No. TRP / 15 / 0007 / 2025 - Sec - 1-08 ( TRP ): मध्यप्रदेश मोटर यान कराधान अधिनियम, 1991 (क्रमांक 25 सन 1991 ) में संशोधनों का निम्नलिखित प्रारूप , जिसे राज्य सरकार, उक्त अधिनियम की धारा 23 द्वारा प्रदत्त शक्तियों को प्रयोग में लाते हुए, बनाना प्रस्तावित करती है , उन समस्त व्यक्तियों की, जिनके कि उससे प्रभावित होने की संभावना है, जानकारी के लिए एतद्वारा प्रकाशित किया जाता है और एतद्वारा यह सूचना दी जाती है कि संशोधनों के उक्त प्रारूप को इस सूचना के मध्यप्रदेश राजपत्र में प्रकाशन की तारीख से 30 दिवस का अवसान होने मर विचार में लिया जाएगा ।
किसी भी आपत्ति या सुझाव पर, जो कि संशोधनों के उक्त प्रारूप के संबंध में , ऊपर विनिर्दिष्ट कालावधि का अवसान होने पर या उसके पूर्व किसी भी व्यक्ति से प्राप्त हो , सचिव, मध्यप्रदेश शासन , परिवहन विभाग , कक्ष क्रमांक ए -104 , प्रथम तल, वल्लभ भवन -2, मंत्रालय , भोपाल द्वारा विचार किया जाएगा ।

संशोधन का प्रारूप
उक्त अधिनियम में,-
1. प्रथम अनुसूची में, मद चार में, -
(क) उप-मंद (1 ) में,-
(एक) खंड (क) में, कॉलम (1 ) में, शब्द " शहरी मार्गों , के स्थान पर , शब्द "नगरीय मार्गों " स्थापित किए जाएं;
(
दो) खण्ड (ख) के स्थान पर, निम्नलिखित खण्ड स्थापित किया जाए , अर्थात्ः-
"(ख) उप- नगरीय क्षेत्रों तक
150 प्रति सीट प्रति तिमाही;";
विस्तारित नगरीय मार्गों पर , जैसा कि राज्य सरकार द्वारा अधिसूचित किया जाए
(ख) उप-मद (3) के स्थान पर , निम्नलिखित उप - मद स्थापित की जाए , अर्थात्ः-
"(3) (क) मोटरयान अधिनियम, 1988 (1988 का 59) की धारा 72 के अधीन मंजिली गाड़ी के रूप में उन मार्गों पर चलाए जाने के लिए अनुज्ञात यान, जिन मार्गों को मद चार की उप -मद ( 1) के खण्ड (क) एवं (ख ) में विनिर्दिष्ट नहीं किया गया है तथा जहां प्रतिदिन तय की जाने वाली अनुज्ञेय दूरीः-
(एक) 100 कि. मी. से अधिक नहीं है
200 प्रति सीट प्रति माह
12 प्रति सीट प्रति माह
(दो) तत्पश्चात् प्रत्येक 10 कि. मी. या उसके भाग के लिए
मद चार की
उप- मद (2) में
उल्लिखित
मोटरयान कर
के अतिरिक्त,
अनुज्ञापत्र के
(ख) मोटरयान अधिनियम, 1988 (1988 का 59) की धारा 87 की उप-धारा (1 ) के खण्ड ( ग) के अधीन मंजिली गाड़ी के रूप में उन मार्गों पर चलाए जाने के लिए अनुज्ञात यान , जिन मार्गों को मद चार की उप - मद (1 )
अनुसार एक 560 (1)

के खण्ड (क) एवं (ख ) में विनिर्दिष्ट नहीं किया गया है
दिन में यान द्वारा तय की गई दूरी के प्रत्येक 10 कि. मी. या उसके भाग के लिए रू. 12 प्रति सीट प्रति माह ;";
(ग) उप -मद (4) का लोप किया जाए ;
(घ) उप- मद (6) में, खण्ड (ड.) में, उप - खंड (एक) में, कॉलम (2 ) में, अंक " 12" के स्थान पर , अंक " 20 " स्थापित किया जाए ;
(ड.) उप - मद (7) के पश्चात्, स्पष्टीकरण 1 के स्थान पर , निम्नलिखित स्पष्टीकरण स्थापित किया जाए , अर्थातः-
"स्पष्टीकरण 1. किसी यान की कुल बैठक क्षमता ऐसे थान के पंजीयन प्रमाण पत्र में यथा अभिलिखित उसकी सीटिंग , स्टैंडिंग तथा स्लीपर कैपेसिटी का योग होगी तथा ऐसे यान के लिए मोटरयान कर की गणना, यान के पंजीयन प्रभाण पत्र में दर्ज कुल बैठक क्षमता में से चालक सीट को घटाने के उपरांत शेष बैठक क्षमता पर की जाएगी । " ।
2. द्वितीय अनुसूची में , मद 8 के स्थान पर , निम्नलिखित मद स्थापित की जाए , अर्थात्ः-
"8. मालयान-
(क) 7500 कि. ग्रा. तक के सकलयान भार वाले-
यान के मानक मूल्य (एक) पूर्ण निर्मित बॉडी युक्त मालयान
का 8 प्रतिशत
(दो) मालयान का चेसीस
यान के मानक मूल्य का 9 प्रतिशत
(ख) 7500 कि. ग्रा. से अधिक सकलयान भार वाले--
(एक) पूर्ण निर्मित बॉडी युक्त भालयान
यान के मानक मूल्य का 5 प्रतिशत
(दो) मालयान का चेसीस
यान के मानक मूल्य का 6 प्रतिशत । " ।

NOTICE
No.TRP /15/ 0007/2025- Sec- 1-08 (TRP) - The following draft of amendments in the Madhya Pradesh Motoryan Karadhan Adhiniyam , 1991 ( No. 25 of 1991 ) , which the State Government proposes to make in exercise of the powers conferred by of section 23 of the said Act is hereby published for the information of all persons likely to be affected thereby and notice is hereby given that the said draft of amendments shall be taken into consideration on the expiry of 30 days from the date of publication of this notice in the Madhya Pradesh Gazette .
Any objection or suggestion which may be received from any person with respect to the said draft of amendments on or before the expiry of the period specified above shall be considered by the Secretary, Government of Madhya Pradesh , Transport Department , Room No. A - 104 , First Floor , Vallabh Bhawan - 2 , Mantralaya , Bhopal .
DRAFT OF AMENDMENTS
In the said Act , -
1. in the First Schedule , in item IV, -
(a) in sub - item ( 1 ) , -
(i) in clause ( a) , in column ( 1 ) , for the words " city routes" , the words " urban routes " shall be substituted;

(ii) for clause (b ) , the following clause shall be substituted , namely: -
"(b) On urban routes extended to the sub- 150 per seat perquarter;" ; urban areas , as may be notified by the State Government
(b) For sub - item ( 3 ) , the following sub - item shall be substituted , namely: -
" (3 ) ( a) Vehicle permitted to ply as a stage carriage under section 72 of the Motor Vehicles Act , 1988 ( 59 of 1988) on routes not specified in clause (a) and (b) of sub- item ( 1 ) of item IV and where the permissible distance to be covered per day is : -
( i) does not exceed 100 km 200 per seat permonth
( ii) thereafter for every 10 km or part thereof 12 per seat per month
(b) Vehicles permitted to ply as stage carriage under clause ( c) of sub- section ( 1) of section 87 of the Motor Vehicles Act , 1988 (59 of 1988 ) on routes not specified in clause ( a) and (b) of sub - item ( 1 ) of item In addition to motor tax the vehicle mentioned in sub - item (2 ) of item IV, for every 10 km or part thereof of 560(4)

the distance travelled by the vehicle in a day, as per the permit , Rs . 12 per seat per month;" ;
(c) sub - item (4 ) shall be omitted;
(d) in sub - item (6) , in clause (e) , in sub- clause ( i) , in column (2) , for the figure " 12 " , the figure " 20" shall be substituted;
(e) after sub - item (7) , for Explanation 1 , the following explanation shall be substituted , namely: -
"Explanation 1. The total seating capacity of a vehicle shall be the sum of its seating , standing and sleeper capacity , as recorded in the certificate of registration of such vehicle and the motor vehicle tax for such vehicle shall be calculated on the remaining seating capacity , after deducting the driver seat from the total seating capacity , recorded in the registration certificate of the vehicle . " .
2 . In the Second Schedule for item 8 , the following item shall be substituted , namely: -
"8. Goods vehicle-
(a) With gross vehicle weight upto 7500 kilogram-
(i) Goods vehicle with fully built body 8% of standard price of vehicle
( ii ) Chassis of goods vehicle 9% of standard price of vehicle
(b ) With gross vehicle weight exceeding 7500 kilogram-
5% of standard price of vehicle (i) Goods vehicle with fully builtbody
( ii) Chassis of goods vehicle 6% of standard price of vehicle . " .
