आधार (वित्तीय और अन्य सहायकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान ) अधिनियम , 2016 ( 2016 का 18 ) की धारा 7 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, एतदद्वारा इस विभाग की अधिसूचना क्रं. एमपीएसआरएलएम- 2021 ग्रामीण स्ट्रीट वेंडर 3 दिनांक 29 जनवरी , 2021 में निम्नलिखित और संशोधन करती है, अर्थातः-
संशोधन
उक्त अधिसूचना में , प्रस्तावना के स्थान पर , निम्नलिखित प्रस्तावना स्थापित की जाए ,
अर्थात्ः-
" यतः सेवाओं या प्रसुविधाओं या सहायकियों के परिदान के लिए एक पहचान दस्तावेज के रूप में आधार का उपयोग सरकारी परिदान प्रकियाओं का सरलीकरण करता है, पारदर्शिता और दक्षता लाता है , और हितग्राहियों को सुविधाजनक और निर्बाध रीति में उनकी हकदारियों को सीधे प्राप्त करने में समर्थ बनाता है और आधार किसी व्यक्ति की पहचान को साबित करने के लिए विभिन्न दस्तावेज प्रस्तुत करने की आवश्यकता को समाप्त करता है;

और यतः पंचायत और ग्रामीण विकास विभाग , मध्यप्रदेश शासन ( इसमें इसके पश्चात् विभाग के रूप में निर्दिष्ट है ) ग्रामीण क्षेत्र के पथ विक्रेताओं के लिए मुख्यमंत्री ग्रामीण पथ विक्रेता ऋण योजना का ( इसमें इसके पश्चात् योजना के रूप में निर्दिष्ट है ) ग्रामीण क्षेत्रों में पथ विक्रेताओं को अपने स्वयं के नए लघु स्तर के व्यवसाय खोलने के लिये ब्याज मुक्त ऋण प्रदान करने के उद्देश्य से संचालन कर रहा है । इस योजना को ग्राम पंचायतों और जनपद पंचायतों ( इसमें इसके पश्चात् क्रियान्वयन एजेंसी के रूप में निर्दिष्ट है) के माध्यम से कार्यान्वित किया जा रहा है ;
और यतः योजना के अधीन मध्यप्रदेश शासन द्वारा विनिश्चित की गई राशि ऋण के रूप में पथ विक्रेताओं एवं सेवा प्रदाताओं अर्थात् आईसक्रीम विक्रेता, फल विक्रेता , ब्रेड- बिस्किट विक्रेता, अंडा विक्रेता, नाई , मिस्त्री ( इसमें इसके पश्चात् हितग्राही के रूप में निर्दिष्ट हैं) इत्यादि जो ग्रामीण क्षेत्र में निवास करते हैं, को निकट के बैंक द्वारा योजना के दिशा निर्देशों की सीमा के अनुसार दी जा रही है। हितग्राही ब्याज अनुदान (इसमें इसके पश्चात् अभिलाभ के रूप में निर्दिष्ट है ) प्राप्त करेगा जिसका भुगतान राज्य शासन द्वारा किया जायेगा । नियमित ऋण वापसी पर ही हितग्राही को ब्याज अनुदान मिलेगा;
और यतः पूर्वोक्त योजना में मध्यप्रदेश के समेकित निधि से होने वाला आवर्ती व्यय शामिल है ;
अतएव , मध्यप्रदेश शासन , आधार (वित्तीय और अन्य सहायकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान ) अधिनियम , 2016 (2016 का 18 ) की धारा 7 के अनुसरण में , एतद्वारा , निम्नलिखित अधिसूचित करता है, अर्थात्ः- ו"

In exercise of the powers conferred by section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies , Benefits and Services ) Act , 2016 ( 18 of 2016) , the State Government , hereby , makes the following further amendment in this department's Notification No. F. No. MPSRLM- 2021 - Rural Street Vendor- 3 dated 29th January , 2021 , namely: - 1166 (1 )

AMENDMENT
In the said notification, for the preamble , the following preamble shall be substituted , namely: -
"Whereas , the use of Aadhaar as an identity document for delivery of services or benefits or subsidies , the Government delivery processes brings in transparency , efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity ;
And whereas , the Panchayat and Rural Development Department , Government of Madhya Pradesh (hereinafter referred to as the Department ) is administering the chief Minister Rural Street Vendor Loan Scheme (hereinafter referred to as the Scheme ) with an objective of providing interest- free loan to the street vendors in the rural areas for opening their own new small scale businesses . The Scheme is implemented through the Gram Panchayats and Janpad Panchayats (hereinafter referred to as the implementing agencies );
And whereas , under the Scheme , an amount as decided by the Government of Madhya Pradesh as interest - free loan is being given to the street vendors and services providers viz . , Ice - cream vendors , Fruit vendors , Bread- biscuit vendors , egg vendors , Barber , Mechanic etc. living in the rural areas ( hereinafter referred to as the beneficiaries ) by the nearby bank as per the extant Scheme guidelines . The beneficiaries shall receive the interest subvention (hereinafter referred to as the benefits ) which shall be paid by the State Government . Beneficiary will get the interest subsidy only on regular loan repayment ;
And whereas , the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of Madhya Pradesh;
Now , therefore , in pursuance of section 7 of the Aadhaar ( Targeted Delivery of Financial and Other Subsidies , Benefits and Services ) Act , 2016 ( 18 of 2016) , the Government of Madhya Pradesh hereby notifies the following , namely : - " .
