INDIAN FOREST SERVICE (PAY) RULES, 2016.

No. AFO.1013/CR. 241/F-7.—In exercise of the powers conferred under sub-rule (1) of rule 12 of the Indian Forest Service (Pay) Rules, 2016, the State Government hereby makes the following regulation :—

2. The Government of Maharashtra hereby declares that the post of the Regional Manager, Forest Development Corporation of Maharashtra Ltd., South Chandrapur Region, Chandrapur shall be equivalent in status and responsibilities to the post of the Conservator of Forests (Level 13A in Pay Matrix), specified in Schedule II of the Indian Forest Service (Pay) Rules, 2016.

3. The down gradation of the post as Regional Manager, Forest Development Corporation of Maharashtra Ltd., South Chandrapur Region, Chandrapur shall be subject to ratification in the next meeting of Forest Development Corporation of Maharashtra, Nagpur.

INDIAN FOREST SERVICE (PAY) RULES, 2016.

No. AFO.1013/CR. 241/F-7.—In exercise of the powers conferred under sub-rule (1) of Rule 12 of Indian Forest Service (Pay) Rules, 2016, the State Government hereby makes the following regulation :—

The Government of Maharashtra hereby declares that the posts, of the Divisional Manager, Forest Development Corporation of Maharashtra Ltd., Markanda and Gondia shall be equivalent in status and responsibilities to the post of Assistant Conservator of Forests (Level 10 in Pay Matrix) specified in Schedule-II of the Indian Forest Service (Pay) Rules, 2016.

3. The downgradation of the posts, as Divisional Manager, Forest Development Corporation of Maharashtra Ltd., Markanda and Gondia shall be subject to ratification in the next meeting of Forest Development Corporation of Maharashtra, Nagpur.

सांख्यिकी संग्रहण अधिनियम, २००८.

क्रमांक असांसं.१३१८/१६११/प्र.क्र. १६६/का-१४१७.------केंद्र शासनाच्या सांख्यिकी संग्रहण अधिनियम, २००८ च्या कलम ३ व ४ द्वारे (२००९ च्या कलम ७ द्वारे) दिलेल्या अधिकाराचा वापर करून सांख्यिकी संग्रहण नियम, २०११ च्या नियम ५ व ७ अन्वये, महाराष्ट्र शासन खाली दिलेल्या अनुसूची १ मध्ये उल्लेख केलेल्या बाबींनुसार सांख्यिकी पाहणी, [ यापुढे अधिसूचनेत " वर्ाषिक उद्योग पाहणी २०१७-१८ (राज्य नमुना) " असे संबोधले गेले आहे ] याद्वारे वस्तुनिर्माण व अनुषंगिक कार्ये या संबंधीची आकडेवारी गोळा करण्याचे आदेश देत आहे.

२. महाराष्ट्र शासन उपरोक्त आदेशासंदर्भात खाली दिलेल्या अनुसूची २ मध्ये उल्लेख केलेल्या अधिका-यांची राज्याच्या भौगोलिक क्षेत्रातील उद्योगासंबंधी सांख्यिकी माहिती गोळा करण्यासाठी सांख्यिकी अधिकारी म्हणून नियुक्ती करीत आहे.

३. संबधित सांख्यिकी अधिका-याद्वारे प्राधिकृत केलेल्या व्यक्तींना प्रत्येक माहिती देणा-या व्यक्तीद्वारे दिल्या गेलेल्या माहितीची पडताळणी, त्यासंबंधीच्या लेख्यांची/कागदपत्रांची पाहणी करणे व ते तपासणे तसेच आवश्यकतेनुसार त्या संबंधी स्पष्टीकरण मागणे या कामासाठी सांख्यिकी अधिका-याच्या कार्यक्षेत्रात नियुक्त केले जाईल. या प्रत्येक माहिती गोळा करण्यासाठी प्राधिकृत केलेल्या व्यक्तीकडे संबंधित सांख्यिकी अधिका-याने त्यांना दिलेल्या छायाचित्रासह असलेले ओळखपत्र किंवा प्राधिकार पत्र सोबत असणार आहे.

४. वर्ाषिक उद्योग पाहणी २०१७-१८ (राज्य नमुना) अंतर्गत माहिती देणा-याकडून सोबत जोडलेल्या विहित नमुन्यात गोळा केलेल्या माहितीची योग्य ती छाननी व तपासणी केल्यानंतर अर्थ व सांख्यिकी संचालनालय, नियोजन विभाग, महाराष्ट्र शासन यांच्या अधिका-यांकडून माहितीचे संस्करण केले जाईल.

५. वर्ाषिक उद्योग पाहणी २०१७-१८ (राज्य नमुना) च्या कोणत्याही कामाशी संबंधित सर्व व्यक्ती ह्य सांख्यिकी संग्रहण अधिनियम, २००८ (२००९ च्या कलम ७ द्वारे) तसेच सांख्यिकी संग्रहण नियम, २०११ मधील तरतुदींखाली अंमलात असतील. कोणत्याही सांख्यिकी अधिका-याला अधिनियमाच्या कलम ४ च्या उप कलम (४) अथवा (६) नुसार कोणतेही अधिकार देण्यात आलेले नाहीत.

अनुसूची-१

१. सांख्यिकी संकलन करण्याचा विषय व प्रयोजन.---- वर्ाषिक उद्योग पाहणी २०१७-१८ (राज्य नमुना) द्वारे संघटित वस्तुनिर्माण (ज्यात उत्पादन प्रक्रिया, दुरूस्ती सेवा, वायु व पाणीपुरवठा आणि शितगृहे या संबंधित कायार्ंचा समावेश आहे) क्षेत्राची वाढ, रचना व संरचना संबंधित सांख्यिकी आकडेवारी गोळा केली जाते.

२. सांख्यिकी संकलनासाठीचे भौगोलिक क्षेत्र.---- सांख्यिकी संग्रहण अधिनियम, २००८ अंतर्गत वर्ाषिक उद्योग पाहणी २०१७-१८ (राज्य नमुना) ही संपूर्ण राज्यात केली जात आहे.

३. सांख्यिकी संकलनाची पद्धती.---- प्रत्येक सांख्यिकी अधिकारी त्याच्या कार्यक्षेत्रांतर्गत माहिती देणा-यास सूचना पत्र निर्गमित करेल. या सूचना पत्रात ज्या दिनांकापयर्ंत माहिती पुरवावयाची आहे तो दिनांक, ज्या अधिकारी/कार्यालयास माहिती पुरवावयाची आहे ते अधिकारी/कार्यालय, ज्या घटक/घटकांसाठी माहिती पुरवावयाची आहे तो/ते घटक आणि माहिती ज्या नमुन्यात पुरवावयाची आहे असे नमुने (विहीत नमुन्यातील प्रपत्र) या बाबी दर्शविलेल्या असतील. सांख्यिकी अधिकारी सूचना पत्रात उल्लेखिलेल्या इतर अटींच्या अधिन राहून नमुन्यातील माहिती व आकडेवारी इलेक्ट्रॉनिक माध्यमातून नोंदविण्यासाठी माहिती देणा-यास अनुमती देऊ शकतात.

४. ज्यांच्याकडून माहिती संकलित केली जाणार अशा माहिती देणा-यांचे स्वरूप.---- सांख्यिकी अधिका-यांमार्फत घटकाचा [अर्थात कोणताही कारखाना/उद्योग किंवा वीज वा वायु वा पाणीपुरवठा करणारी संस्था, किंवा विडी आणि सिगारेट कामगार (रोजगाराच्या अटी) अधिनियम, १९६६ अंतर्गत नोंदणीकृत आस्थापना] (१९६६ चा क्रमांक ३२)मालक किंवा अधिकारी ज्याला सूचना पत्र दिले जाईल, त्यांना घटकांसंबंधी माहिती उपलब्ध करून द्यावी लागेल.

भाग चार-अ-----२अ१२ महाराष्ट्र शासन राजपत्र भाग चार-अ, गुरुवार ते बुधवार, जानेवारी १०-१६, २०१९/पौष २०-२६ शके १९४० एकाच समुहाच्या/व्यवस्थापनाच्या अंतर्गत असलेल्या दोन किंवा अधिक घटकांसंबंधी माहिती घटकनिहाय वेगवेगळी उपलब्ध होत नसल्यास आणि अशा सारख्या इतर शक्यता ज्या सूचना पत्रात नमूद केल्या आहेत अशा बाबतीत सांख्यिकी अधिकारी मालक अथवा ज्यांच्या ताब्यात तो घटक आहे त्या व्यक्तीकडून अशा घटकांची एकत्रित माहिती मागू शकतो.

५. सांख्यिकी संकलन करण्याचा अपेक्षित कालावधी.----सूचना पत्रात सूचनाकत्र्याद्वारे माहिती सादर करण्यापयर्ंतचा दिनांक नमूद केलेला असेल व तो साधारणपणे जानेवारी, २०१९ ते जून, २०१९ या कालावधी दरम्यान असेल.

६. संदर्भ कालावधी.----१ एप्रिल २०१७ ला सुरू होणारे व ३१ मार्च २०१८ ला संपणारे र्आथिक वर्ष किंवा १ एप्रिल २०१७ आणि ३१ मार्च २०१८ च्या दरम्यान कोणत्याही तारखेला संपणारे घटकाचे लेखावर्ष यासाठी माहिती उपलब्ध करून द्यावी लागेल.

७. गोळा केल्या जाणा-या माहितीचे स्वरूप.----मागितलेल्या माहितीत सोबत जोडलेल्या विहीत नमुन्यात गोळा करण्यात येईल. त्यात मत्ता व दायित्वे, रोजगार व रोजगारावरील खर्च, जमा, खर्च, निविष्टी, वापरलेला स्वदेशी किंवा आयात माल, मुख्य उत्पादन व उप उत्पादने, वितरणावरील खर्च इत्यादींचा समावेश आहे.

८. माहिती देणा-याने ज्या भाषेत माहिती सादर केली पाहिजे ती भाषा.----माहिती देणारा सोबत जोडलेल्या नमुन्यात मराठी, हिंदी अथवा इंग्रजी भाषेमध्ये माहिती सादर करेल.

९. माहिती देणा-यासाठी बंधने.----घटकाचा मालक किंवा पदाधिकारी ह्यस संबंधित सांख्यिकी अधिका-याकडून प्राप्त झालेल्या सूचना पत्रात नमूद केल्याप्रमाणे त्याच प्रकारे व त्यात दिलेल्या दिनांकापयर्ंत माहिती सादर करावी लागेल. तसेच सांख्यिकी अधिकारी किंवा त्यांनी प्राधिकृत केलेल्या व्यक्तीस निरीक्षणासाठी संबंधित कागदपत्रे उपलब्ध करून द्यावी लागतील तसेच मागितलेल्या माहिती संदर्भात विचारलेल्या प्रश्नांस उत्तरे द्यावी लागतील.

१०. व्यवसायासंबंधी कागदपत्रे व निरीक्षण होऊ शकतील अशा लेख्यांचे स्वरूप.----सांख्यिकी अधिकारी किंवा त्याने प्राधिकृत केलेली व्यक्ती घटकाच्या व्यवसायासंबंधीची कागदपत्रे, जसे ताळेबंद, नफा-तोटा पत्रक, हजेरी पत्रक, श्रम तासांची नोंदवही, वेतन पत्रक, संचालकांचा अहवाल अथवा घटकाद्वारे सादर केलेल्या माहितीच्या पृष्ठयर्थ/समर्थनार्थ कोणत्याही अन्य वैधानिक दस्ताऐवजांचे निरीक्षण करू शकेल.

११. निरीक्षणाची पद्धत.----संबधित सांख्यिकी अधिकारी किंवा त्यांनी प्राधिकृत केलेली व्यक्ती, घटकाच्या कारभारांचे लेखे तसेच इतर कागदपत्रे यांच्या आधारे घटकाकडून दिल्या गेलेल्या माहितीची सत्यता पडताळू शकेल तसेच संबंधित मालक अथवा अधिकारी किंवा घटकाच्या व्यवस्थापनाने प्राधिकृत केलेल्या व्यक्तीकडे त्या संबंधीचे स्पष्टीकरण मागेल.

COLLECTION OF STATISTICS ACT, 2008.

No. DES. 1318/1611/C.R.166/Desk-1417.—In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009) read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Government of Maharashtra hereby directs the collection of statistics on manufacturing and related activities through a statistical survey [ hereinafter referred to as ' the Annual Survey of Industries, 2017-18 (State Sample)'] as per the details mentioned in Schedule-I appended hereto.

2. The Government of Maharashtra hereby appoints the Officer as also his assignees in offices, mentioned in Schedule-II appended hereto, as Statistics Officers in respect of the geographical units mentioned therein for the purpose of collecting statistics with reference to the aforesaid direction.

3. The persons authorized by the concerned Statistics Officer shall engage in the jurisdiction of the Statistics Officer engage in verification of information furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each person authorised to collect information shall carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.

4. The statistics collected in the Form appended herewith in respect of the Annual Survey of Industries 2017-18 (State Sample) furnished by the informants, after due verification and scrutiny, shall be processed by officials working at the Directorate of Economics and Statistics, under the Planning Department of Government of Maharashtra.

5. All the persons engaged in any activity in respect of the 'Annual Survey of Industries 2017-18 (State Sample)' are governed by the provisions of the Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011 framed thereunder. No power has been delegated to any Statistics Officer under sub-section (4) or (6) of section 4 of the Act.

Schedule-I

1. Subject and purpose for collection of statistics.—Statistics relating to the growth, composition and structure of organized manufacturing sector, comprising activities related to manufacturing processes, repair services, gas and water supply and cold storage, is collected through Annual Survey of Industries, 2017-18 (State Sample).

2. Geographical area for collection of statistics.—The Annual Survey of Industries, 2017-18 (State Sample) shall be conducted in the whole State of Maharashtra.

3. Method of data collection.—A notice shall be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the date by which, the officer or office to whom, the unit or units for which, and the forms in which information is required to be furnished. The Statistics Officer may permit an informant to file the information in electronic form, subject to such other conditions that he may specify in the notice.

4. Nature of informants from whom data may be collected.—The owner or occupier of a unit [(i.e a factory or an electricity or gas or water supply undertaking or an establishment registered under the Beedi and Cigar Workers (Conditions of Employment) Act, 1966] (32 of 1966) to whom the notice has been issued by a Statistics Officer shall furnish information about the unit.

The Statistics Officer may require an owner or occupier to furnish consolidated information in respect of two or more units under single management in case information is not separately available for individual unit and subject to such other conditions, as he may specify, in the notice.

5. Period during which collection of statistics may be completed.—The date for submission of information by each informant shall be mentioned in the notice and it would generally fall during the period from January 2019 to June 2019.

6. Reference Period.—Information is required to be furnished for the financial year commencing from the 1st April 2017 and ending on the 31st March 2018 or for the accounting year of a unit ending on any date between the 1st April 2017 and on the 31st March 2018.

7. Nature of information to be collected.—The information required shall be collected in the Form appended herewith. The Form contains the assets and liabilities, employment and labour cost, receipts, expenses, input items-indigenous and imported, products and by-products, distributive expenses, etc. of a unit.

8. Form and language in which information is to be furnished by informant.—An informant shall furnish the information in the Form appended herewith either in Marathi, Hindi or English language.

9. Obligation of informant.—An owner or occupier of a unit shall furnish information in the manner and by the date mentioned in the notice received by him from the concerned Statistics Officer. He shall also furnish relevant records for inspection and answer the questions in relation to the information sought, as may be required by the Statistics Officer or a person authorized by him.

10. Nature of business records and other records which may be inspected.—The business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance register, labour register, pay rolls, Director's report or any other legal document in support of the information furnished by the unit may be inspected by the Statistics Officer or a person authorized by him.

11. The manner of inspection.—The concerned Statistics Officer or a person authorized by him may verify the information furnished by a unit on the basis of business records and other records of the unit and seek clarifications from the concerned owner or occupier or a person authorized by the management of the unit.
