अधिसूचना
भारताचे संविधान.
क्रमांक भासंसे. २०१४/प्र.क्र. ९१/२०१४/आस्था-२.----भारताच्या संविधानाच्या अनुच्छेद ३०९ च्या परंतुकाद्वारे प्रदान करण्यात आलेल्या अधिकारांचा वापर करून आणि त्याबाबतीत करण्यात आलेल्या सर्व विद्यमान नियम, आदेश किंवा अनुदेश यांचे अधिक्रमण करून, महाराष्ट्राचे राज्यपाल, याद्वारे, महाराष्ट्र शासनाच्या, मराठी भाषा विभागाच्या अधिपत्याखालील भाषा संचालनालयामधील पर्यवेक्षक (हिंदी), गट-ब (अराजपत्रित) व अनुवादक (हिंदी), गट-क पदांच्या सेवाप्रवेशाचे विनियमन करणारे पुढील नियम करीत आहेत, जसे :----
१. या नियमांस, मराठी भाषा विभागाच्या अधिपत्याखालील भाषा संचालनालयातील पर्यवेक्षक (हिंदी), गट-ब (अराजपत्रित) व अनुवादक (हिंदी), गट-क (सेवाप्रवेश) नियम, २०१७ असे म्हणावे.
२. या नियमांमध्ये संदर्भानुसार दुसरा अर्थ अपेक्षित नसेल तर,-----
(अ) " आयोग '' याचा अर्थ, महाराष्ट्र लोकसेवा आयोग असा आहे ;
(ब) " पदवी '' याचा अर्थ, संविधिक विद्यापीठाची पदवी असा आहे ;
(क) " विभाग '' याचा अर्थ, शासनाचा मराठी भाषा विभाग असा आहे ;
(ड) " संचालनालय '' याचा अर्थ, शासनाच्या मराठी भाषा विभागाच्या प्रशासकीय नियंत्रणाखालील भाषा संचालनालय असा आहे ;
(इ) " शासन '' याचा अर्थ, महाराष्ट्र शासन असा आहे.
३. संचालनालयामधील पर्यवेक्षक (हिंदी) पदावरील नियुक्ती, संचालनालयामधील अनुवादक (हिंदी) हे पद धारण करणाया व या पदावर किमन पाच वषार्ंपेक्षा कमी नाही इतकी नियमित सेवा झालेल्या आणि सदर पदावर पदोन्नतीसाठी पात्र ठरविण्यासाठी विहित करण्यात आलेली विभागीय परीक्षा उत्तीर्ण केलेल्या, योग्य व्यक्तीची ज्येष्ठता अधिन पात्रता या निकषावर पदोन्नतीने करण्यात येईल.

भाग चार-अ--७०----१२ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मार्च २३, २०१८/चैत्र २, शके १९४० ४. संचालनालयामधील अनुवादक (हिंदी) पदावरील नियुक्ती, पुढील अटी पूर्ण करणाया उमेदवारांमधून आयोगाकडून निवडीद्वारे नामनिर्देशनाने करण्यात येईल,----
(एक) ज्याचे, वय अडतीस वषार्ंपेक्षा अधिक नाही :
परंतु, आधीपासून शासकीय सेवेत कार्यरत असलेल्या उमेदवारांच्या बाबतीत कमाल वयोमर्यादा पाच वषार्ंपयर्ंत शिथिल करण्यात येईल. अगोदरच शासन सेवेत असलेला मागासवर्गीय कर्मचारी ५ वर्षे शिथिलतेची सवलत त्यास शासकीय कर्मचारी किंवा मागासवर्गीय उमेदवार म्हणून यापैकी केवळ एकच प्रयोजनाकरिता उपलब्ध राहील ;
(दोन) ज्यांनी, हिंदी विषयासह पदवी धारण केली आहे ;
(तीन) जे सांविधिक विद्यापीठाच्या तीन वषार्ंच्या पदवी अभ्यासक्रमामध्ये किमान एक वर्ष इंग्रजी किंवा व्यावहारिक इंग्रजी विषयासह उर्तीर्ण झाले आहेत :
परंतु, ज्यांनी, उप-खंड (दोन) व (तीन) मध्ये नमूद केलेल्या अर्हतेसह विधि विषयातील पदवी धारण केली आहे त्यांना प्राधान्य देण्यात येईल.
५. नियम ३ किंवा ४ मध्ये नमूद केलेल्या पदांवर नियुक्त केलेल्या व्यक्तीस, शासन वेळोवेळी विहित करेल असे प्रशिक्षण यशस्वीरित्या पूर्ण करणे आवश्यक राहील.
६. नियम ४ मध्ये नमूद केलेल्या पदांवर नियुक्त केलेल्या व्यक्तीस, सेवा प्रवेशोत्तर परीक्षा उत्तीर्ण होणे आवश्यक राहील.
७. नियम ३ व ४ मध्ये नमूद केलेल्या पदांवर नियुक्त केलेल्या व्यक्तीस, त्याबाबतीत केलेल्या नियमानुसार मराठी व हिंदी भाषा परीक्षा अगोदरच उत्तीर्ण केलेली नसेल किंवा परीक्षा उत्तीर्ण होण्यापासून सूट मिळालेली नसेल तर, त्याला सदर परीक्षा उत्तीर्ण होणे आवश्यक राहील.
८. नियम ३ व ४ मध्ये नमूद केलेल्या पदांवर नियुक्त केलेल्या व्यक्तीने, महाराष्ट्र शासनाच्या माहिती व तंत्रज्ञान संचालनालयाकडून वेळोवेळी विहित केलेले " संगणक हाताळणीबाबतचे प्रमाणपत्र '' धारण करणे आवश्यक राहील.

NOTIFICATION
CONSTITUTION OF INDIA.
No. DLR. 2014/C.R. 91/2014/Astha-2.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments made in this behalf, the Governor of Maharashtra is hereby pleased to make the followig rules regulating recruitment to the post of Supervisor (Hindi) Group B (Non-Gazetted) and Translator (Hindi), Group C in the Directorate of Languages under the Marathi Language Department of the Government of Maharashtra, namely :––
1. These rules may be called the Supervisor (Hindi), Group-B (Non-Gazetted) and Translator (Hindi), Group C, in the Directorate of Languages under the Marathi Language Department (Recruitment) Rules, 2017.
2. In these rules, unless the context otherwise requires,––
(a) '' Commission '' means the Maharashtra Public Service Commission ;
(b) '' Degree '' means a degree of a statutory University ;
(c) '' Department '' means the Marathi Language Department of Government ;
(d) '' Directorate '' means the Directorate of Languages under the administrative control of Marathi Language Department of the Government ;
(e) '' Government '' means the Government of Maharashtra.
3. Appointment to the post of Supervisor (Hindi), in the Directorate shall be made by promotion of a suitable person in the basis of seniority subject to fitness from amongst the persons holding the post of Translator (Hindi) in the Directorate having not less than five years regular service in that post and has passed the Departmental Examination prescribed by Government for being eligible to be promoted for the post of Supervisor (Hindi) in the Directorate.
4. Appointment to the post of Translator (Hindi) in the Directorate shall be made by nomination on the basis of selection through commission from amongst the candidates, who,–– (i) are not more than thirty-eight years of age :
Provided that, the upper age limit may be relaxed upto five years in case of candidates already in the Government Service. In case of person of backward category who is already in Government service can get relaxation of five years either as Government servant or as backward category candidate ;
(ii) possess degree alongwith Hindi subject ;
(iii) have passed with English or Communication Skills in English as one of the subject atleast in one year of three years degree course of a statutory University :
४ महाराष्ट्र शासन राजपत्र असाधारण भाग चार-अ, मार्च २३, २०१८/चैत्र २, शके १९४०Provided that, preference shall be given to candidates who possess degree in Law alongwith the qualifications mentioned in sub-clauses (ii) and (iii).
5. A person appointed to the posts mentioned in rules 3 or 4 shall be required to complete the training successfully prescribed by the Government, from time to time.
6. A person appointed to the posts mentioned in rule 4 shall be required to pass post- recruitment examination.
7. A person appointed to the posts mentioned in rules 3 and 4 shall be required to pass examination in Marathi and Hindi languages according to the rules made in that behalf, unless he has already passed or has been exempted from passing the said examinations.
8. A person appointed to the posts mentioned in rules 3 and 4 shall possess a Certificate in Computer Operation prescribed by the Directorate of Information Technology, Government of Maharashtra, from time to time.
