SAMB -0982-2022 - NYN - SAMB ( 175630) -मध्यप्रदेश कृषि उपज मंडी अधिनियम , 1972 ( क्रमांक 24 सन् 1973 ) की धारा 60 में प्रदत्त शक्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वारा उक्त अधिनियम की धारा 2 ( 1 ) ( क) के तहत् अनुसूची में निम्नलिखित संशोधन करती है जो, उक्त धारा के परन्तुक द्वारा अपेक्षित के अनुसार पूर्व में ही प्रकाशित किये जा चुके हैं :

उक्त अधिनियम की अनुसूची में शीर्ष- दो धान्य में नवीन मद 14-" जई " को अंतःस्थापित करते हुये शामिल किया जाता है .

In exercise of the powers conferred in Section 60 of the Madhya Pradesh Krishi Upaj Mandi Adhiniyam , 1972 ( No. 24 of the year 1973) , the State Government hereby, make the following amendment in the Section 2( 1) ( a) Schedule of the said Act , the Same having been previously published as required in proviso of the said Section.
AMENDMENT
Inthe Schedule of the said Act, under the heading " II - Cereals " , a new item number XIV "Oat " shall be hereby included .

क्र. AGR- 18-0013-2023 - Sec - 2-14 (AGR) (202744) -मध्यप्रदेश कृषि उपज मंडी अधिनियम, 1972 ( क्रमांक 24 सन् 1973) की धारा 79 की उपधारा ( 2 ) के खण्ड ( इक्कीस ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राज्य सरकार, मध्यप्रदेश कृषि उपज मंडी ( राज्य विपणन विकास निधि) नियम, 2000 में निम्नानुसार संशोधन करना प्रस्तावित करती है. उन समस्त व्यक्तियों की, जिनके कि उससे प्रभावित होने की संभावना है , की जानकारी हेतु उक्त धारा 79 की उपधारा ( 1 ) के अनुसार प्रारूप प्रकाशित किया जाता है , और एतद्वारा सूचना दी जाती है, कि इस सूचना का " मध्यप्रदेश राजपत्र " में प्रकाशित होने के 30 दिवस की कालावधि का अवसान होने पर या उसके पश्चात् उक्त प्रारूप पर विचार किया जायेगा.
किसी भी ऐसी आपत्ति या सुझाव पर जो उक्त प्रारूप के संबंध में किसी व्यक्ति से उपर्युक्त विनिर्दिष्ट कालावधि का अवसान होने के पूर्व प्राप्त हो, राज्य सरकार द्वारा विचार किया जावेगा.
संशोधन
उक्त नियमों में-
1. ( एक) नियम 7 में, उपनियम ( 2 ) में, खण्ड ( क) के स्थान पर निम्नानुसार खण्ड स्थापित किया जाये.
" ( क ) कृषि विश्वविद्यालयों में बीज एवं परीक्षण तथा कृषि उपज मंडी समितियों में मिट्टी के परीक्षण की सुविधा हेतु प्रयोगशालाओं की स्थापना और ऐसी स्थापित सुविधा के संचालन हेतु प्रशिक्षण इस प्रकार विकसित की जा रही अधोसंरचना तथा सुविधाओं के संबंध में पद सृजन, वेतन , भत्ता , मानदेय, तथा अन्य आवर्ती व्यय उक्त निधि से मंजूर नहीं किया जा सकेगा. य "
(दो) खण्ड ( ग ) के स्थान पर निम्नानुसार खण्ड स्थापित किया जाये.
" ( ग ) कृषि विश्वविद्यालय, शासकीय विभागों तथा शासकीय विभागों के अंतर्गत स्थापित उपक्रम को बीजों के उत्पादन और उद्यानिकी एवं अन्य वाणिज्यिक फसलों के लिए नई प्रजातियों के लिए ( दस वर्ष से कम अवधि की नई प्रजातियों ) , रोपण सामग्री का क्रय तथा सामग्री की परीक्षण सुविधा के लिए अधोसंरचना हेतु अनुदान जो 90 प्रतिशत से अधिक नहीं हो. ,
(तीन ) खण्ड ( घ ) के स्थान पर निम्नानुसार खण्ड स्थापित किया जाये.
" ( घ ) " कृषि एवं सहबद्ध क्षेत्रों के विश्वविद्यालय, विभागीय उपक्रम तथा कृषि विज्ञान केन्द्रों में अधोसंरचना निर्माण हेतु अनुदान जिससे अनुसंधान तथा परीक्षण सुविधाएं मजबूत हो सकें. "
परंतु ऐसा अनुदान , लागत राशि के 90 प्रतिशत तक ही सीमित होगा. " 216 (1 )

(चार ) खण्ड (ङ) के स्थान पर निम्नानुसार खण्ड स्थापित किया जाये.
" (ङ) शासकीय विभागों व शासकीय विभागों के अंतर्गत स्थापित उपक्रम तथा संस्थाओं को कृषि और सहबद्ध क्षेत्रों में अनुसंधान से जुड़े हुए अधोसंरचना विकास परियोजनाओं या अनुसंधान से जुड़े हुए अन्य क्रियाकलापों के लिए अनुदान जो परियोजना की कुल लागत के 90 प्रतिशत से अधिक न हो . "
2. उपनियम ( 3 ) में गठित " अनुदान मंजूरी हेतु समिति " के स्थान पर समिति का स्वरूप निम्नानुसार स्थापित किया जाये.
" (क) अध्यक्ष- राज्य के कृषि उत्पादन आयुक्त.
(ख) सदस्य.-
( 1 ) प्रमुख सचिव / सचिव, किसान कल्याण तथा कृषि विकास विभाग.
(2 ) संचालक, पशुपालन.
(3) संचालक, किसान कल्याण तथा कृषि विकास.
(4) संचालक, उद्यानिकी एवं प्रक्षेत्र वानिकी.
(5 ) संचालक, अनुसंधान सेवाएं, कृषि विश्वविद्यालय , जबलपुर.
(6) संचालक, अनुसंधान सेवाएं, कृषि विश्वविद्यालय, ग्वालियर.
(7) संचालक, अनुसंधान सेवाएं, पशु चिकित्सा विज्ञान विश्वविद्यालय , जबलपुर.
(8) प्रबंध संचालक , म. प्र. राज्य कृषि विपणन बोर्ड ( सदस्य सचिव ) . "

No. AGR- 18-0013-2023 - Sec - 2 - XIV ( AGR) ( 202744) . In exercise of powers conferred under sub section (2) of Section 79 of the Madhya Pradesh Krishi Upaj Mandi Adhiniyam , 1972 (No. 24 of 1973) , the State Government proposes to make the following amendments in the Madhya Pradesh Krishi Upaj Mandi ( State Marketing Development Fund) Rules , 2000. As required in sub section ( 1 ) of said Section 79, the draft of which is published for information of persons likely to be effected thereby and notice is hereby given that the said draft will be taken into consideration on or after the expiry of thirty days from the date of publication of this notice in the "Madhya Pradesh Gazette . "
Any objection or suggestion , which may be received from any person , with respect to the said draft , before the expiry of the period specified above , will be considered by the State Government.
AMENDMENTS
In the said Rules.-
1. ( i) In rule 7, in place of clause (a) in sub rule (2) , the following clause shall be substituted;

"(a) Establishment of laboratories in the Agricultural Universities for the facilities of testing seed and soil and in the Agricultural Produce Market Committees for the facilities of testing soil and training for the facility so established;
Provided that creation of posts , pay and allowance , honorarium and other recurring expenses shall not be sanctioned from above fund in respect of infrastructure and facilities so developed. "
(ii) In Place of clause (c) , the following clause shall be substituted;
" (c) Grant to the Agricultural University , Government Departments and Undertaking established under Government Departments towards production of seeds and purchase of plantation material for new varieties (of less than ten years ) of horticulture and other commercial crops , development of infrastructure for testing facility of the material ;
Provided that the grant shall be limited to the tune of 90 percent of the cost . "
(iii ) In Place of clause ( d) , the following clause shall be substituted;
"(d) Grant for infrastruture construction in universities , departmental undertaking and Krishi Vigyan Kendras of agriculture and allied sectors so that research and testing facilities could be strengthened . "
Provided that the grant shall be limited to the tune of 90 percent of the cost. "
(iv) In Place of clause ( e) , the following clause shall be substituted;
"(e) Grant to the Government Departments and Undertaking established under Government Departments in the agriculture and allied sectors , for Infrastructure Development Projects related to research of other activities related to research;
Provided that such grant shall be limited to the tune of 90 percent of the cost .
2. In sub rule (3) , in place of " committee for sanctioning grant " form of committee shall be substituted as follows;
" ( a) Chairman Agricultural Production Commissioner of the State .
(b) Members.-
( 1) Principal Secretary / Secretary, Farmer Welfare and Agriculture Development .
(2) Director , Animal Housbandry.
(3) Director , Farmer Welfare and Agriculture Development .
(4) Director, Horticulture and Farm Forestry.
(5) Director, Research Services , Agricultural University, Jabalpur.
(6) Director, Research Services , Agricultural University , Gwalior.
(7) Director, Research Services , Veterinary Science University , Jabalpur.
(8) Managing Director , M. P. State Agricultural Marketing Board (Member Secretary) .
