क्रमांक एफ 10-06 /2016/23/यो.आ.सां. मध्यप्रदेश में सांख्यिकी प्रणाली के मूल्यांकन एवं नीति निर्माण में डाटा की गुणवत्ता और प्रणाली के सुदृढीकरण के लिए गठित टास्क फोर्स की संस्तुतियों के आधार पर योजना , आर्थिक एवं साख्यिकी विभाग द्वारा कार्ययोजना तैयार की गई है । गठित टास्क फोर्स की अनुशंसा पर मध्यप्रदेश मंत्री परिषद के संकल्प क्रमांक 6 दिनांक 28 जून 2022 के द्वारा मध्यप्रदेश राज्य सांख्यिकी आयोग का गठन करने का निर्णय लिया है, अर्थात : - 1. राज्य सांख्यिकी आयोग की संरचना तथा अन्य प्रस्तावित प्रावधान
(क) राज्य सांख्यिकी आयोग का अध्यक्ष एक प्रख्यात सांख्यिकीविद होगा जिसे प्रयोगात्मक सांख्यिकी में न्यूनतम बीस वर्ष का कार्यानुभव हो ।
(ख) आयोग हेतु एक सदस्य राज्य सरकार द्वारा नामित किया जाएगा ।
(ग ) सदस्य सचिव- आयुक्त/संचालक आर्थिक एवं सांख्यिकीय पदेन सदस्य सचिव होंगे।
(घ) आयोग आवश्यकतानुसार समय- समय पर विषय विशेषज्ञ आंमत्रित कर सकेगा जिनकी अधिकतम संख्या 06 होगी। उन्हें प्रति बैठक मानदेय की पात्रता होगी । मानदेय का निर्धारण आर्थिक सांख्यिकी विभाग , वित्त विभाग के परामर्श से समय- समय पर निर्धारित करेगा ।
उक्त विशेषज्ञ निम्न क्षेत्रों से होंगे -
i. कृषि, उद्योग , बुनियादी सुविधा, व्यापार अथवा वित्त जैसे क्षेत्रों में आर्थिक सांख्यिकी,
ii . जनसंख्या, स्वास्थ्य, शिक्षा , श्रम और रोजगार या पर्यावरण जैसे क्षेत्र में सामाजिक और पर्यावरण सांख्यिकी,

गणना, सर्वेक्षण , सांख्यिकीय सूचना प्रणाली या सूचना प्रौद्योगिकी , जैसे क्षेत्रों में सांख्यिकीय प्रचालन,
iv. राष्ट्रीय लेखा , सांख्यिकीय मॉडलिंग या राज्य सांख्यिकीय प्रणाली ।
(ड) आयोग आवश्यकतानुसार विभाग प्रमुखों या विभागीय अधिकारियों को विशेष आंमत्रित सदस्य के रूप में आंमत्रित कर सकेगा।
2.1 अध्यक्ष हेतु मानदेयः- राज्य सांख्यिकी आयोग के अध्यक्ष को 2.50 लाख का मानदेय प्रतिमाह देय होगा। यदि राज्य सांख्यिकी आयोग का अध्यक्ष सेवानिवृत्त शासकीय सेवक को नामित किया जाता है तो ऐसी स्थिति में 2.50 लाख के मानदेय से पेंशन की राशि घटाकर प्रदान की जावेगी ।
2.2 अध्यक्ष का कार्यकालः राज्य सांख्यिकी आयोग के अध्यक्ष का कार्यकाल 03 वर्ष का होगा, जो राज्य शासन के विवेकाधीन 02 वर्ष वृद्धि किये जाने योग्य होगा।
2.3 सदस्य का कार्यकाल तथा मानदेयः- राज्य सांख्यिकी आयोग के सदस्य का कार्यकाल अध्यक्ष के अनुरूप होगा तथा 1.5 लाख का मानदेय प्रतिमाह देय होगा । यदि राज्य सांख्यिकी आयोग का सदस्य सेवानिवृत्त शासकीय सेवक को नामित किया जाता है लो ऐसी स्थिति में 1.5 लाख के मानदेय से पेंशन की राशि घटाकर प्रदान की जावेगी ।
2.4 वाहन , यात्रा एवं भत्तों का प्रावधानः-
अध्यक्ष हेतु - सचिव, म.प्र. शासन स्तर के अधिकारी के अनुरूप
सदस्यों हेतु प्रथम श्रेणी अधिकारी , म.प्र. शासन के स्तर अनुरूप
2.5 आयोग के कार्यों का सफलतापूर्वक संचालन करने हेतु निम्नानुसार स्टाफ संरचना प्रस्तावित है :-

2.6 आयोग प्रशिक्षण तथा दक्षता निर्माण नियुक्तियाँ पारदर्शी प्रक्रिया से होगी। हेतु 06 कंसल्टेंट रख सकेगा । परामर्शियों की
2.7 इस आयोग के लिये बजट में मद का प्रावधान संचालनालय के अंतर्गत सृजित किया जायेगा।
2.8 आयोग के सदस्य सचिव का दर्जा विभाग अध्यक्ष का होगा ।
3. राज्य सांख्यिकी आयोग निम्नलिखित कार्य का निष्पादन करेगा : -
i . कोर सांख्यिकी की पहचान करना जो राष्ट्रीय/ राज्य महत्व की है और अर्थव्यवस्था के विकास के लिए महत्वपूर्ण है।

ii . सांख्यिकीय प्रणाली से संबंधित राज्य नीतियों और प्राथमिकताओं को विकसित करना ।
iii . सांख्यिकी के विभिन्न क्षेत्रों में मानक सांख्यिकीय अवधारणाओं, परिभाषाओं, वर्गीकरणों तथा रीतिविधानों को विकसित करना और कोर सांख्यिकी संबंधी राष्ट्रीय गुणवत्ता अनुरूप मानक तैयार करना।
iv. विभिन्न आंकड़ा सेटों के लिए रिलीज कैलेंडर सहित कोर सांख्यिकी के संग्रहण , सारणीयन और प्रचार- प्रसार के लिए राज्य स्तरीय रणनीतियाँ तैयार करना ।
V. सांख्यिकीय प्रणाली की सूचना प्रौद्योगिकी और संचार आवश्यकताओं सहित सरकारी सांख्यिकी पर मानव संसाधन विकास के लिए आवश्यक सुझाव देना।
vi . सरकारी सांख्यिकी में जनविश्वास सुधारने हेतु उपाय विकसित करना।
vii . विभागों तथा राज्य सरकार की अन्य एजेंसियों के बीच सांख्यिकीय समन्वयन सुनिश्चित करना।
viii . सांख्यिकीय उत्पादों की गुणवत्ता और अखंडता सुनिश्चित करने के लिए सांख्यिकीय कार्याकलापों पर सांख्यिकीय लेख परीक्षा करना।
ix . सरकार को राज्य सांख्यिकीय आयोग हेतु संविधि सहित सांख्यिकीय मुद्दों पर विधायी उपायों की आवश्यकता संबंधी सलाह देना।
Χ. तैयार की गई नीतियों, मानकों तथा रीतिविधानों के मद्देनजर सांख्यिकीय प्रणाली के कार्यों का प्रबोधन तथा समीक्षा करना तथा निष्पादन वृद्धि हेतु उपायों की सिफारिश करना।
xi . आयोग प्रशिक्षण एवं दक्षता निर्माण से संबंधित कार्यों का संचालन करेगा । इसके अतिरिक्त आयोग विभिन्न शोध संस्थानों एवं प्रशिक्षण संस्थानों के साथ प्रशिक्षण कार्य के लिये एम.ओ.यू. करेगा।
xii . राज्य सांख्यिकी आयोग, कुंडू टास्क फोर्स द्वारा सुझाये गये सांख्यिकी आंकड़ों में परिवर्द्धन के सभी उपायों पर समग्र रूप से कार्य करेगा । मुख्यतः प्रशिक्षण, आंकडों के संग्रहण तथा डेटा रिजर्ववायर की स्थापना एवं आर्थिक एवं सांख्यिकी संचालनालय के प्रकाशनों का परीक्षण कर पुष्टि करेगा तथा ऐसे सभी उपाय करेगा जिससे कुंडू टास्क फोर्स की सिफारिशों को यथा संभव लागू किया जा सके।
xiii . राज्य सांख्यिकी आयोग राज्य के विभिन्न संस्थानों द्वारा संग्रहित किये गये आंकड़ों की पुष्टि का कार्य करेगा ।
xiv. राज्य सांख्यिकी आयोग सरकार को विषय संबंधित परामर्श देने का कार्य करेगा।
XV . आयोग कोई दस्तावेज प्रस्तुत करने के लिये कह सकता है , जो आयोग की नजर मे सांख्यिकी उद्देश्यों को पूरा करेगा या कर सकता है ।
xvi . 'कोर सांख्यिकी के संदर्भ में, आयोग सांख्यिकी एंजेसियों और संस्थानों से सांख्यिकी गतिविधियों जिसमें प्रयुक्त अवधारणाओं तथा परिभाषाएं , अपनाई गई कार्यप्रणालियां , अपनाएं गए गुणवत्ता मानकों , सैंपलिंग तथा गैर सैंपलिंग त्रुटियां इत्यादि शामिल है , के परिवर्धन के उपाय करेगा ।
4. आयोग के पास अपने संक्षिप्त तथा विस्तृत अवधि के कार्यक्रम तैयार करने का अधिकार भी होगा ।

क्र. एफ 10-06-2016 - XXIII- यो. आ. सां.
On the basis of the recommendations of the Task Force constituted to strengthen the system and quality of data for the evaluation of statistical system and policy making in Madhya Pradesh , an action plan has been prepared by the Department of Planning , Economics and Statistics . On recommendation of task force committee , it has been decided to constitute Madhya Pradesh State Statistical Commission vide resolution number 6 of Madhya Pradesh Council of Ministers dated 28 June 2022 , therefore following rules are made , namely: -
RULES
1. Constitution of Commission.-
(1 ) There shall be a Commission named the State Statistical Commission which shall comprise of the following-
(a) The State Statistical Commission shall be headed by an eminent statistician having work experience of not less than twenty years in applied statistics .
(b) One member to the Commission will be nominated by the State Government .
(c) Member Secretary Commissioner/ Director , Economic and Statistics shall be the ex - officio Member Secretary.
(d) The Commission may invite subject experts from time to time as per the need , whose maximum number will be 06. They will be eligible for honorarium per meeting . The fixation of honorarium will be made by the Department of Economics and Statistics in consultation with the Department of Finance from time to time .
(2) Qualifications of Experts.-
The experts mention in sub - rule ( 1 ) will be from the following areas
(a) Economic statistics in such areas as Agriculture , Industry , Basic Infrastructure , Trade or Finance .

(b) Social and Environmental statistics in such areas as Population , Health , Education , Labor and Employment or Environment
(c) Statistical operations in such areas as census , surveys , statistical information systems or information technology , and
(d) National Accounts , Statistical Modeling or State Statistical System .
(e) The Commission may invite departmental heads or departmental officers as special invitee members as per the requirement .
(3) Honorarium for the Chairman: - Honorarium of Rs . 2.50 lakhs per month will be payable to the Chairman of the State Statistical Commission . If a retired government servant is nominated as the chairman of the State Statistical Commission , the amount of honorarium of 2.50 lakhs will be payable after deducting the amount of pension .
(4) Tenure of the Chairman: The tenure of the Chairman of the State Statistical Commission will be of 3 years , which may be extended upto 2 years at the discretion of the State Government .
( 5) Tenure and honorarium of the member : The tenure of the member of the State Statistical Commission will be same as the chairman and an honorarium of Rs.1.5 lakh per month will be payable . If a member of the State Statistical Commission is nominated to a retired government servant , the amount of honorarium of 1.5 lakh will be payable after deducting the pension .

(6) Provision of conveyance , travel and allowances : -

(6) The following staff structure is proposed for the successful functioning of the Commission: -

(7) The Commission may hire 6 consultants for training and skill development . The engagements of consultants will be done through a transparent process .
(8) Provision for items in the budget for this commission will be created under the Directorate .
(9 ) The status of the Member Secretary of the Commission will be that of the Head of the Department .
3. The State Statistical Commission shall perform the following functions : -
(1 ) To identify core statistics which are of national / state importance and are important for the growth of the economy.

(2) To develop state policies and priorities related to the statistical system .
(3) To develop standard statistical concepts , definitions , classifications and methodologies in various areas of statistics and to prepare national quality standards on core statistics .
(4) Developing state level strategies for collection , tabulation and dissemination of core statistics including release calendars for various data sets .
(5) To make necessary suggestions for human resource development on government statistics including information technology and communication needs of the statistical system .
(6) To develop measures to improve public confidence in official statistics .
(7) To ensure statistical coordination between the departments and other agencies of the State Government .
(8) To examine statistical articles on statistical activities to ensure the quality and integrity of statistical products .
(9 ) To advise the government on the need for legislative measures on statistical issues including statutes for the State Statistical Commission .
( 10 ) Monitoring and reviewing the functions of the statistical system in the light of the policies , standards and procedures framed and recommending measures for performance enhancement .

( 11 ) The commission will conduct the work related to training and skill development . Apart from this , the Commission may sign MoU's with various research institutes and training institutes for training work .
(12) The State Statistical Commission will work on all measures to enhance the overall statistical data , as suggested by the Kundu Task Force . Mainly, training , collection of data and establishment of data reservoir and will examine and verify the publications of Directorate of Economics and Statistics and take all such measures so that the recommendations of Kundu Task Force can be implemented as far as possible .
( 13 ) The State Statistical Commission will work to verify the data collected by various institutions of the state .
( 14) The State Statistical Commission will advice the government related subject.
( 15 ) The Commission may ask for the production of any document which , in the opinion of the Commission , will or may serve the statistical purposes .
(16) In the context of ' core statistics' , the Commission will take measures to enhance statistical activities from statistical agencies and institutions , including concepts and definitions applied , methodologies adopted , quality standards adopted , sampling and non - sampling errors , etc.
4. The Commission shall also have the right to prepare its own short and extended duration programmes .
