क्रमांक एफ 23-02-2022/ सामा/ 19 , मध्यप्रदेश राज्य को लागू हुए रूप में भारतीय पथकर अधिनियम , 1851 ( 1851 का 8 ) की धारा 4 के साथ पठित धारा 2 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, सारणी में, नीचे दर्शित इन्दौर उज्जैन मार्ग पर मार्ग अथवा उसके भाग (समरूप भाग) के लिए प्रति फेरा ( ट्रिप ) प्रति. यान आधार पर उपयोक्ता शुल्क संग्रहण अभिकरण की नियुक्ति की तारीख से निम्नलिखित मूल दरों पर पथकर उदग्रहीत करने के लिए मंजूरी प्रदान करती है , अर्थात-

2. पथकर, मध्यप्रदेश सड़क विकास निगम लिमिटेड द्वारा चयनित उपयोक्ता शुल्क संग्रहण अभिकरण द्वारा संग्रहीत किया जाएगा । प्रत्येक पथकर प्लाजा पर पथकर की दरें मध्यप्रदेश सड़क विकास निगम लिमिटेड द्वारा उपरोक्त दरों के आधार पर विनिर्दिष्ट की जाएगी । पथकर प्लाजा तथा समरूप भाग की भौतिक अवस्थिति मध्यप्रदेश सड़क विकास निगम लिमिटेड द्वारा जारी निविदा के अनुसार होगी ।
3. उपरोक्त दरें प्रत्येक पथकर प्लाजा पर प्रत्येक वर्ष थोक मूल्य सूचकांक के आधार पर बढ़ेगी तथा निकटतम पांच रूपए तक पूर्णांकित की जाएगी । वृद्धि, 31 मार्च को समाप्त होने वाले वर्ष के लिए थोक मूल्य सूचकांक के आधार पर प्रत्येक वर्ष के 1 सितंबर से प्रभावी की जाएगी । पथकर की मूल दरें दिनाक 01.09.2007 की स्थिति में प्रभावी होने के लिए अधिसूचित दरों के अनुसार होंगी । प्रत्येक वर्ष पथकर वृद्धि की गणना नीचे दिए गए सूत्र ( उदाहरण ) के अनुसार की जाएगी: -

गणना सूत्रः
नवीन पथकर ( 01.09.2008 से प्रभावी ) = मूल पथकर दर x थोक मूल सूचकांक ( ख)
थोक मूल्य सूचकांक (क) आगामी वर्षों लिए गणना , नवीन वर्षों के सूचकांक के आधार पर उपरोक्तानुसार की जाएगी । 31 मार्च , 2007 को समाप्त होने वाले वर्ष का होगा। लिए नवीन थोक मूल्य मूल थोक मूल्य सूचकांक 4. स्थानीय यातायात ( निजी कार जीप अथवा समतुल्य वाहन) पथकर के भुगतान से मुक्तः रहेंगे। ऐसे वाहनों को उपयोक्ता शुल्क संग्रहण अभिकरण द्वारा मासिक पास जारी किए जाएंगे । ऐसे पास पात्र वाहन मालिकों को आवश्यक दस्तावेज प्रस्तुत करने पर उपयोक्ता शुल्क संग्रहण अभिकरण द्वारा रु. 50.00 ( रुपए पचास मात्र) के मासिक शुल्क का भुगतान करने के पश्चात् जारी किए जाएंगे , जो कि 31 मार्च , मध्यप्रदेश राजपत्र, दिनांक 30 दिसम्बर 2022

2007 की वर्ष के थोक मूल्य सूचकांक में परिवर्तित होने पर प्रत्येक वर्ष की 1 सितम्बर से वार्षिक रूप से पुनरीक्षित की जाकर तथा निकटतम पांच रूपए तक पूर्णांकित की जाएगी । मासिक पास के लिए वर्तमान दर रु. 100.00 है ।
ऐसी छूट के प्रयोजन के लिए स्थानीय यातायात से वह यातायात अभिप्रेत होगा , जो निजी कार/जीप अथवा समतुल्य वाहन से परियोजना राजमार्ग पर आवागमन करें, बशर्ते कि ऐसी प्राईवेट कार ऐसे व्यक्ति के स्वामित्व की हो, जो पथकर प्लाजा 20 कि.मी. ( बीस कि.मी. ) की दूरी के भीतर निवास करता हो।
5. सर्विस लेन के निर्माण की दशा में स्थानीय यातायात तथा अन्य वाहनों , परियोजना राजमार्ग के पूर्ण या आंशिक उपयोग करने तथा पथकर प्लाजा को पार करने लिए पथकर या अन्य शुल्क का भुगतान करने के लिए दायी होंगे । जैसा इस अधिसूचना निबंधनों के अनुसार लागू है ।
6. यह अधिसूचना इंदौर -उज्जैन मार्ग पर उपयोक्ता शुल्क संग्रह अभिकरण की नियुक्ति की तारीख से प्रारंभ होकर दिनांक 26.09.2034 तक की कालावधि तक प्रभावी समझी जाएगी ।
7. राज्य सरकार यह और घोषणा करती है कि यान की निम्नलिखित श्रेणियों की इस मार्ग को पार करते समय पथकर के भुगतान से छूट प्राप्त होगी: -
(1) भारत सरकार तथा मध्यप्रदेश शासन से संबंधित समस्त यान जो शासकीय कर्तव्य (ड्यूटी) पर हो;
(2 ) संसद के माननीय सदस्यों तथा विधान सभा के माननीय सदस्यों से सबंधित यान;
कर्तव्य पर भारतीय सेना से संबंधित समस्त यान;
(3 )
(4) एम्बुलेंस मध्यप्रदेश राजपत्र, दिनांक 30 दिसम्बर 2022

(5) फायर ब्रिगेड
(6) भारतीय डाक विभाग से संबंधित यान
(7) कृषि प्रयोजन के लिए उपयोग किए जाने वाले ट्रैक्टर-ट्राली तथा बैलगाडियां
(8) आटो रिक्शा, दुपहिया तथा बैलगाड़िया;
(9 ) स्वतंत्रता संग्राम सेनानी एवं अधिमान्य पत्रकार।
(10) भूतपूर्व सांसदों एवं विधायकों से संबंधित एक यानः ।
टिप्पणीः- पथकर के भुगतान से इस प्रकार छूट प्राप्त यान/ वैन का चालक (ड्राइवर) अपना नाम, रैंक तथा उस कर्तव्य (ड्यूटी) जिसमें वह लगा हुआ है. बताएगा ।
8. यह अधिसूचना इंदौर-उज्जैन मार्ग पर लागू होगी ।

In exercise of the powers conferred by section 2 read with section 4 of the Indian Tolls Act , 1851 (No. VIII of 1851 ) in its application to the State of Madhya Pradesh , the State Government , is pleased to grant sanction for levying toll on the following Basic Rates on Indore - Ujjain Road shown as below in the table on per trip per vehicle basis for road or part thereof (Homogeneous Section) with effect from appointment of user fee Collection Agency , namely : -

2. The toll shall be collected by User Fee Collection agency selected by Madhya Pradesh Road Development Corporation Ltd. The rates of toll on each toll plaza will be specified by Madhya Pradesh Road Development Corporation Ltd. on the basis of above rates . The physical location of toll plaza and of homogeneous section shall be as per the tender issued by Madhya Pradesh Road Development Corporation Ltd.

3. The above rates shall be increased on every toll plaza every year on the basis of Wholesale Price Index and shall be rounded off to the nearest five rupees . The increase shall be made effective from 1st September of every year , based on the Wholesale Price Index for the year ending 31st March. The Basic Toll Rates shall be as per the rates notified to be effective as on 01.09.2007 . The calculation of toll increase every year shall be done as per the formula ( example ) given below : -

For the coming years , the calculations shall be done as per the above based on new Wholesale Price Index for new years . Basic Wholesale Price Index shall be of the year ending 31 March , 2007 .
4. Local Traffic (Private car/jeep or equivalent vehicles ) , shall remain exempted from payment of toll . Such vehicles shall be issued monthly passes by the User Fee Collection agency . Such passes will be issued to eligible vehicle owners , by the User Fee Collection agency on production of necessary documents and after payment of monthly fee of Rs . 50.00 (Rupees Fifty only ) to be revised annually applicable from 1 September of every year to reflect the variation in WPI as compared to WPI of year ended March , 31 , 2007 and then rounded off to nearest five rupees . Present rate for monthly pass is Rs . 100.00
For the purpose of such exemption , Local Traffic shall mean the traffic on account of commuting by private car/jeep or equivalent vehicle by means of the Project Highway ; provided that such private car is owned by a person who resides within a distance of 20 km ( twenty km) from the Toll Plaza (s ) ;
5. In case of construction of service lanes , local Traffic and other vehicles , using full or part of the project highway and crossing the toll plaza shall be liable to pay toll or other fee , as is applicable as per the terms of this notification.

6. This notification shall be deemed to be effective from date of appointment of User
Fee Collection Agency on Indore - Ujjain Road for duration upto 26.09.2034.
7 . The State Government further declares that following categories of vehicle shall be
exempted from payment of toll while crossing these roads .
(1) All vehicles belonging to the Government of India and Government of
Madhya Pradesh those on Government duty;
(2) Vehicle belonging to the Hon'ble Member of Parliament and Member of
Legislative Assembly;
(3) All vehicles belonging to the Indian Army on duty;
(4) Ambulances;
(5) Fire Brigades ;
(6) Vehicle belonging to the Indian Posts Department ;
(7) Tractor -Trolleys used for agriculture purpose;
(8) Auto rickshaw, two Wheeler and bullock carts ;
(9) Freedom fighters and accredited journalists ;
(10) One Vehicle belonging to Ex - Member of Parliament and Legislative
Assembly .
Note: The driver of the vehicle /van so exempted from payment of toll shall state his name ,
rank and name of duty on which he is engaged.
8. This notification shall be applicable on Indore - Ujjain Road.
