मध्यप्रदेश आबकारी अधिनियम , 1915 (क्रमांक 2 सन् 1915) की धारा 62 की उप- धारा (2) के खण्ड (घ ) द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार , एतद्वारा , मध्यप्रदेश बीयर तथा मदद्य नियम , 2002 में निम्नलिखित और संशोधन करती है , अर्थात्:-

उक्त नियमों में, नियम 7 में, उप- नियम (1 ) के स्थान पर, निम्नलिखित उप- नियम स्थापित किया जाए , अर्थात्ः-
"(1 ) बीयर ऐसे पदार्थों से बनाई जाएगी जो अच्छी क्वालिटी के हैं , और उन पदार्थों के बारे में भारसाधक अधिकारी की राय प्रतिकूल नहीं है । कोई सेकरीन या समगुण वस्तुओं जैसे सुक्रामीन, शुगरोल और सेकरीन , सुक्रामीन तथा शुगरोल के मिश्रण या पदार्थों का, जो कि रासायनिक या कृत्रिम उत्पाद हैं और सेकरीन या हॉप के प्रतिरूप रासायनिक जांच के लिए हैं, बीयर विनिर्माण में उपयोग नहीं किया जाएगा या उन्हें किसी भी प्रक्रम पर बीयर में नहीं मिलाया जाएगा । वार्ट 60 डिग्री फे. तापमान पर 1073 से उच्चतर गुरूत्व पर नहीं बनाया जाएगा । रैक में रखने तथा बोतल भराई कक्ष से हटा दिए जाने के पश्चात् बीयर में कुछ नहीं मिलाया जाएगा। " ।
2. यह अधिसूचना मध्यप्रदेश राजपत्र में इसके प्रकाशन के तारीख से प्रवृत्त होगी ।

In exercise of the powers conferred by clause ( d) of sub - section ( 2 ) of section 62 of the Madhya Pradesh Excise Act , 1915 ( No. 2 of 1915) , the State Government , hereby , makes the following further amendment in the Madhya Pradesh Beer and Wine Rules , 2002 , namely : -
AMENDMENT
In the said rules , in rule 7, for sub - rule ( 1 ) , the following sub - rule shall be substituted , namely : -
" ( 1 ) Beer shall be brewed from such materials as are of good quality and officer - in - charge has no adverse opinion about the material . No saccharin or cognate articles like sucramine , sugarol and compounds of saccharin , sucramine and sugarol or substance which are chemicals or artificial products and which furnish the chemical tests of saccharin or hop substitutes shall be used in the manufacture of beer or shall be added to beer at any stage . Wort shall not be brewed of a higher gravity than 1073 at 60 degree F. Nothing shall be added to the beer after it has been racked and removed to the bottling room . " .
2. This notification shall come into force from the date of its publication in the Madhya Pradesh Gazette .

भारतीय स्टाम्प अधिनियम, 1899 ( 1899 का 2) की धारा 75 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए , राज्य सरकार, एतद्द्वारा , मध्यप्रदेश स्टाम्प नियम, 1942 में निम्नलिखित और संशोधन करती है, अर्थात्ः-
संशोधन
उक्तनियमों में, -
(1) नियम 2 में, उप- नियम (1 ) में, -
(एक) खण्ड (क) के पश्चात्, निम्नलिखित खण्ड अन्तः स्थापित किए जाएं, अर्थात्: -
"(क क) " आधार अधिप्रमाणन" से अभिप्रेत है, वह प्रक्रिया जिसके द्वारा आधार संख्या धारक कीजनसांख्यिकीय जानकारी या बायोमेट्रिक जानकारी के साथ आधार संख्या उसके सत्यापन के लिए यूआईडीएआई के केंद्रीय पहचान डेटा संग्रह (रिपॉजिटरी) में प्रस्तुत कीजाती है और ऐसा संग्रह (रिपॉजिटरी) उसके पास उपलब्ध जानकारी के आधार पर सत्यता या उसकी कमी की पुष्टि करता है तथा " हां या नहीं" प्रतिक्रिया देता है;
(क ख) " आधार ई- केवाईसी " से अभिप्रेत है, वह प्रक्रिया जिसके द्वारा आधार संख्या धारक की जनसांख्यिकीय जानकारी या बायोमेट्रिक जानकारी के साथ आधार संख्या यूआईडीएआई द्वारा निर्धारित प्रोटोकॉल के अनुसार एक ऑनलाइन इलेक्ट्रॉनिक- केवाईसी सेवा के रूप में उपलब्ध जानकारी के आधार पर आधार संख्या धारक के फोटोग्राफ के साथ जनसांख्यिकीय विवरण को सत्यापित और प्राप्त करने के लिए यूआईडीएआई के केंद्रीय पहचान डेटा संग्रह (रिपोजिटरी ) में प्रस्तुत की जाती है,.
(क ग) "एप्लिकेशन प्रोग्रामिंग इंटरफ़ेस (एपीआई) " से अभिप्रेत है, नियमों एवं प्रोटोकोल का एक सेट जो सॉफ्टवेयर एप्लीकेशन्स को डेटा तथा एक्सेस संसाधनों के साझाकरण द्वारा डेटा, विशिष्टियों एवं क्रियात्मकताओं के विनिमय हेतु एक दूसरे के साथ संवाद करने की अनुमति देता है। " ;
(दो) खण्ड (ङ) के स्थान पर, निम्नलिखित खण्ड स्थापित किया जाए, अर्थात्ः-
"(ङ) " इलेक्ट्रॉनिक रजिस्ट्रेशन सिस्टम या ईआरएस " से संदर्भित है, संपदा, मध्यप्रदेश रजिस्ट्रीकरण नियम , 1939 के अधीन यथा परिभाषित राज्य में दस्तावेजों को इलेक्ट्रानिक रूप से पंजीकृत करने की कम्प्यूटरीकृत और वेब सक्षम प्रणाली । " ;
(तीन) खण्ड (च) में, शब्द " धारा 2 की उपधारा ( 1 ) के खण्ड (न क) " का लोप किया जाए।
(चार) खण्ड (छ) के स्थान पर, निम्नलिखित खण्ड स्थापित किया जाए, अर्थात्: -
" (छ) " इलेक्ट्रॉनिक स्टाम्पिंग सिस्टम या ईएसएस " से संदर्भित है संपदा, मध्यप्रदेश रजिस्ट्रीकरण नियम, 1939 के अधीन यथा परिभाषित राज्य में दस्तावेजों की ई- स्टाम्पिग की कम्प्यूटरीकृत और वेब सक्षम प्रणाली। " ;

(पाँच) खण्ड (छ) के पश्चात्, निम्नलिखित खण्ड अन्तः स्थापित किया जाए , अर्थात्ः-
(छ क) " इलेक्ट्रॉनिक मैसेजिंग " से अभिप्रेत है , ई - मेल या ऐसे इलेक्ट्रॉनिक साधनों के माध्यम से किसी संदेश का संप्रेषण, जैसा कि, समय - समय पर, महानिरीक्षक पंजीयन द्वारा अनुमत किया जाए। " ;
(छह) खण्ड (झ) के स्थान पर, निम्नलिखित खण्ड स्थापित किया जाए , अर्थात्: -
"(झ) " ई - स्टाम्प कोड " से संदर्भित है, यूनिक अल्फा न्यूमेरिक कोड और सम्पदा के माध्यम से किसी उपयोगकर्ता को जारी किए गए ई- स्टाम्प से संबंधित अन्य ऐसी जानकारी जैसा कि स्टाम्प अधीक्षक द्वारा विहित किया जाए । " ;
(सात) खण्ड ( भ ) के पश्चात्, निम्नलिखित खण्ड अन्तः स्थापित किया जाए , अर्थात्: -
( भ क) " यूआईडीएआई " से अभिप्रेत है, भारतीय विशिष्ट पहचान प्राधिकरण और इन नियमों में प्रयोग किए गए किन्ही अन्य संबंधित शब्दों का वही अर्थ होगा, जैसा कि आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम , 2016 ( 2016 का 18 ) में उनके लिए समनुदेशित किया गया है ।
(2) नियम 3 में, उप - नियम ( 2) में, खण्ड (ग) के स्थान पर, निम्नलिखित खण्ड स्थापित किया जाएं, अर्थात्ः- "(ग) ई- स्टाम्प का वही अर्थ होगा , जो इन नियमों के नियम 2 के खण्ड ( ज) में दिया गया है । " ।
(3) नियम 24 में, टीप में, पूर्ण विराम के स्थान पर, कालन स्थापित किया जाए तथा इसके पश्चात् निम्नलिखित परन्तुक जोड़ा जाए , अर्थात्: -
" परन्तु निष्पादकों में से कोई भी सम्पदा के माध्यम से अपेक्षित स्टाम्प शुल्क के भुगतान के पश्चात्, अपने निजी उपयोग के लिए सीधे ई- स्टाम्प क्रय कर सकेगा , जैसा कि स्टाम्प अधीक्षक द्वारा विहित किया जाए । " ।
(4) नियम 34 में, शब्द तथा चिन्ह " सेवा प्रदाता को ई - स्टाम्प के लिए साख सीमा क्रय करता है " के स्थान पर, शब्द तथा चिन्ह "सेवा प्रदाता जो सम्पदा के माध्यम से ई- स्टाम्प क्रय करता है" स्थापित किए जाएं ।
(5) नियम 38 में, -
(एक) विद्यमान शीर्षक " 38. छापित शीट पर दर्ज की जाने वाली विशिष्टियां.- ( 1 ) " के स्थान पर, निम्नलिखित शीर्षक स्थापित किया जाए, अर्थात्ः-
" 38. ( 1 ) छापित शीट पर दर्ज की जाने वाली विशिष्ट्यां. - 1 " ।
(दो) उप- नियम (3 ) के स्थान पर, निम्नलिखित उप - नियम स्थापित किया जाए, अर्थात्: -
" (3) ई -स्टाम्प की तरीका. सेवा प्रदाता केवल सम्पदा के माध्यम से अनिवार्य रजिस्ट्रीकरण योग्य न होने वाले एवं रजिस्ट्रीकरण हेतु न लाए गए हो, उन दस्तावेजों के लिए ई- स्टाम्प जारी करने के लिए प्राधिकृत होगा, जो जिसमें अभिगम्यता के लिए विभाग द्वारा एक यूनिक लॉगिन आई डी एवं पासवर्ड जारी किया जाएगा, ई- स्टाम्प निम्नलिखित तरीके से किंया जाएगा: -
(क) ई- स्टाम्प केवल अनुज्ञप्तिधारी सेवा प्रदाता, शासकीय प्राधिकारी या सम्पदा से आवेदकों द्वारा सीधे स्टाम्प क्रय द्वारा ही जनित (जनरेट) किया जाएगा ;

(ख) प्रत्येक ई - स्टाम्प धारित करेगा, -
(
एक) यह सुनिश्चित करने के लिए कि इसका पुनः उपयोग न किया जा सके, एक अनुक्रमांक/यूनिक पहचान संख्या और सम्पदा वेबसाईट से सत्यापित किया जा सके।
(दो
) जारी करने का दिनांक एवं समय तथा स्टाम्प शुल्क की राशि शब्दों तथा अंकोंमें;
(तीन) क्रेता तथा दस्तावेज के पक्षकारों के नाम एवं पते;
(चार
) उस दस्तावेज का संक्षिप्त विवरण, जिसके लिए ई- स्टाम्प खरीदा जा रहा है;
(
पाँच) ई - स्टाम्प जारी करने वाले सेवा प्रदाता अथवा शासकीय प्राधिकारी का यूजर आईडी एवं कोड, जहां लागू हो;
(
छह) सेवा प्रदाता अथवा शासकीय प्राधिकारी या स्टाम्प क्रय करने वाले आवेदक के डिजिटल हस्ताक्षर अथवा हस्ताक्षर;
(सात
) स्टाम्प अधीक्षक द्वारा यथाविनिर्दिष्ट कोई सुरक्षात्मक विशिष्टताएं अथवा अन्य विवरण। " ।
( तीन) उप - नियम (4) के स्थान पर, निम्नलिखित उप - नियम स्थापित किया जाए, अर्थात्: -
" (4) विशिष्टयों की पहचान. अनुज्ञप्तिधारी अनुज्ञप्ति में यथाउपदर्शित स्थल पर कार्य करेगा एवं स्टाम्प क्रय करने आए व्यक्ति की उसके निर्वाचक पहचान पत्र, स्थायी खाता संख्या पत्र, चालान अनुज्ञप्ति, बैंक पासबुक, पासपोर्ट, आधार अधिप्रमाणन सेवा तथा आधार ई- केवाईसी सेवा या इस संबंध में महानिरीक्षक पंजीयन द्वारा विनिर्दिष्ट किए गए किसी अन्य दस्तावेज से पहचान करने के पश्चात् स्टाम्प विक्रय करेगा एवं बिना विलंब के उसे देगा। " ।
(6) नियम 38 के पश्चात्, निम्नलिखित नियम अतःस्थापित किया जाए, अर्थात्ः-
" 38 क. ( 1 ) ई -स्टाम्पिंग के लिए अतिरिक्त प्रक्रिया.-
(क) कोई भी व्यक्ति, जो उन दस्तावेजों के लिए ई - स्टाम्प क्रय करने का इरादा रखता है जो अनिवार्य रूप से रजिस्ट्रीकरण योग्य नहीं हैं और जो आवेदक पंजीकृत नहीं है, उसे संपदा में ई- स्टाम्प के लिए आवेदन करेगा;
(ख) आवेदन के समय वह उस दस्तावेज की एक प्रति भी संलग्न करेगा, जिस पर वह सम्पदा में मुहर लगवाना चाहता है, और: -
(एक) जहां स्टाम्प किसी सेवा प्रदाता या शासकीय प्राधिकारी के माध्यम से स्टाम्प क्रय किया जा रहा है , वह आवेदक द्वारा आवेदन पत्र में दिए गए विवरण को सत्यापित करेगा, आवश्यक प्रविष्टियां करेगा, स्टाम्प शुल्क का भुगतान करेगा, अपने इलेक्ट्रॉनिक हस्ताक्षर करेगा, जिसके बाद ई-स्टाम्प सम्पदा के माध्यम से जनरेट किया जाएगा और संलग्न या तैयार किए गए दस्तावेज पर इलेक्ट्रॉनिक रूप से छापित किया जाएगा;

(दो) जहां स्टाम्प, स्वयं व्यक्ति द्वारा सीधे जनरेट किया जा रहा है, तो वह आवेदन पत्र में उसके द्वारा दिए गए या क्रेता की ओर से प्राप्त विवरण सत्यापित करेगा, स्टाम्प शुल्क का भुगतान करेगा, अपने इलेक्ट्रॉनिक हस्ताक्षर करेगा, जिसके बाद ई- स्टाम्प, सम्पदा के माध्यम से जनरेट किया जाएगा और संलग्न या तैयार किए गए दस्तावेज पर इलेक्ट्रॉनिक रूप से छापित किया जाएगा;
(ग) दस्तावेज निष्पादित करने वाले व्यक्ति ई - स्टाम्प के साथ अपने इलेक्ट्रॉनिक हस्ताक्षर करेंगे और आधार ई - केवाईसी या विहित प्रक्रिया को पूर्ण करने के बाद दस्तावेज निष्पादित करेंगे ;
(घ) दस्तावेज को निष्पादित करने वाले समस्त व्यक्तियों द्वारा दस्तावेज पर अपने इलेक्ट्रॉनिक हस्ताक्षर करने के बाद, यह उन्हें ईमेल सहित इलेक्ट्रॉनिक मैसेजिंग सिस्टम के माध्यम से और सम्पदा वेबसाईट से डाउनलोड करने के लिए तुरंत उपलब्ध कराया जाएगा।
(2 ) उन दस्तावेजों के लिए जो अनिवार्य रूप से रजिस्ट्रीकरण योग्य हैं या कोई अन्य दस्तावेज जिसे पक्षकार रजिस्ट्रीकृत करना चाहते हैं, सेवा प्रदाता या उपयोगकर्ता, मध्यप्रदेश रजिस्ट्रीकरण नियम, 1939 के अधीन पंजीयन के लिए अन्य अपेक्षाओं के अतिरिक्त इस नियम के उप- नियम ( 1 ) के खंड (क) , ( ख) और ( ग) में विहित प्रक्रिया का पालन करेगा, स्टाम्प शुल्क एवं पंजीयन प्रभार्य का भुगतान तथा पंजीयन के लिए दस्तावेज प्रस्तुत करने होंगे ।
(3) इस नियम के अधीन जारी किए गए ई- स्टाम्प, नियम 38 के उप- नियम (3 ) के खंड (ख) में यथा उपबंधित ब्यौरे अंकित होंगे ।
38 ख. ई - स्टाम्प का सत्यापन. सम्पदा से जारी किए गए प्रत्येक ई- स्टाम्प निम्नलिखित प्रक्रियाओं में से एक या अधिक द्वारा सत्यापित कर सकेगा: -
(क) मुद्रांकित दस्तावेज पर क्यूआर कोड का उपयोग;
(ख) ई-स्टाम्प कोड या अन्य ऐसे मानको का उपयोग करके " स्त्यापित ई- स्टाम्प" सुविधा का उपयोग करके सत्यापन करना, जैसा कि स्टाम्प अधीक्षक द्वारा बिहित किया जा सके;
(ग) एपीआई आधारित सत्यापन प्रक्रिया जैसा कि स्टाम्प अधीक्षक द्वारा विहित किया जाए ;
(घ) अन्य कोई तारीका जैसा कि स्टाम्प अधीक्षक द्वारा विहित किया जाए। " ।

In exercise of the powers conferred by section 75 of the Indian Stamp Act , 1899 (II of 1899) , the State of Government , hereby, makes the following further amendments in the Madhya Pradesh Stamp Rules , 1942 , namely : -
AMENDMENTS
In the said rules , -
(1) In rule 2 , in sub - rule ( 1 ) , -
(i) after clause (a) , the following clauses shall be inserted , namely: -
" ( aa) " Aadhaar authentication " means the process by which an Aadhaar number along with the demographic information or biometric information of an Aadhaar number holder is submitted to the Central Identities Data Repository of UIDAI , for its verification and such repository verifies the correctness , or the lack thereof, on the basis of the information available with it and returns a "Yes or No " response ;
(ab) " Aadhaar e - KYC " means the process by which an Aadhaar number along with the demographic information or biometric information of an Aadhaar number holder is submitted to the Central Identities Data Repository of UIDAI , to verify and fetch the मध्यप्रदेश राजपत्र, दिनांक 30 सितम्बर 2024

demographic details along with photograph of the Aadhaar number holder on the basis of the information available with it serving as an online electronic KYC service as per protocol prescribed by UIDAI ;
(ac) " Application Programming Interface ( API ) " means a set of rules or protocols that allows software applications to communicate with each other to exchange data , features and functionalities by sharing data and access resources ; " ;
(ii) for clause (e) , the following clause shall be substituted , namely: -
" ( e) " Electronic Registration System or ERS " refers to SAMPADA , the computerised and web enabled system of registering documents electronically in the State as defined under the Madhya Pradesh Registration Rules , 1939 ;" ;
( iii) in clause (f) , the words " clause ( ta) of sub - section (1) of section 2 of' shall be omitted;
(iv) for clause (g) , the following clause shall be substituted , namely: -
" (g) " Electronic Stamping System or ESS " refers to SAMPADA , the computerised and web enabled system of e - stamping of documents in the State , as defined under the Madhya Pradesh Registration Rules , 1939 ; " ;

(v) after clause (g) , the following clause shall be inserted , namely : -
" ( ga) " Electronic Messaging " means delivering a message through e - mail or such electronic means as may be permitted by IGR from time to time; " ;
(vi ) for clause ( i ) , the following clause shall be substituted , namely: -
" ( i) " e - stamp code " refers to the unique alpha numeric code and other such information as may be prescribed by the Superintendent of Stamps , related to the e - stamp issued to a user through SAMPADA ; " ;
(vii) after clause (x) , the following clause shall be inserted , namely : -
" (xa) " UIDAI " means the Unique Identification Authority of India and any other related terms used in these rules shall have the same meaning as assigned to them in the Aadhaar (Targeted Delivery of Financial and other Subsidies Benefits and Services ) Act , 2016 ( 18 of 2016) ; " .
(2) in rule 3 , in sub - rule (2) , for clause (c) , the following clause shall be substituted , namely: -
" (c) e - stamp shall have the same meaning as given in clause (h) of rule 2 of these rules ; " .

(3) in rule 24 , in the note , for the full stop , the colon shall be substituted and thereafter the following proviso shall be added , namely: -
"Provided that any of executants may purchase e- stamps directly after payment of the requisite stamp duty through SAMPADA for his own use , as may be prescribed by the Superintendent of Stamps . " .
(4) in rule 34 , for the words " service provider who purchases credit limit for e - stamps " , the words " service provider who purchases e - stamps through SAMPADA " shall be substituted .
(5). in rule 38 , -
(i) in sub - rule ( 1 ) , for the words , brackets and figure "particulars to be entered on impressed sheet ( 1 ) " , the brackets , figure and words " ( 1 ) particulars to be entered on. impressed sheet " shall be substituted .
(ii ) for sub - rule (3) , the following sub - rule shall be substituted , namely: -
" (3 ) Manner of e - stamping- The Service Provider shall be authorised to issue e - stamps only through the SAMPADA for documents that are not compulsorily registrable and not brought for registration , for the access to which he shall be issued a unique login ID and password by the Department , e- stamping shall be done in the following manner , namely: - 564 (9)

(a) e - stamps shall be generated only by licensed Service Providers , Government Authority or by direct purchase of stamps by the executant from the SAMPADA ;
(b) each e - stamp shall bear-
(i) a serial number / Unique Identification Number , to ensure that it can not be re - used and verifiable from SAMPADA website ;
(ii ) the date and time of issuance and amount of stamp duty in words and figures;
(iii ) the name and address of the purchaser and of the parties to the document;
(iv) a brief description of the document for which the e - stamp is being purchased;
(v) the user ID and Code of the Service Provider or Government Authority issuing the e - stamp wherever applicable;
(vi ) digital Signature or Signature of the Service Provider or Government Authority or applicant purchasing the stamp;
(vii ) any security feature or other details as specified by the Superintendent of Stamps . " .
(iii) for sub - rule (4) , the following sub - rule shall be substituted , namely: -

in the licence and shall sell stamp and without delay deliver them , after identification of the person who has come to purchase the stamp from his Voter Identity card , Permanent Account Number card , Driving Licence , Bank Passbook , Passport , Aadhaar authentication service and Aadhaar e - KYC services or any other document which the Inspector General of Registration may specify in this regard . " .
6. after rule 38 , following rules shall be inserted , namely : - " 38A. ( 1 ) Additional procedure for e - stamping -
(a) any person who intends to purchase e- stamps for documents which are not compulsorily registrable and which the applicant does not wish to get registered , shall apply for e - stamps in SAMPADA;
(b) at the time of application he shall also append a copy of the document , he wishes to get stamped in SAMPADA and-
a (i) where the stamp is being purchased through Service Provider or Government Authority , he shall verify the details given by the applicant in the application 564(11)

form, make necessary entries , pay stamp duty , affix his electronic signature , following which the e- stamp shall be generated through SAMPADA and electronically impressed on the appended or prepared document ;
(ii) where the stamp is being generated directly by the person himself, he shall certify that the details given by him or taken by him on behalf of purchaser in the application form are correct , pay stamp duty , affix his electronic signature , following which the e- stamp shall be generated through SAMPADA and electronically impressed on the appended or prepared document;
(c) the persons executing the document along with e - stamp shall affix their electronic signature and execute the document after completing Aadhaar e- KYC or a process as may be prescribed ;
(d) after all the persons executing the document have affixed their electronic şignatures on the document , it shall be 564( 12)

instantly made available to them through electronic messaging systems including email and for download from SAMPADA website .
(2) For documents that are compulsorily registrable or any other document which a party intends to register , the Service Provider or user shall follow the process prescribed in clause ( a) , ( b) and ( c) of sub - rule ( 1 ) of this rule in addition to the other requirements for registration under the Madhya Pradesh Registration Rules , 1939 , pay stamp duty and registration charges and present the document for registration .
(3) e - stamp issued under this rule shall bear details as provided in clause (b) of sub - rule ( 3 ) ofrule 38 .
38B . Verification of e - stamps . Everye- stamp that has been issued may be verified from SAMPADA by one or more of the following procedures , namely: -
(a) use of the QR code on the stamped document;
(b) verification by using " verify e - stamp " feature by use of the e - stamp code or other such parameters as may be prescribed by the Superintendent of Stamps ;

(c) API based verification procedure as may be prescribed by the Superintendent of Stamps ;
(d) any other method as may be prescribed by the Superintendent of Stamps . " .
