माध्यमिक शिक्षा मण्डल विनियम , 1965 में संशोधन का निम्नलिखित प्रारुप , जिसे कि राज्य सरकार माध्यमिक शिक्षा अधिनियम, 1965 (क्रमांक 23 सन् 1965) की धारा 28 की उप- धारा (1 ) तथा (2 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बनाना प्रस्तावित करती है , उक्त अधिनियम की धारा 28 की उप- धारा (3 ) द्वारा अपेक्षित किए गए अनुसार, उन समस्त व्यक्तियों की, जिनके कि उससे प्रभावित होने की संभावना है, जानकारी के लिए एतदद्वारा प्रकाशित किया जाता है और एतद्वारा यह सूचना दी जाती है कि इस सूचना के मध्यप्रदेश राजपत्र में प्रकाशित होने की तारीख से 15 दिवस का अवकाश होने पर संशोधन के उक्त प्रारुप पर विचार किया जाएगा ।
किसी भी ऐसी आपत्ती या सुझाव पर जो संशोधन के उक्त प्रारुप के संबंध में किसी भी व्यक्ति से ऊपर विनिर्दिष्ट कालावधि के अवसान पर या उसके पूर्व प्राप्त हो, राज्य सरकार द्वारा विचार किया जाएगा ।
संशोधन का प्रारुप
उक्त विनियमों में , -
1. अध्याय उन्नीस के स्थान पर निम्नलिखित अध्याय स्थापित किया जाए , अर्थातः-
"अध्याय उन्नीस द्वितीय परीक्षा
139. माध्यमिक शिक्षा मण्डल हाईस्कूल तथा हायर सेकेंडरी के लिए दो परीक्षाएं आयोजित करेगा (जहां तक संभव हो मुख्य परीक्षा प्रतिवर्ष फरवरी- मार्च में तथा द्वितीय परीक्षा जुलाई- अगस्त में) ।
ऐसे छात्रों को, जो द्वितीय परीक्षा में बैठने वाले हों, द्वितीय परीक्षा का परीक्षाफल घोषित होने तक, मण्डल या महाविद्यालय द्वारा संबंद्धता प्राप्त संस्था के प्रधानाचार्यो द्वारा अगली उच्चतर कक्षा में अपनी जोखिम पर प्रवेश लेने की अस्थायी अनुमति दी जा सकेगी और ऐसे अभ्यर्थियों के द्वितीय परीक्षा में उर्तीण घोषित किए जाने की दशा में उनकी उपस्थिति की गणना की जाएगी ।
140. ऐसे छात्रों के लिए , जो मण्डल की प्रथम परीक्षा के परीक्षा परिणाम में एक या एक से अधिक विषयों में अनुपस्थित/ अनुर्तीण रहे हों, द्वितीय परीक्षा में सम्मिलित हो सकेंगे तथा ऐसे अभ्यर्थी, जो किसी विषय में उर्तीण हो गए हों, वे भी अंक सुधार हेतु सम्मिलित हो सकेंगे ।

141. प्रथम परीक्षा में उर्तीण रहे छात्र भी एक या एक से अधिक विषयों में , द्वितीय परीक्षा में , सम्मिलित होने हेतु पात्र होंगे ।
142. प्रायोगिक विषयों में कोई छात्र प्रथम परीक्षा की प्रायोगिक / आंतरिक परीक्षा के केवल अनुर्तीण भाग में सम्मिलित होने के लिए पात्र होगा ।
143. द्वितीय परीक्षा में सम्मिलित होने के लिये छात्र को निर्धारित शुल्क के साथ परीक्षा आवेदन -पत्र भरना अनिवार्य होगा , किन्तु द्वितीय परीक्षा के दौरान, छात्र द्वारा प्रथम परीक्षा में लिए गए विषय में परिवर्तन की अनुमति नहीं दी जाएगी ।
144. द्वितीय परीक्षा का परीक्षाफल सभापति के आदेश से प्रकाशित किया जाएगा और परीक्षाफल समिति की किसी बैठक की आवश्यकता नहीं होगी ।
145. ऐसे छात्र जो मण्डल की द्वितीय परीक्षा में बैठे हों, अंकों की पुर्नगणना के लिए मण्डल के प्रावधानों के अनुसार आवेदन कर सकेंगे ।
146. माध्यमिक शिक्षा मण्डल , समय - समय पर , द्वितीय परीक्षा के संबंध में विस्तृत अनुदेश परीक्षा समिति के अनुमोदन से जारी कर सकेगा ।
2. अध्याय छब्बीस में, विनियम 197 में, मद घ में , शब्द "पूरक " के स्थान पर, शब्द " द्वितीय " स्थापित किया जाए ।

Thefollowing draft of amendments in the Board of Secondary Education Madhya Pradesh Regulation, 1965, which the State Government proposes to make in exercise of the powers conferred by sub- section (1) and (2) of section 28 of the Madhya Pradesh Madhyamik Shiksha Adhiniyam , 1965 (No. 23 of 1965 ) is hereby published as required by sub - section (3 ) of section 28 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft of amendments shall be taken into consideration on the expiry of 15 days from the date of publication of thisnotice in the Madhya Pradesh Gazette .
Any objection or suggestion which may be received from any person with respect to the said draftof amendments on or before the expiry of the period specified above shall be considered by the State Government .
DRAFT OF AMENDMENTS
In the said regulations , -
for Chapter XIX, the following Chapter shall be substituted , namely: - 1.
"CHAPTER XIX - SECOND EXAMINATION
139. TheBoard of Secondary Education , Madhya Pradesh shall conduct two examinations for High School and Higher Secondary (as far as possible , Main Examination in February-March and Second Examination in July-August every year) .
Such students who are going to appear in the Second Examination , till the result of the Second Examination is declared , may be given provisional permission by the Principal of the Institution affiliated to the Board or Mahavidyalaya to take admission in the next higher class at their own risk and in case such candidates are declared passed in the Second Examination , their attendance shall be counted.
140. For such students , who are absent/fail in one or more subjects in the result of first Board Examination , may appear in the Second Examination and candidates who have passed in any subject may also appear for improvement in marks .
141. Students, who have passed the First Examination shall also be eligible to appear in the Second Examination in one or more subjects .
142. In practical subjects , a student shall be eligible to appear only in the fail part of practical/internal examination of First Examination .

143. To appear in the Second Examination , it shall be mandatory for the student to submit the examination application form along with the prescribed fee, but permission to change opted subject by the student in the First Examination shall not be granted during the Second Examination.
144. Theresult of the Second Examination shall be published by the order of the Chairman and no ResultCommittee Meeting is required .
145. Thestudents who have appeared in the Second Examination may apply for re- totalling of marks, asper the provisions of the Board.
146. TheBoard of Secondary Education may, from time to time, issue detailed instructions regarding Second Examinaiton with the approval of the Examination Committee. " .
2. InChapter XXVI , in regulation 197, in item D, for the word "Supplementary " , the word "Second " shall be substituted .
