As per Maharashtra Municipal Councils, Nagar Panchayats and Industrial Township Act, 1965, Sec- tion 322(3), sanctioned Bye-laws of Municipal Council, Washim is published as under.—

Bye laws

1. Short title and commencement - (1) These Bye laws may be called the Washim Municipal Council (Classification, Preservation and Destruction of Record) Bye laws, 2017.

(2) Definations - (1) In these Bye laws, unless the context otherwise requires—

(a) Act means the Maharashtra Municipal Councils, Nagar Panchayat & Industrial Township Act, 1965.

(b) Council means Whasim Municipal Council, in Washim District.

(c) President means the President of Council.

(d) Chief Officer means the Chief Officer of the Council.

(e) Section means a section of the Act.

(f) Schedule means Schedule appended to these Bye laws.

(g) Form means Form prescribed under Maharashtra Municipal Account Code, 2013.

2. Words or expressions used in these Bye laws but not defined shall have meanings respectively assigned assigned them in the Act.

3. Classification of Record for purpose of destruction.—(1) All records of the Municipal Council shall be classified into the following classes, having regard to the period for which such records shall be preserved, namely :—

(A) Class Records . . to be preserved permanently,

(B) Class Records . . To be preserved for a period of thirty years,

(C) Class Records . . To be preserved for a period of five years,

(D) Class Records . . To be preserved until the disposal of the subject matter of the papers or records or the completion of the Annual Inspection of the Office of the Municipal Council or the completion of the Audit of Accounts of the Municipal Council for the period for which the papers or records relate and the final disposal of all audit objections pertaining to the subject matter of such papers or records.

(2) Every year after completion of the Annual Audit of Accounts under the Bombay Local Fund Audit Act, 1930 (Bom. XXV of 1930) and of the Annual Inspection of the Office of the Municipal Council, all records, dealt within the Office of the Municipal Council shall be classified into one of such classes in accordance with the class indicated in respect of the subject-matter of the documents set out in Schedule 'I' hereto appended.

(3) Documents and papers not included in Schedule "I" shall be classified after taking into consideration the nature thereof.

4. Preservation Records.—The 'record-keeper shall not give any information or show any papers to any Municipal' Councillor member of public without written permission' either from the President or the Chief Officer. The Municipal' Councillors shall have to obtain a written permission from the President to see any paper or to copy out certain papers from the Municipal Record.

5. The Record-keeper shall not give any information which is not permitted under Sec. 8 of R.T.I. Act, 2005.

6. (1) Nobody excepting staff of the Record Section shall touch any paper in the Municipal Record, without the permission of the Chief Officer.

(2) The Municipal Servants shall have be allowed to see the papers for office purpose during working hours unless the Chief Office has reasons not to allow.

(3) The Municipal Servants shall have to take written permission if they require copy of any Record. It shall be the discretion of the Chief Officer to grant such permission or not.

(4) Staff of Record Section shall perform their duties on working day only.

7. (1) The Record Section shall be under the immediate supervisions and administrative of the Office Superintendent and under the overall supervision of the Chief Officer.

(2) The Record-keeper shall be responsible for the records in his Department while the Departmental Heads will be responsible for the records in their respective offices.

8. Manner of Destruction of Records.—The Records shall be destroyed either (1) By tearing or (2) by burning in the presence of the Chief Officer :

Provided that, records of a secret or confidential nature shall be destroyed only by burning.

9. Register of Records destroyed.—The Chief Officer shall cause a register of the records destroyed under Bye-laws 8 to be maintained in the form provided in the Schedule "II" hereto appended.

10. The work of destroying records shall be carried out by the Record-keeper in the manner specified in these Bye-laws.

11. Disposal after the records are destroyed.—The record destroyed by tearing may be sold or otherwise disposed of in the manner provided under rule 5 of the Maharashtra 'Municipalties. (Transfer- of Property) (Procedure) Rules, 1967, if it is possible to do so.

12. Smoking prohibited.—Smoking is strictly prohibited in the Record Office.

13. Reference to Director.—Where any doubt arises in respect of the Classification of Record in accordance with clause (1) of By-law 3 or in regard to the property of destruction of any-records, the matter shall be referred to the Director of Municipal Administration, Maharashtra State, Bombay, and his decision thereon shall be final.

14. Repeal and Saving.—Any Rules or Bye-laws corresponding to these By-laws in force within the Municipal area immediately before the date of commencement of these By-laws shall stand repealed in that area, except as respects, things done or omitted to be done under the Rules or Bye-laws, so repealed.

Government Sactioned Development Plan TPS-2508-680-CR129(B)-2002-UD-30 by decision dated 26-10-2004 which came into force dated 15-12-2004 for Development in Original City Limit of Akola City.

In the said sanctioned Development Plan of Akola City, the 30.00 meter wide Canal (area under water body) is shown. Now, Canal is not in existence, this canal from Dabki Road to Balapur Road then upto National Highway No. 06 is Proposed 30.00 Meter Wide Road, proposed was moved Before the General Body U/s, 37 (1) of Maharashtra Regional and Town Planning Act, 1966.

General Body Resolution No. 08, dated 09-05-2018 For completion of the Legislative action and process and obtaining final sanction from Government to the said proposal with the said Modification, the Commissioner, Municipal Corporation, Akola, is hereby authorized by the General Body Akola Municipal Corporation, Akola.

Whereas, Achalpur Municipal Council, District Amravati prepared Development Plan of Achalpur Municipal Council as per provision of Maharashtra Regional And Town Planning Act, 1966 and whereas, said Development Plan have been sanctioned by Maharashtra Government vide Urban Development Resolution No. T.P.S.-2803/181/C.R. 355/UD-30, dated 17th July 2004 and same has come into force with effect from 1st September, 2004 and whereas, in said sanctioned Development Plan Land in Nazul Sheet No. 12, Plot No. 2/3 and Nazul Sheet No. 13, Plot No. 2 both has partially Mauza Parathwada is covered within said Development Plan and whereas, as per notification from Urban Development Department, Mantralaya, Mumbai, 400021, dated 2nd May, 2013. The said land have reserved in manner that "Reservation No. 30A" Tribal Girls Hostel land measuring 0.6 Hectare as well as "Reserva- tion No. 30 B" Government Girls Hostel land measuring 0.95 Hectare have been reserved respectively in sanctioned Achalpur Development Plan now a day is in force.

In same land social welfare and special assistance Department (Government of Maharashtra) have proceed no objection certificate through its Assistant Commissioner, Amravati as per there Office Letter No. Outward No./रू. रूॅ/+द्ध/म्ण्2978/2017-18/+द्धन्म््र, dated 12th July, 2017 as stating re- served ½ acre land may reserved for Tribal Department hostel from Nazul Sheet No. 12, Plot No. 2/3 and Nazul Sheet No. 13, Plot No. 2 as so and whereas, Sub Divisional Officer, Achalpur directs Achalpur Municipal Council to make a proposal for minor modification in such a manner and to send Government for approval through it's office Letter No. ा/ॅह्यम् 206/2018, dated 22nd January, 2018 and whereas, Achalpur Municipal Council General Body passed Resolution No. 66 as to get approval for same proposal under Maharashtra Regional and Town Planning Act, 1966 under Section 37.

Therefore, any one citizen, concern officer, concern authority letter etc. can furnish there objection and suggestion within 30 days from this publication to Chief Officer, Municipal Council, Achalpur objection received beyond valid period from publication cannot be taken into consideration.

The Development Plan of Murtizapur Town is finally approved by Government of Maharashtra vide Order No. D.P. Murtizapur (Revised) T.P.V. 2434, dated 30th March, 1988 and come into force w.e.f. 1st July, 1989;
