ज्याअर्थी, महाराष्ट्र प्रादेशिक आणि नगररचना अधिनियम, १९६६ (येथून पुढे उक्त अधिनियम असे निर्देशित करण्यात येईल.) च्या कलम ४० च्या उप कलम (१) मधील खंड (ख ) व्दारा प्रदान करण्यात आलेल्या अधिकारांचा वापर करून महाराष्ट्र शासनाने दिनांक १७ फेब्रुवारी २०१६ व १८ मार्च २०१६ रोजीच्या अधिसूचना क्रमांक टीपीएस-१८१५/अनौसं/७८/१५/नवि-१३ अन्वये रायगड जिल्ह्यतील मुंबई-पुणे द्रुतगती मार्गालगतच्या ७१ गावांच्या अधिसूचनेत नमूद केलेल्या क्षेत्रासाठी (येथून पुढे उक्त अधिसूचित क्षेत्र असे निर्देशित करण्यात येईल). महाराष्ट्र राज्य रस्ते विकास महामंडळाची (महाराष्ट्र शासनाच्या अखत्यारीतील कंपनी) (येथून पुढे महामंडळ असे निर्देशित करण्यात येईल) विशेष नियोजन प्राधिकरण (येथून पुढे वि.नि.प्रा. असे निर्देशित करण्यात येईल) म्हणून नेमणूक केली आहे ;
आणि ज्याअर्थी, महामंडळाने ठराव क्र. १३, दिनांक ११ मे २०१६ अन्वये उक्त अधिसूचित क्षेत्रासाठी प्रारुप विकास योजना तयार करण्याचा इरादा जाहीर केलेला आहे आणि उक्त अधिनियमाच्या कलम २१ चे उप-कलम (२) व कलम २३ च्या उप-कलम (१) अन्वये त्याबाबतची सूचना महाराष्ट्र शासन राजपत्र, भाग-२, गुरुवार ते बुधवार, दिनांक २६ मे २०१६ ते १ जून २०१६ अन्वये प्रसिद्ध केली आहे ;
आणि ज्याअर्थी, उक्त अधिनियमाच्या कलम २४ च्या तरतुदीस अनुसरून उक्त क्षेत्रासाठी उक्त प्रारुप विकास योजना तयार करण्यासाठी सह संचालक, नगररचना, कोकण विभाग यांनी आदेश क्र. १५०६, दिनांक ३१ ऑगस्ट २०१६ अन्वये उप मुख्य नियोजनकार, महाराष्ट्र राज्य रस्ते विकास महामंडळ यांची " नगररचना अधिकारी " म्हणून नेमणूक केली आहे ;
आणि ज्याअर्थी, उक्त अधिनियमातील कलम २५ अन्वये महामंडळाने अधिसूचित क्षेत्रामध्ये समाविष्ट असलेल्या जमिनींचे सव्र्हेक्षण करून नगररचना अधिकायांमार्फत उक्त अधिसूचित क्षेत्रासाठीचा विद्यमान भूवापर दर्शविणारा नकाशा तयार केला असून सदर विद्यमान भूवापर नकाशा उक्त कलम २५ अन्वये दिनांक ७ नोव्हेंबर २०१७ रोजी विशेष नियोजन प्राधिकरणास सादर केलेला आहे ;

भाग दोन------६८---१२ महाराष्ट्र शासन राजपत्र असाधारण भाग दोन, नोव्हेंबर २०, २०१८/कर्ातिक २९, शके १९४० आणि ज्याअर्थी, विशेष नियोजन प्राधिकरणाने उक्त अधिसूचित क्षेत्रासाठी प्रारुप विकास योजना, संबंधित विकास योजना अहवाल व प्रारुप विकास नियंत्रण व प्रोत्साहन नियमावली तयार केलेली आहे ;
आणि ज्याअर्थी, महामंडळाच्या संचालक मंडळासमोर उक्त अधिसूचित क्षेत्रासाठी विशेष नियोजन प्राधिकरणाने तयार केलेली प्रारुप विकास योजना व संबंधित अहवाल तसेच प्रारुप विकास नियंत्रण व प्रोत्साहन नियमावली दिनांक २ नोव्हेंबर २०१८ रोजीच्या संचालक मंडळाच्या बैठकीमध्ये मांडण्यात आली व संचालक मंडळाने त्यावर सुचविलेल्या सुधारणा व बदल विचारात घेऊन तयार केलेल्या उक्त प्रारुप विकास योजना व संबंधित प्रारुप विकास योजना अहवाल व प्रारुप विकास नियंत्रण व प्रोत्साहन नियमावलीच्या प्रस्तावास संचालक मंडळाने ठराव क्रमांक ९ अन्वये मंजुरी दिली आहे.
म्हणून, आता विशेष नियोजन प्राधिकरण उक्त प्रारुप विकास योजना, विकास योजना अहवाल आणि प्रारुप विकास नियंत्रण व प्रोत्साहन नियमावलीसह उक्त अधिनियमाच्या कलम २६ (१) अन्वये नागरीकांकडून सूचना/हरकती मागविण्यासाठी प्रसिद्ध करीत आहे.
उक्त प्रारुप योजनेतील तरतुदीसंबंधी नागरिकांच्या काही सूचना/हरकती असतील तर त्यांनी ही सूचना महाराष्ट्र शासनाच्या राजपत्रात प्रसिद्ध झालेल्या दिनांकापासून ३० दिवसांच्या आत मुख्य नियोजनकार, विशेष नियोजन प्राधिकरण, एक्सप्रेसवे स्मार्ट सिटी प्रोजेक्ट-१, ऑफीस नं. २०४, २ रा मजला बिल्िंडग नं. २ (A-३), सेक्टर १, मिलेनियम बिझनेस पार्क, महापे, नवी मुंबई ४०० ७१० यांचेकडे लेखी स्वरुपात कारणांसह पाठवाव्यात. सदरची सूचना महाराष्ट्र शासन राजपत्रात प्रसिद्ध झाल्याच्या दिनांकापासून ३० दिवसांचे आत, नागरिकांकडून ज्या हरकती व सूचना विशेष नियोजन प्राधिकरण कार्यालयाकडे प्राप्त होतील, फक्त त्याच हरकती व सूचना विचारात घेतल्या जातील.
सदरहू योजनेसंबंधीचे नकाशे व अहवाल कामकाजाच्या दिवशी कार्यालयीन वेळेत नागरिकांच्या अवलोकनार्थ, खाली नमूद केलेल्या कार्यालयात उपलब्ध आहेत :-----

उक्त प्रारुप विकास योजना नकाशे, प्रारुप विकास योजना अहवाल आणि प्रारुप विकास नियंत्रण व प्रोत्साहन नियमावलीच्या प्रती योग्य शुल्क आकारून मुख्य नियोजनकार, विशेष नियोजन प्राधिकरण, एक्सप्रेसवे स्मार्ट सिटी प्रोजेक्ट-१, ऑफीस नं. २०४, २ रा मजला, बिल्िंडग नं. २ (A-३), सेक्टर १, मिलेनियम बिझनेस पार्क, महापे, नवी मुंबई ४०० ७१० या कार्यालयात कामकाजाच्या दिवशी दुपारी २.०० ते ४.०० या वेळेत नागरिकांना विक्रीसाठी उपलब्ध आहे. तसेच महामंडळाचे संकेत स्थळ http://msrdc.org यावर सुद्धा उपलब्ध आहे.

Notice
(Under section 26(1) of Maharashtra Regional and Town Planning Act, 1966, for inviting objections and suggestions to the Draft Development Plan for notified area of 71 villages along Mumbai-Pune
Expressway in Raigad District.)

Whereas, the Government of Maharashtra in exercise of powers conferred under clause (b) of sub-section (1) of the section 40 of the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred to as " the said act ") vide Notification No.TPS. 1815/UOR/78/15/UD-13, dated 17th February 2016 and 18th March 2016 (hereinafter referred to as " the said Notification ") declared Maharashtra State Road Development Corporation Ltd. (being a company owned by the Government of Maharashtra) (hereinafter referred to as " the Corporation ") as Special Planning Authority ( hereinafter referred to as " the SPA ") for the area of 71 villages along Mumbai-Pune Expressway in Raigad District, as specified in the said notification (hereinafter referred to as " the said notified area ") ;
And whereas, the Corporation vide its Board Resolution No.13, dated 11th May 2016, had declared its intention to prepare a Draft Development Plan for said notified area and in pursuance of provisions of sub-section (1) of the section 23 read with sub-section (2) of the section 21 of the said Act and notice to that effect is published in Maharashtra Government Gazette, Part - 2, Thursday to Wednesday, dated 26th May 2016 to 1st June 2016 ;
And whereas, as per the provision in section 24 of the said Act, the Joint Director Town Planning, Konkan Division, vide Order No.1506, dated 31st August 2016 has appointed Deputy Chief Planner, MSRDC as " Town Planning Officer " to prepare the said Draft Development Plan for the said area ;
And whereas, in accordance with the provisions of section 25 of the said Act, the corporation has carried out Survey of the lands included in the notified area and accordingly, the Town Planning Officer after having prepared Existing Land Use Map for the said notified area as per section 25 of the MR and TP Act, has submitted it to the Planning Authority on 7th November 2017 ;
And whereas, the SPA has prepared a "Draft Development Plan" with corresponding " Draft Report " and its " Draft Development Control and Promotion Regulations " for the notified area ;
And whereas, the aforesaid " Draft Development Plan " with corresponding " Draft Report " and its " Draft Development Control and Promotion Regulations " were put forth before the Board of Directors of the Corporation meeting dated 2nd November 2018. The Board suggested certain changes and modifications therein and after incorporating the same, the Board has approved the proposal of the said " Draft Development Plan " with corresponding " Draft Report " and " Draft Development Control and Promotion Regulations " of MSRDC-SPA vide Board Resolution No. 9 ;
Now, therefore, MSRDC-SPA hereby publishes the said '' Draft Development Plan " along with the '' Draft Report " and its " Draft Development Control and Promotion Regulations " under section 26(1) of the said Act for inviting suggestions/objections from the public ;
The suggestions/objections if any, in writing from the public in this regard with reasons, shall be submitted to the office of the Chief Planner, MSRDC, Mahape, Navi Mumbai within the period of 30 days from the date of publication of the Notice in Maharashtra Government Gazette. Suggestions/objections received by the MSRDC-SPA within the period of 30 days from the date of publication of this Notice in Maharashtra Government Gazette shall only be considered ;

(1) The Vice Chairman and Managing Director, Bandra-Worli (Rajiv Gandhi) Sea Link Project Office, Opposite Bandra Reclamation Bus Depot, Near Lilavati Hospital, Bandra (W.), Mumbai 400 050.
(2) The Chief Planner, Special Planning Authority, Expressway Smart City Project 1, Office No. 204, 2nd Floor, Building No.2 (A-3), Sector-1, Millenium Business Park, Mahape, Navi Mumbai 400 710.
(3) Joint Director of Town Planning, Konkan Division, Konkan Bhavan, Navi Mumbai.
The copies of the said " Draft Development Plan " along with the " Draft Development Plan Report " and " Draft Development Control and Promotion Regulations " shall be available for sale to the public at reasonable price in the office of the Chief Planner, Special Planning Authority, Expressway Smart City Project 1, Office No. 204, 2nd Floor, Building No.2 (A-3), Sector-1, Millenium Business Park, Mahape, Navi Mumbai 400 710 between 2-00 p.m. to 4-00 p.m. on all working days and also available on MSRDC's website http://msrdc.org
