भारत के संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , मध्यप्रदेश के राज्यपाल , एतद्वारा , मध्यप्रदेश पंजीयन एवं मुद्रांक तृतीय - श्रेणी (अलिपिकवर्गीय) सेवा भरती नियम , 2007 में निम्नलिखित संशोधन करते हैं, अर्थात्ः-
संशोधन
उक्त नियमों में, -
1. नियम 8 में , उप - नियम ( 1 ) में , खण्ड (ट) के पश्चात्, निम्नलिखित खण्ड जोड़ा जाए , अर्थात्ः-

" (ठ) सामान्य प्रशासन विभाग के निर्देशानुसार, राज्य सरकार द्वारा संविदा आधार पर नियुक्त कर्मचारियों के लिए उच्चतर आयु सीमा में छूट के उपबंध लागू होंगे । " ।
2. नियम 11 में , उप - नियम ( 9 ) के पश्चात्, निम्नलिखित उप - नियम जोड़ा जाए , अर्थात्ः-
" ( 10 ) सामान्य प्रशासन विभाग के निर्देशानुसार, राज्य सरकार द्वारा संविदा आधार पर नियुक्त कर्मचारियों के लिए पद आरक्षित होंगे । " ।
3. अनुसूची- पांच में, -
( 1 ) विद्यमान पैरा 4 के स्थान पर , निम्नलिखित पैरा स्थापित किया जाए , अर्थात्ः- " 4. परीक्षा.-
(एक) परीक्षा , नियुक्ति प्राधिकारी द्वारा अथवा उसके द्वारा प्राधिकृत किसी संस्था द्वारा प्रत्येक वर्ष , ऐसे अन्तरालों पर , ऐसी तारीखों पर तथा ऐसे स्थानों पर आयोजित कराई जाएंगी , जैसा कि उसके द्वारा अवधारित किया जाए ।
(दो) लिखित परीक्षा के लिए एक प्रश्न- पत्र होगा , जिसके लिए अवधि 3 घन्टे होगी तथा प्रश्न पत्र वस्तुनिष्ठ प्रकार का तथा 300 अंकों का होगा, परीक्षा में उत्तीर्ण होने के लिए अभ्यर्थी को कम से कम 50 प्रतिशत अंक अभिप्राप्त करने होंगेः
परन्तु यह कि, -
(क) अनुसूचित जाति/अनुसूचित जनजाति के अभ्यार्थियों को न्यूनतम अर्हकारी अंकों में 10 प्रतिशत अंकों की छूट दी जाएगी;

(ख) मध्यप्रदेश शासन से विक्रम पुरुस्कार , भारत शासन से प्रदत्त अर्जुन पुरुस्कार, द्रोणाचार्य पुरूस्कार , ध्यानचंद पुरूस्कार , तेनजिंग नोर्गे राष्ट्रीय साहसिक पुरूस्कार, ओलम्पिक खेलों में मेडल/एशियन गेम्स में मेडल प्राप्त कर्मचारियों को दस अतिरिक्त अंक प्रदान किए जाएंगे ।
(तीन) प्रश्न पत्र नियुक्ति प्राधिकारी अथवा उसके द्वारा विहित किए गए अनुसार तैयार किया जाएगा ।
(चार) प्रश्न-पत्र का पाठ्यक्रम इसके साथ संलग्न परिशिष्ट में उपदर्शित किए गए अनुसार होगा ।
(पांच) केवल वे कर्मचारी जो उपरोक्त पैरा (दो) में यथा विनिर्दिष्ट अर्हता रखते हों, परीक्षा में उपस्थित होने हेतु प्रवेश के लिए पात्र होंगे । परीक्षा में प्रवेश के लिए वांछा करने वाले कर्मचारियों से नियुक्ति प्राधिकारी द्वारा अथवा उसके द्वारा विहित किए गए अनुसार परीक्षा के लिए विहित तारीख से कम से कम एक मास पूर्व आवेदन आमंत्रित किए जाएंगे । परीक्षा की तारीख , स्थान और समय , परीक्षा में उपस्थित होने के लिए उपयुक्त पाए गए अभ्यर्थियों को संसूचित किया जाएगा। " ।
(2) विद्यमान पैरा 5 के स्थान पर, निम्नलिखित पैरा स्थापित किया जाए , अर्थात्ः-
" 5. चरित्रावली का मूल्यांकन तथा अंतिम चयन सूची.-
(एक) ऐसे अभ्यर्थी, जिनके नाम पैरा 4 के उप-पैरा (दो) के अधीन तैयार सूची में सम्मिलित किए गए हैं , के पूर्ववर्ती पांच वर्षों की चरित्रावली का मूल्यांकन अनुसूची- चार के कालम ( 5 ) में यथा विनिर्दिष्ट विभागीय पदोन्नति समिति द्वारा किया जाएगा ।
(दो) प्रत्येक वर्ष के लिए प्रत्येक अभ्यर्थी को 20 अंक आबंटित किए जाएंगे, अर्थात्ः- मध्यप्रदेश राजपत्र, दिनांक 15 जनवरी 2024

(तीन) प्रत्येक अभ्यर्थी द्वारा लिखित परीक्षा में अभिप्राप्त अंकों के सामने , चरित्रावली के आधार पर उसके द्वारा अभिप्राप्त अंको को भी लिखा जाएगा और दोनों अंकों का योग किया जाएगा ।
(चार) अंतिम चयन सूची, लिखित परीक्षा और चरित्रावली में प्राप्त अंकों के आधार पर, उप- पंजीयक के 10 प्रतिशत कोटा पदों के विरूद्ध तैयार की जाएगी और नियुक्ति , उस क्रम में की जाएगी , जिसमें नाम सूची में आए हों ।
(पांच) लिपिकवर्गीय सेवाओं में से उप- पंजीयक के पद पर नियुक्त किए गए सरकारी सेवकों की पारस्परिक ज्येष्ठता का क्रम वही होगा , जो अंतिम चयन सूची में उपदर्शित किया गया है । " ।
4. विद्यमान परिशिष्ट के स्थान पर , निम्नलिखित परिशिष्ट स्थापित किया जाए , अर्थात्ः-
"परिशिष्ट प्रश्न पत्र का पाठ्यक्रम विषय
( 1 ) सामान्य ज्ञान - ( 35 अंक) - समसामयिक घटनाएं , भारत का इतिहास , भारत का भूगोल , सुसंगत घटनाओं से संबंधित प्रश्न तथा मध्यप्रदेश राज्य के बारे में सामान्य जानकारी पर वस्तुनिष्ठ प्रश्न ।
(2) सामान्य हिन्दी- ( 35 अंक) हायर सेकेण्डरी स्तर तक की सामान्य हिन्दी व्याकरण पर वस्तुनिष्ठ प्रश्न , सामान्य शब्दों तथा अंक विकल्पों के अर्थ और उनके प्रयोग ।
(3) प्रारंभिक गणित- (40 अंक) गुणा , भाग , दशमलव प्रणाली , प्रतिशतता, लाभ तथा हानि , अनुपात , क्षेत्रफल , आयतन तथा अनुपात पर वस्तुनिष्ठ प्रश्न ।
(4) कम्प्यूटर तथा सूचना प्रौद्योगिकी का सामान्य ज्ञान- ( 35 अंक) ।

(5) शासकीय कर्मचारियों को लागू विभिन्न सेवा नियमों का ज्ञान- (40 अंक) - वेतन , भत्ता, अवकाश , सामान्य भविष्य निधि , आचरण नियमों तथा भरती नियमों का प्रारंभिक ज्ञान ।
(6 ) विभाग के वर्तमान प्रचलित शब्दावली का ज्ञान (35 अंक)- विभाग में सामान्य रूप से प्रयोग में आने वाले विभिन्न शब्दों का ज्ञान ।
(7) अधिनियमों , नियमों आदि का ज्ञान ( 50 अंक) भारतीय स्टाम्प अधिनियम , 1899 ( 1899 का 2 ) , रजिस्ट्रीकरण अधिनियम , 1908 ( 1908 का 16) एवं इनके अधीन बनाए गए नियमों तथा अन्य सुसंगत अधिनियमों तथा नियमों का ज्ञान ।
(8 ) सम्पदा प्रणाली की कार्य प्रक्रिया का सामान्य ज्ञान (30 अंक) । " ।

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India , the Governor of Madhya Pradesh , hereby , makes the following amendments in the Madhya Pradesh Registration and Stamp Class - III (Non - ministerial ) Service. Recruitment Rules , 2007 , namely : -
AMENDMENTS
In the said rules , -
1 . In rule 8 , in sub - rule ( 1 ) , after clause (k) , the following clause shall be added , namely: -
" (1) As per the directions of the General Administration Department , provisions of relaxation in upper age limit shall be applicable for the employees appointed on contractual basis by the State Government . " .
2. In rule 11 , after sub - rule ( 9 ) , the following sub - rule shall be added , namely: -
" ( 10 ) As per the directions of the General Administration Department , posts shall be reserved for the employees appointed on contractual basis by the State Government. " .
3. In Schedule - V, -
(1) for the existing para 4 , the following para shall be substituted , namely : -
"4. Examinations.-
(i) Examinations shall be organised by the Appointing Authority or any institution 18(5)

authorized by it every year at such intervals on such dates and at such places as may be determined by it .
(ii) There shall be one question paper for the written examination , the duration for which shall be 3 hours and the question paper shall be of objective type and of 300 marks , to pass the examination a candidate shall have to secure at least 50 percent marks: Provided that , -
(a) a relaxation of 10 percent marks shall be given to the Scheduled Castes / Scheduled Tribes candidates in the minimum qualifying marks ;
(b) ten additional marks shall be given to those employees who have received Vikram Award from the Government of Madhya Pradesh , Arjuna Award, Dranacharya Award , Dhyan Award, Tenzing Norgay Chand National Adventure Award from the Government of India, Medal in Olympic Games/ Medal in Asian Games .
(iii ) The question paper shall be prepared by the Appointing Authority or as prescribed by it .

( iv) The syllabus of the question paper shall be as indicated in the Appendix enclosed hereto .
(v) Only those employees having qualifications as specified in para ( ii ) above shall be eligible for admission to appear in the examination . Application from the employees desiring for admission in the examination shall be invited by the Appointing Authority or as prescribed by it at least one month before the prescribed date for the examination . The date , place and time of the examination shall be communicated to the in the suitable candidates appearing examination . " .
(2) For the existing para 5 , the following para shall be substituted , namely : -
" 5. Evaluation of character rolls and final selection list.-
(i) The evaluation of character rolls of preceding five years of the candidates , whose names have been included in the list prepared under sub - para ( ii) of para 4 shall be done by the Departmental Promotion Committee specified in column (5) of Schedule - IV. as (ii) 20 marks shall be allotted to each candidate for each year , namely : - 18(7)

( iii) Against the marks obtained by each candidate in the written test , the marks obtained by him on the basis of character rolls shall also be noted and both marks shall be totalled .
( iv) On the basis of marks obtained in the written test and character rolls , the final selection list shall be prepared against 10 % quota posts of Sub- Registrar and appointment shall be made in the order in which their names appear in the list .
(v) The order of inter - se - seniority of Government Servants appointed onthe post of Sub- Registrar from amongst ministerial services shall be the same as indicated in the final selection list . " .
4. For the existing Appendix , the following Appendix shall be substituted , namely : -
" APPENDIX Syllabus of Question Paper Subjects
( 1) General Knowledge- ( 35 marks) - Objective type questions on current events , History of India , Geography of India , question relating to relevant incidents and general information regarding the State of Madhya Pradesh .

(3) Elementary Mathematics (40 marks) - Objective type questions on multiplication , division , decimal system , percentage , profit and loss , average , area, volume and ratio proportion .
(4) General Knowledge of Computer and Information Technology- ( 35 marks )
( 5) Knowledge of Various Service Rules applicable to the Government Employees (40 marks ) pay, allowance , leave , General Provident Fund , elementary knowledge of Conduct Rules and Recruitment Rules .
(6) Knowledge of current vocabulary of the Department - ( 35 marks ) -Knowledge of various words commonly used in the Department .
(7) Knowledge of Acts , Rules etc. (50 marks ) - Knowledge of the Indian Stamp Act , 1899 (2 of 1899 ) , the Registration Act, 1908 ( 16 of 1908 ) and the rules made thereunder and 4. other relevant Acts and Rules .
(8) General knowledge of working process of SAMPADA system- ( 30 marks ) . " .
