क्र. F No. 3-3-0008-2022 - sec . 2-5 ( CT) ( 30) .- आधार ( वित्तीय और अन्य सब्सिडी, लाभ और सेवाओं का लक्षित वितरण ) अधिनियम, 2016 ( 2016 का 18 ) की धारा 4 ( 4 ) ( ख ) ( दो ) ऐसे प्रयोजनों के लिए जैसा कि केन्द्र सरकार , प्राधिकरण के परामर्श से तथा राज्य के हित में स्वैच्छिक आधार पर विहित करें , अधिप्रमाणन करने की अनुमति देती है.
अतएव ऐसे प्रयोजन के लिए भारत सरकार ने सुशासन के लिए आधार अधिप्रमाणन ( समाज कल्याण , नवाचार, ज्ञान ) नियम, 2020 तैयार किए हैं, जिसमें राज्य सरकार स्वैच्छिक आधार पर " आधार " का उपयोग करने के लिए उक्त नियमों के अधीन अनुमति की वांछा कर सकती है.
इस संबंध में भारत सरकार ( इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय ) द्वारा अपने कार्यालय ज्ञापन क्रमांक 13 ( 2 ) / 2021 -EG- II , दिनांक 21 फरवरी 2022 के माध्यम से सक्षम प्राधिकारी द्वारा महानिरीक्षक पंजीयन एवं अधीक्षक मुद्रांक मध्यप्रदेश को सुशासन के लिए आधार अधिप्रमाणन ( समाज कल्याण, नवाचार , ज्ञान ) नियमावली , 2020 , के नियम 5 आधार ( वित्तीय और अन्य सहायकियों, लाभों और सेवाओं का लक्षित परिदान ) अधिनियम, 2016 , की सहपठित धारा 4 ( 4 ) ( ख ) ( दो ) अनुसार उपयोगकर्ताओं की पहचान के अधिप्रमाणन के लिए " संपदा सॉफ्टवेयर " में निम्न उद्देश्यों हेतु दी गई अनुमति से अवगत कराया गया है:-
(i) नागरिक उपयोगकर्ता पंजीयन , ( ii ) सेवा प्रदाता यूजर क्रिएशन , ( iii ) ई - पंजीयन, ( iv ) ई- स्टाम्पिंग , ( v ) विलेखों के पंजीयन के दौरान पक्षकारों या साक्षियों के सत्यापन और ( vi ) विलेखों के पंजीकरण को मंजूरी देते समय उप पंजीयक की पहचान स्थापित करने के लिए.
अतएव मध्यप्रदेश शासन , एतद्वारा अधिसूचित करता है , कि संपत्ति पंजीकरण प्रबंधन हेतु ई - पंजीयन और ई - स्टाम्पिंग हेतु मुद्रांक एवं पंजीयन विभाग का " सम्पदा सॉफ्टवेयर " सुशासन के लिए आधार अधिप्रमाणन ( समाज कल्याण , नवाचार, ज्ञान ) नियमावली, 2020 के नियम 5 के अनुसार पहचान के प्रयोजन के लिए, भारत सरकार के कार्यालयीन ज्ञापन फाईल क्रमांक 13 ( 2 ) /2021 - ईजी-2, दिनांक 21 फरवरी 2022 में उल्लेखित शर्तों के अध्याधीन रहते हुए, स्वैच्छिक रूप से आधार अधिप्रमाणन की वांछा कर सकेगा.

क्र. ई - 3-3-4-0008-2022- sec . 2-5 ( CT) ( 30 ).- भारत के संविधान के अनुच्छेद 348 के खण्ड ( 3 ) के अनुसरण में , इस विभाग की अधिसूचना क्रमांक ई- 3-3-4-0008-2022- sec . 2-5 (CT) ( 30) , दिनांक 29 नवम्बर 2022 का अंग्रेजी अनुवाद राज्यपाल के प्राधिकार से एतद्वारा प्रकाशित किया जाता है.
मध्यप्रदेश के राज्यपाल के नाम से तथा आदेशानुसार, आर. पी. श्रीवास्तव, उपसचिव.

F No. 3-3-0008-2022 - sec . 2-5 ( CT ) (30) . Section 4 ( 4) ( b ) ( ii ) of the Aadhaar ( Targeted Delivery of Financial and other Subsidies , Benefits and Services ) Act , 2016 ( 18 of 2016) , allows performing authentication on voluntary basis , for such purpose , as the Central Government in consultation with the Authority, and in the interest of State . may prescribe.
WHEREAS, for such purpose , the Government of India has framed the Aadhaar Authentication for Good Governance ( Social Welfare , Innovation , Knowledge ) Rules , 2020 wherein the State Government can seek permission under the said rules to use Aadhaar on voluntary basis .
In this regard . Government of India ( Ministry of Electronics and Information Technology ) , vide it's office memo No. 13 ( 2 )/ 2021 - EG - II dated 21 February 2022 , has conveyed approval of the competent authority to the Inspector General of Registration and Superintendent of Stamps , Madhya Pradesh to allow for authenticating identity of users in "SAMPADA " application for ( i ) Citizen User Registration . ( ii ) Service Provider User creation , ( iii ) e- Registration , ( iv ) e - Stamping , ( v ) Verification of parties and witness to transaction during registration of deeds and, (vi) Authentication of Sub - Registrar while approving registration of deeds , in terms of Rule 5 of the Aadhaar Authentication for Good Governance ( Social Welfare , Innovation , Knowledge ) Rules , 2020 read with Section 4(4) ( b ) ( ii ) of the Aadhaar ( Targeted Delivery of Financial and other Subsidies , Benefits and Services ) Act, 2016.
NOW , THEREFORE , Government of Madhya Pradesh , hereby notifies that the Stamps and Registration Department's "SAMPADA" software of e - registration and e- stamping etc. for managing property registration can seek , Aadhaar authentication on voluntary basis for the purpose of identification as per rule 5 of the Aadhaar Authentication for Good Governance ( Social Welfare , Innovation Knowledge ) Rules , 2020 Subject to the conditions mentioned in the Government of India vide Official Memorandum File No. 13 ( 2 )/ 2021 - EG - II , dated 21 February 2022 .
This notification shall came into force from the date of its publication in the official Gazette.
