सूचना
क्रमांक एफ 1-1-1-0005- पं.-1-22- मध्यप्रदेश पंचायत सेवा (ग्राम पंचायत सचिव भर्ती औरं सेवा की शर्तें) नियम, 2011 में संशोधन का निम्नलिखित प्रारूप जिसे राज्य सरकार , मध्यप्रदेश पंचायत राज एवं ग्राम स्वराज अधिनियम, 1993 (क्रमांक 1 सन् 1994 ) की धारा 69 की उप-धारा ( 1 ) के साथ पठित धारा 95 की उप - धारा (1 ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , बनाना प्रस्तावित करती है, उक्त अधिनियम की धारा 95 की उप - धारा (3 ) द्वारा अपेक्षित किए गए अनुसार उन समस्त व्यक्तियों की, जिनके कि इससे प्रभावित होने की संभावना है , जानकारी के लिए , एतद्वारा , प्रकाशित किया जाता है और एतद्वारा यह सूचना दी जाती है कि मध्यप्रदेश राजपत्र में, इस सूचना के प्रकाशन की तारीखें से 30 दिवस का अवसान होने पर संशोधन के उक्त प्रारूप पर विचार किया जाएगा ।
किसी भी ऐसी आपत्ति या सुझाव पर, जो उक्त प्रारूप के संबंध में, किसी व्यक्ति से, ऊपर विनिर्दिष्ट कालावधि के अवसान होने के पूर्व, अपर मुख्य सचिव , मध्यप्रदेश शासन , पंचायत एवं ग्रामीण विकास विभग को प्राप्त हो, राज्य सरकार द्वारा विचार किया जाएगा ।

संशोधन का प्रारूप
उक्त नियमों में, -
1. नियम 5 में, उप - नियम (1 ) में, खण्ड ( ग) में, उप- खण्ड (चार) के स्थान पर, निम्नलिखित उप - खण्ड स्थापित किया जाए , अर्थात्ः-
" (चार). रिक्त पदों की मूर्ति की प्रक्रिया पूर्णतः ऑनलाईन होगी, जो कि विभाग के पंचायत दर्पण पोर्टल के माध्यम से ऑनलाईन संचालित की जाएगी जिलेवार रिक्त पदों की जानकारी सहित विहित प्रारुप में जिलेवार विज्ञापन पीडीएफ फॉर्मेट में पोर्टल से डाउनलोड किए जाने हेतु उपलब्ध होगा । इन विज्ञापन को डाउनलोड किया जाएगा, मुद्रित किया जाएगा और संबंधित जिले की जिला पंचायत तथा जनपद पंचायत कार्यालयों सहित सभी सहजदृश्य स्थानों पर प्रदर्शित किया जाएगा ।
संबंधित जिला, स्थानीय समाचार पत्रों में , विहित प्रारूप में एक विज्ञापन के माध्यम से इस आशय की संक्षिप्त सूचना जारी करेगा, कि विस्तृत दिशा-निर्देश विभाग के पंचायत दर्पण पोर्टल पर पंचायत सचिव भर्ती खण्ड में उपलब्ध हैं,-
(क) आवेदक केवल विभाग के पंचायत दर्पण पोर्टल पर ही ऑनलाईन आवेदन करेगा । आवेदन प्रस्तुत करने के लिए विस्तृत प्रक्रिया तथा निर्देश पृथक से जारी किए जाएंगे । ऑनलाईन के सिवाय किसी अन्य प्रकार से भेजा गया आवेदन स्वीकार नहीं किया जाएगा;
(ख) आवेदन करने वाले आवेदक को उस जिले का स्थानीय निवासी होना चाहिए । स्थानीय निवासी के लिए आवेदक का नाम भारत के निर्वाचन आयोग की संबंधित जिले की मतदाता सूची में विज्ञापन वर्ष की प्रथम जनवरी को अनिवार्य रूप से रजिस्ट्रीकृत होना चाहिए ।
(ग) ग्राम पंचायत सचिव के ऑनलाईन प्राप्त आवेदनों की जांच के पश्चात् उच्चतर माध्यमिक परीक्षा / उच्च माध्यमिक परीक्षा में प्राप्त अंकों की प्रतिशतता के कुल योग (एग्रीगेट) के आधार पर प्रवर्गवार अर्थात्, अनुसूचित जाति, अनुसूचित जनजाति अन्य पिछड़ा वर्ग और आर्थिक रूप से कमजोर वर्ग , प्रवीण्य सूची तैयार की जाएगी;

(घ) उच्चतर माध्यमिक परीक्षा / उच्च माध्यमिक परीक्षा में प्राप्त अंकों के आधार पर अनंतिम प्रवीण्य सूची तैयार की जाएगी और इस प्रकार तैयार सूची को जिला पंचायत के सूचना पटल तथा विभाग की वेबसाईट पर प्रदर्शित की जाएगी । प्रकाशन की तारीख से 07 कार्य दिवस की अवधि के भीतर आपत्तियां आमंत्रित की जाएंगी । मुख्य कार्यपालन अधिकारी, जिला पंचायत की अध्यक्षता में गठित चयन समिति इस प्रकार प्राप्त आपत्तियों का निराकरण करेगी और 07 कार्य दिवस की अवधि के भीतर अंतिम चयन सूची तैयार करेगी और वह जिला पंचायत के सूचना पटल के साथ साथ विभाग की बेबसाईट पर प्रकाशित की जाएगी,'
(3) समान अंक होने पर जिसकी उम्र अधिक हो उसके प्राथमिकता दी जाएगी ,
(च) किसी भी आवेदक को उसके मूल निवास अर्थात् गृह पंचायत में नियुक्ति नहीं दी जाएगी । मूल निवास के प्रमाण के रुप में मतदाता सूची में नाम मान्य किया जाएगा । " ।
2. नियम 5 में, उप- नियम (1 ) में, खण्ड (ग) में, उप - खण्ड (छह) के स्थान पर, निम्नलिखित उप - खण्ड स्थापित किया जाए , अर्थात्ः-
" (छह) कुल रिक्त पदो के 50 प्रतिशत पद ग्राम रोजगार सहायक के लिए आरक्षित रखे जाएंगे । " ।
3. नियम 5 में , उप - नियम (1 ) में, खण्ड (ग) में, उप- खण्ड (सात) के स्थान पर , निम्नलिखित उप- खण्ड स्थापित किया जाए , अर्थात्ः-
" (सात) प्रवीण्य सूची के अनुसार रिक्त पदों की संख्या के 25 प्रतिशत की एक प्रतीक्षा सूची भी तैयार की जाएगी । प्रवीण्य सूची तथा प्रतीक्षा सूची, जिला पंचायत के सूचना पटल और विभाग की बेबसाईट पर प्रदर्शित की जाएगी । सूची उसके अंतिम प्रकाशन की तारीख से विज्ञापन के प्रकाशन के कलेण्डर वर्ष के 31 दिसम्बर तक विधिमान्य होगी । " ।

NOTICE
No.F.01-1-1-0005 - P -1-22- The following draft of amendment in the Madhya Pradesh Panchayat Service ( Gram Panchayat Secretary Recruitment and Conditions of Service ) Rules , 2011 Which the state Government proposes to make in exercise of the powers conferred by sub - section ( 1 ) of section 95 read with sub - section ( 1 ) of section 69 of the Madhya Pradesh Panchayat Raj Avam Gram Swaraj Adhiniyam , 1993 (No. 1 of 1994 ) , is hereby published as required by sub - section (3 ) of section 95 of the said Act for the information of all persons likely to be affected thereby and the notice is , hereby given that the said draft of amendment shall be taken into consideration after the expiry of 30 days from the date of publication of this notice in the Madhya Pradesh Gazette .
Any objection or suggestion which may be received by the Additional Chief Secretary , Government of Madhya Pradesh , Panchayat and Rural Development Department , from any person in respect to the said draft before the expiry of period specified above , shall be considered by the State Government .
DRAFT OF AMENDMENT
In the said rules , -
1 . In rule 5 , in sub - rule ( 1 ) , in clause (c) , for sub - clause ( iv ) , the following sub- clause shall be substituted , namely : -
" ( iv) . The process of filling the vacant posts shall be completely online , which shall be conducted online through the Panchayat Darpan Portal of the Department . District- wise advertisement in the prescribed format including information of district- wise vacant posts shall be available for downloading from the portal in PDF format . This advertisement shall be downloaded , printed and displayed at all conspicuous places including District Panchayat and its Offices of the concerned district .

The concerned district shall issue a brief notice through an advertisement in the prescribed format , in the local news papers to the effect that the detailed guidelines are available on the Panchayat Darpan Portal of the Department in the Panchayat Secretary Recruitment Section , -
(a) the applicant shall apply online only on the Panchayat Darpan Portal of the Department . Detailed procedure and instructions for submitting application shall be issued separately . Application sent in any other way except online shall not be accepted;
f (b) the candidate who has applied must be a local resident of the district . For local residents , the name of the applicant must be mandatorily registered in the voter list of Election Commission of India of the concerned district on 1st January of the year of advertisement ;
(c) after scrutiny of the received online applications of Gram Panchayat Secretary , a merit list shall be prepared category - wise viz Scheduled Castes , Scheduled Tribes , Other Backward Classes and Economically Weaker Sections on the basis of aggregate percentage of marks obtained in the Higher Secondary Examination / Senior Secondary Examination ;

(d) on the basis of the marks obtained in the Higher Secondary Examination / Senior Secondary Examination a provisional merit list shall be prepared and displayed the list so prepared on the Notice Board of Office of the District Panchayat and on the website of the department . Objections shall be invited within a period of 07 working days from the date of such publication . The Selection Committee constituted under the Chairmanship of the Chief Executive Officer , District Panchayat , shall resolve the objections so received and shall prepare the final selection list within a period of 07 working days and the same shall be published on the Notice Board of the District Panchayat as well as on the website of the department ;
(e) in case of equality in marks , the one who is older shall be given priority ;
(f) no applicant shall be given appointment in his local residence i.e. home Panchayat . The name in the voter's list shall be accepted as the proof of local residence . " .
2. In rule 5 , in sub - rule ( 1 ) , in clause (c) , for sub - clause (vi ) , the following sub- clause shall be substituted , namely: ---
" (vi ) 50 percent posts of the total vacant posts shall will be kept reserved for Gram Rozgar Sahayak . " .

3. In rule 5 , in sub - rule ( 1 ) , in clause (c) , for sub - clause ( vii ) , the following sub - clause shall be substituted, namely:-
" (vii ) A waiting list of 25 percent of the number of vacant posts shall also be prepared according to the merit list , The merit list and waiting list shall be displayed on the notice board of the District Panchayat and on the website of the department . The list shall be valid from the date of its final publication till 31st December of the calendar year of publication of the advertisement . " .
