited by these rules .
(p) Park ( middle ) place in front of the old building.- means the park in the middle of the old building which can be available for fair, stalls , exhibition and other programmes can be organized;
(q) Park ( towards the road) in front of the old building.- means the space between gate No.2 and VIP Gate which can be made available for fair, exhibitions , stalls and events;
(r) Parking place in front of new building.- The parking place in front of new building means the parking space in front of the main gate of the premises of the new sabhagam kendra which can be made available for organizing the fair , exhibition and other different events ;
(s) Place in front of the Ravindra Sabhagam Kendra.- means the open place in front of the stage of the building from both side which can be made available for exhibition and stalls etc ;
(t) Reservation fees . means the amount mentioned in reservation fee table which shall be deposited by the organizer in lieu of the use of any material , space available in the premises;
(u ) Road from the side ( towards drain) of Revindra Sabhagam Kendra.- means the place situated towards the drain which can be made available for fair , exhibition and other events ;
(v) Sriranjini Video Recoding Studio.- means the studio situated in Ravindra Sabhagam Kendra on the second floor which has the facility of video recording / editing of programs and recording of other outdoor programs is also available ;

( w) Vageshwari Rehearsal Room . means 2 'Vageshwari' rooms ( capacity 40) located on the middle floor of the Ravindra Sabhagam kendra for rehearsals ;
(x) V.I.P. Parking Place.- Means the parking place towards the newly sabhagam Kendra near the side of the open stage.
PART- III
3. Eligibility and procedure for reservation . The old and new auditoriums of Ravindra Bhawan , open stage ( Muktakash Manch ) , Board Room , Meeting Room , Banquet Hall , Art Gallery, Mini Auditorium , Audio Recording Studio , Video Recording Studio , Baanganga , Rehearsal room may be allotted to any institution , person , cultural institution , non- commercial and commercial organization , educational institution , government department, autonomous institutions , urban and panchayat raj institutions for cultural and ceremonial programmes by social organization but does not include marriage - party, birthday party , sit- in or Demonstrations .
(1) In case the organizer has defaulted in the part for indiscipline or non payment of the bills or has violated any of the condition mentioned in these rules , he shall not be eligible for reservation of the place .
( 2) Application for reservation.- Application for reservation can be submitted by the organizer in the prescribed format to the officer- in - charge , Ravindra Bhawan at least 15 days before the scheduled date of the program and maximum 60 days before .
(3) The amount of prescribed fee and security advance will have to be deposited with the application .
(4) In case of organizer of the government department and other organizations then their should be signature of their authorized officer on the application .
(5) If prior permission of District Collector or any other competent authority is necessary for organizing any of the event, then it will be mandatory to attach reservation application as well as photocopy of such prior permission .

(6) Permission for reservation.- The Officer - in- Charge will sanction the reservation based on the availability of the premises keeping in view the priority of the application and the importance of the event to be held:
Provided that the no place shall be reserved for personal programs i.e. marriage , birthday party , sit - in , agitation and political programmes .

4. Prescribed fee for reservation.-
The fee for reservation of all auditoriums , open stage and other places mentioned above will be payable as per the reservation fee table given below:

Note-As per the Consumer Price Index and as per requirement the Director , Culture , shall have the right to increase or change the fee every year . The revised rates will be the part of the reservation rules .
( 1 ) The administrative department shall be competent to give concession in reservation fee only in certain circumstances, and it shall not be treated as a right . The allottee shall have to follow following norms , namely: -
(i) The reservation fee shall not be charged for the program being organized by the Directorate of Culture .
( ii) In case of any application being submitted for relaxation in the general reservation fee for organizing pure classical singing, dance , and plays, the director culture may at its discretion , मध्यप्रदेश राजपत्र, दिनांक 28 जुलाई 2022

looking to the importance of the program , give 25% exemption.
( iii) The exemption to the extent of 50% but more than 25% for the programs mentioned in sr.no. ( ii ) may be provided by the administrative department according to the importance of the event .
(iv) No concession will be given in the reservation fee for social programs .
(v) Every application for concession in reservation fee shall be submitted to the Director , who after examining the application form , may sent it to the administrative department at his own discretion . In case if the approval of the authority is not obtained, then the event can be allowed by depositing the reservation fee , or if the fee concession is accepted , the amount of concession shall be refunded to the organizer by the office .
(vi) If any confusion arises regarding the fulfillment of the eligibility criteria for concession in reservation fee in relation to any event, then the decision of the Minister- in- charge Department will be final .
PART- V
5. Terms and Conditions for reservation.-
( 1 ) Refund of reservation fees, If any application for cancellation of reservation is submitted by the organizer before the scheduled date of the program , the reservation fee shall be refunded as follows: -
50 % of the reservation 1. If application for cancellation is made 21 days before the fee scheduled date of the program
20% of the reservation 2. If application for cancellation is made 15 days before the schedule fee of the program
3. In addition , in less days

(i) Every application for refund of reservation fee shall be submitted to the Director , Culture and the decision taken by the Director , Culture in each case shall be final .
( ii) Receipt to be given in lieu of receipt of reservation fee in Form MPT.C -6 will be deposited online/ offline and the receipt will be with the signature and seal of the accountant/ manager Ravindra Bhavan or the amount received will be settled as per the rules or the accountant will be responsible for following rules .
( iii) In addition to reservation fee , GST ( as applicable) and other taxes ( if any) will be payable separately as per rules .
(iv) Change of date will not be valid in respect of reservation of any auditorium/ premises or a new application will have to be submitted by cancelling the old reservation .
(v) Reservation will be valid only after the payment of reservation fee , priority will be given to the applications received with reservation fee ( online/ receipt) .
(vi) No commercial advertisements , banners or posters of any kind will be placed in the Ravindra Bhawan Auditorium / Premises without permission .
( vii ) For the events where the sound and light system of the auditorium is not found adequate , the organizer will arrange for the external sound and light system at his own expense and this should not damage any equipment installed in the auditorium . The organizer will have to compensate the damage caused .
( viii ) The responsibility of maintaining all kinds of discipline during the program me necessarily be of the organizer .

( ix) Accidentally due to any technical fault, the AC Ravindra Bhawan Administration will not be responsible for the interruption of the program in the event of the plant not running or due to power failure , nor will the amount of reservation fee be refunded .
(x) All the auditoriums and the places available in the premises , reservation will be available for per day/per shift in any case till 10.30 pm only and no extra chair shall be allowed .
(xi ) During the event , the vehicles will have to be kept only at he designated parking place or Ravindra Bhawan Administration will not be responsible for the loss or theft of the vehicles .
(xii ) No drink or food item will be allowed inside the auditorium , making of tea or food is prohibited anywhere in the premises of Ravindra Bhawan other than the designated place . Alcohol / smoking is strictly prohibited in the premises . If there is dirt in the premises , a fine of Rs . 5000/- will be deducted from the security amount from the organizer and in the event of any kind of damage , the whole amount of damage caused to the concerned organization (organizer) will have to be paid to the Ravindra Bhawan Administration . Will be deposited in the office . For this the officer - in-. charge of Ravindra Bhawan will be the competent authority.
(xiii) In case of violation of any of the condition mentioned shall attract a fine of five thousand rupees which shall be deducted from the security amount and officer in charge of Ravindra Bhawan will be the authority to deduct the amount .
(xiv) Putting fevicol , nails and alpins in any way in the wall/ stage/ curtains /wings is strictly prohibited , failing which compensatory penalty can be 848 ( 21 )

(xv) In case of power failure the Ravindra Bhawan Administration will not be responsible for such failure .
(xvi ) The Director , Culture department shall have the right to cancel any reservation at any time .
(xvii ) The decision taken by the Principal Secretary , Culture Department , Government of Madhya Pradesh relating to any dispute regarding reservation will be valid and binding on all the parties .
(xviii) If an organizer takes the auditorium for rehearsal , then reservation can be done only after depositing the entire reservation fee payable for organizing the general program .
( xix) While making the reservation for the open stage, for the pre -preparation of the program and after the program to evacuate the tent, light , sound etc. material from the venue , the concerned event will have to deposit the fee one day before and one day after the program me . Otherwise they will be given possession of the site on the same day for which the reservation fee is deposited .
(xx) All types of government taxes in connection with the event will be paid by the organizer .
6. Management of Fee / Security Fund.-
The Fee and security amount received from Ravindra Bhawan Parisar all creations and open area shall be deposited in the form of Corpus Fund in PD account or a separate bank account opened for this purpose . The officer- in- charge who is head of the office of Ravindra Bhavan is already competent authority as head of the office to expend 848 ( 22 )

for the purpose of operation / maintenance / infrastructure /human resources / management etc. He will be able to make the expenditure related to it . The Director, Culture shall be the competent the expenditure for authority beyond this limit .
7. Power to make Amendments and changes.-
The Culture Department will have full rights to make changes and amendments in these rules .
8. Repeal and Saving.-
All rules corresponding to these rules and in force immediately before their commencement are hereby repealed in respect of matter covered by these rules :
Provided that any order made or any action taken under the rules so repealed , shall be deemed to have been made or taken under the corresponding provisions of these rules .
