ज्या अर्थी, ठाणे शहराची सुधारित विकास योजना शासनाने महाराष्ट्र प्रादेशिक व नगररचना अधिनियम १९६६ चे कलम ३१ (१) नुसार (यापुढे याचा उल्लेख "उक्त अधिनियम" असा केला आहे.) शासन निर्णय क्र. टिपीएस-१२९७/१३१९/सीआर-१४८/९७/नवि-१२, दिनांक ४ ऑक्टोबर, १९९९ अन्वये मंजूर केली असून, दिनांक २२ नोव्हेंबर, १९९९ पासून अंमलात आली. तसेच सुधारित विकास योजनेतील वगळलेले क्षेत्र (Excluded portion EP) शासन निर्णय क्र. टिपीएस-१२०१/२७४/सीआर-२८/२००९/नवि-१२, दिनांक ३ एप्रिल, २००३ अन्वये शासनाने उक्त अधिनियमानुसार मंजूर केले असून, दिनांक १४ मे, २००३ पासून अंमलात आली आहे.
आणि ज्या अर्थी, ठाणे शहराची विकास नियंत्रण नियमावली शासनाने उक्त अधिनियमाचे कलम ३१ (१) नुसार मंजूर केली असून, ही राज्य शासनाच्या नगर विकास विभागाने शासकीय अधिसूचना क्रमांक टिपीएस-१२९५/सीआर-२२२/९४/नवि-१२, दिनांक २८ एप्रिल १९९५ अन्वये ठाणे शहराच्या प्रारुप विकास नियंत्रण नियमावलीत काही फेरबदल व काही नियमावली वगळून नियमावलीस महाराष्ट्र प्रादेशिक व नगर रचना अधिनियम १९६६ अन्वये मंजुरी दिली आहे व सदर नियमावली दिनांक १ जून १९९५ पासून अंमलात आहे.
आणि ज्या अर्थी, ठाणे शहरातील मोठया प्रमाणावर असलेल्या जुन्या, मोडकळीस आलेल्या आणि अनधिकृत इमारतींचे नियोजनबद्ध आणि सुनियंत्रित पद्धतीने पुर्नविकास होण्याकरिता, विकास नियंत्रण नियमावलीतील कलम १६५ मध्ये "नागरी पुर्ननिर्माण योजना" करिता विशेष नियमाची तरतूद महाराष्ट्र प्रादेशिक व नगररचना अधिनियम १९६६ चे कलम ३७ (१) (क) (क) (ग) चे तरतुदीनुसार सर्व कायदेशीर कार्यवाही पूर्ण करून शासन निर्णय क्र. टिपीएस/१२१३/२७२६/सी.आर.-२४/१४, नवि-१२, दिनांक ०५ जुलै २०१७ अन्वये मंजूर करण्यात आली आहे. (यापुढे याचा उल्लेख नागरी पुर्ननिर्माण योजना असा केला आहे.)
नागरी पुर्ननिर्माण आराखडा (अर्बन रिन्युअल प्लान) तयार करणे आणि मंजूर करणे.
(१) उक्त विकास नियंत्रण नियमावलीतील तरतुदीनुसार आणि विकास आराखडयाच्या तरतुदीनुसार आयुक्त, ठाणे महानगरपालिका यांनी ठाणे महानगरपालिका हद्दीत एकूण ४४ (चौवेचाळीस) नागरी पुर्ननिर्माण आराखडे तयार केले आहेत.
२ महाराष्ट्र शासन राजपत्र, असाधारण भाग दोन, मे ५, २०१८/वैशाख १५, शके १९४०(२) नागरी पुर्ननिर्माण योजने अंतर्गत विकसित/पुर्नविकसित होण्याचे दृष्टीने आवश्यक असलेल्या इमारतींचे आणि/किंवा बांधकामांचे नागरी पुर्ननिर्माण क्लस्टरचा अंतर्भाव असलेला आराखडा तयार करणेचे आयुक्त यांना अधिकार आहे.
(३) ठाणे महानगरपालिकेने नागरी पुर्ननिर्माण आराखडे तयार करणेकामी तांत्रिक सहाय्य करण्याकरिता मे. क्रिसील आणि मे. टेककॉम मोनार्च कन्सॉरशियम यांची नेमणूक केली आहे.
प्रारुप नागरी पुर्ननिर्माण आराखडे हे मंजूर विकास आराखडा, अस्तित्वातील जमिनीचा वापर आणि प्रारुप जमिनीचा वापर अशा स्वरुपात भागधारकांच्या सहभागाने तयार करण्यात आला असून, तद्नंतर योग्य अशा सुधारणेसह खालील तक्त्यात दिल्यानुसार तयार करण्यात आले आहेत :----

वरील प्रमाणे आयुक्त, ठाणे महानगरपालिका यांचे मार्फत तयार केलेले नागरी पुर्ननिर्माण आराखडा हे ठाणे महानगरपालिकेच्या विकास नियंत्रण नियमावलीतील कलम १६५, परिशिष्ट आर-१, पोटकलम १ (ब) (ब) नुसार या जाहीर सूचनेद्वारे प्रसिद्ध करण्यात येत आहे.
उक्त प्रारुप नागरी पुर्ननिर्माण आराखडे व जाहीर सूचना या सर्वसामान्य जनतेच्या सूचना/हरकती मागविणेसाठी ही सूचना सहायक संचालक नगर रचना, ठाणे महानगरपालिका, ठाणे, शहर विकास विभाग, सरसेनानी जनरल अरुण कुमार वैद्य मार्ग, पाचपाखाडी, ठाणे यांचे सूचना फलकावर तसेच सहाय्यक आयुक्त, संबंधित प्रभाग समिती यांचे सूचना फलकावर मसुदा जनतेच्या अवलोकनार्थ उपलब्ध असतील. उक्त नागरी पुर्ननिर्माण आराखडे आणि जाहीर सूचना या जाहिरात फलकांच्या माध्यमांतून संबंधित प्रारुप नागरी पुर्ननिर्माण आराखडयांच्या क्षेत्रामधील विवक्षित ठिकाणी प्रसिद्ध करण्यात येतील. तसेच www.tmctp.thanecity.gov.in ह्य ठाणे महानगरपालिकेच्या वेबसाईटवर प्रसिद्ध करण्यात येत आहे.
महाराष्ट्र शासन राजपत्र, असाधारण भाग दोन, मे ५, २०१८/वैशाख १५, शके १९४० ३उक्त फेरबदलाबाबत कोणत्याही व्यक्तीस सूचना/हरकती घ्यावयाची असल्यास त्यांनी ही सूचना महाराष्ट्र शासनाचे राजपत्रात प्रसिद्ध झाल्यापासून ३० (तीस) दिवसांचे आत आपली सूचना/हरकत महापालिका आयुक्त, ठाणे महानगरपालिका, ठाणे यांचेकडे सादर करावी. उक्त प्रारुप नागरी पुर्ननिर्माण आराखडे जाहीर केल्यानंतर त्यावरील सूचना हरकतीसह ठाणे महानगरपलिकेच्या सर्वसाधारण सभेसमोर नागरी पुर्ननिर्माण योजनेच्या नियमावलीनुसार आणि महाराष्ट्र प्रादेशिक व नगर रचना अधिनियम, १९६६ चे कलम ३७ (१) नुसार शासनाच्या मंजुरीस पाठविणेकरिता सादर करून उक्त नियमातील हायपॉवर कमिटीचे माध्यमातून राज्य शासनाकडे अंतिम मंजुरीकरिता सादर करण्यात येतील.

NOTIFICATION
MAHARASHTRA REGIONAL AND TOWN PLANNING ACT, 1966.
Whereas the Revised Development Plan of the city of Thane has been sanctioned by the Government in the Urban Development Department, under section31(1) of the Maharashtra Regional and Town Planning Act 1966,(hereinafter referred to as "the said Act") vide Notification No.TPS/1297/1319/CR-148/97/ UD-12, dated 4th October 1999 which has come into force with effect from 22nd November 1999, and the Excluded Parts(EP)of the said Development Plan has been sanctioned under the said Act vide Government Notification No.TPS/12011274/CR-28/2001/UD-12, dated 3rd April 2003 which has come into force with effect from the 14th May 2003 ;
And whereas, the Revised Development Control Regulations of Thane Municipal Corporation (hereinafter referred to as "the said DCR") has been sanctioned by the Government in Urban Development Department, under Section 31 (1) of the said Act vide Notification No. TPS/1294/1259/CR-222/94/UD-12, dated 28th April 1995 which has come into force with effect from the 1st June 1995 ;
And whereas, the Government to have planned and controlled redevelopment of large number of old, dilapidated and unauthorized buildings in Thane city has introduced special regulation provisions in respect of 'Urban Renewal Schemes' in the Regulation No. 165 of the Development Control Regulations – 1994 for the Thane Municipal Corporation area (hereinafter referred to as "Urban Renewal Scheme"), by following due process and exercising the powers conferred as stipulated u/s. 37 (1)(AA)(c) of Maharashtra Regional and Town Planning Act, 1966 and accordingly notified vide the Government Notification No. TPS/1213/ 2726/CR-24/14 UD-12 dated 5th July 2017.
Preparation and Approval of Urban Renewal Plans (URP)
(1) Subject to the provisions of Development Plan and the conditions for delineating areas under the Urban Renewal Plan as specified by the said regulation, the Commissioner has identified 44 (Forty-Four) Urban Renewal Plans in the Thane Municipal Corporation limits.
(2) The Commissioner has prepared detailed Urban Renewal plans, for URCs contained therein, showing proposals for development/ reconstruction of cluster of buildings and /or structures, which in the opinion of the Commissioner should be developed or redeveloped under Urban Renewal Schemes (URS).
(3) TMC has appointed M/s. Techcomm Monarch Consortium and M/s. CRISIL for technical assistance regarding delineation and preparation of the Urban Renewal Plans.
The draft URPs prepared are proposed for publication after carrying out due diligence with respect to sanctioned Development Plan, Existing Land Use and Proposed land Use in the said Urban Renewal Plan and also consultation with various stakeholders and thereafter incorporating the appropriate ammendments therein are enlisted hereinafter :—

The Urban Renewal Plans and the notice are kept open for inspection of public in the Office of the Assistant Director of Town Planning, Town Development Department, Thane Municipal Corporation and in the offices of the Assistant Municipal Commissioners of the respective wards of TMC. This notice and plans are proposed to be widely published by way of display on advertise boards within the prominent areas of such proposed draft URPs. This notice and plans are also available on official web site www.tmctp.thanecity.gov.in. Any person interested shall submit their suggestions or objections to the said Urban Renewal Plans within a period of Thirty (30) days from the date of publication of this notice as published in the Maharashtra Government Gazette and submit the same to the Municipal Commissioner, Municipal Corporation of City of Thane. The published draft URPs will then after incorporating legitimate and valid appropriate suggestions & objections if any shall then be put before the planning authority as envisaged U/s 37(1) of MR&TP Act, 1966 and as contemplated in the Regulations of Urban Renewal Scheme, before forwarding the same to state Government through the High Power Committee.
