In pursuance of clause (3) of article 348 of the Constitution of India, the following translation in English of the Maharashtra Agricultural Universities (Krishi Vidyapeeths) (Amendment) Bill, 2019 (L.C. Bill No. I of 2019), introduced in the Maharashtra Legislative Council on the 25th February 2019, is hereby published under the authority of the Governor.

further to amend the Maharashtra Agricultural Universities
(Krishi Vidyapeeths) Act, 1983.
WHEREAS it is expedient further to amend the Maharashtra Agricultural Universities (Krishi Vidyapeeths) Act, 1983, for the purposes hereinafter appearing;
Mah. XLI of 1983.
it is hereby enacted in the Seventieth Year of the Republic of India as follows :—
Short title.
1. This Act may be called the Maharashtra Agricultural Universities (Krishi Vidyapeeths) (Amendment) Act, 2019.

Vidyapeeths) Act, 1983, in sub-section (1 ), in clause (a), for sub-clause (ii ), the Amendment of section 17 of Mah. XLI of 1983. following sub-clause shall be substituted, namely :—
" (ii ) the Director General, Indian Council of Agricultural Research, New Delhi ; or his nominee from amongst the following :—
(A) a person who is retired as Director General, Indian Council of Agricultural Research, New Delhi ; or
(B) the Chairman, Agricultural Scientists Recruitment Board (ASRB), New Delhi ; or
(C) the Director, Indian Agricultural Research Institute (IARI), New Delhi ; " .

Sub-section (1) of section 17 of the Maharashtra Agricultural Universities (Krishi Vidyapeeths) Act, 1983 (Mah. XLI of 1983) provides for appointment of Vice-Chancellor. Clause (a) of sub-section (1) of the said section 17 provides that, there shall be a Committee to recommend suitable names to the Chancellor for appointment of Vice-Chancellor. As provided in sub-clause (ii), the Director General, Indian Council of Agricultural Research, New Delhi is one of the member of the said Committee. The Director General, Indian Council of Agricultural Research, New Delhi, is also the Secretary of the Department of Agriculture Research and Education (DARE), Government of India. The post of the said Director General is a single post having jurisdiction all over the India and such as it becomes difficult for the Director General to get sufficient time to work on such Committee.
2. Considering the work-load of the Director General, and to ensure that the selection process of Vice-Chancellor of the Agricultural Universities (Krishi Vidyapeeths) is expedited, it is considered expedient to provide that the Director General may either himself or through his nominee who is retired Director General, Indian Council of Agricultural Research, New Delhi or the Chairman, Agricultural Scientists' Recruitment Board (ASRB), New Delhi or the Director, Indian Agricultural Research Institute (IARI), New Delhi, shall be a member on the Committee for suggesting suitable names to the Chancellor for appointment of the Vice-Chancellor. For the said purpose, it is considered expedient to amend section 17 of the said Act, suitably.
3. The Bill intended to achieve the above objectives.
