क्र. 3-3-4-0010-2025- Sec- 2-पांच-(CT) ( 18 ) .- मध्यप्रदेश आबकारी अधिनियम, 1915 ( क्रमांक 2 सन् 1915 ) की धारा 25 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए तथा इस विभाग की अधिसूचना क्रमांक एफ 3-3-4-0006-2024 - Sec- 02- पांच सी टी ( 16 ) , दिनांक 19 फरवरी 2025 को अतिष्ठित करते हुए, राज्य सरकार, एतद्वारा , दिनांक 1 अप्रैल 2025 से, आबकारी शुल्क की दरें, जहां तक कि वह नीचे दी गई सारणी के कॉलम ( 2 ) में विनिर्दिष्ट आबकारी - कर - योग्य वस्तुओं से संबंधित है , उसके कॉलम ( 3 ) में की तत्स्थानी प्रविष्टियों में विनिर्दिष्ट दरों पर विहित करती है, अर्थात्:-

" रक्षा सेवा कार्मिकों " को प्रदाय की जाने वाली भारत निर्मित विदेशी मदिरा पर देय आबकारी शुल्क , असैनिक (सिविलियन्स ) हेतु रम के लिये दी जाने वाली शुल्क के 30 प्रतिशत की दर से तथा भारत निर्मित विदेशी मदिरा [ व्हिस्की, ब्राण्डी, जिन, वोदका , वाईन एवं माल्ट ( बीयर ) इत्यादि के लिए दी जाने वाली शुल्क के 45 प्रतिशत की दर से प्रभारित की जाएगी.

स्पष्टीकरण-1- विदेशी मदिरा ( स्पिरिट ) में सम्मिलित हैं, व्हिस्की, ब्राण्डी, रम, जिन, वोदका, लिकर्स , कार्डियल, बिटर, तथा उनके मिश्रण तथा अन्य स्पिरिट युक्त निर्मितियां, जिसमें स्पिरिट मुख्य घटक हो.
माल्ट मदिरा में सम्मिलित है , बीयर, ऐल , स्टाउट, पोर्टर और साईडर आदि.
स्पष्टीकरण-2
स्पष्टीकरण-3 " रक्षा सेवा कार्मिकों से अभिप्रेत है , ऐसा रक्षा सेवा कार्मिक, जो रक्षा कैन्टीन संगठन के माध्यम से विदेशी मदिरा प्राप्त करते हैं और उसमें सम्मिलित है सीमा सुरक्षा बल और भारत तिब्तत सीमा पुलिस तथा केन्द्रीय औद्योगिक सुरक्षा बल के कार्मिक, जो संबंधित प्राधिकृत थोक रक्षा केन्टीन के माध्यम से विदेशी मदिरा प्राप्त करते हैं. "

No. 3-3-4-0010-2025 - Sec - 2 - V- ( CT ) ( 18 ) . In exercise of the powers conferred by Section 25 of the Madhya Pradesh Excise Act , 1915 (No. II of 1915 ) and in supersession of this department's Notification No. 3-3- 4-0006-2024- Sec - 02 - V(CT ) ( 16) , dated 19th February, 2025 , the State Government , hereby, prescribe the rates of excise duty in so far as it relates to the excisable articles specified in column (2) of the table below, at the rates specified in the corresponding entries in column (3 ) thereof, with effect from 1 " April , 2025 , namely :

6. The excise duty on the Indian made foreign liquor issued to the defence - services personnel shall be charged for Rum at the rate of 30 percent and for other Indian made foreign liquor [Whisky, Brandy, Gin , Vodka , Wine , Malt (Beer ) etc. ] at the rate of 45 percent of the duty payable for the civilians .
Explanation - 1 Foreign liquor (Spirit ) includes Whisky, Brandy, Rum , Gin , Vodka , Liquor , Cordial , Bitter and their mixtures and other preparations , containing spirit as main ingredient .
Malt liquor includes Beer , Ale , Stout , Porter and Cider etc.
Explanation - 2
Explanation - 3 "Defence services personnel " shall mean defence service personnel receiving , foreign liquor through the Defence Canteen Organization and includes the personnel of the Border Security Force , Indo- Tibetian Border Police and Central Industrial Security Force receiving foreign liquor through the respective authorized wholesale military canteens .
2. This notification shall be deemed to have come into force from 1st April , 2025 .

In exercise of the powers conferred by cluase ( a) of sub - rule ( 2 ) of Rule 18 of the Madhya Pradesh Foreign Liquor Rules , 1996 and in supersession of this department's Notification No. 3-3-4-0006-2024- Sec -02 - V- ( CT ) ( 17 ) , dated 19th February 2025 issued in this behalf, the State Government, hereby, prescribes the bottle fee on Bottled in Origin ( BIO ) foreign liquor imported from other countries as specified in the Table below, namely :-
