मध्यप्रदेश पंचायत राज एवं ग्राम स्वराज अधिनियम 1993 (क्रमांक 1 सन् 1994) की धारा 69 की उपधारा ( 1 ) के साथ पठित धारा 95 की उपधारा ( 1 ) व्दारा प्रदत्त क्तियों को प्रयोग में लाते हुए, राज्य सरकार, एतद्वद्वारा मध्यप्रदेश पंचायत सेवा ( ग्राम पंचायत सचिव भर्ती और सेवा की शर्ते) नियम 2011 में संशोधन प्रस्तावित करती है , जोकि उक्त अधिनियम की धारा 95 की उपधारा (3) व्दारा अपेक्षित किए गए अनुसार उन समस्त व्यक्तियों को, जिनके कि उससे प्रभावित होने की संभावना है जानकारी के लिए एतदव्दारा प्रकाशित किया जाता है और एतद्वद्वारा यह सूचना दी जाती है, कि इस सूचना के मध्यप्रदेश राजपत्र में प्रकाशन की तारीख से तीस दिन का अवसान होने पर उक्त प्रारूप पर विचार किया जाएगा.

किसी भी ऐसी आपत्ति या सुझाव पर जो कि उक्त प्रारूप के संम्बन्ध में, किसी व्यक्ति से ऊपर विनिर्दिष्ट कालावधि का अवसान होने के पूर्व प्राप्त हो, अपर मुख्य सचिव व्दारा विचार किया जाएगा.
प्रारूप संशोधन
उक्त नियमों में,
1. नियम 5 के पश्चात नियम 5-क अन्तःस्थापित किया जाएं, अर्थात-
5 क अनुकंपा नियुक्ति की प्रक्रिया जिस जिला पंचायत के अंतर्गत ग्राम पंचायत सचिव सेवारत था, उस जिला पंचायत अंतर्गत ग्राम पंचायतो में संबंधित प्रवर्ग का पद रिक्त न होने की स्थिति में अन्य जिले में जहाँ संबंधित प्रवर्ग में ग्राम पंचायत सचिव का पद रिक्त हो, पात्रता अनुसार नियुक्ति दी जा सकेगी । इस संबंध में पंचायत राज संचालनालय व्दारा ग्राम पंचायत सचिव के रिक्त पद वाली जिला पंचायत को संबंधित का आवेदन प्रेषित किया जावेगा ।
No. F - 1-1-1-0001-2023 - XXII - P. - 1.- The following draft of amendment in the Madhya Pradesh Panchayat services (Gram Panchayat Secretary , Recruitment and conditions of services) Rules 2011 , Which the State Government proposes to make in exercise of the powers conferred by Sub- Section ( 1 ) of Section 69 of the Madhya Pradesh Panchayat Raj Avam Gram Swaraj Adhiniyam , 1993 (NO 1 of 1994) , is hereby published as required मध्यप्रदेश राजपत्र, दिनांक 15 मार्च 2024

by sub - section (3) of section 95 of the said Act for information of all persons likely to be affected thereby and Notice is hereby given that the said draft will be taken into consideration on the expiry of 30 (thirty) days from the date of its publication in the Madhya Pradesh Gazette .
Any objection or suggestion which may be received from any person with respect to the said draft before the expiry of the said period specified above will be considered by the Additional Chief Secretary.
Draft of Amendment
In the said Rules: -
1.after Rule 5 , the following rule shall be inserted , namely : -
" 5 - A . Conditions of Compassionate Appointment . In the event that the post of the concerned category is not vacant in the Gram Panchayat under which the Gram Panchayat Secretary was serving , in other districts where the post of Gram Panchayat Secretary is in the concerned category . If there is vacancy , appointment can be given as per eligibility . In this regard , the Panchayat Raj Directorate will send the application of the concerned to the District Panchayat for the vacant post of Gram Panchayat Secretary .
