आदेश
क्र. आर- 1369-2022- सी-2.- यतः , विधि- विरुद्ध क्रियाकलाप ( निवारण ) अधिनियम , 1967 की धारा 3 ( 1 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, केन्द्रीय सरकार ने पॉपुलर फ्रंट ऑफ इण्डिया और इसके सहयोगियों अथवा सहबद्धों या फ्रंट्स , जिनमें रिहेब इण्डिया फाउंडेशन ( आर. आई. एफ. ) , कैंपस फ्रंट ऑफ इण्डिया ( सी.एफ. आई. ) ऑल इण्डिया इमाम्स काउंसिल ( ए.आई.आई.सी. ) , नेशनल कन्फेडरेशन ऑफ ह्यूमन राईट्स आर्गेनाईजेशन , नेशनल विमेंस फ्रंट , जूनियर फ्रंट, एम्पावर इण्डिया फाउंडेशन तथा रिहेब फाउंडेशन , केरल सम्मिलित हैं, को अधिसूचना क्रमांक एस. ओ . क्र. 4559 ( ई ) दिनांक 27 सितम्बर, 2022 के माध्यम से विधि- विरूद्ध संगम के रूप में घोषित किया है.
और यतः, उक्त अधिनियम की धारा 42 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, केन्द्रीय सरकार ने अधिसूचना क्रमांक एस. ओ. 4560( ई ) दिनांक 28 सितम्बर, 2022 के माध्यम से यह निर्देश दिया है कि समस्त राज्य तथा संघ राज्य क्षेत्रों के प्रशासन, उक्त अधिनियम की धारा 7 और धारा 8 के अधीन केन्द्रीय सरकार द्वारा प्रयोग की जा सकने वाली शक्तियों का प्रयोग करें.
और यतः , आदेश क्रमांक 14017/4/2022 - एनआई - एम एफ ओ , दिनांक 28 सितम्बर , 2022 के माध्यम से, यह सूचित किया गया है कि राज्य सरकार और संघ राज्य क्षेत्रों के प्रशासन , लिखित में आदेश द्वारा , यह निर्देश दे सकेंगे कि, किसी ऐसी शक्ति का, जो कि उसके द्वारा प्रयोग किए जाने के लिए निर्देशित है , ऐसी परिस्थितियों में और ऐसी स्थितियों के अधीन, जैसा कि निर्देश में विनिर्दिष्ट की जाएं, राज्य सरकार और संघ राज्य क्षेत्रों के प्रशासन के अधीनस्थ किसी व्यक्ति द्वारा प्रयोग किया जाए.
अतएव, पूर्वोक्त प्रत्यायोजित शक्तियों को प्रयोग में लाते हुए मध्यप्रदेश राज्य सरकार, एतद्वारा , यह निर्देश देती है कि सभी जिला मजिस्ट्रेट अथवा पुलिस आयुक्त तद्नुसार अपने-अपने क्षेत्राधिकार में शक्तियों का प्रयोग करें.

ORDER
No. R- 1369-2022- C - 2.- Whereas , the Central Government , in exercise of the powers conferred by sub - section ( 1) of Section 3 of the Unlawful Activities ( Prevention ) Act , 1967 (37 of 1967 ) , has declared the Popular Front of India ( PFI ) and its associates or affiliates or fronts , including Rehab India Foundation ( RIF ) , Campus Front of India (CFI ) , All India Imams Council ( AIIC) , National Confederation of Human Rights Organization ( NCHRO ) , National Women's Front , Junior Front , Empower India Foundation and Rehab Foundation , Kerala as unlawful association vide notification number S.O. No. 4559 (E) dated 27th September, 2022;
And whereas , in exercise of the powers conferred by Section 42 of the said Act , the Central Government has directed vide Notification No. S.O. 4560( E) dated 28th September , 2022 that all the States and Union Territory Administrations shall exercise the powers exercisable by the Central Government under Sections 7 and Section 8 of the said Act ;
And whereas , vide Order No.14017/4/2022 - NI - MFO dated 28th September, 2022, it has been conveyed that the State Government and Union Territory Administrations may, by order in writing , direct that any power which has been directed to be exercised by it , shall , in such circumstances and under such conditions , as may be specified in the direction , be exercised by any person subordinate to the State Government and Union Territory Administrations.
Now, therefore , in exercise of the aforesaiddelegated powers , the State Government of Madhya Pradesh , hereby, directs that all the District Magistrates or the Commissioners of Police shall exercise the powers accordingly in their respective jurisdiction .
